Bicycle and Pedestrian Design Guidelines Discussion Currently available bicycle and pedestrian design guidelines will be reviewed in the context of the Committee s role of advising the Transportation Technical Advisory Committee on bicycle and pedestrian issues at the local level. 3 ITEM 2A Lancaster County Bicycle & Pedestrian Advisory Committee (BPAC) MEETING MINUTES DATE: March 22, 2018 PLACE: 150 N. Queen Street, Conference Room 102 Members: Bill Swiernik, George Tobler, Bill Hoffman, Brenda Buescher Staff: Lauri Ahlskog, Robert Bini, Kyle Salage Guests: Mike Domin, Greg Paulson ORDER OF BUSINESS: 1 Call to Order The meeting was called to order at 5:00 p.m. 2 Call to Audience Public Comment Any person who wishes to speak about any item NOT on the agenda There were no comments offered by the members of the public in attendance. 3 Minutes of January 26, 2018 Meeting (Action) The committee had no suggested changes or additions to the presented minutes. Mr. Hoffman made a motion to approve the minutes as presented, and this motion was seconded by Mr. Tobler. The committee voted unanimously in favor of this motion, thereby approving the minutes. 4 Active Transportation Plan Update Mr. Domin provided the committee with an update on the development of the Active Transportation Plan (ATP). Comments on the previous draft were coordinated and submitted by the Lancaster County Planning Commission (LCPC), City of Lancaster, and Lancaster Inter-Municipal Committee (LIMC). He noted that the project manager recently left Alta, and communication will be through the Vice President of the firm until a replacement manager is designated. There was then discussion regarding the types of comments submitted, and what changes are being requested for the next draft of the plan. 5 Resurfacing and Bikes Review of Harrisburg Pike 2 and Prince St. resurfacing projects The committee discussed the Harrisburg Pike resurfacing. Ms. Ahlskog noted, however, that the project was scheduled to let on the day of the meeting, March 22 nd. Suggestions can still be submitted to the project manager if they involve striping. Mr. Hoffman recommended the addition of sharrows or bicycle signage along this segment. Mr. Swiernik recommended consistent shoulder widths, the replacement of lights and fixtures, and addressing the inlets and ponding near the intersection with Old Rohrerstown Road. 1

4 ITEM 2A The committee then discussed the Prince Street resurfacing in Lancaster City. Ms. Ahlskog noted that the city has already met with the Pennsylvania Department of Transportation (PennDOT) about the project. Their recommendations included adding the Church Street portion to the project, and adding a roundabout at the Duke Street/Lime Street intersection. Mr. Swiernik suggested that the city coordinate with PennDOT throughout this project, and that perhaps BPAC could review their plan for the project once it is more fully developed. Mr. Tobler noted that there are no sidewalks on Prince Street from Furnace Road to Fairview Road. Mr. Hoffman recommended providing road signing and lane marks for bicycles. The committee agreed that a sign inventory might be useful for evaluating this project, and that it may tie in to the development of the Water Street bicycle boulevard. Ms. Ahlskog agreed to follow-up on whether sidewalks will be added along the segment from Furnace Road to Fairview Road, coordinate the committee s comments on the project via , and to monitor the schedule of the project going forward. 6 US-322/222 Interchange Improvement Project follow-up on buggy and bike concerns Ms. Ahlskog noted that this was a follow-up item from the committee s January 25 th meeting. She reported that the project manager has discussed these issues with PennDOT and the Amish community, who believe they can maneuver through the Diverging Diamond Interchange (DDI) as designed. Ms. Ahlskog added that there will still need to be an educational program and instructional materials provided to help users navigate the DDI interchange. 7 BPAC Membership Discussion Mr. Bini reported that the issue of BPAC membership was discussed at the February 26 th Transportation Coordinating Committee (MPO) meeting. The MPO suggested greater diversity in terms of geographic representation, skills, and interests. He noted that the MPO has specifically put a priority on reshaping the committee, and it is hoped that the process can move forward by this summer. In the interim, staff will hold internal discussions to determine how to achieve this desired diversity on BPAC. Ms. Ahlskog added that staff will revisit the individuals who expressed interest during the initial solicitation that took place last year. 8 Other Business & Public Participation Ms. Ahlskog noted that Bicycle South Central Pennsylvania (BSCPA) will hold a conference on March 23 rd and 24 th, at which she would be giving a presentation on funding. Ms. Ahlskog also noted that the public meetings for the Lancaster MPO s federal certification review will be on Thursday, April 5 th from 4-6 p.m. and Friday, April 6 th from 11 a.m.-12 p.m. Lastly, Ms. Ahlskog noted that a regional stakeholder meeting for the update of PennDOT s Bike/Ped Master Plan will be taking place on Friday, April 13 th. The agenda and additional details about the meeting will be distributed to committee members. Ms. Buescher added that the City of Lancaster recently applied for a pedestrian safety grant. Mr. Swiernik encouraged committee members to register with the new Commuter Services of PA smartphone application. 2

SCTA is programming 10% of its annual allocation for ADA services in Lancaster County. The programmed FY funds will be used to purchase one (1) electric hybrid bus for SCTA's Lancaster fixed route bus operation. The hybrid bus is expected to have a positive impact on SCTA's operating costs. This bus will replace a 2010 vehicle that has reached the end of its 12 year useful life. $700,000 SCTA's AVL system uses GPS technology to track the location of each bus operating on any given route. This information is used to monitor bus operations. Customers are able to track real-time bus information through RRTA's Bus Finder system. The Bus Finder system went live in the spring of As a hardware and software technology based system, the useful life for the AVL system is 4 years based on the PennDOT Useful Life Standard. This project provides for an upgrade to the AVL system based on technology changes and SCTA operating/customer needs. $1,000,000 The QSS Parking Garage was opened in This project will upgrade and rehabilitate infrastructure (i.e. drains and expansion joints) to ensure the facility achieves its useful life. This project also provides for upgrading the equipment used by the customers and to support the operation to ensure reliability and to reflect changes in technology. $1,465,125 This project provides for the upgrade/replacement of the fareboxes on the Lancaster fixed route buses and the fare collection support equipment that have exceeded their useful life. The purchase of new fareboxes will also enable SCTA to purchase fareboxes that reflect current technology $937,500 SCTA has in place a program providing for the annual replacement of vehicles in the shared ride fleet that reached the end of their useful life.
