1 Administration and Projects Committee STAFF REPORT Meeting : July 2, 2015 Subject Summary of Issues Recommendations Quarterly Project Status Report This report outlines the status of ongoing Measure C and J projects. It also lists all completed projects. Report is provided as information only Financial Implications None Options Attachments A. Quarterly Project Status Report Changes from Committee Background Previously, the Authority receives monthly project status reports on all active Measure C and J projects. In addition, quarterly project funding plans were provided for all projects on the state highway system. In March 2015, the Authority approved staff s recommendation to streamline the process and reduce paper by implementing a new format that combines information from both reports, and provides for an easier way to identify updates on a quarterly basis. Ongoing projects in the report are categorized into three groups: Projects managed by the Authority. Projects managed by the Authority and other agencies. Projects managed by other agencies. For projects managed by the Authority, the Quarterly Project Status Reports provide detailed information on the status of all contracts including estimate at completion, % billed, and % completed. On the other hand, for projects managed by others, the Quarterly Projects Status 13-1

9 Project Sponsor Subregion Interstate 680 Auxiliary Lanes Segment 2 (# 1106S2) Contra Costa Transportation Authority Southwest County Scope Construct auxiliary lanes between Crow Canyon Road in San Ramon and Sycamore Valley Road in Danville along I-680 in both directions. The project is the last segment of auxiliary lanes in both directions of I-680 between Bollinger Canyon Road in San Ramon and Diablo Road in Danville. Status The auxiliary lanes were opened to traffic in July A follow-on landscape contract was awarded on December 17, 2014 and is being administered by the Authority. Due to the current drought conditions, planting alternatives are being evaluated with the Town of Danville. Issues/Areas of Concern The impact of the drought on landscaping plans is being assessed. 11 Project State Route 4/State Route 160 Connector Ramps (# 5001) Sponsor Subregion Contra Costa Transportation Authority East County Scope Construct the two missing movements between SR 4 and SR 160 in Antioch, specifically the westbound SR 4 to northbound SR 160 movement and the southbound SR 160 to eastbound SR 4 movement. Location The project includes the construction of an additional 12-foot auxiliary lane to the outside of the existing SR 160 in both directions between the SR 160/SR 4 interchange and the East 18th/Main Street interchange, as well as building a soundwall extension and retaining walls. The southbound SR 160/SR 4 separation structure will accommodate a future ebart extension in the median of SR 4. Status Construction is ongoing and is expected to be complete in early Issues/Areas of Concern The contractor s schedule has been slipping. To recover, the contractor has added resources and will accelerate its work. Update from Previous Quarterly Report The resident engineer has been in discussions with the East Contra Costa County Habitat Conservancy regarding bird protection during the falsework construction. A protection plan is in place. Falsework erection is complete for the SR 160/SR 4 separation bridge. The contractor has begun placing concrete for the superstructure. Falsework erection is complete at the northbound SR 160 viaduct. Construction of falsework continues at the southbound SR 160 viaduct. The overcrossing will include a multi-span bridge with columns in the SR 4 median. The bridge approaches will be constructed on earthen embankments. The path width is anticipated to be 12 feet wide. Location Status The 65% design plans are complete. The CEQA clearance is complete. Issues/Areas of Concern Construction funding for the project has not been identified yet. The NEPA clearance is problematic. Update from Previous Quarterly Report Caltrans has provided comments on the 65% complete plans. BART announced that the recommended new station location for a future ebart extension should be at a location adjacent to the point of contact. The impacts of this decision will need to be considered. 15 Project Sponsor Subregion State Route 4: Balfour Road Interchange Phase 1 (# 5005) Contra Costa Transportation Authority/SR 4 Bypass Authority East County Scope Construct a new SR 4 bridge crossing over Balfour Road in Brentwood providing one southbound and one northbound lane for SR 4; northbound and southbound SR 4 loop on-ramps, servicing both westbound and eastbound Balfour Road traffic; and northbound and southbound SR 4 diagonal off-ramps. Status The final design is nearing completion. ROW acquisition is underway by the SR 4 Bypass Authority. A Longitudinal Utility Exception Request from Caltrans for the Contra Costa Water District to leave a 90-inch water line in place within the project limits was approved on February 5, 2015, saving taxpayers an estimated $18 million. The PG&E transmission towers have been relocated. Issues/Areas of Concern Funding shortfall exists. A replacement location for the Kinder Morgan facilities is being evaluated, causing potential delays to the right of way certification. The PG&E joint trench relocation in Balfour Road has encountered conflicts and will require a temporary shoofly. Phase 2 EB SR 4 to SB I-680 connector. Phase 3 SR 4 widening: Morello Avenue to SR 242. Phase 4 SB I-680 to EB SR 4 connector. Phase 5 WB SR 4 to NB I-680 connector. Due to funding shortfall, Phase 3 will be constructed first. The remaining phases will be constructed as funding becomes available. Status Phase 3 is currently in the design phase. 