4 Bell Shoals Roadway Widening Wetland Resource Impact and Mitigation Report Introduction The Bell Shoals Roadway Improvement Project is part of Hillsborough County s Capital Improvement Program (CIP 69112). Newland Communities and Hillsborough County formed a public/private partnership for the design, permitting and construction of this project in order to satisfy the obligations of the Lake Hutto DRI. The applicant for this approval is Hillsborough County. The roadway is planned to be widened from 2 lanes to 4 lanes including turn lanes, intersection improvements, sidewalks and traffic signals. This report was prepared by Cardno ENTRIX on behalf of Hillsborough County Engineering, Division of Public Works/Newland Communities in order to provide the environmental information necessary to evaluate the environmental aspects of the project in support of the issuance of an Environmental Resource Permit (ERP). This report describes the wetland and wildlife resources present within the Phase 2 project limits, the measures taken to avoid and minimize impacts to wetlands to the extent practicable, and the mitigation offered to compensate for unavoidable impacts to wetlands and listed wildlife species. 1 Project Description and Purpose The Bell Shoals roadway widening project is located in central Hillsborough County, approximately five miles east of the intersection of Interstate 75 and Bloomingdale Avenue near Bloomingdale, Florida. The County s entire CIP project includes the entirely of Bell Shoals Road beginning at the intersection at Fishhawk Boulevard extending northward to approximately 600 feet north of the Bloomingdale Road intersection; however, the Phase 2 portion of the project is limited to the area beginning near Wetland 5 and extending to the northern end of the project (Figure 1. Location Map, and Figure 2. Quad Map). The total length of the Phase 2 portion of the project is approximately 2.3 miles. Phase 2 of the road widening will require 10 permanent impacts to wetlands totaling 1.73 acres as well as 0.71 acre of temporary wetland impacts, and 0.86 acre of impacts to surface waters (ditches) (see Table 3.1 and Figures 3 through 16 detailing the wetland and surface water impact areas). Because of the nature of the project (roadway improvement), there is little that can be done to avoid the proposed wetland impacts. The size of the wetland impacts is minimized by the use of 1:3 side slopes where possible. The loss in wetland functions resulting from the filling of wetlands was quantified by performing a Unified Mitigation Assessment Method (UMAM) analysis on the impact areas. Mitigation for the loss in wetland functions will be provided by the enhancement and creation of wetlands as well as by using the UMAM functional units resulting from the preservation of the Gauss Parcel during a previous phase of the project (see ERP No ). 2 Site Description The project area is limited to the roadway right of way and the areas needed for pond construction. The entire approximately 2.3 miles of the project area consist of residential and commercial developments. There is no native upland habitat remaining within the project limits. Several areas of uplands are included within the project boundaries for pond sites. These areas consist of vacant lots dominated bahia grass (Paspalum notatum) pastures that are no longer used. Wetlands within the project limits were delineated by Cardno ENTRIX and were field inspected and approved by Mr. Joe Andress of the Southwest Florida Water Management District (SWFWMD). Wetland boundaries are shown in the attached wetland impact area Figures 3 through16. All wetlands affected by the project are described below. The wetland summary Tables 1, 2 and 3 of the ERP application have been included as Appendix A. 3 Wetland and Surface Water Impact Area Justification and Descriptions The project limits include only those areas absolutely necessary to construct the project. Avoiding all wetland impacts associated with the road expansion is not possible; however, wetland impacts were minimized by the use of 1:3 side slopes. Ponds sites were chosen based on available vacant land in uplands wherever possible. All wetland and surface water impacts required to construct the project are summarized in Table 3.1, and a detailed description of each wetland impact area is provided below. These two small wetland impacts are the direct result of construction of the road. The size of the impacts were minimized by the use of 1:3 side slopes (See Appendix B, Wetland Impact Area Cross Sections, Sheet 73). Although Wetland 5 is an altered forested creek system, the canopy has been removed from the proposed wetland impact area and