4 2016 ACEC of Michigan Engineering and Surveying Excellence Awards Category H: Transportation Client Name: Michigan Department of Transportation Firms: HNTB Michigan Inc., Parsons Brinckerhoff Michigan Inc. and Great Lakes Engineering Group LLC ROLE OF THE ENTRANT S FIRM IN THE PROJECT As part of a dual-project reconstruction released by the Michigan Department of Transportation (MDOT), HNTB Michigan Inc. and Parsons Brinckerhoff Michigan Inc. (PB) were prime consultants as lead design firms, each responsible for the simultaneous design and coordination of the I-96 reconstruction. The project involved a seven-mile stretch (56 lane-miles) of interstate, from Newburgh Road in Livonia to Telegraph Road in Redford Township and Detroit, MI. HNTB was responsible for the design from west of Newburgh Road to Melvin Street in Livonia and PB was responsible for the design from Melvin Street to Telegraph Road in Livonia, Redford and Detroit. Great Lakes Engineering Group LLC (GLEG), along with a team of highly qualified subconsultant firms, joined forces with MDOT and provided as-needed construction engineering and inspection services during the entire duration of the I-96 reconstruction, known as 96fix. I-96 RECONSTRUCTION. 96fix was dual-designed by HNTB and PB with construction overseen by GLEG. It is MDOT s largest project ever constructed in one season. CATEGORY H: TRANSPORTATION 96FIX ROLE OF OTHER CONSULTANTS Access Engineering Inc., as a subconsultant to HNTB and PB, provided maintenance-of-traffic and construction staging plan design services. Advanced Geomatics, as a subconsultant to HNTB, provided surveying services. Alfred Benesch & Company, as a subconsultant to PB, provided drainage and retaining wall design services. C2AE, as a subconsultant to HNTB, provided drainage and lighting design services. Cardno TBE, as a subconsultant to HNTB, provided subsurface utility engineering services. First Media Group, as a subconsultant to GLEG, provided media assistance for community outreach. Northwest Consultant Inc., as a subconsultant to HNTB and PB, provided signing design services. NTH Consultants Ltd., as a subconsultant to PB, provided geotechnical and subsurface utility engineering, as well as utility coordination. Somat Engineering Inc., as a subconsultant to HNTB, provided geotechnical engineering and site investigation services. Surveying Solutions Inc. provided surveying services as a subconsultant to PB and as-needed engineering staking services to GLEG. Tetra Tech, as a subconsultant to GLEG, provided construction oversight. The entire consultant team acted as a true extension of the MDOT construction and engineering staff. 1

5 BRIEF DESCRIPTION Nearly 140,000 vehicles per day travel I-96 between Newburgh and Telegraph Roads in Livonia, Redford Township and Detroit, MI. After more than 40 years of heavy use, this section of I-96 was beyond repair and was in need of a total reconstruction and replacement. 96fix was a complete rebuild of the sevenmile stretch of I-96 in Wayne County, directed by MDOT, which oversaw a project team of 60 MDOT staff, more than 50 contractors, subcontractors and consultants and nearly 500 construction workers. The project involved full-depth reconstruction of the freeway, rehabilitation of 37 bridges, new LED lighting and storm sewers, geometric upgrades, signing, extensive landscaping and safety improvements. The project, constructed under a complete closure of the freeway, brought I-96 to current design standards, increased the design speed from 60 mph to mph and improved safety. INNOVATIVE APPLICATION OF TECHNOLOGY SOCIAL MEDIA DRIVES SCHEDULE Social media is not a new technology, but the manner in which the 96fix team used it to drive the design of the maintenance-of-traffic and construction schedule is ground-breaking. During the first design-phase public meeting, PB and HNTB presented nine options for maintaining traffic. The public was given the opportunity to vote for their preference in-person, through mail-in ballots or online through Facebook and Twitter. Approximately 97% of the respondents chose social media to voice their opinion, ultimately choosing a full closure of I-96 to allow the team to complete the project in one construction season. The team continued to use social media during the design and construction phases to provide updates to the motoring public and CATEGORY H: TRANSPORTATION 96FIX receive feedback, allowing the team to address concerns immediately. Social media provided a two-way street for communication and greatly increased customer satisfaction on the 96fix project. DYNAMIC TRAFFIC ASSIGNMENT (DTA) MODELING FACILITATES INFORMED DECISION-MAKING The design team used DTA modeling to develop and evaluate the nine different alternatives that were presented to the public. The model estimated the impact of drivers shifting to other routes or adjusting their departure times in response to the construction. The model helped develop costs for each alternative, created a visualization to show where congestion would occur and determined the impacts on other roadways. The model was also used to analyze how bridge closures would impact traffic and allowed HNTB and PB to identify areas to adjust signal timing and where to locate temporary signals to reduce congestion. The DTA model provided a visual aid for public input and support while providing confidence to the design team and MDOT in making detour/closure decisions. 