2 Simon Carne Architect Design Review Panels Design Commission for Wales Since 2008 I have been a member of the Design Commission for Wales Design Review Panel. I have attended more than 25 panel meetings and workshops as well as CPD meetings. The process of panel meetings includes a site visit, briefing note and often detailed input to the reports written by the Head of Design Review. Major projects reviewed and for which I have been a lead panel member include: Barry Docks Masterplan and Barry island public realm improvements Master plan for the residential development of Barry Docks including major leisure developments, a supermarket and local shopping. The proposal provides for over 1,000 homes for three major UK house builders St Athans Defence training masterplan PFI project for pre-eminent defence establishment training centre at St Athans airfield to the west of Cardiff. The scheme included training facilities, accommodation, mess facilities, a Museum for REME and sports facilities. Development value was over 5bn. Harlech hotel and Castle visitor centre Two separate proposals for a hotel on the site of the St George s Hotel overlooking Harlech beach and golf club and a new visitor centre for Harlech Castle a grade 1 listed monument and World Heritage Site. Cwmbran retail development and supermarket A major supermarket and parking scheme for the edge of town centre of this significant New Town north of Newport. West Rhyl Masterplan and Regeneration strategy One of the most deprived seaside towns in Wales. The proposal was for a conservation guided regeneration strategy to address problems of benefit culture and lack of economic opportunities in the Town. The design review led to a workshop session to investigate physical opportunities to counter the decline of this once elegant Edwardian resort. Creating Excellence Design Review Panel As a member of the design review panel on 11 occasions including significant schemes in Poole (together with CABE), Bournemouth, Swindon, a care home in St Ives and an energy from waste schemes in Devonport. I was chair for one of the schemes in Bournemouth. Cambridge Quality panel I have attended over 20 panel meetings of the Cambridge Design Review Panel. The Panel was set up to deal specifically with schemes around Cambridge, part of the urban expansion and have been generally masterplans at all stages of development from masterplan, through design coding to plot development. Masterplans considered included Trumpington Meadows, Clay Farm and North West Cambridge University expansion. The panel has also reviewed a primary and secondary school, a railway station and masterplan proposals for St Neots, Huntingdon and St Ives. I have also chaired the panel on two occasions. East of England Panel (previously Shape East) Three panel meetings PPS7 equivalent house in rural Essex, which was recently granted planning permission, Proposed mixed use development in Colchester and residential development in Babergh District Council Islington Design Review Panel Two panel meetings reviewing various mixed-use, residential and conservation schemes in the Borough. CABE enabling work Kickstart reviews for 20 schemes. Reviews of schemes for awards and website detailed reviews of two winning schemes be:newhall and Stanmore both 2011 award winners. Ipswich best practice review of work done as part of an enabling project for the IP1 Area Action Plan. Client Advice Clay Farm OJEU procurement I advised Cambridge City Council on its disposal of a site for 200 homes on the Clay Farm site. This involves PQQ and ITT design aspects of the assessment including reviewing submissions for short-list and design proposals from short-listed practices. The process is programmed was completed in May 2013 Kickstart review of a residential master plan for a Planning Appeal in Gloucestershire.

3 Urban Initiatives - Selected Projects Custom House Crossrail Station master plan Working for the London Borough of Newham, Design for London, Thames Gateway and Transport for London, I led the team on a master plan for the area immediately adjoining the Crossrail station at Custom House which will serve the local community and also be the main point of arrival for Excel exhibition centre. Client: London Borough of Newham Copenhagen: Klovermarken site design competition Invited entry to a design competition for the development of a 190 hectare mixed use residential and open space neighbourhood in the centre of Copenhagen. One of eight international teams, the only one from the UK. Sittingbourne Station and town centre regeneration Three projects in Sittingbourne initially a station gateway project for Swale Forward, looking at linkages to the existing historic high street and making provision for the expected growth of the town which lies on the edge of the Thames Gateway. Supplementary Development plan in the form of a master plan for the town centre and industrial brownfield sites north of the railway line. Client: Swale Borough Council and Swale Forward Klovermarken Copenhagen Woolwich Town Centre DLR Station Master plan Working for TfL investigating the development potential of a number of key sites that sit directly over the DLR station and tracks in Woolwich Town Centre. My role included briefing, assessment and interviewing developers as part of procurement process. Working with Glenn Howells Architects, the team developed outline designs or codes for the development sites. Client: Transport for London Chatham Station Gateway (Thames Gateway area) Master plan for the redevelopment of the gateway to Chatham from the existing railway station. One of three master planning teams employed on the development of the Town Centre, working to ensure a fully integrated approach to movement and development opportunities in a town that is undergoing significant changes and expansion. Client: Medway Renaissance Luxembourg Gare Urban Design Competition One of 12 invited teams for the design of the urban quarter around Luxembourg s main railway station. Prize winning (honourable mention) proposal included a new green space providing pedestrian links across the railway lines connecting the City Centre to inner suburban areas. The project included provision for a new entertainment area, tram line and TGV station interchange. Roehampton Local Centre, shops and library A master plan for the extension and redevelopment of the existing local centre of the Alton Estate, Roehampton comprising new residential units, shops, a supermarket and library. Options for changes to transport and movement also included. Client: Wandsworth Borough Council. Ipswich IP1 Urban Renaissance Developing a 25 year vision for the centre of Ipswich. The project focused on intensification of development, providing sustainable neighbourhoods around the historic core and enhancing the dramatic setting of the Wet Dock. It also promoted an education quarter which is currently being developed by the University of East Anglia. Client: Ipswich Borough Council. Liverpool Lime Street Gateway Lead designers and planners for a team which included Glenn Howells Architects, Martin Stockley Associates, BDSP and Spiers and Major. A new world class Gateway to Lime Street station. The team was selected from an invited competition organised by Liverpool Vision and English Partnerships. Client: English Partnerships Sittingbourne Town Centre Strategy.

