4 Chapter One Introduction Comprehensive Panning A comprehensive pan is the principe document outining a municipaity s direction, poicy, and action for the future. A pan is made with the genera purpose of guiding and accompishing the coordinated deveopment of the community in accordance with existing and future needs and to best promote the genera wefare of the citizenry. Propery used, a pan is the basis for decision-making by the governing body and wi guide the private sector toward sustainabe, beneficia, and profitabe activities that hep to improve the overa quaity of ife. The Maize Comprehensive Pan is a composite of the community s vision and goas. At its core, the pan is a roadmap to the future desired by the residents of Maize. The Maize Comprehensive Pan can be divided into three separate sections: past and current trends, community vision, and pan impementation. The Maize Comprehensive Pan is based on five key assumptions: 1. The Pan is intended as a genera decision-making and impementation guide. 2. The Pan recognizes market forces, imited resources, and unforeseen future concerns. 3. The Pan wi be impemented through the Maize Zoning and Subdivision Reguations. Changes to these reguations may be necessary for proper impementation. 4. The Pan is designed to achieve quaity deveopment and improvments refecting the vision and goas of the community. 5. The Pan has been deveoped in compiance with Kansas State statutes. Maize Comprehensive Pan 1-1

5 Lega Authority for Panning The City of Maize, Kansas is authorized to deveop a comprehensive pan for the community through its right to deveop, review or reconsider a pan (K.S.A ). Within the context of this authority, the Maize City Counci and Maize Panning Commission have created the Maize Comprehensive Pan to guide and use, improvements and deveopment activities for the future of Maize. A Living Document The Maize Comprehensive Pan is a iving document. As the community changes, priorities shift, and resources ater the Pan and its associated impementation toos wi aso need to change. Annua review and revisions wi be conducted. Likewise, major evauations shoud be schedued on five-year intervas to identify new or evoving community issues, poicy shifts, or changed conditions. Pan Impementation as an Ongoing Activity Impementation of the Maize Comprehensive Pan begins with the adoption of the document. The Pan by itsef does not bring about change. Impementation of the Pan, however, is directy connected to the daiy pubic and private decisions regarding the aocation of pubic and private resources. The Maize Comprehensive Pan is the too that wi coordinate these numerous and diverse decisions. Panning Process In 2003, the City of Maize Panning Commission hed a series of pubic meetings to find out what type of community oca residents wanted Maize to be in the future. The meetings were informa and input from the participants was encouraged. Commission members took the meeting comments, concerns, and suggestions and deveoped an action pan. The action pan was comprised of seven genera areas of focus. These areas are the foowing: Education Economic Deveopment Recreation and Cutura Activities Infrastructure Government Community Invovement Resuts For each genera area, a ist of objectives was deveoped. This information was used by the consutant team to hep craft this updated comprehensive pan. In addition, the consutant team anayzed updated demographic statistics, existing and use conditions, physica conditions, and the current poicy and reguatory structure for the City of Maize. The City of Maize staff and Panning Commission, working as representatives of the community, monitored the panning process from start to finish, ensuring that the comprehensive pan fuy encapsuates the desired future expressed by the community. 6 Regiona Context Maize is ocated in south centra Kansas in Sedgwick County. Maize is situated to the northwest of Wichita, Kansas, adjacent to the neighboring city. Maize is served by a major highway, rai ine, and two oca airports. Kansas Highway 96 is a imited access freeway that runs through the northeastern portions of the community. Likewise, a Union Pacific rairoad ine transverses through eastern Maize, running neary parae to Kansas Highway 96. The Maize Airport is ocated to the east of town on West 45 th Street. The Maize Airport has a 2,100 foot runway and is open for pubic use. The Wichita Mid-Continent Airport offers passenger service and is ocated eeven mies south of Maize. Maize is at 1,350 feet above sea eve and has a tota area of roughy 0.8 square mies. Its average winter temperature is 41.3 degrees (F) and the average summer temperature is 71.2 degrees (F). FIGURE 1-A: REGIONAL CONTEXT MAP Loca History* Maize was founded in 1886 on the Wichita and Coorado rairoad which was owned by the Missouri Pacific Rairoad Company at the time. Maize was the first stop on the rai ine outside of Wichita. The Missouri Pacific Rairoad Company chose the name Maize, Maize Comprehensive Pan 1-3

