4 4 GUIDANCE NOTES CHURCH SECURITY Church security Every day te churches are likely to suffer from theft, vadalism or arso. This equates to a attack o oe i every four churches durig the course of a year. If at all possible your church should be left ope durig the day for those who wish to pray, or who wish to fid a place for quiet cotemplatio. Isurace ca provide moetary compesatio but ca ever compesate for the loss of part of a church s history. It is obviously better to reduce the risk of loss i the first place. Use the otes below to check the security of your church ad take actio if ecessary. Lockig up If at all possible your church should be left ope durig the day for those who wish to pray, or who wish to fid a place for quiet cotemplatio. It should also be ope for tourists ad other visitors with a iterest i historic buildigs who fid it very disappoitig whe a church is locked, particularly if they have travelled some distace. The presece of legitimate visitors will also help to deter those with a crimial itet. It is ot the policy of Ecclesiastical to ask for churches to be kept locked durig the day. There may be some cases where you have suffered repeated vadalism, theft or arso attacks where this is the oly optio ad occasioally we may oly be able to cotiue to provide cover if the church is kept locked. Hopefully, however, by followig these guidelies it should be possible for the church to remai ope for the use ad ejoymet of all. Whilst the church should, if possible, be left ope durig the day it should be locked durig the hours of darkess other tha for services or uless someoe is preset. If you ca, try to have someoe o duty i the church at all times by havig a rota of church sitters, or orgaise cleaig, grass cuttig ad other routie activities so that there is someoe i the church or churchyard for as much of the time as possible. Remember, however, that someoe left o their ow i the church could be at risk ad a meas of commuicatio such as a mobile telephoe should be available. Ask people livig earby to keep a eye out for aythig suspicious happeig aroud the church. Lock away as may valuable ad portable items as you ca. All silver items should be kept i a good quality safe. If possible keep brass ad pewter items i the safe as well. If there is ot room i the safe the lock them away i a secure area such as the vestry or tower. If you do ot have a suitable secure area the try ad create oe, such as at the bottom of the tower stairs, provided of course that you do ot cause ay obstructios from a health ad safety perspective. Small valuable oramets ad items of furiture ad furishigs should also be put away i a locked vestry, cupboard or safe whe ot i use. Coffi stools, chests ad ay item which ca be used i a domestic settig are particularly vulerable. If items caot be locked away cosider securig them to the floor or wall, which may ot deter a determied thief but may be sufficiet to prevet the more casual theft.

Arso Remember that arso is basically a security problem. If the church is ope durig the day, take the simple precautios described here regardig lockig up ad visits. Remove all uwated items that could be used to start a fire such as old ewspapers, cadles ad matches. Esure also that ay petrol for law mowers is kept away from the church. A automatic itruder alarm system will deter ot just thieves but arsoists as well ad will alert you to the fact that someoe is o the premises. See sectio etitled The prevetio of arso i churches for further guidace. Visits Most thefts ad damage occur whe the church is uoccupied. Churchwardes ad parishioers livig earby should make frequet irregular visits to the church. Aythig suspicious should be immediately reported to the Police. Safes Valuables, such as the commuio plate, should be kept i a safe or strogroom whe ot beig used for a service. We will be happy to advise regardig suitable types. All safes should be securely achored to the fabric of the buildig. See sectio etitled Purchase ad istallatio of safes. Keys These should be kept i the persoal custody of a resposible official or i a secure place away from the church, eg the parsoage house. Keys should ever be hidde i or aroud the church ad the umber of duplicates available should be kept to the absolute miimum. Safe keys i particular should ever be kept i the church. A register should be maitaied of everyoe who holds a key ad this should be updated aually. Ecclesiastical should always be cotacted prior to the istallatio of security devices i order for specificatios to be agreed. Time Locks A time lock device is ormally fitted to the fial exit door of the Church. It is activated at pre-set times for opeig & closig. These locks are ot a substitute for a traditioal lock ad key ad they should be oly used i exceptioal circumstaces. Whe such locks are istalled, it is recommeded that a church official visits the church every two/three days to esure there is o uauthorised activity beig udertake ad the church remais clea/tidy. It is importat to check for ay evidece of theft, fire, water or malicious damage. The lockig apparatus should be istalled ad maitaied as per the maufacturers istructios.

