Box Anchorage, AK Tel URL MEMORANDUM Date: February 5, 2014 To: Cc: From: Project: Parks & Recreation Commission Holly Spoth-Torres, Parks Superintendent Maeve Nevins, Park Planner PRC : Roosevelt Park Challenge Grant Park Improvement INTRODUCTION & BACKGROUND Roosevelt Park is.51 acres and is located at 2200 Jefferson Ave. This park is one of the oldest parks in the Spenard area dating back to the 1950s. The park includes play equipment for 5-12 year olds and 2-5 toddlers; it has a picnic table and benches. In 2003, during a renovation, the old swing set was removed. In March 2013 a park neighbor and parent, Kelly Peterson, received a $15K APF Challenge Grant to reinstall a swing set in the park. P&R staff worked with Ms. Peterson to select both an appropriate swing set and site within the playground to install the equipment. The new swing set will be located adjacent to the existing play structures for shared access of the concrete ADA access pathway. PLANNING AND PUBLIC INVOLVEMENT In 2013 Kelly Petersen and P&R began planning efforts for the new swing set. Both the Spenard Community Council and the Spenard Chamber of Commerce support this project and they agreed to assist Kelly in meeting the APF Challenge Grant match requirement. The proposed improvements for the new swing at Roosevelt Park were supported by Spenard Community Council vote of 9-0 in favor at the February 6, 2014 meeting IMPROVEMENTS The Improved Playground will include the following contractor installations: Swing Set with four-bay single-post frame swing set including: o 2 belt seat swings for 5-12 year olds o 2 full bucket infant swing seats for children 9 to 30 months who can sit up unaided Excavation and installation of a concrete edge perimeter barrier, grading preparation for the volunteer installation of fall surface material The Improved Playground will include the following Volunteer installations: Wood fiber fall surface material set on weed barrier fabric inside footprint Clean up of existing flowerbeds, weed and re-plant with new hardy perennials STAFF RECOMMENDATION The proposed improvements for the new swing set at Roosevelt Park are supported by Spenard Community Council. The Department recommends that the Parks & Recreation Commission pass the proposed resolution to support the new playground as presented. In 2003, the swing set was removed, but not replaced. However, the playground equipment was updated. This project proposes to replace the swing set with a new 4-bay one. The footprint of the new swing set will meet all fall-safety standards.

Provide two durable slash-proof belt swing seats, made of weather- resistant EPDM rubber, safety approved for children ages 5 to 12. Provide two Full Bucket Infant Swing Seats, safety approved for children ages 9 to 30 months who can sit up unaided. Provide wood fiber fall surface material, to be installed by Volunteers lead by Challenge Grant Recipient, Kelly Petersen.
