November 3, Local Residents Meeting, November 3, 2010, Centre Pointe Station Condominiums, 4600 E. Asbury Circle 3. November 30, Cherry St. Townehome Residents Meeting, 1900 Block South Cherry St. This report includes documentation of each of those three meetings.

Site looked at in 1999, but not included in TREX City applied for Fed funding in 2007 HNTB hired early 2010 to do design through construction. Initial location had a ramp landing at the location that is now Habitat for Humanity. Project Description John Guenther Site section started with numerous landing options Shortlisted to 2 options Submitted 2 options to CCD for review as a conceptual submittal. Comments indicated an overwhelming choice of Colorado Station option (landing on Cherry St.) Portion along Cherry St will be both elevated and a ramp on walls. Denver Fire Department requested that as much as reasonable be elevated for easy access to the housing complexes. Page 1 of 3

19 Structure will start near RTD s Colorado Station at intersection of Colorado Center Dr., then cross I-25, it will have a pier in triangle gore in Centre Pointe parking lot, then another pier on Cherry St where it will run north paralleling Cherry St. Questions/Comments Q: How will drainage be handled? A: Water will be captured at both ends of the bridge and treated according to health department requirements. A vegetated detention pond is preferred but space is limited so it may be a underground vault (stormcepter). Q: Will there be a collection system on each side of the bridge? A: Yes and on the ramp. Q: Will Centre Pointe s parking lights be affected? A: Yes, new lighting will be designed to replace effected lights. Q: What about the lighting on the bridge? A: Lights will be on both sides for security reasons. Q: How will the structure be lit? A: It is anticipated the structure will have overhead lighting (with downward facing fixtures) for night use and safety. Additionally it may have aesthetic lighting. Q: What about the noise/movement caused by pedestrians/bicycles? A: The type of construction is very solid. They will take care that the bridge does not cause vibration. Q: Will ROW be acquired? A: Either ROW acquisition or permanent easements will be used for locations the structure is on private property (which will be used is still unknown). Additionally there will be Aerial easements for the elevated structure and temporary easements used during construction. Currently Cherry Plaza Apt. has parking on CCD ROW. An effort is being made to make develop a parking-neutral solution through restriping the lot. Current plan has stair case on Cherry St that may require acquisition of a parking stalls and repositioning of trash dumpsters. Q: Where will the Contractor Stage construction? A: This is still unknown, because it will be up to the contractor. The contractor may approach owners and work out agreements, or use RTD or CCD land off the project site. Page 2 of 3

20 Q: What is the projected construction time? A: Between 15 to 18 months. Q: What is the working schedule? A: Regular working hours. Work in I-25 will have to be done at night. Q: What about the noise at night? A: Work will be restricted at night except for I-25 as mentioned above Q: Will there be fence to prevent individuals from throwing down trash? A: CDOT requires fence over I-25, it can be extended over the parking lots. Additionally there will be handrail for the length of the structure. Q: Will there be road closures during construction? A: There will be a few short duration closures (for utilities, erecting girders, paving) of I-25 and local roads. But the majority of the time the roads will be open Q: How will Cherry St Parking be affected? A: Parking on the west side of Cherry St will be eliminated; parking on the east side of Cherry St will remain. The parking will be eliminated per the Denver Fire Department requirements. Q: What is the Construction Schedule/ A: Next public meeting - Spring 2011 Final Plans - Fall 2011 Construction begins Early 2012, Ends Late 2013 Q: How much pedestrian traffic is expected over structure? A: Unsure at this time, will check with city planners and update at next Public Meeting. Page 3 of 3

25 Questions/Comments The following concerns were voiced by the Cherry Street Residents: 1. Security Resents are concerned that the new structure will increase crime in their neighborhood, particularly along Cherry Street. 2. Loss of Home Value Residence are concerned that the new structure will have a negative impact on their property values. 3. Loss of Street Parking on Cherry St. Each townhome has a one car garage and currently the residence of are restricted from parking in the driveways adjacent to their units. They use Cherry St as overflow and guest parking. They are concerned that the project will reduce the parking along Cherry St. 4. Connectivity of Bridge to Bike System and Purpose & Need The residents are not convinced that this project serves the intended purpose of connectivity across the interstate. 5. Location of structure The residents are concerned that the ramps located on the west side of Cherry Street are too close to their homes. 6. The residents are concerned that the ramp walls will invite graffiti and would like to see measures taken to deter tagging and would like to know what measures will be taken to remove it. 7. Residents want to have a study done to determine what affect the bridge will have on their neighborhood. 8. The residents are concerned with light from the project shining into their homes and would like to see measures taken to minimize stray light. 9. The residents are concerned that the proposed project will generate more trash on their street. 10. The residents would like to know how soon snow will be removed from the structure after a storm.
