Item rate sealed tenders are invited for Annual maintenance contract of Fire fighting System (Hydrant system including operation staff, Fire alarm cum detection system, Automatic Co2 flooding system, sprinkler system, PA system) at MCI, Main BuildingSector -8, Dwarka, New Delhi.The Estimated cost of the work is Rs. 20,00,000/- (Rupees Twenty Lacs Only) based on prevailing manpower rates prescribed by the Govt. of N.C.T. of Delhi. The Earnest Money is Rs. 40,000/-(Rupees Forty Thousand Only) and the AMC is for a periodof 12months. Performance Security will be Rs. 1,00,000/-. 2. Fire contractor who have worked with various Government organizations and successfully carried out 1 / 2 / 3 works of amounting Rs.16 Lacs/Rs. 12 Lacs/Rs. 8 Lacs respectively or above in a single contract during the last five years. The tenderers are requested to produce proof of fulfilling above conditions along with self attested copies of GST registration certificate, PAN card, work completion certificates etc. as mentioned in Special terms & Conditions of the tender documents. 3. Tender forms can be obtained from the Council office on all working days between 11:00 a.m. to 3:00 p.m. up to 07/05/2018 on payment of Rs (Rs. Five hundred only) in cash or Demand Draft in favour of Secretary, MCI, New Delhi. Tenders may be submitted upto 11:00 a.m. on 08/05/2018 and the tenders will be opened on the same day i.e. on 08/05/2018 at 11:30 a.m. 4. Interested Firms may also log on Website downloading the tender form. 3 TERMS & CONDITIONS OF CONTRACT 1. SCOPE OF WORK MCI office Complex, Sector -8, Dwarka comprises of mainly two blocks. One is multistoried block having ground plus five floors with basement and other block known as Housing complex/guest House. The MCI complex is protected with complete sanitary, pumbling& Automatic Fire Alarm cum detection system (Conventional talk back system), sprinkler system, Automatic Co2 flooding system and Fire Hydrant system. There is one separate Fire Fighting pump room adjacent to underground water tank having electrically operated Fire Fighting main pump, Jockey pump, Diesel pump and electrical control panel for pumps / pump motors. To do fire fighting in case of any fire. A) Fire Alarm Cum detection system The following work/checks are required to be performed on regular basis and all the activities are to be recorded in the log book with date and time. 1. Monthly Checks:- a) Check the circuit of each zone from the panels. b) Check whether signals of fire and fault get transmitted from zonal panel to main panel. c) Performance check of the hooters should be done. d) Performance check of manual call points, smoke/heat detectors and Response Indicator. e) Checking of performance of battery of each panel. 2. Quarterly Checks:- a) Check circuit of each zone by actually disconnecting wire by removing a detector. b) Check fire circuits by actual smoke to one detector of each zone. c) Cleaning of all type of detectors with a cloth piece from outside. d) Each zone of Fire alarm and detection System should be checked with the help of smoke. 3. Half Yearly:- a) Clean all the detectors with cleaner. b) Performance of system and smoke to one detector before they are cleaned. c) Mock drill for evacuation of building should be carried out in every six month. 4 Above activities have to be divided on weekly basis for available number of smoke detectors so that all the detectors are checked for their performance and cleaned once in six month. All spare parts and consumables required in main/zonal control panels like resistance, capacitors, and all cords shall be repaired/replaced free of cost. The above list is suggestive only. The firm may carry out other checks also to ensure the system to be functional at all time. The spare parts & its fittings for fire alarm cum detection system shall not be in the scope of the firm. However, the contactor shall inform in writing about the replacement of any spare part and cost thereof which shall be paid extra by the Council. The spare parts replaced will be new & same/standard make. If any fittings like hooter, R.I., smoke/ Heat detectors, Manual call point, wiring etc., are beyond repairable at work site & needed to bring at firm workshop, firm has to provide substitute of fittings. As & when the parts are beyond repairable, firm has to replace with new one of same/standard make& the charges for the same shall be paid extra, on this account. Replacement of these mentioned parts shall be intimated by the firm to MCI in advance. In case of any fault or malfunctioning in fire alarm cum detection system, service engineer shall be deputed immediately & complaint shall be attended within 24 hours. The firm will be responsible for 24x7 hrs smooth functioning of the entire alarm cum detection system. In case of delay, in attending of the fault Rs. 500/- per day will be levied. Cleaning material / consumables such as duster, colin, spirit/ kerosene/ diesel, mop, sand paper etc. shall be provided by the contractor. Items mentioned in Schedule-IV is tentative & payment shall be made as per actual work done. B: Fire Hydrant System- The contractor shall deploy adequate manpower including relievers (at least the stipulated number) of experienced & qualified, trained personnel. The services of the personnel deployed at sites, shall be made available round the clock including Sundays and holidays. MCI will not be responsible for any overtime payments to the personnel deployed by the contractor for any reason whatsoever. Medical Council of India (4)

