2 Laguna Lakes CDD Premier District Management Field Management Report Site Inspection on 11/13/ Lake Management: a. Lake Maintenance: The lakes overall were in good shape this month. Torpedo grass and alligator weed have been heavily treated, lake levels are normal for this time of year and algae was present in a few lakes. Additional lake maintenance details are below. b. Dissolved Oxygen (DO) Tests: i. All lakes that were tested are doing well with their dissolved oxygen levels. Any reading over 2.00 is considered to be healthy and stabilized. Environmental factors such as temperature, wind, sun or clouds can cause changes to occur. Next tests are scheduled for April ii. Lake quality testing is currently being completed by Lake Masters. c. Littoral Plants: Alligator flag is continuing to grow along Lakes 1 & 2. This plant can get very dense along the shorelines blocking views of the lakes. We ll have Lake Masters kill it off before it ends up like the bulrush. 1
3 d. Shoreline Weeds: i. Torpedo Grass in Lakes: 1 thru 5. Low presence. Most areas showed signs of heavy treatment. ii. Alligator Weed in Lakes: 1 thru 5. Low to medium presence. Most areas showed signs of heavy treatment. e. Submerged Weeds: No concerns observed. f. Algae: i. Filamentous algae was observed around Lakes:1, 4 & 5. Low presence. ii. Planktonic algae was observed around Lakes: 1. Low presence. g. Fish: No issues observed this month. h. Trash: Multiple pieces of screen were observed floating along the lake banks along with multiple water bottles and tennis balls. A clean-up was completed on 11/13/17. i. Lake Fountains: i. All the fountain timers have been adjusted for daylight savings. ii. The timer for the fountain in Lake 1 keeps failing and needs to be replaced. A capacitor also appears to be failing and needs to be looked at. A work order has been submitted to Vertex. 2
4 Timer Capacitor j. Shoreline Landscaping / Signage: i. No issues observed with the recent bank repairs on Lake 1. k. Bulkheads / Rip Rap: No new issues observed this month. l. Lake Bank Erosion: As the water levels drop the existing washouts along Lakes 4 & 5 are becoming exposed again. Lake 4 Lake 5 3
5 2. Irrigation System: a. Pump Station: i. The housing door for the new irrigation pumps should be put back on for added protection. ii. Weeds around the old irrigation pumps need to be treated. b. Controllers: No concerns observed. c. Broken Risers were found at: i. 3 risers behind 9040 Paseo De Valencia ii. 1 riser behind Laguna Hills Drive iii. 1 riser behind 9280 Belleza Way d. Parts List as of 8/18/17. Inventory of Decoders, 23 ICD-100 single station decoders, 5 ICD station decodes 28 ICD station decoders and 0 ICD station decoders. NOTE; while installing the salvaged decoders, IS is finding that some of them are not working. All decoders are labeled, placed in zip lock bags and stored in storage bin at pump station. 3. Storm Water Drainage System: a. Roadway Catch Basins: No concerns observed, basins were clear of debris. b. Catch Basins Behind Homes: i. All grates were inspected and any debris found on top of them was removed. 4
6 ii. Three oak trees were removed from the berm behind 8830 Paseo De Valencia St. earlier this month to help with the drainage in this area. The removal has reduced the privacy barrier for the homeowner and so we are getting a proposal to fill in the open area with areca palms. c. Water Control Structure: No issues observed, the main outflow structure is debris free. d. Inter-Connect Pipes: All pipes currently submerged. e. Illicit Discharges: No issues observed this month. f. Spill Prevention: No issues observed this month. g. Maintenance Yard Inspection: No issues observed this month. 4. Perimeter Wall: No new issues were observed with the wall this month. 5. Perimeter Fence: No new issues observed this month. 5
7 6. Perimeter Landscaping: a. Exterior: Issues observed this month included: i. 1 dahoon holly tree was found uplifted and needs to be removed along the Bass Road berm. The tree has been marked with blue tape. We ll proceed with having it removed. ii. Minimal weed growth observed. iii. Multiple pieces of trash were observed along Gladiolis and Bass Roads. b. Interior: Issues observed this month included: i. After two letters and a phone call conversation with the homeowner the bird of paradise tree on the berm behind 8879 Spring Mountain Way remains present. The tree however appears to be slowly dying off so it may have been chemically treated. 6
8 ii. A second inspection was completed this month to verify which homeowners have removed their personal yard items (statues, solar lights, potted plants, etc.) from the CDD berm. About 65% of the original homes have already removed their items and another 8 new homes have added items to the berm. Letters will be sent out to all the homeowners informing them to remove their personal property off the CDD berm. A final notice will be sent to the homeowners that previously received a letter. 9 iii. Weed treatments were observed along the interior berms of Pebble Beach and Santa Barbara. c. Thick weeds were observed taking over the bougainvillea s behind the entrance monuments in Monterey. The weeds will choke out the bougainvillea s if not removed. 7. Non CDD Issues / Concerns Observed: No issues observed this month. 8. 10 10. Follow up & Upcoming event for November / December: a. Check with Irrigation Specialist on if they know who placed the dresser and bed frame within the pump station. Have items removed if no knowledge. Items have been removed by PDM. b. Monitor garden items on CDD berms. Second inspection completed and results are posted in Section 6. Sending out a second round of letters to the homeowners. c. Have Lake Masters kill of the alligator flag on Lakes 1 & Maintenance Technician Task List: Reported on 9/14/17: a. Conduct perimeter inspection for fallen vegetation and remove necessary items. Task completed. WO b. Remove 2 fallen trees on the south end of Lake 8. Task completed. WO c. Conduct a trash clean-up around the lakes. Task completed WO Reported on 10/11/17: a. Retrieve the No Fishing signs from Lakes 1 and 4 and stand them back up on the banks. Task completed. b. Remove any visible palm fronds or tree branches from the lakes. Task completed. c. Remove the 3 uplifted dahoon holly trees that have been marked with blue tape. Task completed. d. Remove the tree stakes that are no longer supporting the trees in Santa Barbara. Task completed. Reported on 11/06/17: a. Remove the uplifted dahoon holly tree along the Bass Road berm closer to the SW corner of the community. 9
