3 INTRODUCTORY LETTER Dear Mr. de la Vergne, Thank you for the opportunity to work with CADA on the restoration of this great neighborhood amenity and to continue our 15 year relationship with the. We are excited about this wonderful opportunity and are well prepared to assist CADA in moving ahead toward implementation of improvements to Roosevelt Park. Callander Associates has worked closely with the City to renovate similar park projects throughout Sacramento. While working with the City in the past, we have listened to their concerns regarding the challenges and goals in becoming a premier parks and recreation provider. Many of these challenges - reduced maintenance budgets, consultants providing quality design service on time and under budget and designing unique facilities are directly applicable to Roosevelt Park. Our team of park planning, design and construction specialists are committed to working through these challenges and sharing both the City s and CADA s goals. The Callander team brings many special qualifications to this project. 1. Experienced Team Lead. Dan Miller will be the project manager with my close and involved support as the principal in charge. Dan and I have worked together successfully for over 13 years and have become the office s expert park and recreation project team. Dan s recreate passion, can-do attitude and attention to detail are valuable assets that the and many other municipalities have come to rely on. He is also one of our top designers and has implemented many unique park designs. 2. Understanding of Public Park and Recreation Projects. Our practice is centered on public parks and recreation projects and our culture, systems and leadership are crafted around their implementation. You will find we will provide levels of service that exceed your expectations as we collectively address urgent and more complex public needs. The assets we bring include: * Ability to generate creative and meaningful designs based on the City and CADA s goals * Sensitive and unique approaches to sustainability on the project site * Ability to consistently and accurately estimate construction costs, and * Focus to stay within scope, schedule and fee of professional contracts. 3. Rehabilitation Project Experts. While many recent park projects in the Valley have been new projects, Callander has been the leader in the implementation of rehabilitation projects, not just in the Valley, but the Bay Area as well. These projects are unique because they require analysis of all the existing systems incorporating integration of new improvement needs. If not done properly, the design can expose the project to many unforeseen change orders and delays during construction. Our in-house safety auditors, arborists and certified irrigation designers augment our experience to give us the expertise to approach the analysis and design at Roosevelt Park. When complete, Roosevelt Park will become a centerpiece of the neighborhood that celebrates the values of the residents of the. 5 APPROACH TO COST CONTROL AND PROJECT MANAGEMENT Unrivaled Park Rehabilitation Experience. The Callander Associates Valley office primarily services the needs of the local community. City s have come to rely on us for our experience with park and playground rehabilitation projects. In many ways, rehabilitation projects are like complex puzzles. Many pieces are lost or hidden. Extensive investigation is needed early in the project to uncover the hidden pieces but the ability to also make educated assumptions about the lost pieces is necessary. Many unknowns on rehabilitation projects are the site utilities, irrigation system, design intent and construction practices. From Modesto to Fairfi eld, Callander Associates has developed literally dozens of plans for park rehabilitation projects. As no two projects are alike, our experience has been broadened by each successive effort. We are proud to count among our clientele many repeat clients including the City s of Fairfield, Modesto, West Sacramento, Sacramento, Stockton and El Dorado Hills. Witter Ranch Park: Cost Control. Getting quality design from the drafting board into the ground requires accurate construction cost estimating and thorough, complete bid documents. The majority of our projects are designed for the public sector, which are unique in that the nature of the public bid process often encourages bidders to underestimate the work required with the goal of recouping these hidden costs during construction. The need for clear, thorough bid documents therefore becomes critical in minimizing addenda, obtaining competitive bids, avoiding a contested bid and avoiding change orders during construction. Focus on Value. Opportunities to extract maximum value for every dollar spent will not be overlooked. We will explore these avenues with you at project inception. CMAS, performance specifications, and our creative approach to park feature customization are a few techniques that can be employed to stretch your spending dollar. Accurate Cost Estimates. Budget management comes down to keeping scope and budget in balance at all times which starts with having a real grasp of current pricing. Unit prices in our estimates are based on recent bid figures for similar work. A detailed line item estimate is prepared for every submittal. Jerome D. Barry Park: City of West Sacramento Typically Construction Budgets are Established Before a Design Contract is Awarded. We are committed that if the project does not bid within 10% of budget, Callander Associates will revise the drawings at no extra cost. We are willing to accept these terms in an agreement because we understand the importance of delivering on budget and have the necessary skills and expertise to do so routinely. All cost estimates are reviewed by Principals of the firm before they are issued. Costs are routinely verified against recent bid results and in conversations with contractors. 