The applicant is requesting a Public Art Requirement approval, which must be obtained prior to the site plan being scheduled for City Council. This project is within the Verano Development. The physical address of the property is located west of Visconti Way, north of the C-24 Canal, south of the Reserve DRI, east of Glades Cut Off and west of Interstate 95. The total site is 7.9 acres. The existing site already contains a 12,444 square foot fitness center with a pool, tennis courts, and bocce courts. The proposed site plan includes the addition of a 19,000 square foot clubhouse. Architectural Enhancement as defined in the City of Port St. Lucie Municipal Code Chapter 162, section is defined as: the physical result of the application of skill and taste according to aesthetic principles to the architectural embellishment of a building, the placement of works of art in the interior or exterior spaces of the building, or special landscape treatment such as parks, plaza or atriums. To satisfy the Art in Public Places requirement, the applicant is proposing a plethora of site amenities which comply with enhanced architecture and enhanced landscaping. Enhanced architectural features (in addition to primary structure enhancements) include the addition of 11 Cabanas, a fireplace, Stage, Outdoor Kitchen, cascading water fountain, two (2) pergola structures, (2) event lawns and several plaza spaces complete with pavers. The landscape provided on the site far exceeds the minimum standards required by code. The Mediterranean themed landscape plan includes many varieties of trees and palms such as Japanese Blueberry, Medjool Date Palms and Bismark Palms. Shrubs and Groundcovers are also provided in abundance of code criteria and examples of these include: Century Plant, Jatropha, Tango Mango Bromeliad, Green Island Ficus, Sheffelera Trinette and Dwarf Fakahatchee grass. The applicant has provided many opportunities for the residents of Verano to gather and participate in community art events. For example, an art and crafts room has been provided

Adjacent to the Arts in Crafts room, an outdoor classroom underneath the pergola (at the southwest corner of the proposed building) has been provided. The plan provides a designated space where residents and membership holders can come and learn from professional artists the skill of drawing, painting, sculpting, etc. This outdoor space will be complete with pavers and other amenities necessary for a creative learning environment. The proposed amenities make for successful spaces. People are naturally drawn to water, shelter and fire, especially ones that are as interactive such as the amenities proposed on this project. These amenity areas are open to membership holders 365 days a year. These spaces are also available for guests visiting the facility for the first time. The City of St. Lucie code does not require any of the amenities the applicant is proposing. The site improvements the applicant is proposing total well over $50, as shown in the accompanying documents. Conclusion The applicant is providing enhanced architectural and landscape amenities to fulfill the art in public places criteria for the City of Port St. Lucie. Amenities are being included in the design for the project which promotes the City and Verano as organizations that care about the Arts. The applicant is excited to work closely with staff for recommendation of this application as quickly as possible.