they are in a highly disturbed condition as a result of its location in the maintained right of way. The dominant species include primrose willow, grape vine, blackberry (Rubus argutus), Caesar weed (Uren lobata), Bermuda grass, button bush (Cephalanthus occidentalis) and American elderberry (Sambucus canadensis). This area receives roadway and residential runoff. Wetland 6 Impact Area A (ditch) (0.19 ac.) Wetland 6 Impact Area A is the roadside ditch portion of the wetland that will be directly impacts by construction of the road expansion (See Figure 11). It is dominated by Carolina willow, cattail, primrose willow, torpedo grass and maidencane (Panicum hemitomon). Wetland 6 Impact Area B (0.53 ac.) Wetland 6 Impact Area B is needed to construct a floodplain storage pond and a stormwater pond. This is the only undeveloped area in this portion of the roadway and therefore, to avoid taking existing homes and/or businesses for the ponds, this existing low, wetland area was selected. The floodplain pond area will be replanted with wetland vegetation after construction is completed as described in Section 5. Wetland 6 Impact Area B is forested with a canopy that is approximately 70 percent cover and is dominated by slash pine (Pinus elliottii). The next most prevalent species are laurel oak, live oak (Quercus virginiana) and red maple. The shrub stratum mirrors the overstory. Dominant herbaceous species include poison ivy, Virginia chain fern (Woodwardia virginicus), spikerush (Eleocharis baldwinii), cat briar (Smilax sp.)and grape vine. The wetland receives roadway and residential runoff but, based on the prevalence of upland and facultative tree species, appears to have a short, altered hydroperiod. Wetland 7 Impact Area A (0.26 ac.) Wetland 7 impact A is needed for roadway construction. The portion of Wetland 7 that will be impacted is only approximately 10-feet wide and was minimized by the use of a 1:3 side slope. The proposed impact area consists of the disturbed edge of the wetland and is a part of a maintained electric utility corridor. Most trees are small and less than 30 feet tall as a result of periodic trimming. Because this is the edge of the wetland, the dominant tree is laurel oak, however some maples are also present. Ground cover is very sparse (approximately 5 percent cover), likely the result of the dense canopy cover and long hydroperiod. Surface Water 7A Impact Area A (0.03 ac.) Surface Water 7A Impact Area A is a ditch flowing into a lake that is to the west of the roadway. It is dominated by wild taro (Colocassia esculenta). The impact is needed for roadway construction. Surface Water 8A Impact Area A (0.10 ac.) Surface Water 8A Impact Area A is a ditch that flows from the stormwater management system in the development east of the road. The dominant vegetation is torpedo grass which accounts for approximately 95 percent cover. The impact is needed for roadway construction and was minimized by the use of a 1:3 side slope. Wetland 9 Temporary Wetland Impact Area A (0.66 ac.) Wetland 9 Temporary Impact Area A is needed to construct a floodplain pond. The construction activity will consist of scraping down the north bank of the ditch to elevation feet NGVD. The field verified season high water (SHW) elevation at the west end of Wetland 9 is 40.2 feet NGVD. Although the construction plans show the entirety of Wetland 9 west of the right of way being temporarily impacted, in practice, the area of temporary disturbance will likely be much more limited. 7 Bell Shoals Roadway Widening Wetland Resource Impact and Mitigation Report The portion of the wetland that may be temporarily impacted consists of a ditch through a historic wetland system. The overstory trees are primarily laurel oak growing on the stream bank above the area that experiences wetland hydrology. The creek bottom is sparsely vegetated. The dominant species are wild taro and Virginia chain fern. Wetland 9 Impact Area B (0.42 ac.) Wetland 9 impact B is needed for roadway construction. The size of the proposed impact was minimized by the use of a 1:3 side slope. Wetland 9 Impact Area B is a ditch through a historic wetland. The overstory trees are primarily live oak and laurel oak growing on the stream bank. Much of the canopy is covered with grape vine. The dominant shrub is American elderberry. The herbaceous areas are overgrown with nuisance vegetation including primrose willow, grape vine, skunk vine (Paederia foetida) and air potato (Dioscorea bulbifera). Surface Water 9A Impact Area A (0.13 ac.), B (0.31) C (0.23 ac.) and Surface Water 10A Impact Area A (0.05 ac.) Impacts to Surface Waters 9 and 10A are needed for roadway construction. The flows from these