5 1. Working hours for O&M of Fire Hydrant and related System/ Services etc. will be round the clock, seven days a week. Adequate number of personnel (Minimum 2) required to be deployed by the contractor in suitable shift duties. 2. The contractor will provide Operation & maintenance services and will carry out day to day operations, repairs and maintenance of the entire systems/equipments including supplying, fixing, installation of spare parts/materials/consumables cabling, pipes, etc., as and when required, to ensure smooth, trouble/ disruption free functioning of the all systems and equipment installed during the tenure of the contract. All the routine, preventive maintenance, overhaul, breakdown maintenance etc. are included in the scope of works. All spares/ consumables etc. must be of standard make and conforming to ISI/BIS specifications. Further services of fire men and related services should be in accordance with the Standard Fire Service requirements for high rise building. 3. B & C Check and other Maintenance job of Diesel Pump set as prescribed in the maintenance manual, is to be got done from company s authorized dealer including recommended parts/consumables, oil etc. Prior intimation should be given to MCI, before getting the above jobs and replacement of spares etc. 4. All systems/equipments would be operated as per mutually agreed programmes. The contractor should maintain proper entry and upkeep of relevant log books/registers in physical and shall also maintain complaints register, and work done reports to the satisfaction of Engineer-I/C 5. Routine Preventive Maintenance Schedule: The Contractor would also prepare a Preventive Maintenance Schedule of all the systems in compliance with the manufacturers recommendations. Brief schedule provided, may be modified to improve further. The contractor shall also maintain Fire Fighting system history card giving full details of equipment and frequency of check and overhaul. a) Maintenance: The contractor should follow and carry out maintenance schedule briefed below in order to keep the system healthy for operation along with their connected equipment and accessories round the clock. b) Regular Maintenance: The contractor has to carry out regular cleaning of Pumps, Motors and equipment and connected accessories to maintain, repair/ replacement of the equipments& fitting etc. Checking of Pressure Gauges and current drawn by the motor. All the Valves & fittings to be checked at regular intervals. The contractor should ensure the water pressure within (as per industry standard) in the all fire hydrants/ hose reel lines for all the times. Attending to general complaints related to fire fighting system, replacement of unserviceable items etc. c) Monthly Maintenance: The contractor should carry out internal thorough checking/ cleaning of Panels, pumps, gate Valves & NRV s etc. and confirming the proper functioning of the system. To check motors mounting bolts for proper tightness. To check motor & pumps for alignment and to rectify them in case of misalignment. To repair pump gaskets and valve gland packing, gaskets, etc., as required. To lubricate and grease motors/ pumps bearings as and when required. To Medical Council of India (5)

6 replace tyre-coupling of pump sets in case of its break down or as and when required. Spares of all motors-pumps, other related accessories required for the complete system will have to be arranged by the firm except electric supply. d) Quarterly Maintenance: The contractor should carry out servicing of Pumps, Panel, Valves, NRV etc. Major testing and other parameter checks as required for the electrical installations like electrical Panel & Motors and other electrical installations. The contractor should maintain proper records of tests. Oiling/ greasing of motors, etc. Testing and draining out of the system. e) Diesel Engine Pump Set: Daily: i. Check previous day s engine log book. ii. Drain water and sediment from fuel tank and fuel filter through drain cock iii. Check engine oil level and top up, if necessary. iv. Check for fuel, oil water and exhaust leaks. v. Fill radiation/surge tank with treated water (chromate-concentration ppm.) vi. Check air cleaner oil level and change oil, if required (if oil bath type) clean dustpan and pre-cleaner of dry type air-cleaner. vii. Check air-line connections for leaks. viii. Remove and clean air compressor breather, if equipped. ix. Drain air-receiver tank at the beginning of each shift and then close the drain cock. x. Clean crank case breather. xi. Check oil level in hydraulic governor, if provided. xii. Start the engine and note the oil pressure both at idling and maximum rpm. xiii. Record oil-pressure. xiv. Top up fuel tank at the end of the shift. xv. Cleaning of the Diesel Pump Set. xvi. Checking of battery and battery charger, e.g., electrolyte level, terminal conditions, etc. xvii. Maintaining of Log Book for `A Check, `B Check and Diesel consumption. The firm shall be responsible to provide necessary stationery, diesel & lubricants for DG Set / entire system. 6. Regular servicing/maintenance of hose box, hose reel, delivery hoses etc. 7. Any water leakage in any pipe lines to be repaired by firm and is covered under the contract. 8. The contractor should report any defects in fire fighting system, connected equipment, accessories immediately and arrange for rectification of the same. 9. The contractor will organize necessary training to the staff deputed by MCI. 10. The contractor will carry out day and night patrolling. Medical Council of India (6)