6 Project Management. Appropriately managed project budgets are the cornerstone to successful park projects! Whether funding appears to be generous or stringent, Callander Associates considers this task to be one of the most valuable services for our clients. During the course of these assignments, we consistently and intensively monitor and creatively incorporate the budget as a tool to place your project into public service. Scope, Schedule, and Budget Management. Callander Associates abides by one simple management rule, from one project to the next: Scope, Schedule and Budget management. First: develop a detailed and comprehensive scope of work which clearly identifies chronological tasks to be completed and project deliverables. This scope of work is corroboratively developed with the client, so that everyone is on the same page from day one. Then: develop a schedule with key milestones identified, monitor, and adjust as necessary throughout the process. Sutter s Landing Dog Park: As a result of the prior two steps, budget management becomes less of a challenge. Task and fees have been clearly identified up front while the schedule feedback ensures the project stays on track. Track any project from this simple directive and you have laid a foundation on which the entire process can be managed. It is an approach that has been proven with our on-call arrangements with municipalities like Sacramento, Woodland, and West Sacramento that have resulted in over 130 completed projects since Accurately forecasting and controlling the costs of park improvements, both for professional services and for construction improvements, is one of the critical values of our services. Callander Associates specializes in planning, designing and overseeing the installation of park and recreation facilities. It is what we do best. It s what we do on a schedule and within approved budgets. This is accomplished by: Orchard Park: Understanding the dollar limits, sources of funding and timing constraints Developing rough estimates for each design alternative; these estimates are based on actual quantities, even as this early stage Periodic verification of specialty construction items such as geotechnical options, utilities, parking, etc. being considered in the study Periodic discussion with local contractors on intangible issues, such as phasing, traffic control, and impacts on adjacent property Preparation of detailed estimates during the study preparation A constructability review, where warranted, for unusual construction items such as traffic impacts on adjacent neighborhoods Grant Funding Success. Callander Associates services on similar projects have also included formulating grant applications. Our grant packages may include detailed preliminary cost estimates, existing conditions photographs, project facts, construction phasing, and long-term goals finalized into a condense, graphically vibrant, and factually correct promotional package. Orange Community Park: City of South San Francisco Multi-phase rehabilitation project which included many successful grants to help bring the project from concept to implementation!

7 SUMMARY OF 5 COMPARABLE PROJECTS Historic McClatchy Park The hired Callander Associates to help revive the 4+ acres of active recreation areas at this historic park. With a history dating back to the early 1900 s, when the site served as an amusement park, the parks new design highlights that history using new modern elements with a turn of the century amusement park twist. Improvements include custom themed elements such as play structures, a water mister area, skate park, picnic pavilion, basketball courts, tennis courts, and a butterfly garden. When the City had an opportunity to take advantage of grant funding with a tight schedule we were able to assist the City by moving efficiently from design development level to preparation of 100% construction documents, for all $6 million worth of improvements, in just over one month. 12 Southside Park Universal Universe is an exceptionally accessible playground within the beloved Southside Park. Located in downtown Sacramento, Southside Park is at the heart of a culturally diverse neighborhood. The playground design is a whimsical take on the retro space theme depicted in TV s Buck Rogers. The theme of simplistic robots and space age metal is carried throughout the site. From the patterned playground surfacing depicting cartoon like spaceships, planets, stars and moons, to the play equipment designed to resemble spaceships navigating through the galaxy, the entire playground is linked by the use of curves, and repeating patterns and materials. To provide an interesting sensory experience, opportunities for touch, smell, sound and wayfinding were incorporated into the fabric of the playground. 17 Valley Oak Park Using the park master plan prepared by the City as a starting point, Callander Associates refined the City s concepts and prepared Construction Documents for this 9 acre community park. The City expressed a desire to integrate a valley prairie ranch feel into the park which was successfully achieved with custom playground details, planting design and through the introduction of prairie inspired details, materials and finishes. This park is packed with amenities to serve its community including: two western themed play areas, a large stone columned shade shelter, a rearing stallion misting water element, large and small dog park areas, tennis courts, a half basketball court, walking trail with exercise stations and a multi-use turf field. 28 Tabor Park City of Fairfield The existing 6 acre Tabor Neighborhood Park was in need repair due to years of use and vandalism of play equipment. Through workshops the conceptual plan was developed. Key topics of concern were visibility, access, play features, safety and green grass. Based on that input, a large grove of Eucalyptus Trees were removed as they posed a safety concern due to large limb drop and blocked views. Large earthen mounds were lowered and the play area was moved closer to the park entrance which provided better visibility into the play area. Only about a half of the park needed new irrigation due to changes in the paths, removal of trees and grading of the mounds which saved the City money. 35 ESTIMATED SCHEDULE AVAILABILITY OF STAFF The ability to meet aggressive schedules, often dictated by funding deadlines or construction windows, are critical to successful project implementation. Callander Associates employs multiple tools to ensure delivery. Chief among these tools is our staffing flexibility. With 23 design professionals, we can accelerate schedules if necessary or take on more work in response to unforeseeable conditions without adverse schedule impacts. Our staffing levels are complemented by a proactive approach to project management. We develop a detailed Gant chart-type schedule at the beginning of the project, update it on a monthly basis, and inform staff and resolve any significant implications to design during project development. Weekly reviews of project schedules, identification of critical path tasks and frequent communication with clients all help to assure that deadlines are met.
