1 Warm, Safe, & Dry Summary The charts below indicate the warm, safe, & dry criteria for renovated and abandoned facilities. In the Columbus Public School District, 52 schools meet the criteria for a renovated facility and 58 meet the criteria for an abandoned facility. Renovated Facilities in the Master Facilities Plan The Ohio School Facilities Commission has an established a criteria for warm, safe, & dry. The criteria are described as follows. An optional first segment may be designed to accommodate immediate warm, safe, & dry needs in a facility that is not planned for abandonment, if the following criteria are satisfied: The condition presents a life, health and safety risk to the occupants There is no viable option for relocation of the occupants to another facility The schedule for renovation of the facility will not occur for at least 3 years The scope of work consistent with the master plan and is stand alone, i.e., roofs, windows, boilers, and not interconnected with other renovations that must occur in the facility. Only the cost of the scope of the work will be budgeted within the first segment, and the remaining costs for the renovations of the facility will be scheduled in a later segment. If the warm, safe, & dry needs of a facility, that is scheduled for renovation, is work that is interconnected with other work, so that proceeding with only a discrete portion of the work would duplicate or increase costs, the entire building renovations must be performed on the building and the entire building renovations must be scheduled and funded within a segment. 4 Abandoned Facilities in the Master Facilities Plan The Commission will budget an allowance for necessary warm, safe, & dry scope for a facility that is scheduled to be abandoned in the Master Facilities Plan if: Other sources of funding are not available (Big 8, Federal Grant). There is no viable option for relocation of the occupants to another facility. The work corrects a condition that would prevent the continued use of the building. Warm, safe, and dry scope is not intended to address routine maintenance costs or cosmetic improvements. The State share of any unused portion of the warm, safe, and dry allowance shall be withheld by, or returned to, the Commission upon completion of a segment. Generalization of acceptable capital expenditures would be those which: keep water and wind out of the building and keep the heat on, secure the building and correct obvious safety hazards. A non-exhaustive list of specific examples: Major roof repair if the service life of the roof can be economically extended to the projected date for abandonment Roof replacement if the service life of the roof cannot be economically extended to the abandonment date by repair and maintenance. Decision on the quality level of the replacement roof should reflect the expected service until abandonment Partial replacement of the heating system for components which cannot be economically repaired and maintained until the projected date for abandonment A major replacement of exterior and/or hardware necessary to satisfy emergency egress requirements or necessary to secure the building Major repair of fire alarm system Evaluation of the date of abandonment is essential in determining the appropriate scope of work. Warm, safe, and dry scope will be evaluated and approved based upon need according to the criteria provided herein in the Master Facilities Plan process. The program is not intended to supplant the current maintenance expenditures of a School District. Maintenance and minor capital items which have been part of a School District s budget should continue. Warm, safe, and dry items that are not capital expenditures will not be eligible for funding.
