3 SCOPE OF SERVICES The consulting team is being asked to conduct Pre-Planning of an addition and comprehensive remodeling project for the Williams Fieldhouse. Phase I is currently enumerated at a level of $3.7M This project will determine what new construction and remodeling would be the best fit to be accomplished in Phase I; construction and remodeling beyond this value will be deferred until Phase II. The deliverables that the consultant produces will be used by the university to document the project scope (program, concept, budget and schedule) and to seek future funding for Phase II. When the Pre- Planning is completed, the consultant will begin actual design and construction documents for Phase I ONLY pending enumeration as part of the 07/09 capital budget. The consulting team should have experience programming and designing physical education facilities for a four-year college or university of a scope and size similar to this project, including expertise in renovating and remodeling of facilities. Specialized expertise in natatorium renovation and design is required. The consultant team should have experience in working with a diverse constituency in a highly interactive & integrated design process. Provide the following services and deliverables: Working with users, develop a program statement, including a space tabulation and user description of functions and requirements Working with stakeholders (i.e. user group, campus representatives, UW System and DSF), perform a site analysis of potential locations of future additions, and develop a conceptual site plan of the site(s) recommended as part of this analysis. Address orientation, building massing, setbacks and height parameters, vehicular access and circulation, parking, pedestrian access and circulation, interface with nearby open space and other uses as necessary to serve this building and optimize the broader campus. Working with stakeholders, identify any zoning or permitting actions that will be necessary to implement this project. Working with information provided by the institution and/or local utilities, perform an analysis of utilities necessary to serve both phases incrementally and together. The analysis should include line and system capacity of existing utilities, location of existing utilities, and extensions to and/or upgrades of existing utilities and routing necessary to serve both phases. Working with information in this document and with stakeholders, identify and document any special design issues that will impact the design of each phase, and provide recommendations that address these issues. Working with information provided in this document and gained from stakeholders, survey and evaluate the existing building areas, utilities infrastructure and equipment, code compliance, and produce a Facility Condition Report. Working with stakeholders, provide a functional analysis of building program components, develop alternative concepts and select a preferred option that best meets the needs for the entire project. The concept should include floor plans of functional components and massing diagrams. Develop phasing options and select the components that can most logically be constructed while conforming to the budget of Phase I. Develop a project budget estimate for each phase that includes construction costs and related project costs. Provide benchmark data and/or other data that supports the recommended budget estimate. Develop a project schedule that is based on the program, concept, and budget information, and information provided by the stakeholders.

4 Using DSF sustainability guidelines conduct a sustainability charrette, develop project sustainability goals, and work with stakeholders to develop a conceptual approach for incorporating sustainable design practices into this project. This approach will serve as the foundation for analysis and development of sustainable strategies during design and implementation of this project. Maura Donnelly mdonnelly@uwsa.edu LETTER-OF-INTEREST SUBMITTAL REQUIREMENTS The letter-of-interest submitted by the consultant team should include the following information: A listing of all firms who will be sub-consultants to the prime consultant, and services that each sub-consultant will be providing. At a minimum identification of consultants for the following areas of expertise will be required: - architectural design - physical education facilities design and programming - natatorium design - MEP design 2

5 - site planning and landscape architectural design - civil engineering design - cost estimating - sustainable design A listing of key staff for the consultant and sub-consultants, roles of each key staff, and a brief biography/resume for each key staff. A listing of physical education facilities where programming and planning services were provided.. PROJECT BACKGROUND AND PURPOSE Architectural and engineering services are needed to design an addition to and remodel within Williams Fieldhouse on the UW-Platteville Campus. However, before that can begin, a comprehensive plan needs to be undertaken for the entire facility. This plan needs to take into consideration what the needs will be for the fieldhouse in the next 20 years. The need for the addition and remodeling is based on the limited capacity of the existing athletic facilities and increasing student populations. Existing athletic facilities are used to capacity by the present student population. Increasing enrollment places a continually increasing demand on existing athletic and recreation facilities. UW-Platteville has a fall 2004 enrollment of 5,700 students. The Tri-State Initiative, approved by the UW Board of Regents and implemented by UW-Platteville starting fall semester 2005, will incrementally increase enrollment at the university by 2,000 students by the year The recent enrollment increase of 450 students has resulted in an increase of 7% (or 5,000 individual visits) in UWP s fitness center alone. Student enrollment over the next four years could include additional 5,000-10,000 annual visits to the indoor fitness and recreation facilities. While enrollment growth contributes to the increase in number of facility users, students are also demonstrating an increased focus on their health, wellness and fitness. This Williams Fieldhouse Addition project needs to address the student demand for increased indoor fitness/recreational space. Included in the proposal is expansion of the fieldhouse to include new recreational/fitness space, service for outdoor lifetime recreation services, increased cardio and weight facilities, lighting for the outdoor recreational field, and additional office space for athletics and recreation. The future Phase II of the Williams Fieldhouse project will likely focus upon construction of a new indoor swimming pool and the possible conversion of the existing indoor swimming pool area into another use. For compliance with statutes and Executive Order 145, conduct building modeling and life cycle cost analysis of energy-using systems and design new facilities for 30% more energy efficiency than code. For compliance with Act 141, geothermal should be included in analysis. PROJECT DESCRIPTION Pre-Planning (Phases I and II) The goals for development of a Pre-Planning document for the entire fieldhouse are to enable the campus to determine the very best locations for the addition/s and what space can be freed up within the existing facility. It will then be determined what components of that overall plan can be accomplished in Phase I within the available budget. 3

