Apologies: Cllr Shaun Rogers (SR) (Mayor and Chair); Cllr Mike Eve (ME); Cllr Nigel Jennings (NJ), Cllr Heidi Foster (HF), Mandy Turner (MT). Item Discussion Issues Action 1. Introduction This meeting follows that of 18 March at which it had been AGREED to review all potential development sites in the NP designated area. 2. SHLAA sites Ry 18 Tilling Green School The record of the meeting of 18 March was AGREED. BF welcomed the four officers on behalf of Rye Mayor and Chair RNPSG, Cllr Shaun Rogers, who had sent apologies because of work commitments. These minutes summarise the lengthy and productive exchange between the RNPSG and the Officers. No part of this record should be taken as prejudgement of planning proposals; it reflects broad discussion and the guidance from officers on planning issues which affect the Rye NP is in abbreviated form. The basis for housing targets for Rye is taken from the SHLAA as below. vailability_assessment_june_2013_tables_and_maps_final.pdf Figures are extracted fro Rye (and Rye Harbour) as below. content/uploads/2014/02/rye-and-rye-harbour-housing- 18-Feb-2014.pdf This indicates that some 200 dwellings have to be sited within the Rye and Rye Harbour area in the period 2014 to 2028, with 40 being sited in Rye Harbour. Therefore 160 should be sited in the NP Designated Area. 10 ESCC disposal. AK has been nominated as the Rye Town Council POC for issues. ESCC preferred development partners 1
2 are Rye Partnership and Amicus Horizon. Amicus has presented an initial plan, based on 30 dwellings and a community centre. But tensions to be balanced between ESCC wanting value; developer achieving gain and community requirements for community centre. Initial plan will be refined as a result of consultations. Amicus has posed 5 key questions, including flood risk mitigation, for which there are REACT proposals. Various comments on the community centre design (entrance; access to outside area/green space; orientation). Relationship with other Rye Community Facilities? Number and mix of dwellings: affordable v open market; units for the elderly? Design? Buffer and planting between new dwellings and Old Brickyard. Ry 7 Cyprus Place 7 Rother DC site; leased to Rye Hire. Discussion about scope of site: all or just roadside? Ry3 Rock Channel High value of Rye Hire to community. 35 Historical development proposals/briefs not pursued: 2005, 2006 and New proposals in pipeline: Bridge Point and Bourne and Sons. Future potential of other sites in the location? Flood risk impact on design. Design: sense of place and place making ; permeability; how space works: relationship with surrounding area - connections. Blank/hard face linear or perpendicular? Achieve fragmented views through? 2 Building height?
3 Public access and transit on foot and cycle. Relationship with river. Pathways. Mix of commercial and dwellings? High value of allotments. Walkway to south improvements? Rock Channel East/Rye Peninsular: Good vehicle access. EA owned; Rye Partnership part leased. Preserve working marine environment; restaurant? Car parking? Future commercial use? Flood defences? EA proposal for heavy lift. Ry19 Ry53 Freda Gardham West Strand Winchelsea Rd 20 ESCC site, with land part long leased through Rye TC to Rugby Club; buildings leased to ARCC and sub let to individual for creative use. 3 Isolated ESCC site to south? Entrance to Rye from Marsh. Viewable from Citadel. High flood risk, which could be mitigated by EA plans for Eastern Rother defences, with costs offset partly by any S106. Good access from New Road. Development options: dwellings? Mix? Other? Density relationship between development and green spaces/marsh. Connectivity? 45 Key broad location. Entrance to Rye from Hastings. Need to resolve purpose and role. EA land for lease; more consultation required with EA about future use. Marker proposal submitted for
4 Grist Mill site. Height and how to fit permeability? Ry36 Winchelsea Rd - East side Opportunity sites Variable height for interest? 10 Flood risk. Low level (below Winchelsea Rd) brownfield site with access. 33 As they occur. Based on historical data. Some could be sites listed in Item 3 and 4. RH9 Rye Harbour 22 Subject to negotiation with Icklesham PC RH1 Rye Harbour 18 As for RH 9 3. Other locations of planning interest Valley Park Remains unpopular development with some in Rye. Needs better buffer between it and Udimore Road: more planting? Early concerns about flood risks now mostly resolved. Potential for more than 161 dwellings? Relationship between development and green space; mix and build scheduling of affordable and open market? Connectivity: One road in which was difficult in extreme weather. Cooper Road cycle/pathway will provide better connectivity to Tilling Green and ease pressure on Old Brickyard: part of Greenway proposal. Top site commercial proposal needs careful consideration: role and context; relationship with rest of development; topographical; impression alongside Rye gateway; light pollution; Educational Campus Total requirement being clarified. Second School Studio (Sport, Leisure and Tourism) proposal. Desire for Lower School site but currently supermarket development. Build alongside Freedom Leisure? Impact on sports fields. Scouts new and old buildings on Rother DC land. Scope for Primary School expansion? Expansion on site? Site relationship with proposed community garden? 4
5 High community value of allotments. Lower School Site Supermarket development Dispute between Sainsbury s and Tesco over access and use of site. Potentially expensive ( 2m) rail crossing and foot path improvements under negotiation. Footbridge? Tree preservation orders on former Rail Land? S106 for Station Approach improvements. See above for site relationship with Rye Academy Trust. 4. Other locations of Rye NP interest Gibbet Marsh Rother DC site: under utilised car parking for 200 (hard and soft surfaces); valuable green space; includes foot rights of way between west of Rye and Strand; Strand and Marsh. Drainage and flood risk. Good access. Future better use? park and ride? other? Station Approach Gateway for many entering Rye by rail/bus. Attractive Station building. Key transport hub with Cattle Market area: cars, buses, coaches, cycles, rail, taxis. Public toilets. High value of market site = market town. S106 signed and agreed between Rother DC and Sainsbury s for improvements. Short term plans for improvements to verges/islands. Bus shelter issues. Expansion proposal at Jempson s? Future of site? Conduit Hill St John Ambulance site disposal. Community centre; Monastery, access to Rye Lodge. Could form key community nucleus? Relationship with other centres? Boys Club Run as Trust. Potential for future development? Listed Victorian building. Important garages on site Cinque Ports Street Former Central Garage site development. Other broad location potential: Post Office sorting office? Police Station? Former Conduit Hill pump station? 5. Adjacent Parishes- Locations with Rye Memorial Hospital Development of 55 dwellings for the elderly by Sanctuary Homes. S106 for social dwellings for elderly. 5

Hillcrest (Rye Foreign) Rye Harbour Saltings Business development (Rye Harbour Icklesham) Rye Rye Harbour Strategic Gap (Rye to Rye Harbour Icklesham) Former Ambulance site: disposal to Memorial Hospital: functions and design? ARCC relocation? Capacity and transport impacts for Rye? Visible green space separation between Rye and Leasham Lane development. Visible from high ground west of Rye. No encroachment west into green spaces? Subject to planning permission. Contributions being negotiated. Petrol station proposal nearby? Transport impacts on Rye Harbour Road? S106 for road and pathway improvements? To be maintained. Enforcement necessary for Rock Channel East south side. EA proposal for improved moorings? SSSI. 6. AOB AK thanked for all the input. AGREED that this had been a valuable dialogue, which should be continued. 7.