roadside ditches will be maintained via buried 48-inch reinforced concrete pipe. Surface Waters 9 and 10A are upland-cut ditches dominated by nuisance vegetation. The dominant species are primrose willow, climbing hempvine (Mikania scandens) and cattail. There are some non-nuisance species also present including lance-leaved arrowhead (Sagittaria latifolia) and spreading dayflower (Commelina diffusa). Surface Water 10B Impact A (0.01 ac.) This impact is to a very small portion of the upper bank of a stormwater pond dominated by wax myrtle. Wetland 11 Impact Area A (0.18 ac.) Wetland 11 impact A is needed for roadway construction. The portion of Wetland 11 that will be impacted was minimized by the use of a 1:3 side slope. Wetland 11 Impact Area A is the disturbed edge of a forested wetland. The south portion of the area is dominated by a mixture of Carolina willow, Chinese tallow (Sapium sebiferum) and red maple. Skunk vine is prevalent also. The majority of the area is dominated a stand of maple saplings approximately 1 to 2 inches dbh. There is very little herbaceous understory in this area. The 5 to 10 percent cover of herbaceous vegetation consists of about half Virginia chain fern, other half being Chinese tallow seedlings, skunk vine, water grass (Hydrochloa caroliniensis) and alligatorweed (Alternanthera philoxeroides). The wetland appears to have a long hydroperiod. Wetland 11 Temporary Impact Area B (0.007 ac.) This is a very small temporary impact area needed to create an outfall swale for Floodplain pond FP7. No trees will be removed and the area will be allowed to re-vegetate naturally. Wetland 12 Impact Area A (0.08 ac.) Wetland 12 impact A is needed for roadway construction. The entirety of the wetland falls within the right of way. Wetland 12 Impact Area A consists of a small ditch with a small shelf dominated by laurel oak and red maple. Herbaceous vegetation is dominated by wedelia (Wedelia triloba) and taro with small amounts of broadleaf arrowhead (Sagittaria latifolia), primrose willow, swamp fern (Blechnum serrulatum) and skunk vine. 8 Bell Shoals Roadway Widening Wetland Resource Impact and Mitigation Report 4 Public Interest Public Interest The project meets the public interest criteria found in section (1) (a) 1.-7, FAC. The project will not significantly degrade any Outstanding Florida Waters, therefore the public interest standard is merely to demonstrate that the project is not contrary to the public interest. However, we believe that the project is in the public interest because the project is part of Hillsborough County s Capital Improvement Program (CIP 69112). This included a County funded PD&E Study in Newland Communities and Hillsborough County formed a public/private partnership to fund the design and construction for this project in The roadway improvement project will increase traffic safety and reduce traffic congestion. The following is a list of the Public Interest criteria (in italics) followed by a brief discussion of each criterion as it relates to the Bell Shoals Road widening project. a) Whether the regulated activity will adversely affect the public health, safety, or welfare or the property of others. The regulated activity will not adversely affect the public health, safety or welfare, or the property of others. The project will not result in any environmental hazards to public health. The stormwater management system will prevent the project from causing any negative impact to offsite water quality. Traffic safety will be improved as a result of adding the additional capacity to the roadway. Hillsborough County funded and obtained a PD&E Study for this roadway project in b) Whether the regulated activity will adversely affect the conservation of fish and wildlife, including endangered or threatened species, or their habitats. The project will not adversely affect fish and wildlife or their habitats because the habitat that will be impacted is not unique and will be offset by the functional lift provided as a result of the mitigation. The attached Unified Mitigation Assessment Method (UMAM) analysis (Exhibit 1) indicates that this project will result in 1.14 units of functional loss. Mitigation for this project has already been provided as a result of the excess functional lift resulting from the preservation of the Gauss Parcel under ERP No The Gauss Parcel mitigation provided an excess of 1.78 functional units. The ERP issued for expansion of the Bridge over the Alafia River (No ) required the use of 0.08 of the excess functional units, resulting in a remainder of 1.70 excess functional units, 1.14 of which will be required to provide compensation for the wetland impacts required to construct