1 Replat Veranda Townhomes, Phase 1 Planning & Zoning Commission Planning & Development Department July 21, 2014 Request Applicant Owners Zoning Location Parks Board Attachments Hold a public hearing for a replat of the Veranda Townhomes, Phase 1 Subdivision, being a replat of Unrestricted Reserves C and P of the South Shore Harbour, Section 2 Subdivision, being approximately 26.4 acres of property. The proposed plat is a first phase which proposes to create 71 residential townhome lots with 7 restricted reserves for landscaping, open space, an HOA park, wetlands and amenities. A public hearing is being held since it is required by state law when further subdividing platted property. Dale Hardy of GeoSurv, LLC. D.R. Horton RMF-1.2-PUD (Multi-family residential with a maximum density of 36 units per acre with a Planned Unit Development) Overlay Generally located at the north of FM 2094 and Enterprise Avenue, east of South Shore Boulevard and west of Twin Oaks Boulevard. This property lies within the South Shore PUD. No additional HOA parkland or Parks Board action is required since the development is part of the South Shore PUD, which has already been approved by the Parks Board. Veranda Townhomes Master Plan Background On October 21, 2013, the Commission approved the Veranda Townhomes Master Plan by a vote of Site and Surrounding Area The property is undeveloped and relatively flat with brush and trees on the site directly adjacent to Clear Lake. A Tree Disposition Plan has been provided in which the development will need to provide replacement trees for those being removed beyond the 40% threshold. The applicant has indicated their intent to not only leave those wetlands in their current state, but to enhance them with additional landscaping. The development is located in a floodplain. However, the applicant has indicated that the site will not be mitigated. Instead, the townhomes will be constructed to the standards for building in the floodplain. Municipal Extension of Infrastructure Equivalent Dwelling Units (EDU s) are used to determine the capacity of water and waste water available to a site. With a single-family dwelling unit being equivalent to 1 EDU, the Engineering Department indicates that the water and sewer capacity are adequate to serve this development. Water service is provided by an existing 12-inch waterline along the north side of Enterprise Avenue. Sanitary Sewer is provided by an existing 10-inch line that runs along the south side of Enterprise Avenue. Compliance of Regulations Staff finds that the plat conforms to the subdivision regulations of Chapter 102 of the League City Code of Ordinances and Section 212 of the Texas Local Government Code.
