Item 2, Introduction of Members and Guests The Chair opened the meeting with welcoming remarks. The Chair provided a general overview of the agenda and opening remarks. Item 5 Review of Public Input received for NFPA 90B The committee reviewed and acted on twelve (12) public inputs and developed ten (10) first revisions to 90B. Item 7, New Business: The committee voted unanimously to direct staff to submit a PI to NFPA 701, in the committee s name, requesting the changes attached here on page 4. Item 8, Next Meeting: Date, location and type (face to face or online) will be determined after public comments are received. Item 9, Adjournment. 9 Technical Committee on Air Conditioning First Draft Meeting November 1, 2012 Page 4 1.1* Scope * Test Method Test Method 1 shall apply to fabrics or other materials used in curtains, draperies, or other window treatments. Vinyl coated fabric blackout linings shall be tested according to Test Method When required, Test Method 1 shall apply to fabrics meeting the requirements of and used in other construction applications Test Method 1 shall apply to single layer fabrics and to multilayer fabrics curtain and drapery assemblies in which the layers are fastened together by sewing or other means. Vinyl coated fabric blackout linings shall be tested according to Test Method Test Method 1 shall apply to specimens having an areal density less than or equal to 700 g/m 2 (21 oz/yd 2 ), except where Test Method 2 is required to be used by Test Method Test Method 2 (flat specimen configuration) shall be used for fabrics, including multilayered fabrics, films, and plastic blinds, with or without reinforcement or backing, with areal densities greater than 700 g/m 2 (21 oz/yd 2 ) Test Method 2 shall be used for testing vinyl coated fabric blackout linings and lined draperies using a vinyl coated fabric blackout lining Test Method 2 shall be used for testing plastic films or fabrics, with or without reinforcement or backing, when used for decorative or other purposes inside a building or as temporary or permanent enclosures for buildings under construction Test Method 2 shall apply to fabrics used in the assembly of awnings, tents, tarps, and similar architectural fabric structures and banners. 4 Page 9 of 25

10 Page 1 of 13 Public Comment No. 8-NFPA 90A-2013 [ New Section after 1.5 ] Exceptions NFPA 90A is not applicable to areas of Nuclear Processing Facilities whose primary purpose is for construction/maintenance access and routing of pipes and cables even when ducts are routed in these area and supply/return airflow exists in these areas. The flow of air in these areas is necessary to support the nuclear ventilation concept of flowing air from the cleanest areas to the areas of greater contamination and assists in assuring differential pressures between these areas and process rooms are maintained for building air balance purposes. Statement of Problem and Substantiation for Public Comment Design of Nuclear Processing Facilities often utilize "attic" areas above "process rooms" for routing of pipes, cables, ducts, etc. This area is positively pressurized (a portion of the supply air is discharged into this area) so that clean air from the ventilation supply system is forced into the process rooms if any leaks are present between the atttic area and the process room. This maintains proper contamination control. The attic area is primarily used for construction/maintenance access, routing of pipes and cables through the building, and for routing of the duct/plenums through the building. The attic area while able to be inhabited for construction/maintenance operations is not normally occupied. Ventilation in a Nuclear Facility such as described above is "once through." Treating the attic area as a plenum (caused by the fact supply air is discharged into this area) in a Nuclear Processing Facility results in a significant increase in cost by requiring the use of plenum rated cable and/or conduit in this area. A large amount of cable is usually present in these facilities due to the remote operations necessary in such facilities. The risk from smoke spread into the facility from the attic area is minimal. Once through ventilation eliminates the potential for "recycle" of the smoke. While the size of such a facility can often be large (much greater than 25,000 sq. ft.) the number of personnel in them is small and personnel are trained on egress from the facility using multiple patyhways. The listing requirements (flame spread, peak and average optical density) for plenum grade cable routing assemblies are identical to the listing requirements for plenum grade communications raceways. The fire test in the UL 2024 standard is the NFPA 262 fire test which is used for plenum cables, consequently the flame spread, peak and average optical density requirements for cable routing assemblies, communications raceways and plenum cables are the same. There is no justification for including plenum cables and communications raceways and excluding cable routing assemblies; they are all listed to the same well-established flame spread and smoke requirements.
