One entry point from Mclain Street. - Child Care Parking/Drop-off: 28 spaces on west side of building from Mclain Street. - Alternative Education Parking: 68 spaces on south side of building from School Street. - Bus Drop Off Area: No buses at this site. - Playgrounds: o Combination of older and newer play equipment surrounded with wood fiber mulch. Toddler area has cushioned mats in lieu of mulch. Entire playground is enclosed with chainlink fencing. Overall in good condition, however additional wood fiber mulch is required. 3 o (1) ballfield with fenced backstop use as practice field for JV and varsity. In good condition. o Site fencing is in good condition. - Asphalt Pavement: Overall in very poor condition. Drainage is a problem in many areas causing icy conditions during cold weather. Entry/exit drives from School Street are steep. All parking lots and drives should be pulverized, reshaped and re-paved. - Concrete Sidewalks: Overall in good condition with some areas showing some surface spalding. Areas that are broken and uneven need to be replaced. - Site Lighting: Wall mounted light fixtures. - Landscaping: Generally consists of lawn area with some major trees around the site s perimeter. General Building/Site Information: - Number of Stories: Three. - Construction Type: o Concrete frame and masonry bearing wall. o Concrete slab on steel bar joist roof structure with coal tar built-up roofing membrane o Concrete slabs on grade or steel bar joist o Windows: Combination of steel sash with single pane glazing, aluminum awning windows with single pane glazing and new aluminum casement windows with insulating glazing. - Fire Suppression: None. - Exterior Walls: Are in good condition with some brick tuckpointing required. Cracks in the masonry that have been tuckpointed in the past are solid and show no additional signs of movement. - Window Sash: Windows vary from excellent operating condition to very poor depending on the type and age of the windows. Windows are of the following types: o East Wing: Aluminum awning and fixed windows units glazed with single pane glass. o Center (Gymnasium) Section: Original steel frame windows glazed with single pane glass. Most of the windows in the gymnasium have been covered over with panels. o West Wing: New aluminum storefront with casement windows glazed with insulating glazing. - Entry Doors: All remaining wood and hollow metal doors in hollow metal frames should be replaced. 4 o East Wing: Main entry doors have been replaced with aluminum doors in aluminum frame. o Central (Gymnasium) Section: Entry doors are the original wood doors and frames and are in bad condition. o West Wing: Entry doors at center stairway have been replaced with aluminum doors in aluminum frame. Remaining entry doors are the original wood doors and frames and are in fair to bad condition. - Roof Membrane: Coal tar built-up membranes with aggregate surfacing over 1 perlite insulation and 1 to 1 ½ rigid insulation on concrete deck. Roof membranes are approximately 15 to 20 years old. o Existing R-Value of Roof Insulation R10 Required R-Value R20 - Interior Walls: Masonry construction (CMU - slag aggregate type). In some areas the masonry is exposed and painted and in other areas it is plastered over. Although structural sound the walls appear old and dated. Some new partitions in the west wing are gypsum board. - Interior Doors: Doors vary throughout the building. Very few doors comply with ADA latch side clearance requirements. o Doors and Frames: A large majority of the original wood panel doors in wood frames remain. Some doors have been replaced with hollow metal doors and frames and some with solid core wood doors in hollow metal frames. o Door Lites and Transoms: Are glazed with wire or non-wire glass. o Hardware: All knob handles should be replaced with lever handles and keyed alike throughout the building. Classroom doors must have closer installed. - Carpet Flooring: Condition varies with the age of the carpet. Generally the life expectancy is 10 to 12 years for a classroom. Carpet appears to have been laid over the original 9x9 asbestos tile flooring to encapsulate it. - Vinyl Tile Flooring: Some rooms still have the original 9x9 asbestos tile flooring exposed. Should consider flooring over to encapsulate it. - Acoustical Ceilings: Majority of ceilings throughout the building are 2x4 suspended acoustical tile. The grid appears to be original and is rusting and has discolored over time. Condition of tiles varies, but replacing the ceiling system throughout the building would greatly improve the buildings overall appearance. - Plaster Ceilings: Overall are in fair condition with only minor areas needing some patch work and painting. - Lighting: The majority of the building lighting consists of 2x4 lay-in fluorescent fixtures that have been re-lamped with T8 bulbs. 