7 which is the Indian name for corn. This name was seected because the town was ocated in the Midwest s corn bet at the time. On May 17, 1915, amost thirty years after its founding, the Maize Town Company was dissoved and the City of Maize was officiay incorporated. The incorporation was the resut of Maize growing to over 200 residents. This was the minimum popuation requirement in Kansas for incorporation. Lewis Loudensager became the first mayor of Maize. Over the years Maize has been primariy a farming town due to its rich fertie soi, with wheat, afafa, and corn becoming the principa crops. Various agricutura reated businesses have been ocated in and around Maize throughout the years as a resut. Exampes of these businesses incuded grain eevators, storage bins, feed suppy stores, and a stockyard. In addition, the rairoad was used to ship grains to Wichita and beyond. Throughout its history Maize has made efforts to provide its residents with both water and sanitary sewer services. In 1952 the first wastewater treatment pant was buit and a sewer system was instaed in Maize. Modifications to the pan were done in 1966 and again in In 1975, Maize embarked on securing a municipa water system. A number of compications and setbacks occurred during this process. Some of these setbacks incuded oss of funding sources, Federa procedures, and past city counci inaction. In the eary 21 st Century, however, Maize s municipa water system became operationa. This new system now serves areas both within and outside of the Maize city imits. This expansion of water service outside of Maize proper has been a catayst for recent growth. Maize is a growing community. Between 1980 and 2000, Maize has increased from 1,247 residents to approximatey 2,368 residents, an increase of 90%. Since 2000, due primariy to the deveopment of a municipa water suppy, the oca popuation is increasing at an even greater rate. This continued growth can aso be attributed to the Maize Schoo District, which is the fastest growing district in the State of Kansas. The Maize Schoo District covers arge portions of northwest Sedgwick County, which has experienced rapid residentia growth and deveopment. The future of Maize is a future of anticipated growth and expansion. The intent of the Maize Comprehensive Pan is to ensure that the growth happens in an ordery and sustainabe manner. *Sources incude the 1986 Maize Centennia Book, the U.S. Census Bureau, and the 1980 Maize Comprehensive Deveopment Pan. 8 Chapter Two Existing Conditions Introduction Chapter Two Existing Conditions is comprised of narrative reated to demographics, and use patterns, pubic schoo system, transportation, community faciities, physica characteristics, and reguations review. The purpose of this chapter is to famiiarize the reader with highights of the current demographic, physica, economic conditions of Maize and the adjacent areas. Demographics Popuation The current popuation of Maize is 2,223 residents, which has increased by 46% since the 1990 U.S. Census. According to the 2000 U.S. Census, of the 2,223 Maize residents 94.8% are cassified as White, 0.7% are Back, 1.0% are American Indian, 0.3% are Asian, 0.7% are Other Races, and 2.5% are cassified as Two or More Races. Empoyment According to CLARITAS, In 2000 Maize had 1,323 (59.5%) peope aged 16 and oder. Of these, three peope were in the armed forces, 967 (73.1%) were cassified as civiian empoyees, 34 (2.6%) were unempoyed, and 353 (26.7%) were not in the abor force. Figure 2-A ists the top private sector empoyers in Maize. The Maize Schoo District, however, is the argest empoyer in the area with 773 tota empoyees. 9 Land Use Patterns Over the past fifteen years the and use composition in and around Maize has dramaticay changed. Due to a series of annexations the Maize city imits currenty contains 2,434 acres. This is an increase of roughy 380% from the 1990 size of 504 acres. Currenty, Maize adjoins the northwest boundary of the Wichita city imits. The annexation process that Maize has undertaken is important for the city s growth and coud ead to an increase in the existing tax base aowing the city to provide an even higher-quaity and greater array of services. As of March 2004, roughy 450 acres (19%) of the tota and within the Maize city imits is tax exempt or non-taxabe. This comparativey high percentage of tax exempt and is one of the driving forces behind recent annexation. In contrast, over 66% or 1,611 acres are undeveoped. This arge amount of undeveoped and is the resut of the recent annexations. Residentia Maize currenty has 346 acres of residentia and use. This is approximatey 42% of tota deveoped and and 14.22% of tota and in Maize. Since 1990, the amount of residentia and use has increased by 126%. Again, much of this increase is the resut of the recent annexations. These annexation areas incude property east of Maize Road between 53 rd Street North and Centra Avenue, an area east of Maize in the vicinity of Jones Street and Irma Street, and approximatey six acres ocated south of 53 rd Street North. 10 Singe Famiy Residentia and use constitutes 329 acres, Muti-Famiy Residentia constitutes approximatey four acres, and Mobie Home Parks thirteen acres. Over the past fourteen years, Maize has seen some significant increase in residentia housing deveopment. There have been a tota of 140 new singe and muti-famiy residentia units buit since The Carriage Crossing addition in the southwest corner of Maize has seen the argest increase in housing units. This is a singe famiy residentia deveopment and there have been a tota of 77 new houses constructed. Recenty, nineteen homes were constructed in the Meadows Addition, ocated in the southeast portion of Maize. Other additions incude Goertz Addition (eeven units), Cantre s Addition (ten units), Griffin Addition (ten units), Academy Addition (nine units), Trotter s Addition (three units), Maize East Addition (one unit), and the South Meadows Addition. Severa homes are currenty under construction in Watercress Addition, with 91 tota ots patted. Pubic/Semi- Pubic Pubic/Semi-Pubic and use has increased by 280% since In 2004, amost 300 acres were cassified as Pubic/Semi-Pubic. This amount constitutes over 35% of Maize s deveoped and! This percentage is much higher than is typicay found in communities. Amounts vary but 10% to 15% of deveoped and cassified as pubic or semi-pubic is common for many communities. The vast majority (180 acres) of the Pubic/Semi-Pubic and is comprised of the Maize Unified Schoo District and some of its seven schoos. Other types of pubic or semi-pubic uses in Maize are the waste water pant, park and, civic buidings and water wes. EAST ELEMENTARY SCHOOL Source: Maize Schoo District Commercia According to the City of Maize there are 22 acres of deveoped commercia and within the city. Commercia uses incude retai and service businesses. Exampes of commercia uses in Maize incude the Taco Be, Pizza Hut Itaian Bistro, Ace Hardware, Woodard's Mercantie, the Kwik Shop, A Season Sportswear, and Casey s Genera Store ocated on Maize Road and 45 th Street North. Faciities for SecureNet Aarm Systems are currenty under construction. The existing commercia and uses constitute ess than 3% of the city s deveoped and. Three percent commercia is ower than the tota percentage of commercia typicay found in other communities. Percentages of 10% to 15% are more common. This is generay because residents and househods demand more services than 3% aows. In this case, the service demands of Maize househods are being met by nearby commercia deveopment found in adjacent Wichita. Located just over one mie south of the Maize city imits, a arge regiona center, NewMarket Square is ocated at 21 st Street and Maize Road. Maize Comprehensive Pan 2-3

