The single biggest problem in communication is the illusion that it has taken place. -George Bernard Shaw
City s Goals and Objectives 1. Design for the long term Sustainability and longevity Industry standards and best practices Complete renovation of side medians, analysis of center medians 2. Reduce maintenance Solve ongoing problems Declining trees and plants difficult to maintain, replace 3. Improve appearance quality Create landscape imagery commensurate with neighborhood 4. Neighborhood involvement City creates hierarchy for property owner participation, neighborhood representation 5. Control costs
First Draft Design Plan Typical Example, North Segment (Horizon Way to Seagate) Review Comments: Remove sabals, too messy and poor-looking; Use more regal plant forms Change ground plantings (overused spp.)
First Draft Design Plan Typical Example, South Segment (Horizon Way to Admiralty Point) Review Comments: Discussion of canopy trees: keep some Remove sabals; use more regal plant forms Change ground plantings
City Arborist tags canopy trees to remain LA prepares revised design Actions Review and comment on revised design by City staff and neighborhood representatives LA prepares final design and cost estimate Review by City staff and neighborhood representatives Discussion of costs and possible phasing

A New Approach Residents upset by unexpected removal of canopy trees. City recognizes communications problem. Neighborhood steering committee formed to oversee communications. Committee to work with City and LA on revisions, consensus for moving forward.
Moving Forward The City has defined a Phased Design Approach: Phase I: Immediate Year Construction Identify locations for canopy trees to be planted immediately, from Horizon Way to Seagate; develop neighborhood consensus. Phase II: Future Year(s) Construction Identify potential locations for canopy trees by widening medians at parking areas, from Horizon Way to Seagate; obtain consensus from neighborhood. Phase III: Optional (future years) Identify locations along roadway shoulders, co-operative effort with adjacent property owners
GSBN Phase I Design Directives 1. Develop neighborhood consensus for enhanced plantings. 2. Focus on median areas only. 3. Identify potential locations for canopy trees in center islands. 4. Evaluate potential for canopy trees in side medians. 5. Take the long term view for sustainability and maintenance cost control. 6. Follow modern industry standards for sustainable planting ( right plant/right place ).

Phase I Tree Locations Discussion Plans Design Directive: Locate 20 canopy trees in center medians Locate additional canopy in 8 + wide side medians (Medians 22E and 24E)

Phase I Tree Locations: Median 26
Phase I Tree Locations: Median 24E
Phase I Tree Locations: Medians 19, 21 & 22E
LANDSCAPE ARCHITECT S RECOMMENDATIONS 1. Develop a vision for the complete street. Take a big-picture approach to the design process; develop a Master Plan for both the northern and southern segments. Design from ROW to ROW to explore all opportunities to achieve neighborhood goals, including road shoulder areas. 2. Develop a consensus design plan. Actively solicit neighborhood participation and input at key points, building a consensus for the plan; make the process accessible by everyone on the street. 3. Phase the construction. Build out as funding becomes available. Master Plan approach ensures that phases fit together as they are built.

Preliminary Analysis of Phase II: Widen Parking Medians
Preliminary Analysis of Phase II: Widen Parking Medians
Phase I Review Comments from Steering Committee: Proceed with trees in Medians 22E and 24E ASAP Keep royals in center medians (do not substitute canopy) Review cost analysis from City engineering on Phase II Expand design scope to include entire street Phases I, II, &III (ROW to ROW, not just median areas); do a complete plan to be constructed in phases
New Directive #2 New Design Directive: Locate 20 canopy trees in side medians In addition to Medians 22E and 24E Regardless of width of median or industry standards.
New Directive #2: Pros & Cons Positive Factors: Immediate satisfaction of desire for canopy trees. Negative Factors: Shortened life span of trees. Need for intensified maintenance as trees grow in: insufficient soil area for root development insufficient soil area for water/air/nutrients to roots Less attractive, stunted growth, off-color foliage Potential damage to curbing, heaving of pavement

LANDSCAPE ARCHITECT S RECOMMENDATIONS 1. Make decisions about major plantings as part of the Master Plan process. Avoid duplication of effort and errors 2. Encourage greater participation by neighborhood residents in the design process. Actively solicit participation from residents of the street Build consensus of many people, do not limit to a select few Gather input from broad cross section of residents; encourage them to attend meetings and presentations with LA 3. Allow enough time for proper analysis of conditions and costs. Design alternatives must be researched thoroughly and clearly presented to residents of the street and City leadership Well researched presentations enable a thorough understanding of the issues and thoughtful decisions