5 - Emergency Lighting: Emergency lighting should be installed throughout the building to comply with current codes. - Fire Alarm System: Is original and is grandfathered for continued use, however it does not comply with current codes and should be replaced with an audible / visual system. - Plumbing Fixture Count: o Staff Toilets East (Adult Education) Wing: Women 1 water closet required, 1 unisex fixture currently Men 1 water closet required, 1 unisex fixture currently o Student Toilets East (Adult Education) Wing: Women - 3 water closets required, 3 fixtures currently Men - 3 water closets required, 8 fixtures currently o Staff Toilets West (Child Care) Wing: Women 1 water closet required, 2 unisex fixtures currently Men 1 water closet required, 2 unisex fixtures currently o Children Toilets West (Child Care) Wing: Children -? water closets required, 16 fixtures currently - Mechanical: Existing HVAC system for this building consists of a central steam heating system served by two (2) newer low efficiency gas steam boilers. These boilers are housed in a separate boiler plant and supply the main building via exposed insulated piping. The steam piping serves a combination of perimeter steam radiation, cast iron radiators, unit ventilators, unit heaters and an air handling unit. Ventilation for the facility is mainly via operable windows. The majority of existing heating and ventilation units are non-functional. Various rooms throughout the facility are provided with minimal cooling via a mix of window air conditioners, ductless split systems and portable spot coolers. - Electrical: The majority of the lighting fixtures in the Alternate Education wing are older 2x4 lay-in which have been converted from T12 fluorescent lamps to T8 fluorescent lamps. The lenses of the fixtures are showing their age and many are damaged, yellowed or sagging down out of the fixture frames. Lighting fixtures in the Child Development wing consists of 2x4 lay-in with T8 lamps. The fixtures are in good condition. The Kitchen was recently renovated and has LED lay-in light fixtures. Lighting controls in the form of occupancy sensors have been added in classrooms, storage rooms, etc, but were not seen in corridors. 9 Inventory of Existing Building Finishes / Conditions: Condition of finishes is subjective and based on the following criteria: Good: The finish material appears similar to its original condition and with continued maintenance should last its intended life expectancy. Example: Carpeting rated Good Surface shows little wear and has an expected remaining life of 8 to 10 years of a 10 to 12 year life. Fair: The finish material shows some wear or condition issues that need maintenance. Example: Carpeting rated Fair Surface shows wear and/or staining, seams may be showing, and has an expected remaining life of 3 to 4 years. 28 Swartz Creek Mary Crapo Center Adult Education and Day Care 1928 Original Construction 47,410 sf Mechanical Systems Existing heating ventilation and air conditioning (HVAC) system description: The existing HVAC system for this building consists of a central steam heating system served by two newer 80% natural gas steam boilers. The boilers are housed in a separate boiler plant building and supply the main building via exposed insulated steam and condensate piping. The steam piping serves a combination of perimeter steam radiation, cast iron radiators, unit ventilators, unit heaters and an air handling unit. The first floor rooms 100N, 123, and 125, and second floor gymnasium are heated by steam cast iron ceiling type radiators. Corridors 100E, 200E, 300E and stairways are heated by wall type steam cast iron radiators. A non-functional steam heat air handling unit supplies first floor rooms 104 and 106, second floor rooms 202A, 202, 206, and 210, and third floor rooms 302, 306, 310, and 314. Two small steam heat air handling units upon the stage area supply the gymnasium. First floor rooms 100W, 113, and 119 are heated by steam fin tube radiation. Rooms 115, 117 and the cafeteria are heated by steam unit heaters. Second floor rooms 201, 203, 207, 209, 211 and 213, and third floor rooms 301, 303, 307, 309, 311, and 313 are heated by steam unit ventilators and convectors. Ventilation for the facility is mainly via operable windows. The gymnasium is served by nonfunctional heating and ventilation units. Rooms 104, 106, 110, 202A, 206, 210, 302, 306, 310, and 314 are served by a non-functional (belts are off) heating and ventilating unit located in a first floor mechanical room. Rooms 201, 203, 207, 209, 211, 213, 301, 307, 309, 311, and 313 ventilation is via unit ventilators. In general most of the mechanical ventilation equipment appears to be non-functional. In general mechanical outside air ventilation is non-functional or non-existent. The majority of this facility has no air conditioning. A mix of window air conditioners, ductless split systems, and portable spot coolers are located in various rooms, that provide minimal cooling. Window air conditioners are located in rooms 110B, 110C, 310, 311, 312, and 314. Swartz Creek Community Schools - Facility Study Mary Crapo Center - Page 27