11 Industria Seven acres within Maize have been deveoped as Industria and use. These acres are comprised of the Coeman Beacon Pant, Carson Manufacturing, and Doese Brothers Company faciities (Figure 2-A). Vacant/Agricutura There are currenty 1,610 acres of and inside the Maize city imits that can be considered either vacant or agricuture. This represents 66% of the tota and area in Maize. This is due to the overa increase in the city s size through the arge number of undeveoped acres annexed into Maize. Based on existing area growth trends, however, this arge amount of undeveoped and is expected to decrease in the near future. Pubic Schoo System Maize is served by the Maize Unified Schoo District #266. The Maize Unified Schoo District is an independent taxing unit with boundaries that are separate from the jurisdictiona boundaries of the City of Maize. The schoos continue to absorb the increasing number of students from western Wichita and have the potentia to absorb future Maize growth. The district currenty operates a high schoo, two midde schoos, four eementary schoos, one compete high schoo, a transport faciity, a maintenance buiding and an administrative center, most of which are in the Maize city area. A new faciity for the Maize High Schoo was competed and opened for the 1996 schoo year. The schoo is ocated at West 45 th Street. Tota enroment for the high schoo is currenty 1,960 students. The Maize Midde Schoo is ocated at the northeast corner of Maize Road and 45 th Street North. This faciity once served as the Maize High Schoo. The site occupies 24 acres and was buit in 1984 with an addition of cassrooms in Tota enroment is currenty 910 students and is comprised of grades 6-8. Maize South Midde Schoo is ocated at 3701 N. Tyer Road and is within the city imits of the City of Wichita. This faciity was competed and opened in Tota enroment is currenty students and is comprised of grades 7 and 8. Vermiion Primary PreK-1 Schoo is ocated on the southwest corner of Jones Street and James Street. The area is 14.3 acres. The enroment is 809 students and is comprised of pre-kindergarten through 1 st grade. The schoo was buit in 1963 and has had additions constructed in 1967, 1986, and Maize Eementary Schoo is ocated just southwest of Vermiion Primary Schoo at 306 West Jones Street. It was buit in 1987 with an addition constructed in The schoo is comprised of grade 2-5 and has a tota enroment of 597 students. Maize Comprehensive Pan 2-4

12 Pray-Woodman Eementary Schoo was competed in January It is ocated at West 49 th Street North. The schoo is comprised of grades 2-5 and has a tota enroment of 641 students. Maize Centra Eementary Schoo occupies 12.2 acres near the northwest corner of Centra Avenue and Khedive. The faciity was competed and opened in The schoo is comprised of grades K-5 and has a tota enroment of neary 700 students. The Compete High Schoo of Maize (CHSM) was recenty (2005) constructed at W. 49 th Street North. This schoo offers individuas who were unabe to compete high schoo through their norma course of study, an opportunity to do so. The high schoo has an enroment of 35 students. The maintenance faciity was moved from the administrative office compound to the high schoo compound and is therefore now currenty outside the city imits. In addition, the transportation faciity that houses a the schoo buses was aso moved from the administrative compound to 7700 West 53 rd Street North by Ridge Road. The tota number of students in the Maize Unified Schoo District is currenty 5,370 with tota staff at 773. A majority of students and staff come from Wichita. The Maize Unified Schoo District has enroed approximatey 5% of the students in Sedgwick County. The estimated annua enroment growth rate is 2.5%. By 2010 the tota enroment is expected to reach over 6,000 students. This infux of students and staff increases the daytime popuation of Maize impacting Maize and its service and utiity capacity. Transportation Deveopment of an urban area is dependent to a arge degree upon the abiity of its transportation system to move peope and commodities. In panning, emphasis wi be paced upon the deveopment of an economicay feasibe and comprehensive transportation system. The reationships of transportation panning to the area s and use patterns and community faciities shoud be emphasized. Streets and Roads Maize s road system serves to connect the city with its surrounding rura areas and other popuation centers and greaty affects the resident s economic and socia needs. Maize Road carries traffic to and from Wichita and connects to 53 rd Street North and State Highway K-96. In addition, Maize Road provides access to new commercia deveopment at the intersection of 21 St Street and Maize Road. Subsequenty, 53rd Street North connects Maize to north Wichita and Vaey Center to the east and Cowich to the west. Within the Maize Comprehensive Pan, the importance of the roads outside of Maize shoud aso be noted. Maize is very we connected to the Kansas State Highway System. K-96 provides good access northwest to Hutchinson, Kansas and connects with I-235 providing a major advantage to Maize by convenienty connecting the city into the major Maize Comprehensive Pan 2-5

13 highway system of the Wichita Metropoitan Area. I-235 connects to the west side of Wichita where Towne West Ma and Wichita Mid-Continent Airport are ocated. City Street System The City of Maize currenty takes care of approximatey 10.7 mies of streets; approximatey 6.9 mies of these streets are paved. Additionay, about 2.1 mies have been patted and designated to be used as streets on the east side of the raiway tracks in the Carriage Crossing Addition and have been partiay competed. Proper connectivity is essentia in the deveopment of any city. Most of the street rights-of-way in Maize are 60 feet wide. The exceptions are Park at 80 feet, Abert at 80 feet, a portion of East Centra at 70 feet, and Victory and Liberty which are both 30 feet wide. More streets in Maize are paved than unpaved. This was achieved within the past ten years. A of the newer housing deveopments have paved streets. A majority of the unpaved streets have asphat chips, which makes them generay passabe a year round. In genera, both paved and unpaved streets aow vehices to park on both sides of the street and sti aow two moving anes for traffic. Maize was originay patted in a grid street pattern. This means streets mainy run north-south and east-west and intersect at approximatey right anges. The streets in recent deveopment, however, have not aways deveoped in this grid manner. A curviinear pattern incorporating cu-de-sacs and dead ends has characterized recent subdivision deveopment in Maize. Street Cassification There are five main categories in a functiona urban street system: Freeway, Expressway, Arteria, Coector, and Loca Streets. In such a system, each type of street serves a different purpose, thus requiring different design and right-of way (R-O-W) widths. To avoid over design and cost, the street is reated to the amount and type of usage expected. Such a system directs traffic to where it can best be served and reduces through traffic in residentia neighborhoods. The right-of-way standards described beow provide space not ony for the paved street area, but aso for imited parking, curbs, sidewaks, utiities, signs and panting strips. Freeway: is an expressway with compete access contro and grade-separated interchanges handing a entering and existing traffic. Expressway: is a highway, which functions to move high voumes of traffic over ong distance at high trave speeds. Expressways have partia contro of access with some atgrade intersections and some grade-separated interchanges. Arteria Streets: serve major movements of traffic through and within an urbanized area. They serve as a city s primary ink to the State and Federa highway system. Arterias generay carry the highest traffic voumes of the non-highway roadways. Current arteria streets within Maize are Maize Road, 53 rd Street, 45 th Street, and 119 th Street. The intersection of Maize Road and 45 th Street has been widened to provide for eft turn anes on a approaches. In addition, Maize Road has four anes from 300 feet north of 45 th Street south through Wichita, Kansas. Future pans incude having sidewaks on both sides of the street with one side being wider for a combination bike path/pedestrian wakway. Maize Comprehensive Pan 2-6

