1 CITY OF ENCINITAS MEMORANDUM Date: May 8, 2018 To: From: Mayor and Councilmembers Diane S. Langager, Principal Planner Subject: Item 10A; City Council Agenda May 9, 2018 Housing Element Task Force (HETF)/City Council continued discussion regarding the Housing Plan Update and specifically the selection of additional candidate sites that have the potential to be up-zoned and associated analysis to achieve a Statecertified Housing Element. In order to provide additional information regarding Item 10A on the City Council Agenda for May 9, 2018, as referenced above, the attached table has been prepared to provide more information regarding candidate sites. The table provides information for the sites submitted to the California Department of Housing and Community Development (HCD) as part of the draft Housing Element Update; reserved sites previously approved by City Council for inclusion in the draft document if necessary based on HCD comments, and additional sites for consideration. The majority of the additional sites included for consideration are those presented at the October 16, 2017 presentation to the Housing Element Task Force (HETF). Some of the additional sites included for consideration are those that were discussed at City Council and HETF meetings between the October 16 th meeting and now. The unit capacities for the additional sites are based on gross acreages and may be reduced following further site analysis. A ranking of high, medium and low based on the site characteristics, the likelihood that it will be developed for housing within the planning period, and/or owner interest has been applied to the additional sites Item 10A (Additional Information - 5/8/18) 1 of 5