this project. c) Whether the regulated activity will adversely affect the navigation or the flow of water or cause harmful erosion or shoaling. The project will not negatively affect navigation or water flows and will not result in erosion or shoaling. The only navigable water located near the project is the Alafia River. An earlier permitted phase of the project required the widening of the bridge over the Alafia River. The widened bridge will mirror the design of the existing bridge and will not alter the flow of water under the bridge. The bridge expansion has been determined to have no navigational impacts by the U.S. Coast Guard (Appendix B - USCG letter dated August 6, 2012 enclosed). d) Whether the regulated activity will adversely affect the fishing or recreational values or marine productivity in the vicinity of the activity. The project will not affect any marine habitats as there are no marine habitats on-site or near the site. All offsite flows will first be treated in the stormwater management system. e) Whether the regulated activity will be of a temporary or permanent nature. 9 Bell Shoals Roadway Widening Wetland Resource Impact and Mitigation Report f) Whether the regulated activity will adversely affect or will enhance significant historical and archaeological resources under the provisions of Section , F.S. The project will have no effect on historical or archaeological resources. g) The current condition and relative value of functions being performed by areas affected by the proposed regulated activity. The current condition of all on-site habitats is degraded due to the various surrounding and existing uses such as residential and commercial development, utility corridors and transportation networks. The relative value of function being performed by areas within the project will be mitigated or only temporarily disrupted. 5 Wetland Mitigation The UMAM analysis of the wetland impact areas and mitigation area is provided in Exhibit 1. The scores used in the UMAM analysis were verified during a 10 July 2013 field review with staff of the SWFWMD and Hillsborough County EPC. The UMAM analysis shows that the project results in 1.15 units of functional loss. Impacts to wetlands will be mitigated by the establishment of Mitigation Area M-1 (the reestablishment of a marsh in Floodplain Pond 5) and via the excess mitigation created by preservation of the acre Gauss Parcel. Mitigation Area M-1 is the enhancement and expansion of the originally herbaceous Wetland 6. The area will be graded at a 1:4 side slope to a bottom elevation of 63.5 feet NGVD. The SHW elevation of Wetland 6 is feet NGVD. The Planting Plan for Mitigation Area M-1 is shown in Figure 11A. The UMAM analysis indicates that Mitigation Area M-1 results in the creation of 0.14 functional units. The Gauss parcel was provided as mitigation for unavoidable impacts to wetlands required to construct an earlier Phase of this project (the portion of Bell Shoals Road from Fishhawk Boulevard to the Alafia River Bridge, ERP No ). Permit indicates that preservation of the Gauss parcel provided an excess1.78 units beyond that required to compensate for impacts associated with Phase 1 of the project. The ERP issued for expansion of the Bridge over the Alafia River (No ) required the use of 0.08 of the excess functional units, resulting in a remainder of 1.70 excess functional units available for use on this phase of the project. The table below summarizes the UMAM functional units. The only costs required to establish the mitigation are planting monitoring and maintenance. We estimate that the cost to establish the mitigation area is less than $25, Listed Species Because of the highly urbanize nature of the project area, potential utilization of the upland and wetland habitats within the project limits by Federal or State listed species of wildlife is extremely limited. The forested and shrubby nature of the wetlands limits the suitability of the habitat as wading bird foraging area. The only listed species that is likely to be affected by the project is the State listed gopher tortoise (Gopherus polyphemus) that may be present on the upland portions of the project proposed as pond sites. These areas have been surveyed and a gopher tortoise relocation permit (no GTC A) was issued by The Florida Fish and Wildlife Conservation (FWC). Because of the relatively high density of roads and predatory pets associated with residential housing, the potential for the eastern indigo snake to occur within the project area is low; however the applicant has no objection to adhering to the standard protection measures for this species as approved by the US Fish and Wildlife Service (FWS).