14 Coector Streets: coect traffic from a number of oca streets and channe it to the arteria streets. They serve to connect neighborhoods and to provide access to faciities such as schoos, parks and shopping areas. Coector streets aso serve as aternative through streets to arterias. Typicay coectors carry ess traffic and have ess congestion during peak driving periods. Current coector streets are Centra Street and Pantation Road, which serves the Carriage Park Addition. Future pans incude having sidewaks on both sides or at east on one side of coector streets. Loca Streets: are used to serve abutting properties, mainy in residentia areas. Loca streets shoud remain connected but discourage through traffic by means of traffic caming techniques such as T- intersections, narrow rights-of-way, signage, and on-street parking. FREEWAY FIGURE 2-C: STREET CLASSIFICATION This hierarchy is appicabe to the urbanizing area in and around Maize. The appication varies to some extent with the amount of off-street parking required, storm water drainage probems anticipated and utiity easements needed. Aso, the specific design and streetscape standards associated with each functiona cassification wi vary greaty dependant on the characteristics of the adjacent and uses supported even varying with singe functiona cassifications. Specific street and rights-of-way design standards are ocated in the updated Subdivision Reguations. Various other standards may appy in the rura area depending upon County, State or Federa design criteria. In any event, the most important aspect of panning for roads and streets is first obtaining adequate rights-of-ways. Thus the appropriate area aocated for trave anes, on-street parking, andscape, streetscape, and pedestrian faciities can be based on and use needs and pans. Rura roads can be converted to urban streets if foresight is used in their initia design criteria. Rairoad In January 2001, the City of Maize annexed and owned by the Kansas Southwestern Rairoad. The rairoad that runs through Maize is now within the city imits. This is in the southeastern corner of the city. The Kansas Southwestern Rairoad dissects the City of Maize aong a northwest-southeast diagona ine. The tracks run approximatey 6,800 feet within the city imits connecting Wichita to Hutchinson. The Coeman pant aso receives services from the raiway. The rairoad activity does not create a traffic probem and may be a catayst for future industria deveopment. Maize Comprehensive Pan 2-7

15 Airport The city does not have a municipa airport faciity. Maize Airport is ocated at 8001 West 45 th Street North and is privatey owned. The site has a turf runway, which extends for 2,100 feet and runs north-south. The faciity is at an eevation of 1,336 feet and is approximatey two mies outside the city imits. The nearest airport providing passenger service is at Wichita s Mid-Continent Airport. The airport is easiy accessibe using K-96 Highway and is ony eight mies away. Mid-Continent Airport provides the capabiity for easy and convenient trave through the arriva and departure of commercia and air freight carriers. The airport has aso been expanding to meet the regiona traffic demands. Many of the private airfieds in Sedgwick County support agricutura activities, such as crop-dusting, and are frequenty used by residents. Due to the amount of air traffic generated by an estimated 31 operationa airports the Tri-County Airport System Pan was estabished in The pan guides the system of airports in Buter, Harvey and Sedgwick Counties to ensure safety and efficiency in terms of the interreated use of airspace and maintaining the capacity to provide genera aviation in the region. Pubic Transportation Because of its popuation and size, the City of Maize does not have a pubic transportation system. With continued popuation growth, mass transportation (such as bus service) may emerge as a viabe aternative to the automobie, particuary if a connected street network is maintained which can support the density necessary for any feasibe transit service. The Rura Genera Pubic Transportation, a program of Sedgwick County Transportation Brokerage, now provides imited transportation services to the citizens in Maize. Bicyces Bicyces are a means of transportation that is affordabe. In addition to offering physica exercise and reducing of fue expenses, it is suitabe for a sma area ike Maize where most points of activity are within easy biking distance. Providing bike paths and bike racks at schoos, parks and the business areas can encourage more bicycing opportunities. The City has aso incuded bike anes aong some of its streets. Exampes incude Centra Avenue, Park Avenue and aong Maize Road. Signs aerting motor vehice drivers to watch for bike riders may be necessary in the future. Pedestrian Circuation Waking, just as biking, is recreationa and a form of physica exercise. Since most points within Maize are easiy accessibe and in cose proximity, a system of sidewaks and waking trais are necessary. There currenty does not exist an adequate sidewak system in the city. A system of sidewaks connecting pubic faciities (schoos, community buiding, parks such as Dugan park, etc.) present and future to residentia areas and business areas is an objective for the city. A good way to encourage sidewaks is to ensure that a-new streets that have curbs and gutters aso have sidewaks. This is a cheaper way to provide sidewaks than to wait and go back to put sidewaks in after the streets have been constructed. Maize Comprehensive Pan 2-8