3D MODELS PAVE THE WAY DURING CONSTRUCTION Rather than using the traditional roadway paving process where grade profiles are laid out with a physical string line, measuring tapes and carpenter levels, the 96fix team utilized a new technology stringless paving. HNTB and PB s design engineers established the surface profile by creating a 3D model. Once the surface profile was established, it was used to control the grade of the lower layers. The 3D model information was then transferred to the contractor s automated equipment to lay down the paving material via stringless paving. 2

6 The team also used the 3D models for project visualization at meetings. During construction, it helped to avoid utility conflicts, expedite bids, perform accurate material takeoffs, and provide quality assurance guidelines for MDOT s construction engineering and inspection providers. e-construction PROVIDES COST AND SCHEDULE EFFICIENCIES 96fix was the first large-scale MDOT project to use e-construction. The project focused on technology implementation, including the use of ipads and iphones in the field, mobile design and construction surveying software, electronic document submittals, automated document workflows and other time-saving techniques. Prior to using e-construction, the implementation of a change in the design or process could take up to 120 days for approvals. Kirk Steudle, MDOT Director told Crain s Detroit Business, We can now reduce that to three or four days, seeing unparalleled gains in productivity. e-construction on 96fix also included the use of digital signatures for certified payroll requirements, which included more than 773 invoices for 96fix. This task would typically demand the time of multiple MDOT inspectors to complete using traditional paper invoices and original ink signatures. MDOT saved thousands of hours by using electronic filing and e-signatures, reducing the role to part-time, said Tony Kratofil, the Metro Region engineer for MDOT in charge of the project. Those inspectors can now be on the job site and be more effective, Kratofil said. An estimated savings of more than $1 million and seven million sheets of paper was realized on 96fix through the innovative application of e-construction. A+B INCENTIVE/DISINCENTIVE MOTIVATES THE TEAM FOR AN EARLY COMPLETION A+B incentive/disincentive contracts traditionally didn t make allowances for legitimate changes in the work that may have resulted in increased costs or time delays. When issues arose, negotiations of how to address the issues were difficult and often caused the Federal Highway Administration (FHWA) to refuse to participate in any provisions. For 96fix, MDOT successfully re-wrote the A+B provisions with FHWA to allow for reasonable extensions or acceleration costs for items outside the contractor s control. Dan s Excavating, the construction contractor supported by MDOT, GLEG, HNTB and PB construction inspection staff, successfully completed the work 20 days ahead of schedule earning a $150,000 per diem bonus. The e-construction process accelerated the entire decision-making process, allowed for faster project delivery and significantly reduced costs. DISPUTE REVIEW BOARD (DRB) ENCOURAGES A COOPERATION At the start of the project, the 96fix team established a DRB, an independent panel of construction experts, to assist the team address elevated differences. The role of the DRB was to fairly and impartially consider claims and provide recommendations for their entitlement and resolution at the project level in an expeditious manner. With the cooperative spirit this project team embodied, the DRB did not come into play. It s believed that the mere presence of the independent DRB discouraged frivolous claims and encouraged a collaborative approach to resolving differences. CATEGORY H: TRANSPORTATION 96FIX 3

7 FUTURE VALUE TO THE ENGINEERING PROFESSION QUALITY CONTROL Stringless paving technology, in combination with 3D modeling, is an innovation that will become the standard for grade control. Stringless paving saves time and expense compared to traditional surveying and paving methods with much tighter quality and tolerance control. STANDARDIZED DELIVERABLES The value of the 96fix 3D model requirements reach beyond Michigan. The 3D model requirements for 96fix are in alignment with a national effort within the transportation industry, and the MDOT/FHWA Every Day Counts II Electronic 3D Models Initiative. The goal is to fully implement 3D modeling to promote automated construction and increase the efficient flow of data from design to the field. These requirements will unify and standardize model deliverables in the future. FASTER DELIVERY, LOWER COSTS The success of e-construction on 96fix has drawn national interest. MDOT is working with FHWA, along with the Texas Department of Transportation, to accelerate e-construction deployment