6 McKinney Characteristics: Employment Information Unemployment Rate McKinney s unemployment rate hit its lowest level of the year at 3.6% in December. In fact, December marked the lowest unemployment rate in the past three years, part of a steady decline in unemployment rates. The unemployment rate for peaked in June at 6.7%. The technology center will initially occupy over 40,000 square feet of Class A office space and is expected to generate 500 jobs. Barclays, a Global Fortune 500 company, is a financial service provider engaged in personal banking, credit cards, corporate and investment banking, and wealth management. 4

7 Planning: Development Review The primary function of the Development Review section of the Planning Department is to support the Planning and Zoning Commission and the City Council by coordinating, evaluating, and processing all annexation, zoning, site plan, plat, and other development-related applications for compliance with the City of McKinney s Zoning Ordinance, Subdivision Ordinance and Comprehensive Plan. In, Development Review processed 345 applications including zoning requests, site plans, and annexations, among others. The number of applications submitted has been rising steadily since at least 2010, signaling a rise in development activity in McKinney. The Zoning Ordinance amendments included the creation of fourteen new residential and non-residential zoning districts that are more reflective of the existing development climate, but still aim to maintain existing property rights. Modifications were also made to the Regional Employment Center (REC) Overlay District, allowing for greater flexibility in development style options. Modifications and discussions to the REC Overlay district will continue through Other ordinance improvements included updates and clarifications to the Subdivision Ordinance regarding plat expirations and public improvements within natural areas. The City s all-digital/paperless submittal system continues to offer streamlined, efficient and organized development plan review. Over the past year, 100% of all development plan reviews have been completed within six business days for the initial submittal and 99% have been completed within three business days for all other revised submittals. Interest in new commercial and residential development remains strong as Staff conducted 140 pre-development meetings to discuss potential projects within the City. 5

8 Planning: Comprehensive (Long Range) The Comprehensive (Long Range) section of the Planning Department develops plans and policies relating to long range planning and other special studies. Long Range planners recommend adoption of these plans, policies, and studies to the City Council. The Long Range section also oversees the maintenance and update of the Comprehensive Plan and related sector studies. Northwest Sector Study The Northwest Sector is approximately 30,000 acres, located generally north of US 380 and west of US 75 (including city limits and extraterritorial jurisdiction) and represents the largest portion of undeveloped property within the City s ultimate planning area. The area is anticipated to be the focus of new development over the coming decades. In, the study focused on creating a community-based vision that embraces the unique natural setting of the area, while still accommodating for future residential and commercial growth. The vision was formed through outlining sector wide goals and objectives, sector wide development frameworks, sub-area priorities, and finally, place type planning principles. Northwest Sector Sub-Areas and Focus Areas In June, a public workshop was held at McKinney North High School to facilitate discussions regarding the priorities for each sub-area of the sector. Later in that same month, small group charrettes were held at Hall Memorial Library to discuss the development principles and guidelines for residential, regional commercial and mixed-use development types. In the coming year, the momentum of the Northwest Sector will focus on the implementation of the overall vision for the Northwest Sector. For more information, visit: State Highway 5 Corridor Context-Sensitive Transportation Study The SH 5 Corridor Study established a revitalization plan to improve safety and mobility along the corridor while preserving the aesthetic and historic character of McKinney s downtown. It s purpose was to create a corridor master plan to transform the entire length of the corridor into a revitalized, more attractive, and multi-modal thoroughfare. On April 6,, the study was published as a Context Sensitive Solution case study by the Federal Highway Administration. Later in the year, the State Highway 5 Master Plan was unanimously approved by McKinney City Council and now serves as an approved illustrative guide that will inform future design, engineering and reconstruction of SH 5. 