Item Approval of September 4, 2012 Meeting Minutes It was moved, seconded and voted unanimously affirmative that the minutes of the September 4, 2012 meeting of the Technical Correlating Committee on Signaling Systems for the Protection of Life and Property be approved. 10 It was moved, seconded and voted unanimously affirmative that the Agenda of the December 17, 2012 meeting of the Technical Correlating Committee on Signaling Systems for the Protection of Life and Property be approved. Item Staff Overview of New Process This item was addressed in the presentation provided for agenda item 3. Item Review of NFPA 720 First Draft Committee Actions There were no comments on the committee resolutions of public inputs. First revisions were reviewed and one first correlating revision (FCR) was made and eight correlating notes (CNs) were made. It was moved, seconded and voted unanimously affirmative to approve for release the First Draft Report for the 2015 edition of NFPA 720, as amended by the Correlating Committee. Item Structures Scope of NFPA 720 versus Provisions to Monitor CO in Parking This item was addressed at the September 4, 2012 meeting. See the approved meeting minutes. Item Discussion of NFPA 720 versus NFPA 72 NFPA 720 has evolved to be largely based on extracts from NFPA 72. When the requirements in NFPA 72 are revised the extract in NFPA 720 must be reviewed and updated. The extensive nature of these extracts in NFPA 720 makes this process cumbersome and tedious. In many cases the NFPA 720 committee ends up re-evaluating the same requirements every cycle to determine if the extract is acceptable or not, and if not, re-crafting the requirement in manner that makes it unique to NFPA 720. These efforts are often duplicative of the efforts of the individual NFPA 72 committees. It was suggested that perhaps NFPA 720 should revert to a document that addresses only carbon monoxide alarms and household carbon monoxide detection systems and that the provisions currently in NFPA 720 for commercial systems be merged into NFPA 72. With few exceptions, such as siting and sensitivity requirements, NFPA 72 already has the structure and content to address the use of carbon monoxide detection and signaling. A third option is to incorporate all of NFPA 720 into NFPA 72. Implementing this suggestion would likely not be straightforward and might impact how other higher level codes, standards and statutes reference installation requirements for carbon monoxide detection systems. A task group was assigned to list all pros and cons for three different options: 1. Maintain NFPA 720 as-is. 2

11 2. Revert NFPA 720 to addresses only carbon monoxide alarms and household carbon monoxide detection systems (CO detectors likely connected to a combination household fire, CO and security system). This might involve some minor changes to NFPA Move all of NFPA 720 into NFPA 72 as was done for former NFPA 74 (Single- and Multiple-Station Alarms and Household Fire Alarm Systems). The Task Group will not report any recommended actions to the CC. The report listing the pros and cons will be circulated to the CC who will respond with edits and additions to the lists. A CC meeting will then be held to discuss, debate and determine the best path forward. The next CC meeting is a teleconference scheduled for February 21, The report of the TG should be submitted for circulation by Friday, February 8, Task group members include Tom Norton (TG Chair), Shane Clary, Lynn Nielson, Bob Boyer, Jeff Van Keuren, and Art Black. Richardson presented the NFPA opening power point presentation. Item Approval of April 12-14, 2011 Meeting Minutes It was moved, seconded and voted unanimously affirmative to approve the minutes of the April 12-14, 2011 meeting with one correction, Fred Leber was in attendance at the TCC ROP meeting. Item Approval of Agenda It was moved, seconded and voted unanimously affirmative to approve the meeting agenda. Item Update on Standards Council Actions Lee Richardson made reference to the Standards Council report on the ITM Summit. The Council specifically directed the NFPA 72 committees to limit the development of inspecting, testing and maintenance requirements to those that address the fire alarm and signaling systems covered by NFPA 72. Any provisions for inspection, testing and maintenance of other systems are to be addressed by providing input on the content of NFPA 4 through the submission of proposals and comments and through NFPA 72 TC member representation on the NFPA 4 TC. Item Update on FI and TIA Activities There were no FI or TIA activities to report. Item NFPA 720 Chair Report T. Norton reported that 720 is in the A2014 revision cycle and has a Public Input closing date of June 22, Tom noted that parking garage systems need to be addressed during the next revision cycle. Tom also noted that Underwriters Laboratories is scheduling a high altitude CO detection testing project for April Tom suggested the possibility of scheduling a pre-rop meeting to be held in conjunction with this testing to afford the committee the opportunity to visit the test site and receive an overview of the testing that will take place. Item NFPA 72 Chair Reports Each Technical Committee Chair provided a brief summary of important issues addressed at their ROC meetings. 2