16 Community Faciities City Administrative Offices The current city ha and poice department are ocated in a one story buiding at 123 Khedive Street. This is an od buiding that was buit before the 1930 depression. The parce that the buiding is ocated on is approximatey 0.18 acres in size. Future expansion on this site is not possibe uness and is acquired to the north or west. The parking area is within the Liberty Street right-of-way. Site preparations are currenty underway for a new City Government faciity at Grady Avenue (northeast of 37 th & Maize)in the Wyn-Wood Commercia Addition. Construction is expected to be compete in mid The interior of the buiding is approximatey 22 x 53 in size. The area that used to be the garage is now used as a conference room, kitchen, mini storage, and aso hods the washroom faciity. The administrative offices provide space for the City Administrator, City Cerk, City Treasurer, and Municipa Court/ Poice Records Cerk. The City Attorney does not have offices at City Ha. With the increasing city popuation these offices are increasingy becoming obsoete. City Poice Department The Maize Poice Department currenty has seven fu-time officer positions incuding the poice chief and three part time officer positions. The department aso has four authorized reserve positions that are not on the payro but are suppied with poice uniforms. The department has four poice patro cars, a poice chief s car and a poice van. The four patro cars are repaced every four years on a staggered basis. The city uses the Sedgwick County Sheriff s Department for booking and hoding of prisoners but enforces a other aws and ordinances within the city. The City of Maize has its own Municipa Court that meets the first and third Wednesday of every month. The city is served by its own Municipa Court Judge and City Prosecutor. Fire Protection Fire protection is currenty provided from the Sedgwick County Fire Station #33 ocated at 5728 North 151 st Street West. This faciity is ess than three mies from Maize. It has five firemen on duty. The pumper and tender respond to structura fires in Maize aong with a pumper and tender from County Station #32, with two Battaion Chiefs and a squad from Wichita Fire Department Station #16. Site work preparation is underway for a new Sedgwick County Fire Station at the northwest corner of 53 rd and Maize Road. The faciity is expected to be competed mid Parks and Recreation In February 2001 the City of Maize acquired as a gift ten acres of what formery used to be the Coeman Empoyee Recreation Faciity (CERF) cub. The site is ocated on the Maize Comprehensive Pan 2-9

17 north side of 29 th Street North, just west of 199 th Street West, at W. 29 th Street North. The site incudes a cubhouse, adut and chidren s poo and poo house, which are a obsoete and schedued for demoition, miniature gof course, tennis courts, basketba court, recreationa pond and a moduar home. The city has aso eased eeven acres of and adjacent to the park to be used as ba fieds. The city has turned the faciity into a city park, which is named Dugan Park. In addition to this, the city owned Maize City Park is ocated south of Maize Midde Schoo and can be accessed from Centra and Khedive Streets. It has a tota area of roughy five acres. Incuded in this faciity is a baseba diamond, tennis court, rest rooms, pay equipment and the Community Buiding, which serves as a recreationa area as we as a venue for a variety of cutura functions and is aso used for community groups, especiay senior citizen activities. Maize is aso part of the Tri-City Senior Citizens Program that incudes the cities of Be Aire and Park City. This program coordinates various senior citizen activities in the area. Water System Since its founding, Maize residents and businesses have obtained water from private wes. The area has a high water tabe making it easy to tap water. Historicay considered generay good quaity, the oca we water began to yied ow-quaity water during the 1980s. Some of the water was deemed unsuitabe to drink and even posed a heath hazard. This greaty hindered economic and popuation growth and prosperity for Maize. The resut was construction of a new water system. In February of 2003 the new water system was up and running. The new system incuded a 500,000 gaon water tower, communications equipment, treatment equipment, two wes, four mies of transmission ines, fourteen mies of distribution vaves, 102 fire hydrants, and 802 service connections. Soid Waste and Sewer Services The City of Maize has its own Waste Water Treatment Faciity that is run and operated by Operation Enterprises Inc. The faciity is ocated north of K-96 and east of Maize Road. To meet demand, the pant has been expanded a number of times since its initia construction. The receiving stream and basin for discharge is the Big Sough Creek in the Lower Arkansas River Basin. A gravity interceptor ine parae to 119 th Street West and continuing east aong 53 rd Street North back to the pant was instaed in 1989 to serve the Coeman Beacon Pant. Currenty Coeman is the ony user of this ine. The faciity has been meeting the State and Federa effuent imitations currenty in effect for bioogica oxygen demand and tota suspended soids. The faciity currenty incudes a Lift Station, Headwork s Buiding, Common Wa Extended Aeration System, Aerobic Sudge Digestion and UV Disinfection Faciity. The design popuation equivaent is 4,850 with a design fow of 0.5 miion gaons per day (MGD), current fow is at approximatey 0.18 MGD. Incuding future growth capacity the sewer pant is currenty capabe of handing panned future popuation expansion. Private firms hande soid waste in Maize and the surrounding rura areas. These firms are not contracted by the city and the customers are bied directy. Soid waste is Maize Comprehensive Pan 2-10

