2 Port of the Islands CID Premier District Management Field Management Report Site Inspection on 10/10/ Lake Management: a. Lake Maintenance: The lakes were overall in fair shape this month. Water levels are average for this time of year, torpedo grass was the only shoreline weed observed and algae was hardly present. Additional lake management details are provided below. b. Dissolved Oxygen (DO) Tests: The next tests are scheduled for January c. Littoral Plants: No issues observed this month. d. Shoreline Weeds: Weed issues this month included: i. Torpedo grass present in Lakes: Low to medium presence within all of the lakes. (Treatment needed). Torpedo Grass e. Submerged Weeds: None present. f. Algae: Minimally present. g. Fish: No concerns observed this month. h. Trash: Multiple plastic bags were observed floating in the pond across from Wilderness Cay and Windward Cay. i. Lake Aeration: No aeration present. j. Shoreline Landscaping: No concerns observed this month. k. Lake Bank Erosion: No new concerns observed this month. 1

3 2. Roadways: a. Asphalt: Minor alligatoring observed along Newport Drive and Cays Drive. b. Potholes: No issues observed this month. c. Curbing / Storm Water Gutters: Damaged curbing was observed across from 285 Cays Drive. d. Street Signage: i. The L on the Hotel / Marina sign on Newport Drive is broken and should be replaced. ii. The Cays Drive entrance sign is rotting out and needs to be replaced. iii. The Eveningstar Cay sign is dirty and should be pressure washed / painted. Green algae is growing on it. 2

4 iv. The stop sign at the Cays Drive / Windward Cay intersection is being blocked by oak tree branches which is creating a potential safety hazard. The branches should be cut back. v. Crosswalk lines and bike path lines are fading throughout the community. Restriping them is recommended. e. Roadway Landscaping: i. Exposed irrigation lines were observed on one of the center islands along Newport Drive. The pipes should be buried to prevent damage to them. The island was just before Sunrise Cay. ii. No issues observed with the potted cantus at the main entrance. Exposed Irrigation Lines f. Roadway Lighting: No concerns observed. 3

5 3. Sidewalks: a. A raised sidewalk panel was observed in front of 172 Venus Cay. This is a potential tripping/safety hazard and should be grinded down. b. Two raised sidewalk panels were observed close to the Cays Drive & Wilderness Cay intersection. This is a potential tripping/safety hazard and should be grinded down. 172 Venus Cay Cays Drive / Wilderness Cay 4. Storm Drainage System: a. Catch Basins: Roadway basins that were inspected only had minimal trash floating in them. b. Water Control Structures (WCS): Besides for some minor vegetation growth around several of the water control structures no other concerns were observed. c. Culverts: i. Many of the culverts along Newport Drive have silt in them. One particular large culvert between Sunrise Cay and Evengstar Cay is 50% full. To ensure that the storm water management system is fully functioning it s highly recommended to have these cleaned out. 4

6 ii. Some of the concrete tops are damaged. One of the worst ones observed was located at 119 Newport Drive. These 119 Newport Drive 254 Newport Drive d. Drain Pipes: i. The small drain pipes in front of 158 Windward Cay are 90% clogged and should be cleaned out. The concrete gutter in front of the pipes also needs to be cleaned. ii. A headwall was found disconnected from a drain pipe that feeds into the lake just south of Stella Maris Dr. S. Before conditions get worst it s highly recommended to get this repaired. Headwall is located on the North side of the pond 5

7 e. Drainage Swales / Dry Detention Ponds / Banks: Areas that were inspected appear to be properly working. 5. Wells: Need a gate key to access / inspect Union Road and the well equipment. The inspection will mostly consist of verifying that the landscaping is being cut and that no trees have fallen across the road or onto the equipment. 6. Front Entrance Monuments: The following issues were observed this month. a. Main Monument i. The main sign is dirty and needs to be cleaned. ii. The tile roof is in need of pressure washing. If the ospreys are no longer using it for a nest, I would recommend removing all the dead branches. b. Side Monuments: Both monument walls are in need of a pressure cleaning. 6

8 c. Landscaping: The landscaping in front of the monuments isn t being maintained. Weeds were throughout the landscaping, shrubs aren t being pruned and several dead plants were observed. 7. Residential Complaints/Concerns / Work Order Requests: None reported this month. 8. Non CDD Issues Observed: A reclaimed water sign was found lying on the ground just behind the POI Realty building. 9. Fish/Wildlife Observations: Bass Bream Catfish Gambusia Egrets Herons Coots Gallinules Anhinga Cormorant Osprey Ibis Woodstork Otter Alligator Snakes Turtles Other Species: Ducks 10. CDD Project Updates: None at this time. 11. Completed events in October: a. Conducted initial site inspection with field technician on 10/10/ Water Treatment Plant Report: Will be included once Florida Utilities has taken over the management of the water plant. 7