65% design plans are nearing completion. All phases were environmentally cleared in November Environmental revalidation efforts continue for Phase 3. Coordination continues with Caltrans as the acting ROW agent for the Authority. Caltrans is leading utility coordination efforts with Kinder Morgan, Phillips 66, and CCWD. Issues/Areas of Concern The project scope has expanded to replace Grayson Bridge, resulting in a cost increase and funding shortfall for Phase 3. Advanced utility relocations will delay the start of construction and increase the project cost. Design and right of way agreements need to be amended to accommodate additional scope. The bridge replacement will cause the project cost to exceed currently identified funding. No funding is identified for future phases. Update from Previous Quarterly Report STIP funding allocation of $36.6 M has been amended from FY to FY Phase 3 cost estimate reflects $38.9 M increase. Cooperative Agreement with Caltrans has been amended to $6.9 M to fund utility relocation and right of way capital costs. 19 Project State Route 242/Clayton Road Ramps (# 6002/6004) Sponsor Subregion City of Concord/Contra Costa Transportation Authority Central County Scope Construct an interchange and local road improvements on SR 242 between I-680 and Concord Avenue to improve circulation within the Concord central business area. Improvements may include constructing an onramp and associated acceleration/weaving lane to northbound SR 242 near the intersection of Clayton Road and Market Street in Concord and an off-ramp and associated deceleration lane from southbound SR 242 near Clayton Road. Location Status Environmental clearance is underway. 23 Project Interstate 80/San Pablo Dam Road Interchange Improvements (# 7002) Sponsor Subregion City of San Pablo/Contra Costa Transportation Authority West County Scope Reconstruct the existing I-80/San Pablo Dam Road interchange (including modifications to the El Portal Drive and McBryde Avenue ramps) and provide improved pedestrian and bicycle facilities. To match available funding, the project will be completed in two phases. The first phase will relocate the El Portal Drive on-ramp to westbound I-80 to the north, extend the auxiliary lane along westbound I-80 between San Pablo Dam Road off-ramp and El Portal Drive onramp, and reconstruct the Riverside Avenue pedestrian overcrossing. Remaining improvements will be completed as part of the second phase when funding becomes available. Status Phase 1 of the project became ready for construction advertisement on January 16, 2015, following Caltrans approval of the final design plans and achieving ROW certification. Construction of Phase 1 is targeted for Fall Issues/Areas of Concern Staff is coordinating with the City of San Pablo to determine EBMUD s liability for the relocation cost of a water main along El Portal Drive. Phase 2 has a significant funding shortfall. Update from Previous Quarterly Report EBMUD utility relocation work was completed in April 2015 and El Portal Drive is now open to traffic. 25 Project Interstate 80/Central Avenue Interchange Improvements (# 7003) Sponsor Subregion City of Richmond/Contra Costa Transportation Authority West County Scope Improve overall traffic operations at the I-80/Central Avenue interchange and along Central Avenue between Rydin Road and San Pablo Avenue. The project will be completed in two phases. Location The first phase will redirect left turns from westbound Central Avenue onto I-80 WB to the adjacent I-580 eastbound on-ramp at Rydin Road during weekend peak hours; and will install traffic signals at the I-580 ramps. The second phase will increase the spacing between the signalized intersections east of I-80 by connecting Pierce Street and San Mateo Street, converting Pierce Street access at Central Avenue to right-in, right-out, and relocating the traffic signal at Pierce Street/Central Avenue to the San Mateo Street/Central Avenue intersection. Status Phase 1 obtained California Environmental Quality Act and National Environmental Policy Act clearance in June Phase 1 design work is currently underway with expected completion in summer Issues/Areas of Concern Caltrans and the City of Richmond need to agree on who will own and maintain the changeable message signs to be installed as part of Phase 1. 37 Project Hercules Rail Station (# 4001) Sponsor Subregion City of Hercules West County Scope Construct a passenger rail station (including interim parking, station platform, signage, plaza, etc.) and track-related improvements (including retaining walls and signal equipment relocation in Hercules). The City of Hercules now commonly refers to this project as the Hercules Intermodal Transit Center Project to scope the project for both rail and ferry transit service. This multi-modal center would unite the Amtrak intercity rail (Capitol Corridor and San Joaquin Corridor), WestCAT local and regional buses and the Water Emergency Transportation Authority trans-bay ferry service with additional access for cars, pedestrians and bicyclists. Due to the high cost and limited funding, the project will be completed in several stages as follows: Bay Trail (East): Construct Bay Trail from Refugio Creek to Victoria By The Bay ($11.3M). Path to Transit: Construct sewer improvements, Refugio Greenway/Creekside Trail, John Muir Parkway (Phase II) and Bayfront Boulevard ($13.8M). Fuel Pipe Relocation: Relocate oil pipelines and construct retaining walls for transit loop ($15.7M). Track and Signal Work: Construct railroad bridge, track and signal work, retaining wall for rail station, and relocate fiber optic line ($27.1M). Phase 3 improvements will be completed in two stages. The first stage eliminates the free right turn onto Pleasant Hill Road (going west) and constructs a standard right turn pocket, a new ADA pedestrian pathway, and new entryway monument signs with enhanced landscaping and pedestrian lighting. The second stage includes the reconstruction of the roadway with new continuous left turn lanes, new bike lanes, new pedestrian sidewalks, landscaping and decorative lighting between Pleasant Hill Road and Putnam Boulevard.