14 1) SIG-FUN [S. Clary] Items of particular interest included continued discussions regarding the protection of controls, new Chapter 7 on Documentation, and a complete revision of the Record of the Completion. 2) SIG-TMS [J. Moore] The committee was unable to reach consensus on sensitivity testing with SIG- HOU. 3) SIG-IDS [D. O Connor] There were no issues to report 4) SIG-NAS [R. Grill] There were no controversial issues for SIG-NAS. 5) SIG-PRO [M. Bunker] a) The Power Over Ethernet concept was not accepted and some comments were held for further review during the 2016 cycle. The TG on Circuits and Pathways will continue its work for the next cycle. b) There are a few new requirements relative to elevators that will require correlation by the TCC. c) The point annunciation concept was not accepted by the committee, despite presentations by the IAFC. 6) SIG-ECS [W. Moore] a) The committee acted upon 54 public comments and 9 committee comments. There were 27 members and 8 guests in attendance at the ROC meeting. b) All task groups completed their work and were discharged with thanks. c) A new Audio Circuit db Loss task group was formed to review Comment c (Log #CC108) which had a committee action of Hold. Charlie Hall was designated as the Task Group chair and members are Waymon Jackson, Joe Dafin, and Jim Chambers. 7) SIG-SSS [W. Olsen] a) A task group addressed the issue of 90 second alarm signal verification between the ROP and ROC. A comment was submitted by the task group, but failed to get enough support within the committee so the task group met again to address outstanding concerns of all interested committee members and the IAFC. A revised recommendation including actions during a required pre-alarm action was voted on during the second day of meetings and received positive support of a consensus of members. The 90 second verification requires an opt-in by the fire department and is case-by-case based on a specific occupancy. b) Point and zone ID was discussed at length. c) The definition of Communication Cloud and how mesh radio networks work was discussed at length. 8) SIG-PRS [J. Knight] As Jeff was unable to attend the meeting, Doug Aiken reported that there were no controversial issues that the TCC needs to be concerned with. 9) SIG-HOU [L. Dallaire] The committee addressed sensitivity testing for smoke alarms and made revisions to provide correlation with the low frequency audible signaling requirements in Chapter Terminology Task Groups 1) Glossary of Terms [J. McNamara] There was nothing new to report. The task group will continue their work during the next revision cycle 2) Condition, Signal and Response [a. Berezowski] The task group completed assigned work through actions taken on proposals and comments. The task group was dismissed with thanks. 3

15 3) Control Locations [D. Aiken] The task group developed a definition for emergency command center which was forwarded to SIG-ECS (see action on Comment 72-14). The task group was dismissed with thanks. 4) Emergency Plan Terms [W. Moore and W. Bunker] There was nothing new to report. The task group will continue their work during the next revision cycle New Chapter on Plans and Documentation (CHAPTER 7) Lee Richardson commended Bruce and all members who participated on the TCC Chapter 7 Follow-up task group. Two versions of the task group s work on Chapter 7 were distributed to the TCC; one clean and one showing where the requirements came from. Within these documents the requirements/changes as approved by the individual TCs were retained; the task group only made changes to the placement of these requirements. Initial instructions from TCC to the committees were to place all requirements pertaining to documentation in one chapter. The instructions indicated that SIG-FUN would be responsible for placement but not the actual text. However, the SIG-FUN committee action deleted some of the material intended by other committees. The SIG-ECS committee incorporated some of the deleted material in Chapter 24. Among other things, the revisions made by the TCC follow-up task group have correlated the actions of the two committees, eliminated duplication and placed the requirements proposed for Chapter 24 back into Chapter 7. Testing forms have been moved to the new Chapter 7 with references placed in Chapter 14 pointing back to Chapter 7. The TCC reviewed the document prepared by the follow-up task group in detail and made changes as agreed upon. Motion was made and seconded to accept the TCC re-write of Chapter 7 as developed during the meeting. The re-write is placed as part of the TCC action on Comment 72-48a. B) Entire Report on Comments It was moved, seconded and voted unanimously affirmative to approve for release the entire Report on Comments for the 2013 edition of NFPA 72, as amended by the Technical Correlating Committee. Item TCC Task Group Reports 6