18 coected once a week in residentia areas and up to three times a week in the business areas. Refuse is currenty haued to the Sedgwick County Transfer station. The City has a no burning ordinance in compiance with State and Federa air poution contro aws. The city provides once a month brush and imb pick up free to senior citizens. Physica Characteristics Cimate The cimate in the area is typicay continenta. Such cimate is characterized by arge daiy and annua variations in temperature. Winters are cod because air frequenty moves in from Poar Regions and asts from December to February. Summers are ong and ast about six months; spring and fa are fairy short. The warm temperatures provide a ong growing season for crops. The average winter temperature is 33.3 degrees Fahrenheit. In summer the average temperature is 78.9 degrees Fahrenheit. The average annua precipitation is inches. Of this tota, inches (73%) fas in Apri through September. The average seasona snowfa is 15.4 inches. On the average, seventeen days have at east one inch of snow on the ground. The snow does not usuay stay on the ground for more than three consecutive days. The prevaiing wind is usuay from the south, but in February it is from a northery direction. Average annua wind speed is thirteen mies per hour; it is highest in March and Apri. In summer the possibiity of sunshine is 77% and 61% in winter. Tornadoes and severe thunderstorms occur occasionay; the severe weather is usuay oca in extent and of short duration so that the risk of damage is sma. Hai fas during the warmer part of the year, but it is infrequent and oca in extent. Crop damage by hai occurs ess in this part of the state than it does further west. Soi Conditions Deciding which and shoud be used for urban deveopment is an important issue. In genera the sois that have good potentia for cutivated crops aso have good potentia for urban deveopment. A good understanding of sois is essentia for panning future and use and deveopment. Areas that are so unfavorabe that urban deveopment is impossibe are not extensive. Soi types within the city and their symbo are Banket sit oam (Ba), Carwie fine sandy oam (Cc), Farnum oam (Fb), Sheabarger sandy oam (Sa) and Taber-Drummond sity cay oam compex (Tb). Ba- Banket sit oam, 0-1 percent sope: This is a neary eve, we-drained soi, units are irreguar in shape and can range from 40 acres to severa hundreds acres in size. Typicay, the surface ayer is dark grayish brown sit oam about fourteen inches thick. The subsoi is sity cay about 32 inches thick. Water and air move through this soi at a moderatey sow rate, and runoff from cutivated areas is very sow. Avaiabe water capacity is very high. Natura fertiity in these sois is high and organic matter content is moderate. The surface soi can be easiy tied throughout a fairy wide range in moisture Maize Comprehensive Pan 2-11

19 content. This soi is good for farming and has good potentia for cutivated crops, hay, pasture and trees. It has poor to fair potentia for most engineering use. This soi is suited to corn, soybeans and sma grain to grasses and egumes for hay and pasture. The use of this soi for pastureand and/or hay and is effective in maintaining fertiity and good tith. This soi is we suited to trees grown as windbreaks and environmenta pantings. The soi is suitabe for buiding sites, but the moderate shrink-swe potentia and ow strength adversey affects construction. The soi has sight imitations if used for sewage agoons. Cc-Carwie fine sandy oam: This neary eve somewhat poory drained soi is on upands. Water and air move through this soi at a sow rate, and run off is sow or ponded. Uness drained, the water tabe is at or near the surface for short periods during winter and spring. Avaiabe water capacity is high. Natura fertiity is medium and organic matter content is reativey ow. When the sub-sois become saturated, however, the surface ayer is sow to dry and fiedwork may be deayed. This soi has good potentia for cutivated crops, hay, pasture, and trees. It has poor potentia for most engineering uses. This soi has poor potentia for buiding sites uness areas are artificiay drained and the cayey sub soi is stabiized. It acks sufficient strength and stabiity to support vehicuar traffic, but this can be overcome by strengthening or repacing the base materia. This soi is not we suited for septic tank fiter fieds because of wetness and sow permeabiity. If sois are used for sewage agoons, onsite evauation is needed because the stratum may be too porous beow a depth of 60 inches. This soi has severe imitations if used for recreationa purposes. Artificia drainage is needed to aeviate surface ponding. Fb- Farnum oam, 1-3 percent sopes: This is a genty soping soi and is typica in upands. Water and air move through this soi at a moderatey sow rate and runoff is sow. Avaiabe water capacity is high. The soi has good potentia for cutivated crops, hay, pasture and trees and poor to fair potentia for most engineering use. This soi is suited to sma grain, sorghum, soybeans, and corn and to grasses and egumes for hay and pasture. Minimum tiage and winter cover crop residue to the soi or reguary adding other organic materia improves fertiity, reduces crusting, and increases water infitration. This soi is we suited to trees grown as windbreaks and environmenta pantings. The soi is suitabe for buiding and site deveopment but has severe imitations for onsite waste disposa. It acks sufficient strength and stabiity to support vehicuar traffic. The sow percoation rate is a probem if the soi is used for septic tank absorption fieds, but this can be overcome by increasing the size of the absorption area. Excessive seepage from sewage agoons can be prevented by specia treatment to sea the bottom agoon. This soi has sight to moderate imitations for recreationa use. Maize Comprehensive Pan 2-12

20 Sa- Sheabarger sandy oam, 1-3 percent sopes: Convex ridge tops, knos and uneven side sopes characterize this soi. Water and air move through this soi at a moderate rate and the run off from cutivated areas is medium. Avaiabe water capacity is moderate. These sois have good potentia for cutivated crops, hay, pasture, and trees. It has good potentia for speciaized crops such as meons and vegetabes, if irrigation water is avaiabe. It has fair to good potentia for most engineering use. This soi is suitabe for buiding site deveopment and for on site waste disposa if proper design and proper instaation procedures are used. Excessive seepage from sewage agoons can be prevented by specia treatment to sea the agoon. Simiar treatment is needed in pond reservoir areas. This soi has a fair potentia for road fi because of ow shear strength. It has sight imitations if it is used for recreationa purposes. Tb- Taber- Drummond compex: These sois are 30-40% Taber sois, 30-40% Drummond sois, and 10-20% Farnum sois. The Taber sois are typicay on sma ridges and Drummond sois in sma depressions. The Farnum sois are on the same genera andscape but occupy narrow, convex ridges in paces. Permeabiity is very sow in the Taber and Drummond sois. Runoff is sow to very sow. Avaiabe water capacity is moderate. These sois shrink and swe markedy upon drying and wetting. These sois are good for cropping sorghum, wheat and afafa. These sois are not we suited for cutivated crops because of sainity. If buidings are constructed on these sois, foundations and footing shoud be designed to prevent structure damage caused by shrinking and sweing. Artificia drainage shoud be provided around the buiding to keep the sois from becoming saturated. Loca roads shoud be graded to shed water, and suitabe base materia shoud be haued in from outside the area. Sanitary faciities shoud be connected to commercia sewers, or sewage shoud be piped to adjacent areas that are suitabe for agoons. The sois have moderate to severe imitations if used for recreationa purposes. Water and Minera Resources The area has an abundant suppy of ground water due to primariy recharging from the surface water of creeks, the Litte Big Sough, and the Arkansas River. The suppy and quaity of water in most parts of the area is suitabe for irrigation. Oi and gas production is not generay found in this area. Woodand The natura woodands in Maize are ocated aong creeks, the Arkansas River, and in sheterbets. Woodands provide visua reief and can serve as buffers between and uses. Woodands hep maintain the quaity of air, reduce soi erosion, and provide habitat for widife. Woodands aso hep maintain water temperatures at eves capabe of supporting natura aquatic habitat. Woodands shoud continue to be maintained for these objectives. Topography and Drainage Topography and drainage infuence the ocation and design of many pubic faciities. Maize Comprehensive Pan 2-13

