2 This is a project for the City of Hemet with funding provided by the Southern California Association of Governments (SCAG) Sustainability Program. The Sustainability Program is a key SCAG initiative for implementing the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS), combining Compass Blueprint assistance for integrated land use and transportation planning with new Green Region Initiative assistance aimed at local sustainability and Active Transportation assistance for bicycle and pedestrian planning efforts. Sustainability Projects are intended to provide SCAG-member jurisdictions the resources to implement regional policies at the local level, focusing on voluntary efforts that will meet local needs and contribute to implementing the RTP/SCS, reducing greenhouse gas (GHG) emissions, and providing the range of local and regional benefits outlined in the RTP/SCS. 3 EXISTING INFRASTRUCTURE SUMMARY DOWNTOWN HEMET SPECIFIC PLAN EXECUTIVE SUMMARY As part of Task 1.5, Existing Conditions Data Collection, this Existing Infrastructure Summary is an overview of all the existing utilities / infrastructure within the Downtown Hemet Specific Plan area based on information compiled from existing data researched and retrieved from City of Hemet Public Works Department, Riverside County Flood Control District, various private utility purveyors, as well as observations during site visits. The Specific Plan area is fully built-out with residential and commercial properties, public school, recreational park, church, manufacturing and residential agricultural zones. There is also a BNSF railway track running diagonally across the Specific Plan area from the north boundary to southwest side. Currently there is a network of existing infrastructure utilities serving the Specific Plan area with no major deficiencies. SITE DESCRIPTION Project Location The city of Hemet (pop. 78,657) is a city located in Riverside County. The Downtown Hemet Specific Plan area is generally located in the central portion of the city between Gilbert Street on the west, and Santa Fe Street on the east, (see Figure 1). The southern boundary and northern boundary are Acacia Avenue and Oakland Avenue respectively. The Specific Plan area contains the historic core of the city. There is an existing railroad right-of-way across the area with large portions of vacant lands it due to the diminished concentration of agricultural activities in the valley. 1
4 The following is a summary of the existing utilities within the Downtown Hemet Specific Plan area based on information compiled from existing data supplied by the city of Hemet, Riverside Flood Control District, various utility purveyors, and site visits. The following is a listing of the existing facilities within the limits of the project area boundaries and their respective service providers. (See Exhibit 1 & 2 for utilities distribution maps) WATER SYSTEM City of Hemet Water / Wastewater Department Contact Person: Ron Proze The City of Hemet owns and maintains the water supply network within the City. Water lines are located in almost all streets and alleys within the project area. Almost all the existing water lines are older water pipes made of asbestos cement pipe (ACP), with some relatively new water lines that were installed in recent years made of C pipes and some ductile iron pipes (DIP), steel pipe (ST), and polyvinyl chloride (PVC) pipes. The pipe diameter sizes range from 4-inches to 14-inches. SEWER SYSTEM City of Hemet Water / Wastewater Department Contact Person: Ron Proze The existing sewer system in the city of Hemet is owned and maintained by the city s water/wastewater department. Currently, there is a comprehensive network of sewer lines in the project area. The existing sewer mains in the project are mostly 8 Vitrified Clay Pipe (VCP) with some PVC pipes. The sewer mains follows the general topography of the Specific Plan area and flows from east to west, also from north to south. The pipe diameter sizes range from 6 to 12. STORM DRAIN SYSTEM Riverside County Flood Control District Contact Person: Rudy Tabares, Jr The major back bone / main lines of the storm drain system in the project area are owned and maintained by the Riverside County Flood Control District. Most of the stormwater runoff collected in the Specific Plan area area conveyed to the surface streets and collected by curb and gutter along both sides of the streets. The stormwater will then sheet flows to an existing flood channel west of the Specific Plan area. There are only two underground existing storm drain pipe lines and one open concrete flood channel within the Specific Plan area. 1 C-900 pipe is PVC pipe that conforms to AWWA C900 Specification. 2
5 ELECTRICAL SYSTEM Southern California Edison Contact Person: Kim Gurule The Southern California Edison Company is the electrical purveyor for the city of Hemet the existing electrical facilities are an overhead/aerial electrical system with mostly low voltage conduits sharing poles with telecommunication and cable TV facilities. GAS SYSTEM Southern California Gas Company Contact Person: Steven Vargas The natural gas purveyor for the city of Hemet is the Southern California Gas Company. The entire Specific area has an extensive natural gas facility network with good comprehensive coverage. Almost every parcel within the project area has access to natural gas. The existing pressured gas lines within the project area ranges in size from 2 to 8. TELECOMMUNICATIONS SYSTEM Verizon Contact Person: Desiree Serano As mentioned earlier in the Electrical system section, existing telecommunications conduits within the project area are mainly aerial/overhead facilities sharing poles with the overhead electrical conduits; therefore, the location of the telecommunications systems have the identical alignment and coverage as the electrical system. CABLE TV SYSTEM Time Warner Cable Contact Person: Keith Klump Time Warner Cable (TWC) is the cable television (TV) service provider for the city of Hemet. Similar to telecommunication systems, the cable TV systems are mostly aerial facilities that share the joint poles with the electrical system along with a few underground conduits within the subarea. 3