No alarm should be purchased without first takig professioal advice ad cosultig Ecclesiastical. Istallatio ad maiteace of a alarm system should preferably be udertake by a compay o the official list of recogised firms of ay UKAS accredited Ispectorate ad o the local police force list of compliat compaies, ad should comply with BS EN , accordig to the scheme described i PD The istallers should also be approved by Ecclesiastical. A premium discout may be available if a system is istalled ad maitaied by a compay o the official list of recogised firms of ay UKAS accredited Ispectorate. A ruler or some other meas of idicatig size should always be icluded i ay photograph. A video or digital recordig is a very quick ad easy way of makig a record of everythig i the church. Object ID checklist If possible, record details of atiques ad other valuables usig the followig checklist. This is to the recogised iteratioal stadard that police forces use to create databases of stole property. Closed circuit televisio (CCTV) CCTV permits the cotiual moitorig of a area usig cameras. These are usually liked to a digital recordig system or moitored by security persoel. Photographs ad security markig Should a theft occur, recovery is very much easier if adequate iformatio regardig the stole items is available. Photographs of all valuables ad portable furiture should be kept at oe of the Churchwarde s houses ad at the parsoage, i additio to the usual church ivetory, which should be as detailed as possible. Record details of all valuable items usig the Object ID Checklist, see right for details. Cosideratio should also be give to the security markig of valuable articles by Type of object What kid of object is it? eg paitig, sculpture, clock, mask. Materials & techiques What material is the object made of eg brass, wood, oil o cavas? How was it made? eg carved, cast, etched Measuremet What is the size ad/ or weight of the object? Roofs Exteral lead ad copperwork is particularly vulerable ad must be marked with SmartWater. Careful use of ati-climb paits ca make the thieves job more difficult. Ladders should always be removed to a secure place. This is particularly importat to remember whe work is beig carried out o the church. I the case of lead or copper roofig materials, cosideratio should be give to replacemet with less theftattractive material followig a theft. I some cases this is the oly practical solutio. This will deter thieves as well as makig the removal of stole articles more difficult. I the absece of gates cosider istallig security bollards to driveways to restrict vehicular access. Outbuildigs ad boiler houses Give some thought to the security of sheds, boiler houses ad ay other exteral storage areas. All too ofte these are overlooked, with a resultat loss of lawmowers, strimmers ad other equipmet. Esure the fabric of such structures is reasoably soud ad fit good quality padlocks ad lockig bars to doors. Lawmowers ad other valuable grouds equipmet should ot be kept i lightweight timber sheds. Petrol should be kept away from the church i view of the risk of arso. Exteral lightig A floodlight mouted o the tower or other high poit illumiatig the roof area acts as a deterret to the theft of roofig materials. This is particularly useful if there are occupied houses earby. Simple time switches are readily available ad lights ca assist i cotaiig geeral vadalism. Additioal security lights should be istalled aroud the church to cover vulerable areas. Some lightig systems ca be operated by passive ifra-red detectors which detect body heat. Protectio of widows Vulerable staied glass ad other widows should be protected exterally by wire grilles of copper, galvaised iro or stailess steel. Alteratively, clear-sheet polycarboate could be used, eg Lexa or Makrolo. See sectio etitled Protectio of staied glass widows. Advice The Police are happy to assist i prevetig thefts ad vadalism with helpful advice beig provided by Local Crime Reductio Officers. We ca help too, if required, through our expert local Isurace Cosultats ad Surveyors. If theft or vadalism does occur, the Police ad Ecclesiastical should be otified immediately. Eve relatively small fires geerate large quatities of smoke ad it is ofte damage from smoke ad the resultat cleaig costs that make up the major part of a arso claim. Whilst vadalism ad theft ca result i the ufortuate loss or damage of church treasures it is oly fire which has the potetial to result i the total loss of both the church buildig ad all its cotets. It is worth rememberig that ulike a accidetal fire it is the arsoist s deliberate itetio to set fire to the buildig ad to cause damage. They will be lookig, therefore, at ways of maximisig damage. Use the church as much as possible