21 Drainage north and east of the city is to the Arkansas River, Litte Sough, or Big Sough. A high point of and ocated south of Centra Avenue affects drainage to the south and west. The genera drainage pattern across the city is in a northeastery direction. The drainage pattern sometimes is a factor for determining the ocation of city boundaries. Land Deveopment Reguations Maize is authorized to prepare and administer and deveopment reguations according to the panning and zoning enabing egisation in et. seq. of the Kansas Statutes. The city currenty has adopted both zoning reguations and subdivision reguations. Subdivision Reguations The Kansas Statutes authorize the Maize Panning Commission to prepare and administer subdivision reguations foowing the preparation of a comprehensive pan, subject to a forma ordinance approva by the City Counci. The reguations may be appied up to three (3) mies from the city boundaries in unincorporated areas of the county, but no more than haf the distance into these areas where another city shares the same jurisdiction, provided the commission has appropriate representation from unincorporated areas. The statutes authorize the Maize Panning Commission to address the foowing in the subdivision reguations: (1) efficient and ordery ocation of streets; (2) reduction of vehicuar congestion; (3) reservation or dedication of and for open spaces; (4) off-site and on-site pubic improvements; (5) recreationa faciities which may incude, but are not imited to, the dedication of and area for park purposes; (6) food protection; (7) buiding ines; (8) compatibiity of design; (9) stormwater runoff, incuding consideration of historic and anticipated 100-year rain and snowfa precipitation records and patterns; and (10) any other services, faciities and improvements deemed appropriate. K.S.A (b). These eements are a critica ong-range panning eements that impact the growth patterns, deveopment patterns, and function of a community regardess of and uses and designs that occur within these patterns. Maize s current subdivision reguations address many of these topics. However, most of the design standards are very genera or non-specific, eaving much of the detaied community design to the proposas of individua deveopment projects. This can resut in most projects being designed with an inward focus, imited to the needs of specific sites, and not necessariy ensuring that deveopment fits into the ong-range pans of the Maize Comprehensive Pan 2-14

22 community. The adoption of updated Subdivision Reguations wi ensure that the ongrange panning goas of the City of Maize are achieved. Zoning Reguations The Kansas Statutes authorize the Maize City Counci to prepare and adopt zoning reguations, based upon recommendations of the City Panning Commission. The reguations are to fufi the purposes of the panning and zoning enabing egisation, and zoning decisions are presumed reasonabe when in accordance with the comprehensive pan. The zoning reguations address most aspects of the use and design of buidings, and, and open spaces, and divide the city into districts of different character or characteristics. Maize s current zoning reguations incude five districts, primariy differentiated by the use of and within the district. These districts are grouped into the three conventiona and use categories residentia, commercia, and industria and focus on buffers and setbacks separating uses and ots as the primary mechanism to ensure compatibiity and avoid potentia conficts or undesired impacts. The residentia district focuses on ony three primary housing types ow-density detached houses, dupexes, and ow-density apartments. Current deveopment trends are demonstrating a need to accommodate a far wider range of potentia and uses, and aso the need to integrate them with a higher degree of community design as opposed to simpy separating them through distance and buffer requirements. This has necessitated the adoption of an entirey new set of Unified Zoning Codes that wi more thoroughy address the changing deveopment character of the City of Maize. Maize Comprehensive Pan 2-15

23 Chapter Three Future Direction Introduction Chapter Three Future Direction states the ong range vision and goas of the Maize Comprehensive Pan. In addition, the chapter discusses the correation between the recommended deveopment pattern, and use, and zoning districts. Coectivey a of these components create a deveopment framework to guide the future growth of the community, and work toward achieving the vision of the City of Maize. Vision A vision outines what our community wants to become. It is inspirationa yet abstract. The vision set forth and adopted by the Mayor and City Counci is: Through the integration of its popuation into every aspect of quaity education, civic improvements, community appearance, commerce, and recreation Maize sha preserve its sma town atmosphere and become the best sma city in Kansas. Goas The vision is comprised of a series of goas. Each goa addresses a specific area of focus regarding the community s future. The Panning Commission, City Counci and residents of Maize coaborated to deveop the seven (7) goa statements representing the Maize vision. The goas are: Goa 1 Promote Community Education and City Government Awareness Goa 2 Revitaize Economic Growth and Deveopment Maize Comprehensive Pan 3 1