18 1) Water Flow Switch Testing Frequency. NFPA 25 is coming into cycle. Peter Larrimer indicated that he would be developing proposals for consideration by the technical committee. 2) Review of NFPA 550. There was nothing new to report. 3) SIG/NEC Correlation Task Group (Wiring Task Group). S. Clary noted that the NEC ROP meetings are scheduled for January S. Clary has reviewed Article 760 proposals and there does not seem to be anything controversial as it relates to NFPA 72. Shane did not personally or on behalf of the Wiring TG submit any proposals. The TG will report to the TCC after the NEC ROP process has been completed. 4) Low Frequency Requirements. Testing provisions for the low frequency audible signal are in development by UL. Item TCC Liaison Reports NFPA 25 T. Norton noted that NFPA 25 is in the A2013 revision cycle and the proposal closing date has passed. Tom indicated that he would develop committee proposals at the NFPA 25 ROP meeting to correlate with changes made in 72 (SIG-TMS). NFPA 101 W. Moore reported that NFPA edition has been issued. Wayne noted that there were many challenges throughout the revision process and a lot of discussion pertaining to fireworks issues. Item Fire Detection and Alarm Research Council B. Schifiliti spoke about LED lights as a method of signaling (not as a replacement of strobes). In addition it was noted a Foundation project on best practices guidance for messaging was also being developed by NIST. Item NFPA Chair Training All TC chairs, with the exception of R. Grill, have attended the training. Ray noted that he was unable to attend chair trainings because of scheduling conflicts and because his tenure as chair has expired, he is not planning to attend future chair trainings. 7

19 Item Year Pins Art Black did some research and provided a list of members that have been members of the various 72 committees for 25 years or more. Shane noted that reports are produced by Standards Administration yearly for Standards Council awards and suggested that Art contact them to see if any other members are eligible. It was noted that a budget for the production of the pins is needed from NFPA. Item Old Business ITM Summit/NFPA 4 The NFPA 4 Technical Committee on Commissioning and Integrated Testing has been established and members from the 72 Technical Committees and the Technical Correlating Committee have been appointed. A complete committee list and the document scope are posted on the document information page ( A draft of the new NFPA 4 Standard for Integrated Testing of Fire Protection Systems is scheduled to be issued at the March 2012 Standards Council meeting. The revision cycle has not been established New Business 1) A2012 Cycle Dates The NITMAM closing date is April 6, 2012 and Certified Motions will be posted May 4, A 72 TCC teleconference was tentatively scheduled for 11am Eastern on May 14 th to review Certified Motions. It was noted that the Annual Meeting dates are different that the dates published in the 2010 NFPA Directory; the correct dates and location are June 11 14, 2012, Mandalay Bay Convention Center, Las Vegas, NV. A Standards Council meeting is scheduled to take place at NFPA August 7-9, If there are any appeals on NFPA 72, chairs of the Technical Committee(s) involved may be asked to attend. At this time a TCC meeting is not scheduled to take place in conjunction with the August SC meeting. 2) A2015 Cycle Dates (new process) An official schedule for the A2015 cycle has not been published as yet; however, based upon the A2014 schedule, the public input (proposal) closing date should be June 22, 2013 and the First Draft (ROP) TC meetings will need to be held no later than August 31, Please note that these dates are subject to change as the A2015 schedule has not been published and, in addition, staff may request permission from the NFPA Standards Council to adjust the dates. 3) Request from SIG-HOU to be assigned ITM responsibilities As a part of the actions on comments in agenda item , the TCC directed that SIG-HOU take responsibility for the inspection, testing and maintenance of single- and multiple-station alarms and household fire alarm systems. While the scopes of the SIG-HOU and SIG-TMS committees have not been altered specifically in regard to the inspection, testing and maintenance of this equipment since 8