29 Portable spot coolers are located in rooms 112 and 306. Ductless split air conditioners are located in the kitchen, three offices in 110 area, rooms 207, 211, 302 and 307. Electrical Systems Electrical Service/Power Distribution The main distribution is original consisting of a 800amp 240 volt FPE disconnect switch with original FPE QMQB fed panel boards and some newer square d fused disconnect switches located in the lower level electrical room. The service comes in overhead with one single phase feed and one 3 phase feed. The main distribution is full with several tapped disconnects. Branch circuit panel boards, wiring, and general purpose receptacles are new in the Early Childhood areas and original in the West Side School Areas. Classrooms have some surface raceway and computer rooms have power poles to feed the dense receptacle loads. Recommendation: 1. Replace the obsolete FPE electrical distribution. 2. Remove the X panel and add/refeed emergency loads via : a. A new emergency generator b. A new inverter c. Individual battery units within the fixtures 3. Replace remaining original branch distribution panel boards associated conduit and wire. Lighting Interior: High School Area: A majority of the lighting fixtures are from original construction which have been converted from T12 fluorescent lamps to T8 fluorescent lamps. The lenses of the fixtures are showing their age and many are damaged, yellowed or sagging down out of the fixture frames. Kitchen/Cafeteria: Cafeteria Lighting consists of newer 2x4 lay in prismatic lensed light fixtures. The kitchen was very recently renovated with LED lay in light fixtures. Head Start: Lighting in the Head Start areas consists of 2x4 lay in prismatic lensed fixtures with T8 lamps. The fixtures are in good condition. The corridors have incandescent sockets with screw in LED A lamps. Swartz Creek Community Schools - Facility Study Mary Crapo Center - Page 28
30 The Exit lights have been replace and added over the years and provide good coverage for marking the path of egress. They are typically equipped with two emergency lighting heads which appear to be the only emergency egress lighting source. Lighting controls in for the form of occupancy sensors have been added in classrooms, storage rooms etc. but were not seen in the corridors. Exterior: Exterior lighting is limited with wood light poles in the parking lot. The wood poles are equipped with LED flood lights. There are few building mounted lights from original construction and also some wall mounted added at the entry canopy, all of which are in poor condition. Some, but not all, exit doors are equipped with light fixtures. In General the exterior lighting is inadequate and is past its useful life. Recommendation: 1. Lighting upgrades should be considered to be replaced with new high efficient LED lighting with added controls to meet current Michigan energy code requirements. 2. Emergency egress lighting is deficient and needs to be added throughout the building s interior and exit discharge areas. 3. Exterior lighting including building mounted and parking lot lighting should be replaced and added. 4. The gym lighting is original and should be replaced. 5. Replace exit and emergency lighting with new and associated wiring to meet current Life Safety and building codes. Fire Alarm The Fire Alarm system is an original Simplex brand system with limited bells and pulls stations. The fire alarm system is deficient and does not meet current Life Safety and building codes. Recommendation: 1. Replace the fire alarm system with new. Systems Public Address system is a Simplex (5110) brand DITEK from appx It appears to be functional but based on its age is most likely limited in its maintainability and expansion Swartz Creek Community Schools - Facility Study Mary Crapo Center - Page 29
31 options. Speakers are located in the walls of the classrooms and in the ceiling of the corridors. There is a handset phone in each classroom typically at the door. There is a Simplex brand wireless Master Clock system that appears to be functional with clocks in each classroom and the corridors. Not barrier-free accessible on all levels. - East wing, third level has only one exit stairway. - East wing stairways are not within a fire-rated enclosure. - Air shafts to classrooms not protected with fire-rated dampers. - Corridor 100N is less than 6 feet wide. Sections of corridor 100W also less than 6 feet wide. - Most room entry doors are not ADA compliant, lack latch side clearance. - Many entry/exit doors less than 32 wide clearance required. - Most corridor room doors are not fire-rated assemblies. - Classroom corridor doors lack closers. - Most classroom corridor doors have knob handles in lieu of levers. - Classrooms 115 and 123 entry doors swings in wrong direction for egress. - Door to stairway on third floor of east wing swings in wrong direction for egress. - Classroom 117 entry doors reduce corridor width. - East wing classrooms lack emergency egress windows. - All east wing toilet rooms are not ADA compliant. - Not all west wing toilet rooms are ADA compliant. - Emergency lighting insufficient throughout building. - Fire alarm is not an audio/visual system. Suggested Facility Upgrades: - Reconstruction all parking lots. - Provide site lighting. - Increase building security at main entrances. - Replace window units in Alternative and Adult Education wing. - Air condition building.
