The interested firms may submit their offers in sealed covers addressed to Managing Director, Odisha Forest Development Corporation Ltd., A/84, Kharvel Nagar, Bhubaneswar either by registered post/speed post/courier/ dropping in tender box in person by 3.00 p.m of The tender paper should be accompanied with E.M.D of Rs.25,000/- (Rupees twenty five thousand ) only in shape of Bank draft drawn on any nationalized Bank in favour of Odisha Forest Development Corporation Ltd, payable at Bhubaneswar. The EMD of unsuccessful bidder will be refunded after finalization of the tender and in case of successful bidder. The EMD will be adjusted towards Security Deposit. The interested firms may obtain the tender documents including terms & conditions, specifications, tender schedule etc. from Corporate Office of OFDC Ltd at Bhubaneswar from onwards at a cost of nonrefundable amount of Rs.1,000/- (Rupees one thousand) only plus taxes on any working day during office hours. 2 TERMS AND CONDITIONS 1} The interested bidders are advised to visit the Corporate Office building campus before submission of bid, to identify the locations for installation of CCTV and study the tender document carefully. 2} The sealed tender should be dropped into the Tender BOX kept at Ground floor of Corporate Office of OFDC Ltd located at A/84, Kharvelnagar, Bhubaneswar or the same will be received through Registered Post/ Speed Post up to 3.00 p.m of The bids sent through Fax / shall not be acceptable. The bids will not be accepted beyond the scheduled date and time. 3} The quoted price shall remain valid for a period of one year from the date of submission of bid. 4} The authorized representative (only one person per bidder) will be permitted to remain present at the venue of opening of Bids. 5} The installed items should be new and free of defects, and cover warranty period of minimum one year. 6} All bids submitted can be rejected by the competent authority without assigning any reason thereof. No claim, whatsoever, shall be admissible for the alleged loss/damage suffered by the bidder on account of such rejection. 7} The OFDC may cancel or modify the tender document by issuing an corrigendum/addendum before due date of opening of tender. 8} The supplier shall make every effort to resolve the dispute amicably. For any dispute, the decision of the Managing Director will be final and binding. 9} The tender papers are required to be submitted in two bid systems i.e Cover I Technical Bid and Cover-II Financial Bid and both the bids should be put into a sealed cover superscribed as, TENDER FOR SUPPLY AND INSTALLATION, COMMISSIONING, CONFIGURATION AND OPERATION OF CCTV SURVEILLANCE SYSTEM IN OFDC LTD CORPORATE OFFICE BHUBANESWAR. If the technical offer contains any price information the offer will be summarily rejected. 10} The Tender Call Notice along with the clauses mentioned herein shall form a part of the contract and agreement.

3 11} The Bid documents will be opened by the Evaluation Committee at 4.00 p.m on in the presence of the bidders or their authorized representatives who wish to attend. 12} The authority reserves the right to reject any or all bids without assigning any reason thereof. 13} The OFDC & the Tenderer shall make all efforts to resolve amicably by direct informal negotiation on any disagreement or dispute arising between them under or in connection with this contract. 5 Instruction to Bidders (TWO-BID Systems) 1. NOTICE INVITING BID AND OBTAINING BID DOCUMENTS: 1.1. The successful bidder shall complete the works by the intended completion date specified Contractor exempted from payment of EMD will be able to participate in the tender directly by submission of documentary evidences in technical bid towards his eligibility for such exemption (Proof copy of documents should be attached) 2. ELIGIBLE BIDDERS: 2.1. The bidder should be a Manufacturer/Authorized Dealer of CCTV of mentioned company in the Invitation for Bids The OEM should have executed installations of the similar nature work of not less than Rupees 30 lakhs in Govt. of Odisha in a single order within Last five years (Similar nature of work means: Execution of CCTV Surveillance works shall be treated as similar work). Proofs of the same like PO copies / installation report etc., should be submitted with the bid. In absence of supporting documents, the bid is liable to be rejected The bidder has not been blacklisted by any Central/State Government Institution and there has been no pending litigation with any Government department on account of similar services.(to be furnished under Notarized Affidavit made at Bhubaneswar) 3. QUALIFICATION CRITERIA: 3.1. The bid shall include following information and documents. (a) (b) Copy of valid Company registration certificate, PAN card, GST certificate should accompany the technical bid. Copies of documents defining the constitution or legal status, place of registration, and principal place of business; written power of attorney of the signatory. 3.2 The Bidders are subject to be disqualified if they have indulged in unlawful & corrupt means in obtaining bids and blacklisted if by competent authority. 4. ONE BID PER BIDDER: Each bidder shall submit only one bid for one package. 5. Performance Security:- The successful bidder has to submit Performance Security Deposit of 10% of the contract value in shape of Bank Guarantee/ Bank draft valid up to the period of 90 days of expiry of the warrantee / guarantee period. The EMD of the successful bidder will be converted to Performance Security Deposit and the bidder is required to deposit the Security for the balance amount

Payment Terms: The Following percentage of contract rates for the various item included in the contract shall be payable against the stage of work shown herein. i) 90% of the work order value will be paid successfully installation. ii] Balance 10% amount will be paid after one month successful functioning of the system. 7. Warranty: a) All the equipments and accessories supplied under this service shall have One (01) year on site comprehensive warranty from the date of completion of installation and bidders are requested to quote the AMC price for 2nd, 3rd & 4th year respectively. If the bidder not quoted the offer of AMC the tender will be rejected. b) The bidder must undertake to provide the installation and warranty service support at OFDC premises. The repairing / rectification, if any of the items under warranty must be done at site only. The bidder should submit along with the technical bid, the detailed plan for providing installation and warranty services at site. Prompt and efficient after sales service must be provided within the warranty period. 8. Delivery: i) The supply, installation & commissioning period is 1 (one) month from the date of issue of purchase order. The supplier shall deliver the materials at OFDC premises at his own cost. The supplier shall undertake free replacement of materials due to damage or loss in transit.in case any defects noticed during inspection, and is intimated by the consignee within 15 days of receipt of material, the vendor shall be required to replace / repair the defective items as per the technical specification in the purchase order. ii) If the supplier fails to deliver of the goods on or before the stipulated date, then late delivery charges at the rate of 0.5% per week of the total order value shall be levied subject to maximum of 5% of the total order value iii) If the tenderer is other than the OEM then he must submit the tender specific authorization certificate obtaining from the Original Equipment Manufacturer of CCTV surveillance system as per Annexure-IV format. iv) The rate should be including all taxes, Transportation erection etc. Trere is no extra condition will be acceptable. v) The name of items with specification and make/brands of the items, with name of manufacturer & address must be enclosed. vi) Literature and catalogues in support of items quoted must be enclosed. vii) vii) The quantity mentioned is tentative. Quantity may increase or decrease as per requirement. The order will be awarded to the bidder in overall price excluding AMC. No individual / part order will be awarded.