ad ecourage parishioers to iclude a walk aroud the church as part of their daily routies, such as while walkig the dog, visitig the shops ad eighbours. If possible have a rota of church sitters. Leavig a church ope durig daylight hours will ecourage geuie visitors ad will help to deter the potetial arsoist. Churches should, however, be kept locked durig the hours of darkess. Security lightig ad CCTV ca also act as deterrets to arsoists. Esure all widows ad doors are securely locked icludig outbuildigs cotaiig tools which could help a arsoist to break ito the church. Some churches will feel that they have o optio other tha to keep the church locked uless someoe is preset. Do whatever you ca to make it look as though the buildig is used o a regular basis. These ca easily be placed i stacks of plastic chairs or left burig uder combustible material ad have bee the cause of major fires. Rubbish ad combustible material must ot be allowed to accumulate. Bales of hay ad straw are ofte kept i church all year for use i the Christmas crib. This is a ideal material for startig fires ad should be removed. Polystyree blocks are ofte used as stoes for the costructio of the tomb i Easter gardes. This is a highly combustible material ad must ot be stored i the church. Wheelie bis should be kept well away from all buildigs, preferably i a locked compartmet. Esure all iteral doors are closed ad locked whe the church is left uoccupied. Iteral doors act as firebreaks ad prevet the spread of smoke from oe part of a buildig to aother. I oe example where a church hall was set o fire, the cost of cleaig smoke damage to the adjoiig church was may times that of completely rebuildig the hall, merely because the door betwee the hall ad church had bee left ope. Fire risk assessmet As the occupier of a buildig you have a duty to udertake a fire risk assessmet. The potetial risk of arso is a importat part of this assessmet. Look at how a fire may be started ad how this risk could be miimised by the reductio or removal of combustible materials or improvig the security of the buildig. Arso fires are ofte started iside orgas or uder altars. Look at ways i which these risks may be reduced. Orga eclosures should be kept locked if possible ad the space uder altars should ot be used for the storage of combustible materials. A record should be maitaied of the measures you have put i place to reduce the risk of fire.

Whilst this equipmet ca be extremely useful it is vulerable to theft. Physical security for electroic equipmet May churches use computer equipmet of some type. These are geerally portable, saleable ad therefore very attractive to thieves. Church computers are commoly either kept i the church/parish office, at the parsoage or at the home of aother church official. May churches use portable projectors ad sophisticated soud systems. These items, like computers, are most attractive to thieves. The physical security that we would ormally recommed would iclude: perimeter doors secured by five lever mortice deadlocks to BS If the equipmet is kept i a vestry i a otherwise ope church, the iteral vestry door should be similarly protected accessible opeig widows should be protected by key operated widow locks if possible, equipmet should be sited such that it is ot readily visible from the outside purchase receipts should be retaied or the model ad serial umbers recorded which will help the Police ad Ecclesiastical i the evet of ay theft electroic equipmet should be permaetly marked with a idetifyig ame ad postcode. Markigs should be promietly visible ad/or advertised to deter would-be thieves. Leased or reted equipmet should ot be marked without the prior agreemet of the compay cocered lockdow plates ad computer eclosure devices (preferably tested to LPS 1214 category I ad II) ca be used to secure computer ad acillary equipmet to desks/work surfaces projectors ad soud equipmet should be protected by security eclosures. Security of Laptops ad tablet computers Due to their highly portable ature, laptops ad tablets are eve more vulerable to theft tha PCs ad the followig security measures should be followed: uder ormal circumstaces do ot leave them uatteded eve for short periods if for some reaso a laptop or tablet has to be left uatteded the it should be secured i a purpose-built store/security cabiet or at least out of sight i a locked room they should ot be put dow whe i a public area the laptop or tablet should be etched with a idetifyig ame ad postcode. If the item is leased, the a check should first be made with the leasig compay they should ot be left i offices overight uless they are locked withi purpose-built storage uits or, as a miimum, i a locked filig cabiet Laptops should ot be put dow whe i a public area.