9 Planning: Downtown Development The Downtown Development section of the Planning Department was created in in an effort to continue the forward momentum of the Town Center Study Initiative and maintain focus on the investment and revitalization of the Historic Town Center. Specifically, this section coordinates development and redevelopment in downtown, which includes the implementation of the McKinney Town Center Form-Based Zoning District (MTC), oversight of the Tax Increment Reinvestment Zone (TIRZ) #1, management of the Historic Preservation program and the coordination of Downtown Parking Study Update In, Planning Staff completed a comprehensive update to the Downtown Parking Study, which was last conducted in The purpose of the study was to quantify the existing supply and demand of parking in Historic Downtown as well as the needs associated with implementing components of the vision of the Town Center Study. More specifically, the update included an evaluation of existing and future parking demands with updated parking counts, an analysis of the downtown way-finding program, and an assessment of potential locations for structured parking facilities. The goal of the study was to ensure that the Town Center had adequate parking to meet current needs while at the same time position public investment to meet future needs. TIRZ # 1 Tax Increment Reinvestment Zone #1 was established in 2010 to provide support for catalytic infrastructure and projects that reinforce revitalization of the Historic Town Center as outlined in the Town Center Study Phase 1 Report and Master Plan. TIRZ # 1 continues to exceed its original projections and, to date, has collected 94% more revenue than projected. This is in no small part due to the continued success of McKinney s vibrant downtown and the new businesses that continue to locate here. In, the historic Cotton Mill was awarded funds from the TIRZ Board to assist with the continued redevelopment of the site located at 610 Elm Street. Infrastructure Improvements The City of McKinney continues to support the revitalization of the Town Center through capital investments made in public infrastructure. In, $1.4 million in infrastructure improvements to Kentucky Street (from Virginia Parkway to Hunt Street and from Louisiana Street to Davis Street) were completed. These improvements consisted of replacement of water and sanitary sewer lines, installation of a new storm sewer system, and landscape, streetscape and pedestrian improvements that match the character of the Town Center. 10 Planning: Historic Preservation The City established its first Historic Preservation Ordinance in 1981 with the creation of the Commercial Historic District and later the Residential Historic District (1989). These ordinances created a Historic Preservation Advisory Board and the Historic Preservation Officer to oversee the management of McKinney s Historic Districts. Certificate of Appropriateness The Historic Preservation Ordinance requires the owner of a property to obtain an approved Certificate of Appropriateness (COA) before a building permit can be issued to perform the work. COAs establish guidelines for renovation and act as a benchmark to judge the appropriateness of proposed work on a historic structure. In, 74 applications were received and approved. COA Applications (2012-) Neighborhood Empowerment Zone The Neighborhood Empowerment Zone (NEZ) program was created to encourage new, compatible, infill development within McKinney s Town Center and surrounding historic residential neighborhoods. This is accomplished by providing impact fee waivers for new development projects based on specified criteria. New single family residential construction is eligible to receive roadway, water and wastewater impact fee waivers, while new multifamily residential, non-residential and vertical mixed-use development projects are eligible to receive roadway impact fee waivers only. Impact fees are reimbursed upon project completion. For, 9 applications were submitted, with 3 projects having been completed with fees returned. Historic Home Recognition Calendar In October, the Historic Home Recognition calendar was released. It featured artistic renderings of fourteen historic homes in the downtown historic district. Fourteen local artists were selected to create original pieces of art depicting the historic homes that were chosen. The calendar was a result of the Historic Preservation Advisory Board s goal to create awareness and appreciation for the vibrant collection of historic homes in the downtown core of the city. The calendar features paintings, etchings, drawings, and sculptures of historic homes and has proven to be a popular change to the Historic Home Recognition program Historic Neighborhood Improvement Zone Photo of Historic Home Artistic Rendering Rehabilitations/ Restorations New Construction Other Applications (Fences, Signs, etc.) The Historic Neighborhood Improvement Zone (HNIZ) program encourages the maintenance, rehabilitation, and preservation of McKinney s historic residential neighborhoods by providing a reduction in property taxes for program participants. In, 15 properties were approved for a property tax exemption as part of the HNIZ Program. Additionally, this program encourages new infill development in historic neighborhoods by waving the fee for new residential projects. 14 Building Inspections: Non-Residential Permits The number of new non-residential building permits decreased from 50 in 2013 to 44 in. However, the value of non-residential building permits was significantly greater. In, the permits accounted for $112.3 million in construction value, compared to $88.7 million in While there were more retail/service permits issued in than any other construction type, institutional construction values accounted for the greatest share of construction dollars at $50.2 million. 15 Building Inspections: Residential Permits The combined total number of building permits issued for single family homes declined from 1,862 in 2013 to 1,703 in a decrease of 8.5%. Four multi-family permits (548 living units) were issued in, compared to one multifamily permit (418 living units) issued in There were no vertical mixed-use permits issued in. 16 Engineering: Capital Improvements Program The Capital Improvements Program (CIP) is a five-year plan for major capital projects, including all probable funding sources for the period. McKinney s Capital Improvements Program has approximately 237 active projects in various stages of design and construction. 