3 Project Background In late 2014, Franklin County purchased the former Bull Creek Golf and Country Club property, a 167 acre site located just east of the Town of Louisburg. The site was purchased by Franklin County with funds bequeathed to the county by the late Mr. Edgar H. Owens. Mr. Owens had hopes of creating a park and fishing pond for all County residents to enjoy. The former 18-hole golf course property consists of a 3,200 square-foot club house, four ponds, 4,500 linear feet of streams, and partially paved cart paths. The property has a history rooted in family and agriculture Mrs. Mary Solomon 3
4 Project Background Mr. Owen s Last Will and Testament I direct that said funds be used for the purpose of purchasing land on which there shall be constructed a recreational park to be named the V.E. and Lydia H. Owens Recreational Park, and I direct that if sufficient funds are available that a pond or lake be constructed in said park which is to be stocked for fishing purposes, which lake is to be known as the V.E. Owens Fishing Hole. Any funds remaining after the purchase of said property and the creation and construction of said recreational park are to be held and maintained by the Franklin County Recreation Commission for the purposes of maintaining said park. 4
5 Project Vision Vision Statement The park will enhance quality of place for Franklin County by offering diverse and inclusive recreational activities and educational opportunities. 5
6 Project Process 1. Initial Site Visit and Existing Conditions Evaluation (including dam assessment and preliminary wetland and jurisdictional waters determination) completed. 2. Steering Committee Meeting 1 Completed a. Vision Statement: The Park will enhance quality of place for Franklin County by offering diverse and inclusive recreational activities and educational opportunities. 3. Fishery Assessment a. Foster Lake and Pond Management will conduct an electrofishing survey and analyze the health of the food chain and habitat in all four ponds to determine the most suitable pond to be used as a potential fishing pond, and identify any improvements necessary for fish survival. 4. Public Input a. Needs Assessment: Development of Survey Questionnaire completed b. Project Dedicated Website completed and ongoing c. Public Input Meeting 1 d. Public Input Meeting 2 5. Development of Park Masterplan Phased Implementation!!! a. A masterplan is a living document that evolves over time as elements such as physical and environmental conditions, available funding, and user needs develop and change. 6. McAdams has no control over implications of the final design, materials, and methods of construction, nor unforseen subsurface conditions, the cost of labor and materials, the general contractor's or any subcontractor's method of determining prices or competitive bidding and market conditions. McAdams cannot and does not guarantee that proposals, bids or actual construction costs will not vary from this or subsequent cost estimates.