Avoid usig the equipmet i a public place make sure that back-ups of the iformatio are kept i a secure locatio ad ot i the carry case. Itruder alarm protectio for electroic equipmet It is strogly recommeded that, i additio to good physical security, a itruder alarm system is istalled where computers ad other electroic equipmet are i use. See sectio etitled Istallatio of itruder alarms. Backup data It is advisable to keep backup copies of data at aother locatio. This avoids icoveiece i the case of theft or fire. To comply with the provisios of the Data Protectio Act (see right), these should be securely protected. The Data Protectio Act The Data Protectio Act is iteded to protect idividuals agaist the misuse of automated systems. Details of iformatio held must ormally be declared by registerig with the Iformatio Commissioer s Office. There is a form specially desiged for small compaies ad systems. The eight Data Protectio Act priciples say: 1 Persoal iformatio is to be obtaied ad processed fairly ad lawfully. 2 Persoal iformatio is to be used oly for specified ad lawful purposes. 3 Persoal iformatio is to be used ad disclosed oly i accordace with those purposes. 4 Persoal iformatio held is to be adequate, relevat, ad ot excessive for those purposes. 5 Persoal iformatio held is to be accurate ad up to date. 6 Persoal iformatio must ot be kept for loger tha is ecessary. 7 A idividual is etitled to kow whether a user holds persoal iformatio about him or her, to have access to such iformatio ad, where appropriate, to have it corrected or erased. 8 Appropriate security measures are to be take agaist uauthorised access to ad accidetal loss of persoal iformatio. The data held o parish computers would ot ormally be a target for theft, but data might be stole with parish equipmet. Our Church Customer Services team o would be pleased to provide further advice. It is better to locate a safe out of sight i a locked area such as a vestry. Safe ratig Safes are give security ratigs by several orgaisatios as well as by the maufacturers. These techical ratigs are expressed, for coveiece, as a maximum overight cash holdig. It is ormal to allow valuables, such as the commuio plate, to te times the cash ratig. Thus a safe rated at 1,000 could hold 1,000 cash or 10,000 valuables or a combiatio of cash ad valuables which equates to the cash ratig (eg 500 cash plus 5,000 valuables or 700 cash plus 3,000 valuables etc.). Ecclesiastical ca supply a list of safes i curret maufacture which have a particular cash ratig. Fixig of safes The mai security value of a safe is that it substatially icreases the time that a thief has to sped i order to gai access to his target. It is therefore vitally importat that a safe caot be easily removed, which would allow the thief to work o it at his leisure. Safes must always be fixed i accordace with the maufacturer s istructios. This usually ivolves settig bolts ito cocrete i the floor ad the droppig the safe over the bolts ad securig with uts o the iside of the safe. Locatio of safes Safes are ot easy items to relocate so care should be exercised i choosig a place to site a safe. Some poits to cosider are: Security It is better to locate a safe out of sight i a locked area such as a vestry. Alarm protectio If the safe is located i a area covered by a itruder alarm this will provide eve greater protectio as it will substatially reduce the time the thief has available to work o the safe. Ease of use Check that the safe door has room to ope fully ad that there is sufficiet room for those who will use the safe to gai easy access. May safes ca be purchased with the doors hug either right or left. Floor stregth It is essetial to check that the floor i the iteded positio is strog eough to bear the weight of the safe. Secod-had safes May secod-had safes are perfectly acceptable ad may provide the same security as a ew safe with a substatial savig i cost. It is importat that secodhad safes are adequately recoditioed. Recoditioig should be carried out to the requiremets of the relevat British Stadard, BS Ecclesiastical ca advise upo the cash ratig for a particular secod-had safe. is o risk of the loss or uauthorised duplicatio of keys. As may church officers as ecessary ca have the combiatio ad the combiatio ca easily be chaged if there is a chage of persoel. The security of a safe is oly as good as the security of the keys or combiatio. Uder o circumstaces should keys or combiatios be kept o the same premises as the safe. A ivetory of who holds keys or combiatios should be kept i a secure locatio away from the safe. If it is suspected that key or combiatio security has bee compromised the the lock or combiatio should be chaged. The security of a safe is oly as good as the security of the keys or