1 PUR933- Christmas Decoration Installation Addendum 1 Pricing: Bidders should submit cost per item pricing list for all items requested. The annual pricing for purchased items should include all installation, removal, storage, and maintenance. A revised bid form is included below. Trees: The trees wrapped in lights on Main St will need to be completely unwrapped this September at a time coordinated with City staff to allow for tree trimming. New lights will need to be installed on the trees after the completion of the trimming. o This process will need to be approximately every three years. o Bidders should allow a separate cost for this process. Current sequoias are pre-lit and all decorations are provided. The City owns both 20 sequoia trees. We are planning to replace one (City Hall amphitheater) in 2019 with a pre-lit tree, 50 ornament clusters, and a topper (see below for an example of one of our current trees). The tree base wrap is printed directly on a product called Sintra board-kind of a dense foam board and replaced each year. Use 6mm size. Each panel is 45 ¾ x 31 ¼ and there are 8 panels. A minimum of 2 panels will need to be replaced each year with the current date. Wreaths/garland: No need to remove any banners from the Woolworth Building. There are 14 wreaths at City Hall and are 6 each. There are 22 bow accent kits at Fountain Park and 41 elsewhere throughout the downtown area. Contractors should hang bows and garland on light poles. There are 22 at Fountain Park and 41 throughout downtown areas. We plan to gradually replace the garland on the light poles, beginning with 12 in All others are currently owned by the City. Garland and wreath replacement plan: o City Hall-replace wreaths, swags and bows now and then again in 4 years o Downtown Pole garland-replace about 22 poles in 2 years (about 450 linear feet), 30 poles in 3 years (600 linear feet) and 11 poles in 4 years (250 lft) o Replace wreaths and garland on fountain park stage in 2 years(50 feet of garland) and 1 6 wreath Lights: The light strands over the ice rink are owned by the City. The Contractor will be responsible for the installation, removal, maintenance and storage of the lights. All C-7 lights are LED. Building edge light replacement plan: o Year 1:

2 C-7 S 23,000 linear feet (plan to replace again in 3-5 years) o Year 2: C-7 S 3000 linear feet o Please provide a linear foot cost for these lights Tree light replacement plan: o Year 1: Mini lights-3000 strands (plan to replace again in 3-4 years) o Year 2: Mini lights strands o Please provide a cost/strand for these lights Rock Hill RFP Questions Work Requirements: -Installation should begin by Oct. 15 each year Any limitations on what items can be installed beginning Oct. 15? Starting October 15 th the following items can be installed: tree lights and building lights, followed by City Hall and Light poles around 11/15. Leave Fountain Park until last, starting the week prior to Thanksgiving, with everything completed the week of Thanksgiving with the exception of The Lights over the rink which must be up by 11/10. Are any special permits required for parking, roof access, etc. during installation/take down? The city obtains waivers for roof top work. Block off parking as needed. Is parking available to 16' box trucks? Yes Annual Temporary Decorations: -Install, remove, & store (9) 3' commercial grade, lit wreaths at City Hall On site walkthrough, discussion came about that these may be 6ft wreaths. I think the quantity is different that the count of 9 as well. Tom please confirm. The wreaths are definitely 6 and there are 14 of them. Current City-owned Decorations: How are the (41) light poles designated throughout Fountain Park and downtown? There are 41 poles on Main Street and side streets from Dave Lyle to Oakland Ave. There are another 22 poles on Main Street from Oakland to Elizabeth and in FP. Total of 63 poles. Contractor will be shown which light poles will need to be decorated. Are there pictures of city-owned items available for pre-bid viewing? Specifically, we are looking for any kind of photos of how these items are stored. We have a good enough view in general of the items installed (for Main St and Fountain Park), but might be helpful to see how they are stored. No, there are no pictures available. How are city-owned items stored?, i.e., are 20' tree branches boxed up, in totes, on racks, etc?

3 They are stored by the current contractor. We do not have the specifics of how. Are items decorated, or is ornamentation and bows stored separately? Bows and ornamentation are stored separately. When can bid winning vendor take possession of city-owned decor for refurbishment? What material/design is used on the Fountain Park 20' tree base? Is that a vinyl wrap or other material? Who chooses new design and provides high resolution files for printing, or are these images chosen from stock vendor files? The product is ¼ Sintra board. There are 8 panels that measure x 31.25, minimum of 2 panels are replaced each year. The design is printed directly onto the Sintra board. There are no vinyl stickers. Cathy Murphy will choose new design and provide text for printing, vendor provides design images to choose from. Does the 20' tree at City Hall have the same decorative base as Fountain Park? Is there an installed picture available? Is this tree placed on the concrete or in the grass? There is not a tree base like Fountain Park on the tree at City Hall. Tree is placed in grass. We will provide the power hook up. What size/type decor are elves? Metal wire. Pictures available to determine what we're actually working with? Light weight and not a big deal. Might be pictures in CV file. Lighting Specific Questions Seasonal tree lighting matrix Are the Needed Strands listed on matrix per tree in each area, or Total Strands needed for each line item in the matrix? In below example: strands for each of the 4 trees, or strands total for the 4 trees strands per tree. We have approximately 3000 strands of mini lights total and 25,000 linear feet of c-7 building lights. 4 How old are these light strands? They need to be replaced. Are the ice rink lights typically installed before or after the ice rink goes up/down? They try to do it before, but sometimes they go up after. How are the ice rink poles typically set in the ground? Since it s temporary are they just post-hole diggers and tamped down? The poles are up year round. For the roofline lighting the request says to Remove and Replace all 23-25,000 linear feet (plus an additional 4,650 feet). However below that it says that materials stay up year round? Do they stay up year round or do we remove and replace each year? See pink text below: They are ready to be replaced completely. The 25,000 linear feet have been up since the project began. Lights have been maintained but the light line needs replacement. o Remove and replace all lights on Main St and Black St businesses and City Hall (including the Bell Tower in the City Hall Plaza). o Approximately 23,000-25,000 linear feet. o Lights spaced 12 apart, 18 ga. cords, UV coating, C-7. o These lights remain installed throughout the year. o Provide annual refurbishment, including, but not limited to replacing bulb burn Any idea approximately how many lamps are out of the 23-25,000 linear feet? The lights are all in working all but some may be dull, the light line is the main problem. How long have the lights been up currently (both roofline and 21 trees that are wrapped)? The majority since 2013/2014. Does semi-monthly maintenance for the 21 trees wrapped mean twice a month or every other month? Every 6 months-twice per year Is it 23-25,000 of lights on roofs or 30,000. RFP refers to both and 6,000 is a big difference. There are 25,000 total on the buildings now. We may want to do additional buildings this year hence the additional The City says they own the lights for tree wrapping. Do they also provide the power cords and timers?