nationwide. The FHWA, with assistance from MDOT, is hosting a series of webinars on e-construction with other DOTs and will hold seven regional seminars ahead of a national deployment in 2015 and SOCIAL, ECONOMIC AND SUSTAINABLE DESIGN CONSIDERATIONS 96fix involved extraordinary engagement and public involvement. This empowered the community to take ownership and act as part CATEGORY H: TRANSPORTATION 96FIX of the team, driving the maintenance-of-traffic decision, landscaping options and aesthetic treatments on the bridges and service drives. In the transparent and collaborative spirit of the project, MDOT asked the public to vote on landscaping and aesthetic elements. Voting took place during community meetings and online via the project s website ( com). The mowed parkway landscaping option included deciduous trees with lawn, tree masses and shrub beds. The sustainable option included native herbaceous plantings and shrub beds. Differing barrier/parapet texture and color schemes were also presented along with overall maintenance and cost considerations. MDOT incorporated the public s self-sustainable landscaping choice into the final design and construction of the aesthetic elements and landscaping which will reduce future maintenance costs. Upgraded freeway lighting also brought cost savings, as well as safety benefits, to the I-96 corridor. New LED lighting provides overall energy cost savings and reduces long-term maintenance costs. Improved lighting in the corridor will reduce night-time crashes by increasing visibility and driver comfort. I-96 is a critical corridor for businesses and commuters in the region. Completion of this project has provided these stakeholders with a safe, efficient and visually attractive transportation corridor while providing MDOT with a low-maintenance facility for decades to come. COMPLEXITY This project required extensive coordination of the MDOT-prepared bridge designs and the PBand HNTB-prepared freeway designs. Because these three designs were combined into a single bid package, it was essential that the plans, special provisions and cost estimates be coordinated at a high level to avoid the possibility of contractor claims during construction due to inconsistencies in the contract documents. This coordination was achieved 4

8 through a series of regularly scheduled coordination meetings and calls, as well as independent project consistency reviews prior to the milestone plan submittals. These reviews included thorough interdisciplinary reviews of the multiple and varied design elements comprising this project. One of the major elements of the design that needed to be coordinated was the establishment of the freeway profile. Because 37 bridges in close proximity to one another exist within the seven-mile corridor, as well as multiple shallow public and private utility crossings, the vertical alignment had to thread the needle to increase design speed to current standard while providing required vertical clearances and minimal impacts to the utilities, bridges and retaining walls. Another major project element coordinated was the development of construction staging plans that allowed a project of this magnitude to be completed within the desired timeframe while maintaining access to businesses and residences on the adjacent services drives and local roadway network crossing the freeway. One of the focal points of this coordination effort was public involvement campaign, which provided critical input and valuable feedback on issues that needed to be addressed during design and construction, and culminated in a maintaining traffic scheme that closed the freeway while using a combination of partwidth bridge work and strategically located bridge closures. The closure of the freeway coupled with an A+B contracting format, which required the contractor to bid the number of days to construct the project with a $150,000 daily incentive for early completion, resulted in the largest one-season construction project finished by MDOT in its history. A testament to this achievement is the fact that at the height of construction, MDOT s contractor, Dan s Excavating, was completing more than $1 million worth of work per day. EXCEEDING OWNER/ CLIENT NEEDS HNTB, PB and GLEG exceeded MDOT s needs by helping to complete the project under budget and ahead of schedule. It proved to be a success for all parties involved, and is serving as an example of collaboration, partnership and technical excellence to the industry nationwide. The project was enthusiastically received by the motoring public. Dan Polovina, a Detroit resident who commutes to Plymouth where he works as an engineer told The Detroit News, I am really excited about it. It improves my life dramatically. This is a success story. They finished early. People are happy. You don t hear about that often with freeways. During the family fun day, Michigan Governor Rick Snyder congratulated the project team for completing the work early and under budget. MDOT Director Kirk Steudle told the Livonia Observer, The magnitude of it, in this short amount of time, this is probably one of the most impressive projects in MDOT s history.