4 Bristol Temple Meads ADF An Area Development Framework to guide the transformation of a key part of the centre of Bristol. The brief included conservation as well as urban design and transport, the aim being to deliver a modern transport interchange. Opportunities include highway infrastructure improvements and the delivery of a new quarter with a mix of uses. Client: SWRDA Bristol Temple Quay Master plan The redevelopment of the centre of Bristol has been one of the great successes of urban renaissance in the UK. The development of a true urban quarter around Temple Meads station is beginning to emerge. As part of the role as design advisors to SWRDA, I was involved in a number of urban design projects around the Temple Quarter, including the proposed arena, Urbed s master plan for Temple Quay 2, devising, briefing and assessing competitions for new bridges and towers and an area development framework to guide future developments around and within the Grade 1 Station buildings. Client: SWRDA Bedford Town Centre Masterplan The central area of the town is characterised by a number of distinctive quarters and much of the centre has been successfully pedestrianised. The project looks forward to the next years of Bedford s development and highlights options for the development of a number of distinct areas. Part of assessment team for RIBA run design competition for Castle Mound. Client: English Partnerships with Bedford Borough Council. Gypsy Corner and North Acton Masterplan An urban design framework and public realm strategy for the improvement of the traffic gyratory off the A40 and North Acton underground station. Building on its location in Zone 2 of the London underground system, the masterplan introduced high density mixed uses to an area that was in decline. The area is currently undergoing major transformation. Client: Frogmore Luxembourg Gare Origin Park Royal and Northfield Employment estates Urban design strategies for the development of the Guinness Factory site in Park Royal and the Northfield Industrial estate then owned by Brixton estates. The Northfield estate envisaged a mixed residential and employment development focused on the Grand Union Canal. Client: Brixton Estates Borehamwood surplus school sites Capacity studies for three secondary school sites in Borehamwood for redevelopment as residential developments. Key aspects of the brief included the Local Authority s District Plan requirement to maintain a large provision of publicly accessible open space within a framework of attractive developments with good supervision of the open spaces provided. Client: Hertfordshire County Council East Ham Town hall sites An Urban Design Framework for new office facilities for the London Borough of Newham. The Town Hall is Listed Grade II* and surrounded by a number of distinguished Listed Buildings to form the centrepiece of a fine late Victorian, early Edwardian Civic Centre. An urban design framework and strategy was required to brief the short listed tenderers for the project. The Study included consideration of the re-use of existing buildings. Client: London Borough of Newham Seagrave Road and Earls Court An urban design framework for the development of the Seagrave Road car park site, part of the Earls Court exhibition parking and vehicle marshalling arrangements. The proposals created a network of streets and blocks that respond to the surrounding urban grain whilst taking advantage of the site s close proximity to West Brompton railway and Underground Station to justify increasing the density of development. Client: Earls Court and Olympia Vauxhall / Battersea Opportunity Area Vision A Strategic Vision for an area of over 78 hectares, from Lambeth Bridge in the East to Chelsea Bridge in the West. Major opportunity sites and developments include the Nine Elms New Covent Garden Market, Battersea Power Station, Vauxhall Station interchange and Albert Embankment. The study lead to planning guidance for this opportunity area identified in the London Plan. Client: Cross River Partnership. Liverpool Lime Street Gateway

5 Broadmeadow Master plan for 1,000 homes, primary school, employment space, riverside ecological area on the immediate outskirts of Ipswich. The site was previously occupied by a British Sugar works and went to appeal. The main issue being not its suitability for residential development but planning policy for employment land requirement in the Local Authority area. Client: J and G Gallagher. City of Westminster At the City of Westminster I worked within the Department of Planning and Transportation / Environment for eight years. I was Senior Project Manager and Client Manager for environment projects which included street schemes, public space design, parks, open spaces and public art projects. I worked closely with fellow planners on Citywide policy issues including Millennium projects (Hungerford Bridge, Street Furniture Design), in S106 planning agreements working with Development