24 Goa 3 Improve Recreationa and Cutura Activities Goa 4 Ensure City Infrastructure Remains Capabe of Supporting Future Growth Goa 5 Set Vision for the Future and Continue to Improve Services to Residents Goa 6 Increase Resident, Business, and Nonprofit Group participation in Community Improvements Goa 7 Improve the Quaity of Life Whie Preserving the Sma Town Character and Lifestye of Maize Deveopment Patterns Deveopment patterns hep shape the scae and character of a community. This pan identifies six (6) distinct deveopment patterns that support the vision of Maize. The six deveopment patterns incude Center, Neighborhood, Rura Residentia, Agricuture, Corridor and District. Center Centers are strategic and concentrated activity areas, typicay ocated in the midde of a radia deveopment pattern. A center is designed as a destination that serves the intersecting roadway corridor and the immediatey adjacent neighborhoods. A center has the highest eve of intensity out of the six deveopment patterns. A center shoud be pedestrian oriented. Centers may occur in a wide range of sizes and intensity of uses; however, Centers are typicay mixed use and comprised of either higher density residentia and/or some type of retai, entertainment, or empoyment component that serves the surrounding neighborhoods. Neighborhood Neighborhoods are designed as areas within the community that contain primariy ow and medium density residentia, but can aso incude appropriatey scaed support uses such as recreation and education. Neighborhoods typicay rey on Centers or Districts in immediate proximity and within waking distance for other support uses such as some forms of retai or empoyment. Neighborhoods coud incude a centra community feature serving as its foca point and gathering pace such as a park, schoo, or commercia node with the majority of residents ocated within waking distance of this feature. The neighborhood deveopment pattern seeks to preserve the sma town character of Maize that residents currenty enjoy. Maize Comprehensive Pan 3 2

25 Rura Residentia Rura Residentia is designed to transition the community from residentia neighborhoods to rura areas in and around the city. Rura Residentia consists primariy of arge ot deveopments, and can incude some sma farms and more agricuture areas. Rura Residentia areas do not enjoy neary the amount of connectivity or eve of service of Neighborhoods, as efficiencies for the necessary pubic and private investment can not be achieved in this ow intensity deveopment pattern. However, innovative techniques such as custer deveopments or conservation subdivisions may provide the same efficiencies and amenities of a Neighborhood, whie sti preserving the ow intensity character that aows Rura Residentia areas to serve as a transition to the Agricuture deveopment pattern surrounding Maize. Agricuture The Agricuture deveopment pattern is a defined area within or adjacent to the community that contain agricutura and uses typicay greater than 40 acres in size. The pattern incudes prime agricutura and or areas where growth and deveopment can not efficienty be served by high eves of pubic infrastructure for the foreseeabe future Corridors The Corridor deveopment pattern is inear in nature, typicay foowing a major roadway. The width of a Corridor is narrow, typicay extending ony two or three parces away from the roadway. Corridors can be comprised of varying and uses such as retai/office commercia, urban residentia or recreation. However, appication of a singe use for a defined section of the corridor is preferred. In addition, the minimization of curb cuts and the incorporation of sidewaks and bikeways are recommended. Districts The District deveopment pattern is reserved for those uses that due to their scae, intensity, or other characteristics and anticipated impacts can not be effectivey integrated into Centers or Neighborhoods, and therefore shoud remain separate. This pattern requires specific reguations or guideines for the individua sites, but may incude common themes or eements that tie the district together as a cohesive eement within the city. Buffers and setbacks particuary on the edge of the district where abutting ess intensive and uses, become important. A District can either be a singe use or a combination of the foowing uses: Residentia (manufactured home parks), Business (regiona scae), Industry, Recreation (entertainment compex), Education (arge campus), of Pubic/Semi Pubic (non service oriented). The Maize Comprehensive Pan has identified four (4) Districts abeed A D. Figure 3 A shows the ocation of the four Districts. District boundaries may be changed due to unforeseen market conditions, physica constraints or pan revisions. A Empoyment Center District A is ocated north of 53 rd Street, east of 135 th Street West, and is intersected by Kansas Highway 96. District A is the argest of the five districts and is reserved for the existing and future industria and major empoyment activities in Maize. The ocation is idea for deveopment of this type, having direct access to major highway Maize Comprehensive Pan 3 3

26 and rairoad corridors. In addition, much of Maize s existing industria base is ocated in the area. B Pubic Schoo Campus District B is ocated at the northeast corner of the 119 th Street West/45 th Street Intersection. The District B site is currenty occupied by the Maize Schoo District s main educationa campus. The Maize Comprehensive Pan recommends that District B remain an educationa campus and that specific guideines and reguations be deveoped due to the high number of students and empoyees that routiney occupy the District. This arge infux of peope and the potentia for further growth appies pressure to the road network, utiities, and adjacent uses. C Retai Center District C is ocated east of Maize Road and northeast of Kansas Highway 96. District C has direct access and visibiity from K 96, and the District is not adjacent to any existing residentia neighborhoods. Because of these characteristics, it is recommended that District C be designated for future retai deveopment that is proposed in Maize. Regiona shopping and entertainment attractions such as shopping centers, big box stores, movie compexes, etc., shoud be ocated within District C. This wi ensure that the sma town characteristics of existing Maize neighborhoods are preserved and not encroached on by these more intense regiona services. D Civic/Higher Learning Campus District E is ocated at the northeast corner of Maize Road and 37 th Street continuing east aong 37 th Street. District E is the future site of the new western metropoitan campus of Wichita State University (WSU) and aso the proposed new Maize City Ha. District E recommends that a prominent civic/higher earning pubic space be designed between the two faciities. A pubic space connecting the two faciities that incorporates potentiay a water fountain, retention pond, andscaping, benches, ighting, etc., woud act as a foca point for the community. Resuts from previousy conducted community surveys indicate that many residents woud ike for Maize to have a pubic city square. This pubic space between WSU and the future city ha coud serve in this capacity. Maize Comprehensive Pan 3 4
