1 Construction - One Week Look Ahead Public Works Capital Projects April 2, 2018 April 8, 2018 The following is a summary of Sarasota County construction, repair and maintenance projects that are expected to have an impact on local traffic or public areas during the one-week period beginning Monday, April 2, 2018 and continuing through Sunday, April 8, This summary includes all road or lane closures approved by the county engineer. Sarasota County Projects: Dory Lane Resurfacing: Gator Grading and Paving will be resurfacing a section of Dory Lane, south of Blackburn Point and west of US-41 next week. Work is expected to take 2 to 4 days. Art Powell, Project Manager, Ed Smith Stadium: Beginning October 9 and lasting for approximately 16 weeks, Prem. US began removing and replacing exterior floor coverings in the public walkway areas of the stadium. The work is being done in two phases, with the potential to complete all work in the first phase which concludes before Spring Training season. If necessary, the second phase will begin immediately after the Spring Training and last approximately 4-6 weeks. The new floor coating must be installed in relatively cool temperatures, so this work will be done at night. Flooring removal will be done in daytime hours, so this project with be around the clock, normally on weekdays only. Some limited stadium lighting will likely be used through the night time hours, but night operations will not generate any significant noise. Brad Gaubatz, Project Manager, Fruitville Initiative Stormwater Improvements: Gator Grading and Paving was tasked with the construction for this project. There 2 work sites as part of this project. Celery Fields: There were three (3) 60-inch reinforced concrete pipe (RCP) installed in the Celery Fields north of the observation mound. Excavation and installation of the pipes began on January 2, 2018 and was completed on January 18, Each pipe had a Tideflex Valve installed to prevent back flow to the by-pass canal. Work was competed on the valves at the beginning of March along with the trash grates. Some additional work is planned in the coming week to assure proper operation of the valves. East Road: A second site on East Rd. replaced two old metal culverts with (2) 42-inch concrete pipes under East Road between Fruitville Road and Rim Road. The installation of the pipes has been completed. The road is open at this time. Guard rail options are being discussed along with a possible barrier wall to help with the safety factor of the traveling public. Art Powell, Project Manager, Page 1 of 8

2 Landings & Riverview Lift Stations: This construction project contains five lift stations in need of rehabilitation and/or pipe work; Landings I, Landings III, Beneva/Webber, Golden Rod, and Riverview High School. Temporary traffic control measures will be in place where needed. Motorists are urged to use caution while traveling through these areas and be mindful of the work crews and equipment. Jason Brown, Project Manager, Mid-County Tax Collector Office: This project is located at 6100 Sawyer Loop Road in Sarasota (just south of Clark Road and on the west side of Sawyer Loop Road). The project is being managed by the County s Public Works (Capital Improvements) Department and will construct a new 10,770 square-foot office for the Sarasota County Tax Collector. When completed and operational, the project will feature a total of 24 customer service positions offering the full range of motorist services, tax services and other services provided by the Sarasota County Tax Collector. The nearly 6-acre site will also include a new practical course for driver s license testing, an after-hours payment drop-box, and a drive-thru window for expedited service. Construction site access is being handled from an access drive along the north side of the site, and minimal impact to traffic along Sawyer Loop Road is expected. Site construction and construction of the building pad are underway. Construction is scheduled for completion in very early 2018, and the operational opening is scheduled for early Spring of Daniel Lee Cruz, Project Manager, Phillippi Creek Septic System Replacement Program Area N, Phase 3: The Phillippi Creek Septic System Replacement Program (PCSSRP) was developed in 2000 to protect public health and to improve water quality in Phillippi Creek, by replacing individual septic systems and small private package waste water plants in many Sarasota County neighborhoods with central sewer service. Over 15,000 septic tanks will be replaced over the life of the project. Approximately, 200 residents will be connecting to central sewer in Area N3. Area N3 is being designed as a hybrid gravity sewer system with two smaller lift stations within the project area. Homeowners will connect to the central sewer system using a conventional gravity lateral rather than maintaining individual low-pressure units on each property, as originally planned. Award of the construction contract was April 25, 2017 to Spectrum Underground. The construction Notice to Proceed was given on May 23, Construction has begun and completion of the project was originally scheduled for March The contractor has fallen behind schedule and new estimates place completion to be approximately September Installation of sewer mains will take place on Webber Street this week beginning at Tanglewood and moving towards Lockwood Ridge Road. One eastbound lane will be permanently closed until the sewer installation is complete. This work is expected to take another 2 weeks. Work on the lift station on North Seclusion Drive and the station at Bermuda Brook on Tanglewood will continue. The contractor has asked that we reiterate the need for safety for the residents and all of those traveling in the areas under construction. There have been several instances of pedestrians and bicyclists entering the work zone to see the work being done. Please do not enter an active zone of construction. 