1 DESIGN RATIONALE INTRODUCTION The council and its partners are passionate about Queensway and we are excited about the opportuni es to redefine it as part of these streetscape proposals. We would like to make sure that a reinvigorated Queensway will be one that will a ract new interest and investment to the area and one that caters for its large residen al community, local workers and tourists. To help inform the design process we held a workshop that was a ended by local residents and businesses, as well as a three day exhibi on in Whiteleys. This provided the Design and Project Team with a greater insight into what the local community wanted for Queensway and in par cular for the streetscape itself. KEY DESIGN PROPOSALS Improved pedestrian environment by widening footways and removing unnecessary clu er Reduce impact of road within Queensway by narrowing width of carriageway with no detrimental impact on traffic movement Improved pedestrian crossings along Queensway and its side streets Complement the historic quali es of Queensway by using Yorkstone paving on footways and granite se s to carriageway New tree plan ng to provide green link to Kensington Gardens Introduc on of dedicated delivery zones Reten on of all the motor cycle, disabled parking and taxi ranks. On-street parking located on north and south sec ons of Queensway NEXT STAGES DATE December 2013 January to August 2014 February 2014 February 2014 June 2014 Autumn 2014 PROJECT STAGES Result of consulta on Detailed design New street ligh ng & sea ng design Shop front and retail strategy Development of dedicated Management Plan for Queensway Implementa on (subject to funding)
2 CONSULTATION FEEDBACK The overall aims of this scheme are to establish Queensway as a vibrant shopping and leisure des na on, crea ng a streetscape environment that will be enjoyed by residents, businesses and visitors alike. The table below illustrates the main views expressed during the public consulta on event and how the proposals have responded to these. 1. FOOTWAY They are too narrow Wider the be er COMMENTS FROM PREVIOUS PUBLIC CONSULTATION 2. LOADING Should be restricted to specified mes Is footway widening possible without impac ng on loading? Loading needs to happen at a me when it will not disturb residents 3. PARKING Less on-street parking It s worth losing parking to have wider pavements Disabled parking should be maintained Casual on-street parking is essen al Parking should be reduced to 1 to 2 hours 4. CYCLING Contra flow cycle lane should be considered Cycle parking provision needs to be thought-out Retain some cycle parking on Queensway. Considera on should be given to relocate some on side streets Cycle Hire is a good thing DESIGN RESPONSE PROPOSALS AND BENEFITS Pavements widened along Queensway to provide accessible, safer pedestrian environment The carriageway has been reduced to 4.5 metres to allow for wider footways without adversely disrup ng traffic flows Wider footways provide be er opportuni es for tree plan ng, street ligh ng & al fresco dining Restricted loading mes outside core shopping and trading hours Provision of more designated loading bays to reduce conges on by adding to capacity Shared surface loading bays. Outside loading mes the space can be used as footway Future consulta on to take place on proposed hours Dedicated parking bays in the north and south sec on of Queensway No loss of disabled parking spaces No loss of motorcycle bays No loss of taxi ranks Contra flow cycle lane was explored but could not be accommodated within the central sec on North bound cycling maintained Cycle parking ra onalised to make it easier for shoppers who cycle & for commuters. Cycle parking located along side streets where possible to reduce street clu er in Queensway Cycle Hire provision relocated to complement wider network. Discussions with TfL are ongoing 5. STREET LIGHTING 6. PEDESTRIAN CROSSINGS Good ligh ng levels needed that are consistent throughout the street Ligh ng is important feature of the street Crossings are gateways into Queensway Diagonal crossing at Porchester Gardens is supported New wider pavements give more flexibility to achieve a coherent ligh ng design for the street Fes val ligh ng infrastructure is proposed Explore poten al for a bespoke design for Queensway Improved crossings throughout street with addi on of raised crossing points to improve accessibility Removal of guardrail and staggered crossing on Bayswater Road to create be er connec on to Kensington Gardens Diagonal crossing proposed 7. TREES Trees should be part of the scheme and greening the street is posi ve Semi mature trees are proposed along Queensway 8. PUBLIC SPACE AT PRINCESS COURT Good idea but needs to be well managed Access to Princess Court must be maintained and not impeded Develop a design in conjunc on with the Princess Court & Queens Court residents and the new freeholder of the land.