combiatio. Approval of safes It is importat that, before ay order is placed for a safe, the approval of Ecclesiastical is obtaied. Idetificatio of safes Safes are described by the maufacturer s ame followed by a model ame (eg Chubb Lichfield, Ta Cosort 2 etc). Keys ad combiatios May safes are available i either key or combiatio versios. There is o differece i security betwee the two lockig methods so the versio which most suits the user ca be chose. The advatages of a combiatio safe, however, are that there Fire ad data safes Security safes are ot ormally iteded to protect documets or computer records from fire although they will ormally provide some limited protectio. These otes provide a basis upo which to obtai comparative quotatios however a visit by a Ecclesiastical Risk Maagemet Surveyor will be required i order to approve ay specificatio prior to istallatio work beig carried out. Geeral Whilst a deterret to itruders ad helpig to miimise losses i the evet of a break-i their istallatio ca be usightly ad damagig to the fabric of heritage buildigs ad detectio devices will eed to be carefully selected ad istalled. As well as localised souders, itruder alarm systems should also icorporate remote sigallig to iform authorised persos of a itrusio to the premises. New alarm systems should be istalled to PD 6662:2010, BS 8243:2010, BS9263:2016 ad i accordace with the Natioal Police Chiefs Coucil (NPCC) Policy o Police Respose to Security Systems. Remote sigallig systems will cotact the alarm compay s alarm receivig cetre which is maed 24 hours per day. The alarm receivig cetre should coform to BS 5979 Category II or BSEN To comply with the NPCC Policy o Police Respose to Security Systems all itruder alarm systems istalled after 1 October 2001 ad those systems istalled prior to this date but which have subsequetly lost police respose must be capable of geeratig cofirmed alarm coditios. Whilst the NPCC Policy specifies three types of alarm cofirmatio, Ecclesiastical will require that the alarm be sequetially cofirmed uless otherwise agreed. Note where audible oly itruder alarm systems are istalled they will oly geerate a Police respose i the evet of idepedet third party corroboratio of a break-i ad the requiremets of BS8243 will ot apply. The system must be istalled ad aually maitaied by a compay o the official list of recogised firms of ay UKAS accredited Ispectorate ad o the local Police force list of compliat compaies. The istallers must also be approved by Ecclesiastical. A copy of the alarm compay specificatio must be set to Ecclesiastical for approval prior to givig istructios for the alarm to be istalled, or ay cotract siged. The specificatio must iclude cofirmatio by the alarm compay that sub-cotractors will ot be used or specify the extet to which sub-cotractors will be used. Sigallig Where the alarm has remote sigallig it should be to Grade 4 by oe of the followig methods: RedCARE GSM Dualcom GPRS G4 Ay other approved system of sigallig RedCARE GSM must iclude the Total Care maiteace service. I additio, there must be a exteral, selfactivatig bell which icorporates a strobe light. The bell must be situated well out of reach of the groud ad face the mai road, ad the housig must have o protrusios

Bells must be protected by mechaical or electroic meas agaist the isertio of expadig foam ad cofigured to operate istataeously. A iteral loud toe bell or sire must also be istalled. Detectio All exteral doors must be fitted with cocealed magetic reed switches. Space protectio must be used i all areas cotaiig moey, commuio plate altarware or other valuables. Cosideratio should be give to providig space protectio for the whole church. Sigle valuable items i a area which otherwise would ot be protected ca, as a alterative, be protected by magetic cotacts or vibratio detectors. Ay safe used for the keepig of moey or valuables should be withi a alarmed protected area. The alarm must be set at all times wheever the church is uatteded. Physical security I additio to the above requiremets for the actual alarm system, certai miimum physical security precautios must be take i order to qualify for the itruder alarm discout: all accessible opeig widows must be fitted with key operated widow locks. This refers to those widows which ca be reached without the aid of a ladder. If there is ay doubt whether a particular widow requires a key operated lock this ca be clarified by Church Customer Services team o all exteral doors must be fitted with a 5 lever mortice deadlock to BS 3621 or a heavy church box lock. Other forms of lockig may be acceptable ad ca be discussed with our Church Customer services team o Visitors Parishes should be aware that persos visitig the church will eed to be accompaied by a key holder i order to uset the alarm system. 