City staff has been working for approximately one year on the development of a preliminary design for a new sidewalk on the west side of Chain Bridge Road between Rust Curve and North Street. The design includes new curb and gutter, a six-foot brick sidewalk and a two-foot landscape strip (to buffer the sidewalk and provide a location for decorative street lighting). The design also includes a variable-height retaining wall (2-8 feet) for the length of the project. Staff has outreached to civic groups in the project vicinity (Rust Field, Mews, Historic Fairfax City, Inc.) and has worked with individual property owners. Note that the current plans are preliminary and would be refined further in the final design process. Note that this project has been discussed by Council dating back to This project was approved as part of the FY 14 Adopted Budget (transfer of $300,000 in RSTP funds from another project). An additional $1.1M was added to this project in the Adopted FY 16 Budget ($550,000 in Revenue Sharing and $550,000 in 30% NVTA funds). The current project estimate is $1.4M. One puts sidewalks and a pedestrian crossing on the west side of Chain Bridge Road. The other puts curb and gutter on Railroad A venue. The project is proposed in two phases. Phase 1 is from approximately 3950 to 3906 Chain Bridge Road (across from the Fairfax County Regional Library). The existing sidewalk is very narrow and is located adjacent to a deep drainage ditch. Proposed improvements include curb and gutter, concrete sidewalk and a brick-faced retaining wall ($175,000, FY07/08). Optional enhancements include gas lights l$8,000). Phase II would extend concrete sidewalk to Kenmore Dr. ($315,000, FYOS/09) and include a pedestrian bridge on the west side of Chain Bridge Rd. Pedestrian signals are proposed for the crosswalk at Chain Bridge Rd. and Kenmore Dr. Optional enhancements would include curb and gutter and drainage improvements in conjunction with the sidewalk installation ($75,000). NOTE: This project will be coordinated with the future redevelopment work in the downtown area. Design to be done in FY06/07 ($65,000). Construction to begin in FY07/08 to coincide with the opening of Old Town Villa e Develo ment. We offer the following rationale: 1. Pedestrians must currently cross Chain Bridge Road at uncontrolled crossing points to reach Old Town or the walking path to the Van Dyck recreational area. 2. Providing these improvements will allow for two sufficient travel lanes with on-street parking as well as continuity for the pedestrian walkway network.