17 Engineering: Capital Improvements Program The CIP is updated annually and approved as part of the annual budget. Projects are selected from master plans, the bond committee, citizen boards, and other needs identified by City Council and City Staff. The following is a list of some of the ongoing Capital Improvement Projects being managed by the Engineering Department. 18 Engineering: Traffic and Transportation The Traffic and Transportation section of the Engineering Department focuses on the safe and efficient mobility of people, goods and services through the planning, design, and implementation of transportation improvements in an effective, proficient, and courteous manner. Specifically, the Traffic and Transportation section is responsible for: Maintaining the Neighborhood Traffic Management Program Regulating traffic signals, speed school zones, pedestrian crossings and street lighting and signage Coordinating alternative mobility choices with the local public transit system (TAPS) Managing the traffic flow and the transportation network Advanced Transportation Management System The Advanced Transportation Management System (ATMS) allows the City s traffic engineers to remotely monitor the City s traffic and adjust signal timing in response to real-time conditions. For example, in the event of traffic congestion on US 75, staff can remotely change the signalization of lights on frontage roads to direct traffic and alleviate congestion. ATMS technology allows staff to solve traffic issues quickly and efficiently. Over the years, McKinney has expanded Ethernet communication to its 78 traffic signals, which has helped with incident management and the implementation of new traffic signal timing plans. With the use of the communication system, school zone flashers are now controlled centrally so that the signals flash at the correct time on the correct days protecting students, pedestrians, and drivers near McKinney schools. Throughout the coming year, the City of McKinney will continue to expand the Intelligent Transportation Systems (ITS) network an integral part of the ATMS to include more pan-tilt-zoom cameras at major intersections and video analytics software. These improvements will help with real-time incident detection and provide real world data to support future infrastructure decisions. These improvements will continue to help staff respond quickly to traffic issues throughout the City of McKinney. Custer Road at Bristol Drive Custer Road at Cotton Ridge South Traffic Signals The City of McKinney installed traffic signals at the following intersections in : The existing traffic signal control software and controllers are approaching the end of their expected operating lifespan. As maintenance continues to increase, staff is evaluating new control systems. Several available traffic signal systems are under review with implementation of the new system to begin in Neighborhood Traffic Management Established in 1999, the Neighborhood Traffic Management Program has allowed McKinney traffic engineers to achieve customized solutions to improve pedestrian and vehicular safety program through a variety of traffic calming measures, such as narrowing roads at intersections, speed cushions, chicanes, and others. In, a mini-traffic circle was used as a traffic calming device for the first time. The traffic circle was installed without damaging the roadway beneath and could be removed easily, yet it is durable and an attractive addition to the roadway. The mini-traffic circle has been considered a success and similar installations are being evaluated within other neighborhoods. 19 Engineering: Traffic and Transportation Public Transportation Currently, TAPS provides three forms of public transportation for the City of McKinney: Bus service with designated stops and departure times on 7 fixed routes. The routes offer bus service daily from 5 am to 10 pm. On demand, curb-to-curb service that can be scheduled by appointment.* Commuter Connect express service to and from the TAPS Gateway Boulevard Park and Ride to the City of Plano at the Dallas Area Rapid Transit (DART) Parker Road Station. In November, the 2 existing fixed route bus services expanded to 7 bus routes. The routes are clustered in the downtown core and reach to western McKinney via Eldorado Parkway, University Drive (US Highway 380), and State Highway 121. In December, nearly 4,000 people boarded a Texoma Area Paratransit System (TAPS) Public Transit bus in McKinney. 20 Engineering: Regional Transportation Projects The Texas Department of Transportation (TxDOT) and the North Texas Tollway Authority (NTTA) have allocated some of their resources to the McKinney area. The following projects are of regional significance and will enhance McKinney s connection to the greater Dallas area. Major Regional Projects The US 75 corridor serves as the primary travel route and the most critical connection to McKinney and the Dallas area. It is a significant route through Collin County. The reconstruction of this corridor will help relieve congestion as McKinney s population continues to grow. Upon completion, US 75 is anticipated to spur economic growth and enhance the quality of life for residents in McKinney. The Texas Department of Transportation (TxDOT) has divided the corridor into the following construction segments: US 75 (north of Telephone Road) Reconstruction and widening of this segment