7 11. The contractor shall assist MCI to maintain liasioning with Fire Services or any statutory body on behalf of MCI from time to time to get any permission, licenses, permit etc. as required. 12. The contractor will maintain an inventory of critical spare parts /consumables etc. (at MCI premises) for the purpose of corrective and preventive maintenance and submit the list. 13. The Contractor shall, without limiting his or the Employer s ' obligations and responsibilities will be responsible for fire safety and to carry out fire fighting in case of any fire and precautionary measures from fire point of view. The contractor will be responsible to conduct periodical fire drills from time to time as per norms or as per the direction of the Council. 14 In case of any complaint regarding non-fulfilment of any obligation under the contract, the MCI reserves the right to withhold payment of the contractor, and out of such amount, including the security deposit can make such payment to another agency at their risk & cost as it may consider necessary for smooth and unhindered working of the system. 15. The contractor shall get Insurance Cover/PF registration and submit copy of the same before release of payment. Operational Staff/ Manpower Requirement for Fire Hydrant system Sl. 8 system/equipment. NB: - The contractor has to provide I-card & PPE etc. to the manpower deployed at Complex. Cleaning material / consumables such as duster, colin, spirit/ kerosene/ diesel, mop, sandpaper etc. shall be provided by the contractor. C: Fire extinguishers- CO2 cap. 4.5, 9.0 & 22.0 Kg., ABC/DCP cap. 10 & 50 Kgs., Mechanical foam cap. 9 liters, fire-extinguishers are kept at different location of MCI main building & Housing Complex and only operation & record maintaining of these portable equipment will be in the scope of the firm. Refilling of these extinguishers will be got carried out by MCI separately. 10 Note: Any equipment/device/wiring/panel etc. which is not indicated in the above list, but forms part of the overall system, shall be deemed to be included in the scope of work. The contractor may inspect the building/premises thoroughly, before quoting for the work. The contractor should physically inspect the entire systems which are to be covered under contract and also to make an assessment of the average consumption/spares, cost of operation staff, maintenance charges etc., before quoting their rates. 2. Terms & Conditions 1. It is responsibility of the contractor to provide PPE s and other safety equipment / provisions as per relevant safety codes and abide by all labour laws, fire and statutory regulations, means of conveyance & communication to his resources 2. Payment Terms:Payment shall be made for the work done on quarterly basis. Payment for the preceding quarter shall be made by the MCI on succeeding quarter on submission of the bills by the contractor. Medical Council of India (10)

14 Special Terms and Condition:- 1. The work should be executed as per IS specification mentioned in the items % Income tax shall be deducted from the gross amount of the bill. 3. The bidder has to furnish Performance Security amounting to Rs. 1,00,000/- which shall not earn any interest and will be refunded after successfully completion of the contract. 4. The rates are inclusive of all levies and taxes, nothing will be paid extra. 5. The AMC shall be initially for a period of 12 months and can be extended for another 12 months as per mutually agreed terms and conditions. 6. Copy of definite proof from the appropriate Govt. authority which shall be to the satisfaction of the competent authority of having have successfully completed similar work i.e. firefighting work comprising of hydrant system/down comer system, sprinkler system, fire alarm system, PA system, Automatic Co2 flooding system, refilling of fire extinguishers etc. or have carried out Operation and Maintenance of firefighting system comprising of hydrant system/down comer system, sprinkler system, fire alarm system, PA system, Automatic Co2 flooding system, refilling of fire extinguishers etc. during the last seven years prior to the date of calling of this quotation. Copy of definite proof from the appropriate Govt. authority which shall be to the satisfaction of the competent authority of having have successfully completed similar work (mentioned above) i.e. either one work of 80% of the estimated cost, two works of 50% each of the estimated cost or three works of 40% each of the estimated cost during the last seven years prior to the date of calling of this tender. 7. Makes for fire extinguishers, Hose Reel Drum, Landing Valve, RRL Hose, Branch pipe, Fire Brigade suction, Four Way etc. firefightingequipments, are Lifeguard. Makes for Fire Pump Room Control Panel, Co2 flooding control panel, sprinkler annunciation panel & fire alarm/repeater panels are AGNI SURKSHA(ASES), Tenderer must be OEM or distributor of these makes. Proof in this regard be submitted. 8. The firm must submit photo copy of ESI/PF registration documents issued by Govt. of India while submitting the tender. 9. The contractor shall also submit photo copy of the GST Registration certificate 10. The contractor shall have proper sales office and well established service centre with Landline telephone connection in Delhi in this regard letter should be submitted along with the quotation. Free training shall be imparted for operation of fire extinguishers/fire Fighting System/fire alarm & PA system/co2 flooding system to the staff of the department by the agency to whom the work is awarded. 12. Copy of PAN Card may also be attached. 13. A Mechanical Diploma Holder/Fire Diploma Holder must be on the regular roll of the tenderer & proof in this regard must be submitted at the time of tendering. 14. The tenderer must not be debarred/blacklisted by any department either Govt. or private. An affidavit in this regard be submitted alongwith tender. 15. Average Annual Turn over of Last 3 years prior to the date of tendering must be 20 lacs. Proof in this regard be submitted duly certified by C.A. 16.
