3 1. Welcome-Josh Lazarus, Committee Chair. 2. Approval of Meeting Minutes-April 12, Minutes of the meeting were approved as written. 3. Task Group Reports. Airshow Special Effects. Brian indicated that he had reviewed the ICA document for airshow special effects. He indicated that there are some components that are not in the scope of the ICA document that should be covered but that essentially the ICA document provided solid safety information that should be referenced in the 160/1126 documents. There was some question about whether or not the airshow special effects were proximate audience effects. It was pointed out that there was a need for proximate audience protection at least during loading and grounding of the planes. The task group will plan to meet to discuss the best way to handle this in the documents. Hybrid Flame Effects. Daryl indicated that some task group work had been done but that further work was needed and a conference call would be set up. The TG needs to look at how to classify the hybrid effects-possibly by how they are ignited. The TG also needs to determine if the hybrid effects fall within the scopes of 160 or Rachel suggested the TG look at some Canadian standards. 4. Old Business. a. Status of wording for annex material for hazards of smoke in Monona will draft language and circulate to the committee for review. b. Other issues/business from Committee members for upcoming revision. No further issues were brought up by committee members. 5. Public Inputs received for NFPA 160 and NFPA Nancy indicated that there were 8 public inputs for NFPA 160 and 7 public inputs for NFPA The preliminary public inputs are attached for committee review. These will also be sent out with the meeting agenda. 6. Scheduling First Draft meeting. The committee chair indicated that he felt an in person meeting may not be necessary due to the limited number of public inputs and committee revisions. Josh will plan to talk with task group chairs and make a decision on the meeting by mid to late August. 7. Adjournment. Meeting was adjourned at 2:00 PM.

14 Page 5 of 9 Public Input No. 8-NFPA [ Section No. 7.1 ] 7.1 When flame effects are used indoors, they shall only be used in buildings equipped with a properly installed and maintained automatic fire sprinkler system. 7.1 Testing and Evaluation Flame effects shall be tested to verify that they operate in accordance with their designs * Flame effects shall be evaluated to verify that spectators, performers, support personnel, and the operator are not exposed to a hazardous situation when the flame effects are activated as designed or anticipated On an interval acceptable to the authority having jurisdiction, flame effects shall be inspected for normal and safe operating condition and retested for operation as designed and anticipated Documentation of the testing and evaluation shall be permitted to be prepared by a third party acceptable to the authority having jurisdiction The documentation shall be made available to the authority having jurisdiction as a part of the application for approval of the effect.

15 Page 6 of 9 The use of flame effects in buildings without automatic fire sprinklers is well documented in the United States and other countries. Because the condition of existing building varies among jurisdictions, it represents an unacceptable risk to perform flame effects before people in buildings without automatic fire sprinkler systems. 23 Page 5 of 10 Public Input No. 7-NFPA [ Section No ] Portions of fire detection and life safety systems shall be permitted to be interrupted during the operation of temporarily installed pyrotechnic detection specific and limited to the pyrotechnic effects shall be permitted to be bypassed, only as required to prevent nuisance alarm during the operation of pyrotechnic effects when the following conditions are met: (1) Approval by the authority having jurisdiction and as defined on the permit application (2) Approval by the owner or owner's agent, venue operator or their agents (3) * Presence of an approved fire watch capable of directing the operation of all fire detection and life safety systems installed in the building (4) Sprinkler systems, waterflow switches, and manual pull stations initiating devices and fire alarm notification systems shall not be permitted to be disabled or bypassed. (5) System bypass shall only be performed by a licensed fire alarm contractor or an owner s representative as approved by the authority having jurisdiction. It is reasonable to allow disabling of fire detection devices that will detect smoke and flame produced by the indoor pyrotechnics and thus avoid nuisance alarm and unwanted evacuations. Areas not likely to be affected by the pyrotechnics should remain active. This proposal is to prevent the disabling of the fire alarm and detection features in areas that should remain active. Also, the permit application information is to include a justification for the locations to be without detection and the equipment should be disabled only as necessary for the performance duration using pyrotechnics. The owner and venue operator may not be the same entity. Revision to item 2 is to ensure that a responsible party has approved and has knowledge of the pyrotechnics. Temporarily installed is deleted because there are permanently installed pyrotechnics in this jurisdiction that need to comply with this section. Qualified individuals shall only be allowed to bypass fire alarm system functions to ensure that systems not associated with the pyrotechnics area are not affected.