3 Resurfacing Area O & P: Minor lane closures throughout areas O & P are expected over the next 2-3 weeks while crews remove and replace ADA ramps and associated curbing. Clean-up crews may also put up lanes closure for their work. Motorists are urged to use caution while traveling through the work areas and be mindful of the work crews and equipment. Robbin L. Levar, Project Manager Sanitary Manhole Rehabilitation: This construction project consists of cleaning, video inspections, and coating installations. The manhole rehabilitation will be in the Prestancia. Temporary traffic control measures will be in place where needed. Motorists are urged to use caution while traveling through these areas and be mindful of the work crews and equipment. Jason Brown, Project Manager, Sanitary Pipeline Rehabilitation: This construction project consists of cleaning, video inspections, and liner installations. The pipeline rehabilitation will be in the following Lift Station areas; Collins, Green Manor, Bob-O-Link, Post, and Antigua. Temporary traffic control measures will be in place where needed. Motorists are urged to use caution while traveling through these areas and be mindful of the work crews and equipment. Jason Brown, Project Manager, Siesta Key Master Pump Station and Forcemain Phase 3: The treatment plant is in the final stages of decommissioning. There may be some temporary odors and/or noises related to taking the plant permanently off-line. The master pump station is receiving partial flow from the treatment plant. During the month of March, the Contractor is scheduled to perform restoration work along Midnight Pass Road at the South View Drive intersection. The contractor will be working on Saturdays at the existing Siesta Key Waste Water Treatment plant during the month of March. Motorists and pedestrians in this area are asked to use caution as heavy equipment and workers could be active in the right of way periodically. Jack Gibson, Project Manager, Stormwater Pipeline Rehabilitation: This construction project consists of cleaning, video inspections, and liner installations. The pipeline rehabilitation will be in the following areas; Osprey Avenue, Downtown Sarasota, Englewood South, Whippoorwill area, Lockwood Meadows, S. Neponsit Drive, E. Rossetti Drive, Boulder Road. Temporary traffic control measures will be in place where needed. Motorists are urged to use caution while traveling through these areas and be mindful of the work crews and equipment. Jason Brown, Project Manager, Tuttle Avenue and 53 rd Street Road Closure: Stormwater operations is installing a 12 x18 pipe crossing under Tuttle Avenue and a catch basin on the west side, just north of the intersection with 53 rd Street. This work is scheduled to begin on Monday, April 2 nd and be completed by Friday, April 6 th Jordan Corby, Project Manager, Page 3 of 8

Jervey, Jr. Venice Public Library: The new library building has been designed as a hybrid model, exemplifying a blend of the latest practices in service delivery with more traditional services that remain relevant to the community needs. The library will offer lending, reference and youth services, public access computers, wireless internet access, information and educational programs, while serving as a community gathering space. The library is consistent with design and functionality requirements for libraries within the Sarasota County Library System and employs strategies to reduce energy costs and provide opportunities for installation of automation equipment for increased efficiency. Site improvements include a drive-through book return, more direct access into the library site and the addition of pedestrian walkways from parking areas for enhanced patron safety. This project is poised to achieve Certified status through the United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) program. Construction of this project began on November 1, 2017, and will conclude Fall 2018, with move-in and opening following soon thereafter. The existing Venice Public Library Patron parking Lot at 305 Nokomis Avenue South will be partially closed from November 1, 2017, for the duration of construction. A portion of the parking area will be secured with construction fencing and screening and will be used for construction offices, storage, and worker parking. Kim Humphrey, Project Manager, Tree Maintenance: Mission Valley Boulevard: From Mission Valley Boulevard to Capistrano Road, there will be occasional lane closures in work zones Monday through Friday of next week. Sidewalks will be closed in the respective work zones for roadside tree maintenance. David Godson, Project Manager, Venice: City of Venice Bond Resurfacing Project PH1: Concrete replacement and asphalt resurfacing is progressing well on the island of Venice for the Road Bond Resurfacing Project, Phase 1. The contractor will be removing the old asphalt pavement and installing new asphalt pavement over the next two weeks on the following roadways: The Rialto Nokomis Avenue Alley between Tampa Avenue and Nokomis Avenue Alley between Fiesole Street and San Marco Drive Golf Drive Milan Avenue East Bahama Street Erskine Drive Country Club Way Cypress Avenue Camion Street Page 4 of 8