19 CHURCH SECURITY GUIDANCE NOTES 19 Istallatio of floodlightig systems A large umber of churches have istalled floodlightig systems. This makes a feature of the church i the ight ladscape ad is also a great deterret to arso, theft ad vadalism. However, careful cosideratio eeds to be give to the desig of the system to esure it is safe ad ca be easily maitaied. Electrical istallatio All electrical wirig should be istalled i accordace with the Regulatios for Electrical Istallatios issued by the Istitutio of Egieerig ad Techology (IET), curret editio, plus ay formal amedmets uder British Stadard BS Oly electrical cotractors erolled with the Natioal Ispectio Coucil for Electrical Istallatio Cotractig (NICEIC), or members of the Electrical Cotractors Associatio (ECA) or the Natioal Associatio of Professioal Ispectors ad Testers (NAPIT) should be employed for work i churches. Registratio or membership must be o a Full Scope basis. Exteral floodlightig should be fed from a separate distributio board, switchfuse or circuit breaker which does ot feed ay other electrical services for the church. The system should be protected by Residual Curret Devices (RCDs). Whilst mieral isulated copper covered (MICC) cables may be used for wirig fixed to buildigs, armoured cables are the most suitable for use whe buried i the groud sice they will withstad movemet ad ca also be draw through ducts. Armoured cable should also be used where there is a risk of malicious damage. Sitig of floodlights Careful cosideratio should be give to the sitig of floodlights both from the poit of view of visitors to the church ad those who will have the task of carryig out routie maiteace. The locatio of floodlightig uits i the churchyard will add to the risk of visitors trippig over uless they are set completely below groud level. Floodlightig pits should be covered with metal grilles at groud level. Where floodlightig uits protrude above the groud they must be clearly visible ad the grass must be cut aroud them o a regular basis. The oe advatage of sitig floodlights at groud level is the ease with which they ca be maitaied. Sitig floodlights at a height will preset a risk to those who have to chage light bulbs ad carry out routie cleaig. A safe system of work will eed to be devised. This could mea the use of mobile elevated work platforms (MEWPs), portable scaffold towers or the securig of ladders to achor poits. Where floodlights are located o adjacet buildigs the use of a safety haress ad safety lies may be ecessary.

20 20 GUIDANCE NOTES CHURCH SECURITY Cosultatio Where lights are to be fixed to adjacet buildigs the agreemet of the owers ad occupiers will have to be obtaied ad permissio will eed to be grated if listed buildigs are ivolved. They may also have cocers due to potetial light pollutio. The local authority may be able to provide guidelies o this issue. Theft ad damage I the last few years there have bee several attacks to floodlightig systems i churches. Most attacks are icidets of vadalism, although some actual thefts have occurred. It is possible that the church may fid themselves liable for ijuries to visitors caused by broke glass or other damage caused by vadalism if it is ot repaired. If it is ot possible to locate above groud, the floodlights should be eclosed with high-quality theft-resistat materials, such as expaded metal or weldmesh grilles fixed to agle iro frames. Cables should either be buried or i metal coduit to protect them from damage. Maiteace All floodlightig istallatios must always be isolated for routie maiteace such as cleaig ad light bulb chagig. Isurace The curret Ecclesiastical church policy will provide cover for floodlightig ad exteral lightig ad security equipmet up to the limit specified i the schedule.

Geeral All exteral widows cotaiig staied, paited or egraved glass, must be exterally protected by stailess steel grilles or polycarboate sheetig which etirely covers the widow. I the case of polycarboate sheetig, care should be take to allow for vetilatio. Photographs It is importat to take photographs of all staied glass widows. Although a geeral shot of a widow is helpful, these ofte do ot provide sufficiet detail for a staied glass restorer. More detailed photographs are eeded. Heads, hads, draperies, ladscapes ad wildlife elemets are the most difficult to replicate. Cosider the lightig; esure that you photograph west widows i the morig ad east widows i the afteroo. All exteral widows cotaiig staied, paited or egraved glass, must be exterally protected to qualify for a discout. Istallatio The istallatio of such protectio is a specialised matter ad should oly be etrusted to a glazier or builder well experieced i istallig such protectio ad i workig o church buildigs.