Control colleagues and with urban designers within the Department on a number of major private developments in Paddington, Church Street and Victoria. Cross border schemes with Camden and Lambeth were also part of my role. Broadmeadow I was in regular contact with Parks maintenance colleagues and officers working on the greening of the City. I represented the Department in the rough sleeper initiative working with colleagues in Social Services as well as the Housing department on estates and licensing on street markets. Highway maintenance, street lighting were also regular contacts. Major projects with which I was involved included: World Squares for All Part of the client team for the World Squares for All project from its earliest beginnings with the Foster master plan through to the selection and involvement with the Atkins led team that implemented the project. Design advisor representing the Council at meetings with the steering group which included GOL, London buses and subsequently Transport for London, English Heritage and The Royal Parks. Oxford Street improvements Major reconstruction of Oxford Street west of Oxford Circus gaining as much as 50% additional footway space for pedestrians. New street lighting incorporating pedestrian level lighting and banners. Northfields The Strand improvements York stone paving and granite sett crossovers and side street closures together with refurbishment of historic lighting. As client for public spaces in Westminster, I developed a depth of understanding in the briefing, procurement and implementation of designs for a number of significant public spaces in the City including: Westminster Cathedral Piazza Cavendish Square Gardens Berkeley Square Gardens Victoria Embankment Gardens St Paul s Covent Garden and Inigo Jones Gateway Millennium Street Furniture Competition and Procurement The Purcell Memorial (Sculptor Prof Glyn Williams) Christchurch Gardens, Victoria Street The Mozart statue and Orange Square Pimlico Warwick Avenue Maida Vale Clifton Road Maida Vale Westbourne Green play areas and planting Westbourne Day Nursery building Broadley Street Gardens Playground schemes Drury Lane, St John s Wood, Porchester Square James Street Covent Garden Soho traffic and environmental improvements Causton Street Gardens play area and ball games area Woolwich

6 Shepheard Epstein and Hunter Manningham Mills, Bradford Team leader on the project to convert the Grade 2* Mill (the largest Silk Mill in the UK) to a mixed use development of offices, residential, Oberoi hotel and the northern outpost for the Victoria and Albert Museum. Scheme now being developed by Urban Splash. King s College London Master plan (grade II*) Team leader for University campus master plan. The original College buildings designed by Sir Robert Smirke are part of the Somerset House complex. The master plan proposed a courtyard development within the centre of the campus incorporating a new sports hall and new college offices and lecture facilities to enclose the internal space created. The proposals also included new buildings on the Strand. The project had an impact on 7 listed building to be incorporated in the proposal. Led to a number of planning applications. York Road estate Estate refurbishment with continuous tenant community involvement of a number of 4 storey maisonette blocks overlooking the Grand Union Canal in Islington (Kings Cross) Kings College Strand 123 Wapping High Street Job architect for development on a tight and constrained site for a private residential developer comprising 36 one and two bedroom flats, a corner shop and undercroft parking. Peter Moro and Partners Taliesin Theatre Swansea. Job architect for a new University Theatre seating 250 for the University College of Swansea. The building designed with a flexible stage arrangement also included an art gallery, offices, a bank, front of house and back stage facilities and workshop. I was involved from concept to completion of defects (4 years). 123 Wapping High Street Pasley Road Job architect for a complex residential development of over 200 medium rise flats and houses in Southwark, close to the Elephant and Castle. MEPK Architects Newhaven Guinness Trust site Houses, flats and a Category 2 block for elderly residents on a steeply sloping site. From inception to completion on site. London Borough of Islington Area Action Plan Holloway Road area. Housing Action Area individual house and small terrace conversions to flats. Survey, proposals, site inspections and agreeing defects and final accounts. Competition scheme Ampthill Competition winning scheme for Local Authority offices extension for Mid Beds District Council. Roger Hughes associates Various individual houses, extensions and conversions. Triad Architects Canteen building for Government Research station. ARC Lancaster Road West housing scheme RBKC (Kensington and Chelsea). Responsible for design of a nursery school. Taliesin Theatre University College Swansea