of US 75 began in the Fall of 2012 for 3 main lanes in each direction with 2-lane frontage roads. The entire segment is anticipated to be completed by the Summer of US 75 (Bloomdale Road to Telephone Road) In, the Southbound main lanes were completed. The traffic was shifted to the west side (southbound lanes) of the highway to allow the construction of the east side (northbound lanes) of the highway. The FM 543 bridge that previously traveled over US 75 was removed and now US 75 travels over FM 543. Finally, construction of a bridge carrying Bloomdale over US 75 was nearly US 75 (Sam Rayburn to White Ave) In late, two lanes of frontage were completed for 90% of the project. The westbound lanes of the Eldorado Pkwy. bridge over US 75 was completed, as were the on-ramps. A large portion of southbound lanes were completed while northbound lanes were shifted into the former southbound lanes. US 75 (south of Sam Rayburn) Widening of US 75 through Allen and Plano began in late. 21 Engineering: Environmental Management The Engineering Environmental Management Division (EEMD) provides citizens, businesses, the development community, and other City departments guidance in navigating environmental issues and regulation. These issues include floodplain management, storm water management, erosion control, and other forms of public and environmental protection. Public and Environmental Protection The EEMD provides public and environmental protection from potential or existing chemical or hazardous materials exposure. The various efforts include, but are not limited to spill response and management, McKinney Brownfields program management, McKinney s Voluntary Cleanup Program (VCP) management as administered by the Texas Commission on Environmental Quality (TCEQ), and review and direction of Municipal Settings Designation (MSD) applications. In, EEMD staff responded to over 115 environmental open records requests and reviewed 3 environmental site assessments related the Brownfields program. Additionally, EEMD staff assists the development community and City projects with compliance with the United States Army Corps of Engineers (USACE) 404 permitting (Clean Water Act) related to jurisdictional waters of the United States and wetlands. EEMD staff responds to citizen s concerns and questions regarding wetlands and waters of the United States. Healthy Creeks and Lakes Initiative The City of McKinney has adopted the Healthy Creeks and Lakes Initiative to address citizen s concerns regarding flooding and erosion in their neighborhoods. These concerns are analyzed and prioritized by EEMD staff. In, EEMD staff responded to 35 requests from citizens with regard to erosion and flooding concerns. The City of McKinney has a 10-person drainage crew who work with EEMD staff to address erosion and flooding concerns. The drainage crew maintains approximately 180 miles of streams within the City limits. Healthy Creeks and Lakes Initiative Project on Church Street Completed project on Church Street 19

22 Engineering: Environmental Management Stormwater Management On December 13, 2013, the TCEQ issued the second term, 5-year Municipal Stormwater, General Permit. McKinney developed a revised Stormwater Management Program (SWMP) in accordance with updated requirements and guidelines of the new TPDES General Permit. TCEQ completed review of the SWMP on July 23,, and issued final approval on October 30,. The SWMP is directed toward reducing pollutants from the stormwater entering our lakes and streams and its requirements include the following: public education, public involvement, construction site erosion control, development and redevelopment measures, stream monitoring, and good housekeeping. Within the first year (December 2013-December ) of the revised SWMP, accomplishments included the following: 30,000 stormwater themed textbook covers provided for students in McKinney ISD Twenty-seven (27) Notice of Violation letters issued Coordination of 30 community volunteers in an effort to mark 275 inlets with a No Dumping, Drains to Creek placard At the direction of a Council- appointed focus group, staff made changes to the stormwater management ordinance in primarily relating to stream stability requirements. Changes to the ordinance were adopted by City Council on September 2,. Erosion Control McKinney s Erosion Control Program assures that appropriate and adequate erosion control components are implemented and maintained at construction sites for both development and City projects. These measures are directed at reducing the amount of sediment and other pollutants entering McKinney s lakes and streams. In, the Erosion Control Program staff performed 130,314 inspections, found 775 deficiencies and responded to numerous concerns from the public. Floodplains As McKinney s Floodplain Administrator, the EEMD staff oversees floodplain protection and development through consideration of Federal Emergency Management Agency (FEMA) and McKinney requirements. In, the EEMD staff reviewed 22 flood studies and provided assistance to numerous residents and businesses regarding drainage and floodplain issues. 20

23 Parks and Schools Facility Valley Creek Playground Major Projects and Improvements Improvement New play structures were constructed, including slides, swings, and monkey bars. Sidewalks that meet American with Disabilities Act (ADA) requirements will be added to the park in the upcoming year. Hardin Boulevard Fencing New fencing was added along Hardin Boulevard, between Eldorado Parkway and Aspen Drive. New playground equipment at Valley Creek New fencing along Hardin Boulevard 21
