Call to Order and Introductions Chairperson Noreen O Toole called the meeting to order at 12:05 P.M. and then read the Meeting Accessibility Statement and the Title VI Notice of Protection Statement. Those present then introduced themselves. 2. Public Comments There were no public comments. 3. Minutes of the February 1, 2018 Meeting Chairperson Noreen O Toole asked if the members had reviewed the minutes of the February 1, 2018 Meeting. The members then voted to endorse the minutes of the February 1, 2018 Old Colony JTC Meeting. 4. Communications Shawn Bailey reviewed the contents of the communications staff report. Reports A. Brockton Area Regional Transit Authority (BAT) Glenn Geiler stated that BAT has been working with OCPC on their Fare Analysis Study. B. Greater Attleboro-Taunton Regional Transit Authority (GATRA) Paul Chenard stated that GATRA s new operator, Transdev, has fully taken over operations. Transdev may be looking for larger space for their staff in Plymouth. Once settled, they will be looking into what changes need to be made to the GATRA routes. C. South Coast Rail Project Paul Chenard stated that a Draft Supplemental Environmental Impact Report (DSEIR) is now available for public review and all comments on the document must be submitted by close of business on March 23, There will be a South Coast Rail Public Meeting on March 6 th, 2018 at UMass Dartmouth. 6. Old Business A. FFY Transportation Improvement Program (TIP) Implementation Charles Kilmer discussed the changes in the FFY TIP. They are as follows: FFY 2018 Projects: EASTON ROUTE UNION STREET SIGNALIZATION AND GEOMETRIC IMPROVEMENTS (607438) o Plans, Specifications, and Estimates (PS&E) received by MassDOT (as of 01/11/2018) Dan Salvucci asked how much advance notice is provided to police regarding the availability of police details. Tim Kochan stated that there are preconstruction meetings at MassDOT District 5 where details similar to this are discussed. 70 School Street, Brockton, MA Page 2 of 7

3 John Haines stated that MassDOT has been very involved in the East Bridgewater - Resurfacing and sidewalk construction on Bedford Street (Route 18) Project. There will be a public hearing for this project on March 21, All work for this project has been designated as night work. 7. New Business A. Old Colony Planning Council Traffic Counting Program Kyle Mowatt provided a presentation on the Old Colony Planning Council Traffic Counting Program. Old Colony Planning Council is actively involved in traffic data collection. This data is used by planners and engineers to study existing road and highway conditions in order to forecast future increases in traffic and identify areas in need of improvement. In addition to monitoring key corridors and intersections within the region, OCPC responds to requests for traffic counts from the state, city and town officials. From these data collection activities, OCPC produces the Annual Traffic Volume Report, containing data from 1987 until the present. Data is collected in a variety of ways. OCPC utilizes Automatic Traffic Recorders (ATRs) to conduct counts of traffic volume for a predetermined length of time. Turning Movement Counts (TMCs) are used to determine traffic movements through intersections. Pedestrians and bicyclists are also counted during TMCs. Kyle Mowatt then provided a demonstration of the MassDOT MS2 Website, which is an interactive map displaying ATR and TMC Data. B. Development of FFY Transportation Improvement Program (TIP) Results of TIP Readiness Day Charles Kilmer reported on the development of the FFY TIP and the results of TIP Readiness Day. 5 C. Development of FFY 2019 Unified Planning Work Program (UPWP) Charles Kilmer discussed the development of the FFY 2019 UPWP. The Draft Universe of Projects for Element 3000 the UPWP is as follows: Brockton - North Main Street Corridor Study from Route 27 Pleasant Street to Avon Town Line o Rob May stated that it would be beneficial if this project were to extend to Harrison Boulevard. Brockton - South Main Street Corridor Study from Route 123 Belmont Street to West Bridgewater Town Line Duxbury - Route 14 Corridor Study from Pembroke Town Line to Route 3A Plymouth - Long Pond Road Corridor Study from Obery Street to Drew Road Regional - Brockton Shuttle Service Connections to Logan Airport and T.F. Green Airport Regional - Brockton Taunton Transit Connection Study Regional - Human Service Coordination Plan Regional - Improving the Resiliency and Reliability of the Transportation System and Reducing and/ or Mitigating Impacts of Surface Transportation Regional - Regional Transportation Plan (RTP) Regional - Route 24 Safety and Mobility Study Regional - Route 3 Safety and Mobility Study Rob May suggested extending the North Main Street Corridor to Harrison Boulevard in Avon. Shane O Brien suggested considering the Reynolds Memorial Highway (Route 27) for a corridor study. 8. Other Business and Public Comment A. Community Local Technical Assistance Studies Bill McNulty reported on the following Community Local Technical Assistance Studies: Abington Road Safety Audit for Washington Street at Shaw Avenue and Adams Street - Data and analysis distributed to Town; Working with Town on scheduling Audit Brockton Pine Street and Thatcher Street Traffic Study - Data collection to be conducted spring 2018 North Cary Street at Ames Street Road Safety Audit - Data collection to be conducted spring 2018 Duxbury Traffic and Pedestrian Safety Study for Railroad Avenue - Report in development Road Safety Audit for 3 Route 3A Corridor Locations - Report in development Easton Traffic Study for Turnpike Street at Purchase Street, and Washington Street (Route 138) at 70 School Street, Brockton, MA Page 5 of 7

