1 Introduction & Purpose of Consultation Welcome, and thank you for taking the time to attend this exhibition and participating in the consultation process. We are here to consult with you on the proposed development of the Land to the West of Wester Bogie Road in Kirkcaldy. A Proposal of Application Notice was submitted to Fife Council on the 8th February 2016 Ref 16/00476/PAN. Pre-application consultation is a mandatory part of the planning process for planning applications for development over a certain scale (50 houses) or site area (2ha). This site extends to 26.81ha (66.25 acres) and therefore falls within the category requiring consultation. As we will to be applying for Planning Permission in Principle (PPP). We appreciate there is not a huge amount of detail of the proposed development for you to comment on at this stage, however, we would like your views on the principle of developing this site, the details that we are showing on the other slides and the scale of development being considered. It is hoped that your attendance can help is refine and improve the proposals as they emerge, so please take time to provide comments and feedback. Your comments and feedback will be summarised in a Pre-Application Report, which will be submitted in with the planning application, so please complete one of our Questionnaires and leave it in our comments box or return by post to the address provided. Comments made to us through this process are not representations to the Council and the Council will notify people when the application is submitted.
2 Constraints and Opportunities The proposed development site is located in the north west of Kirkcaldy, immediately to the west of the residential area of Chapel. The site is bound to the east by the A910 West Bogie Road, to the north by Chapel Burn to the south by Torbain Road. The formation of concept masterplan has developed from the three main constraints. a)sloping Topography b) Site Access and c) Location of a Gas Pipeline Landscape The general topography of the site is defined by a series of broad ridges with a well defined east-west alignment and is well contained by local terrain. In order to mitigate the effects of the development on the landscape and the resulting changes in character, it is proposed t0: Retain and enhance of the existing landscape features and mitigate the effect on the existing landscape Implement structure planting, which over time will lead to a well defined and attractive landscape setting to the development A well designed active frontage design to address access points to the site and key transport interchanges
3 Masterplan Access It is proposed to form two vehicle accesses onto West Bogie Road and include footways and combined cycle/footways where required. The development has been designed to create a looped link road in order to create a connected and permeable route network. The new junctions are proposed to be signalised to aid traffic flow and minimise the impact of the development on the existing traffic flows on Wester Bogie Road. Gas Pipeline A major gas main crosses the site in a north-south direction forming the western site boundary. A minimum 44 metre stand off for development must be allowed for either side of the centre line of the pipeline. The location of the pipeline has allowed the concept master plan to integrate a green corridor on the western edge of the site and an opportunity for allotments and active public spaces as well as footpaths and cycleway linking to and enhancing the existing core path network. This creates a strong defined edge to the development and blends into the existing landscape
4 Raith Developments Limited The concept master plan, based on the detailed site appraisals, provides an indicative capacity of 500 homes including affordable housing. It is envisaged that the site will be integrated with a mix of tenures and variety of house types from storey detached dwellings to 3-4 storey apartments and townhouses. The principles adopted in the concept master plan are intended to create a high quality new sustainable community, well connected to the core of Kirkcaldy Raith Developments are a well established house builder based in Glenrothes. With an excellent track record in the industry the company builds homes of the highest quality and takes care to ensure that the impact of the development is minimised and the comfort and needs of the purchaser are considered at all times.