20 the SIG-HOU committee originally had that responsibility, after completion of this cycle the TCC will review all TC committee scopes and request scope changes as necessary. 4) The following NEW Task Groups were established: a) Smoke Alarm Testing Task Group The TCC established a task group to review the proposals and comments on testing of smoke alarms and, if necessary, produce a TIA to ensure that the resulting testing requirements are properly correlated. Because two committees and two chapters of the code are involved the task group will include members of both committees. It is preferable to have this TIA processed and issued in conjunction with the 2013 Code. The following members were appointed to serve on the task group: L.J. Dallaire (TG chair), Peter Larrimer, Dan Gottuk, Jeff Okun, Jeff Moore (and possibly other members from SIG-TMS) and Jeff Shapiro (International Code Consultants). As a part of the overall discussion it was also suggested that the requirements in Chapter 29 also be published as a separate document. A separate document may be of value to home builders and installers. Lee Richardson noted that a request for a new document would need to be submitted to the Standards Council. b) Forms Task Group During the process of reviewing comments that revised the record of completion and testing and maintenance form, it was noted that a higher level of review and input from all committees is needed. A task group was established to review and continue correlate efforts with all Technical Committees. It was suggested that the TG work be distributed to all members prior to the proposal closing date for the next cycle and allow feedback to the TG before submission of the TG work as a public proposal (public input). The following members were appointed to serve on the task group: Shane Clary, Art Black, and Tom Hammerberg. It was also requested that TC chairs appoint one person from each TC. c) NFPA 72 & 1221 Task Group This task group was established to review and correlate related requirements between the two documents, in particular, staffing requirements at communication centers. Doug Aiken was appointed as chair. SIG-SSS & SIG-ECS chairs are requested to appoint members. The Chair of NFPA 1221 will also be asked to appoint member(s). d) Fire Risk Analysis and Risk Analysis Task Group This task group was established to review the terms in general and as they relate to NFPA 72 [reference Comment 72-4 and 72-7 and related proposals]. The submitter of Comment 72-4, Dave Frable, will be asked to chair this task group. It was requested that chairs of SIG-FUN & SIG-ECS appoint TC members for this task group. e) Designer Task Group 9

21 This task group was established to define and correlate the definition and use of the term designer. It was noted that there are two levels of designer plans versus shop drawings. The following members were appointed to serve on the task group: Jack McNamara, Jim Mundy and an additional member(s) from SIG-ECS to be appointed. f) Smoke Alarms in Commercial Occupancies Task Group The task group was established to compile background material and develop recommendations to define the allowed applications and installation of single- and multiple-station smoke alarms in commercial occupancies. The task group should develop technical material to present to the Building and Life Safety Code arenas for them to address code changes relative to the use and installation of these devices in addition to developing requirements and annex material for NFPA 72. It is noted that NFPA 101 and 5000 are in the A2014 revision cycle with a proposal (public input) closing date of May 4, This task group will report back to the TCC during the next revision cycle (A2014 for the 2013 edition). The following members were appointed to serve on the task group: Wayne Moore (chair), Bob Boyer, Art Black, Richard Bukowski, Dan Finnegan, Ray Grill, Dave Klein, Tom Norton, and Warren Olsen and Jeff Shapiro. g) Strobes Operation TG Task Group established to review Comment (ECS vs FUN).