Staff Reviews on ENFs, EIRs, and NPCs Charles Kilmer summarized the Environmental Notification Forms (ENFs), Environmental Impact Reports (EIRs), Notices of Project Changes (NPCs), and Certificates for projects within the OCPC region that are undergoing Massachusetts Environmental Policy Act (MEPA) Office review. Projects Currently Under Review EEA #15806 Obery Street Roadway Improvement Project (ENF), Plymouth The projects will reconstruct approximately 2,950 feet of Obery Street from South Street to a point approximately 450 feet north of High School Drive. Approximately 930 feet of South Street will also be reconstructed. EEA #15816 Plymouth Water System Expansion, Plymouth The Plymouth Water System Expansion consists of the development of a new water supply at Forges Field. Preliminary hydraulic modeling of the expanded Bradford Pressure Zone with the addition of the Forges Field water supply has been completed. EEA #14346 South Coast Rail Project (SDEIR) The DSEIR analyzes new project elements associated with Phase 1, including improvements to track infrastructure on the Middleborough Secondary (an active freight line), Southern Triangle construction, a new station constructed in Middleborough at Pilgrim Junction, a new station in East Taunton, and modifications to previously studied stations at Freetown and Fall River. 70 School Street, Brockton, MA Page 6 of 7

7 EEA #11202 MassDOT Snow and Ice Control Program (FEIR/ESPR), Statewide The final ESPR provides an update on the tools and technologies used by MassDOT to enhance winter maintenance operations, reduce de-icing material usage and program costs, and potential environmental impacts. C. Regional Concerns and Local Community Transportation Issues Rob May stated that the Transit Matters, Regional Rail Initiative is well worth a read, and would benefit our region. It proposes low cost changes to the regional transit rail system over the next few years. Bruce Hughes stated that there is a Columbia Gas Presentation attached to the staff report. It talks about replacing gas lines. Dan Salvucci stated that Route 14 in East Bridgewater is in terrible shape. John Haines stated that Route 14 was resurfaced in It is a busy road since it is now a truck route. East Bridgewater is looking at an April timeline to replace that section. Charles Kilmer thanked MassDOT for their Complete Streets Program. Easton, Hanson, and Plymouth all received money. Charles Kilmer then inquired about the possibility of having additional Complete Streets Trainings in the area. Jimmy Pereira stated that the OCPC Bicycle and Pedestrian Connectivity Study would be on the website promptly. Tim Kochan offered his appreciation for the JTC in holding a moment of silence for his late mother. 9.