6 Design and Construction for Phase I Once the scope and budget have been determined for the entire facility, components of the project can be broken out for Phase I design and construction. The site is located on the UW-Platteville campus northeast of the intersection of Longhorn Drive and Southwest Road. Vegetation Any proposed addition must take into consideration existing trees or shrubs of any significance. A landscape plan should be part of the overall fieldhouse pre-planning document. Parking The Williams Fieldhouse and proposed additions will be served by existing Parking Lots 25A and 26 (both are commuter lots, with 148 stalls and 147 stalls respectively). No new parking capacity will need to be developed or evaluated as part of this project. Emergency Vehicle Access The site is currently accessible by university-owned Championship Drive to the east and Longhorn Drive to the west. The pre-planning needs to take into consideration fire department accessibility and work with the local municipalities. 4

7 Pedestrian Access The plan should provide pedestrian and service vehicle access from Parking Lot 25A to the outdoor track area and the south service entrance to the Williams Fieldhouse. Pedestrian/ vehicular conflicts should be minimized. Soil Conditions and Surveys No site survey exists for the proposed additions. Preparation of a topographical survey and a geotechnical soils survey is part of this project. UTILITY ANALYSIS Utilities Steam, electrical, data/telecomm, sanitary sewer, municipal water, and natural gas services are supplied to the Williams Fieldhouse, but capacities may not be sufficient to support additional space. Pre-planning will need to anticipate future loads and help plan accordingly. Chilled water from a central system is not available so all cooling requirements must be met by a local building system. The Williams Fieldhouse Addition project will include all extensions from and connections to utilities as necessary, including existing storm sewer, sanitary sewer, municipal water, natural gas, electrical, and telecommunications. Utilities are described in detail in the following sections. Steam The campus owns and operates its own central heating plant, which serves the majority of the campus. An 8 high pressure steam and 4 condensate line run from the Central Heating Plant to a steam pit immediately northwest of the Williams Fieldhouse Building. It is anticipated that the existing 6 high pressure steam and 3 condensate lines from this steam pit to the Fieldhouse have sufficient capacity to support future space, however it is requested that the A/E team will verify as part of their analysis. Storm Water Management Any additions to the building need to take into account stormwater management considerations. Potential drainage problems around the existing site need to be evaluated. Water & Sanitary Sewer It is anticipated that the existing building potable water and sanitary sewer systems have enough capacity to support some additional space. However it is requested that the A/E team will verify as part of their analysis. If existing capacity is not sufficient, city water, sanitary sewer, and storm sewer mains are all within 400 of the southwest corner of the site. A domestic water softener is currently used in the Williams Fieldhouse Building due to the hardness of municipal water. Domestic water heaters shall use steam for heating water. Electrical and Signal The campus has a 12,470V primary power distribution system which routes electrical power from a switchgear lineup located at the Central Heating Plant to all buildings. There are two primary services (north original building & south fieldhouse addition) to this building. Primary service to this building is adequate to serve the proposed building addition. Signal ducts run parallel to the power ducts in underground ductbanks. The campus signal data hub is located in Gardner hall. Four inch signal conduits route cable to both north and south electrical service entrances from the campus hub. Duct space from the campus data hub to the building addition needs to be verified. 5

8 Underground Storage Tanks and Site Contamination The site for the proposed additions is not known to have underground storage tanks or site contamination. Fire Protection If the Addition requires a fire protection sprinkler system, the system should be monitored and annunciated by the building fire alarm system and campus central alarm reporting and emergency address system. The location and configuration of any new fire hydrants should be coordinated with the City of Platteville, HVAC It is intended that there will be a number of areas that may desire air conditioning. The consultant will plan and design for this. The Campus Automation System (Johnson Controls-MetaSys) will be extended to monitor and control all new HVAC equipment and systems. Per recent change of policy as implemented at UWW, DSF may not allow sole sourced system for this work. Building Power Distribution There are two electrical services serving this facility. The original north building service is 400KVA, 208Y/120V. The south fieldhouse addition service is 500 KVA, 480/277V. The consultant will need to verify if there is sufficient electrical capacity to support this facility addition. Fire Alarm System The fire alarm system should be a multiplex/intelligent system with one way voice communication capability. Area smoke detection should be provided throughout the building. The fire alarm panel must be connected to the campus central alarm reporting and emergency address system. The panel must be compatible with the existing campus-wide Edwards Technology fire alarm central reporting system to provide all reporting and announcement functions that are available in other campus buildings. The fire alarm system design must be reviewed with the local fire marshal. Emergency Generator A 100KW, 480V, natural gas generator serves the existing building life safety loads. This generator will serve egress lighting, fire alarm panel and other life safety loads in the new addition. WEPA STATEMENT In accordance with the Wisconsin Environmental Policy Act (WEPA), this project will require a Type II Environmental Impact Statement (EIS). The entire WEPA process must be completed prior to Phase I project bidding. 6