5 Seaboard Avenue Please be aware that any private improvement such as landscaping or sprinkler heads directly against the roadway could be impacted during the pavement removal process. The contractor will be restoring the area after the paving process is complete, and your patience is greatly appreciated. Please be prepared to move any parked vehicles from the roadway and we ask residents not to run irrigation while the contractors are in the area. For more information, please call James Clinch, Assistant City Engineer, at Service Club Park Boardwalk Replacement: Bayshore Construction has almost completed rebuilding the existing Service Club boardwalk and raised picnic areas. The new facility will provide a full ADA compliant access to the beach and the raised picnic areas. The park will remain closed during construction since there will not be a safe beach access available. We encourage beachgoers to use any of the other nearby beach accesses such as The Venice Fishing Pier, Maxine Barritt Park, the Paw Park or South Brohard Park. It is anticipated Service Club Park will be reopened the week of February 12 th. For more information, call James Clinch, PE, Assistant City Engineer, Sidewalk GAP Project: Installation of concrete sidewalks to fill gaps in existing sidewalk access and associated stormwater work will begin in multiple locations throughout the City. The Notice to Proceed for this project was issued on October 2, The contractor is currently working at Park Boulevard S from Gulf Street to Cornwell on the Gulf, and then will be installing sidewalks at the Airport Access Road from Airport Avenue to Business US-41, Fiesole Street from Nokomis Avenue to The Rialto, and Firenze Avenue from Nokomis Avenue to the Rialto. For more information, call James Clinch, PE, Assistant City Engineer, Edmondson Multi-Use Trail: Installation of a 10-ft. wide multi-use trail along the southern side of Edmondson Road from Pinebrook Road to Auburn Road. This new trail will provide ADA compliant trail along this corridor for use by pedestrians and bicycles. Please expect traffic delays and temporary lane closures in this area. For more information, call James Clinch, PE, Assistant City Engineer, Hatchett Creek Under-Bridge Parking Project: Beginning February 20 th and lasting for 2 months, a contractor will be installing a gravel parking area underneath the Hatchett Creek US-41 Business bridge adjacent to the Hamilton Building. This will provide additional public parking for use at the Temporary Library, Downtown and for Special Events. For more information, call James Clinch, PE, Assistant City Engineer, Water Main Replacement Phase 4: Andrew Sitework, LLC, will continue to address punch list items project wide. For more information, call the Venice City Utilities Department at FDOT Projects in Sarasota County: Laurel Road at the Legacy Trail Crossing: Construction project: Crews are constructing a pedestrian bridge along the Legacy Trail over Laurel Road. Please be aware of construction Page 5 of 8

6 vehicles entering and leaving the construction zone. Both northbound and southbound trail traffic are now being detoured to the west along the signed detour route. The Mission Valley Boulevard crosswalk to the east is no longer a trail detour route to cross Laurel Road. Both sidewalks on the north and south side of Laurel Road are now closed. Please follow detour signs provided. Denson Construction, Inc. is the contractor for the bridge. Expected completion is fall I-75 (SR 93) / University Parkway (Exit 213) Diverging Diamond Interchange (DDI) Sarasota/Manatee (Bradenton): Construction project: Temporary intermittent single and double lane closures are in place at night/overnight on northbound and southbound I-75 Monday, April 2 through Thursday, April 5 between 8 p.m. and 7 a.m. the following morning. Double lane closures begin at 11 p.m. Temporary intermittent single and double lane closures are in place at night/overnight on eastbound and westbound University Parkway from Cooper Creek Blvd. to Market Street Monday, April 2 through Thursday, April 5 from 9 p.m. to 7 a.m. the following morning. Double lane closures begin at 10 p.m. The contractor is installing final asphalt friction course and pavement markings, weather permitting. Improvements being made as part of this project consist of constructing a diverging diamond interchange, adding an auxiliary lane on northbound and southbound I-75, constructing new bridges on I-75 over University Parkway, widening of University Parkway, widening of I-75 bridges over Errie Creek and Foley Creek, realignment of on-ramps and off-ramps at I- 75/University Parkway, addition of ponds, drainage improvements, new lighting and signalization, construction of a noise wall on the west side of I-75, sidewalks, bike lanes, and pedestrian walkways. Expected completion is early The contractor is Prince Contracting, LLC. For additional information, please visit the project website at US 41 from SR 789 to Ritz Carlton Drive and sidewalk located along the north side of SR 789 from Sunset Drive to US 41: Maintenance permit project: The sidewalk will remain closed until construction of the development located at the corner of US 41 and SR 789 is complete. Pedestrians should follow the established detour. US 41 from Browning Street to 11th Street: Construction project: Crews are resurfacing the roadway; installing new drainage; installing highway lighting, curb and gutter; constructing new sidewalk, and installing new signing and pavement markings. Expect nighttime/overnight lane closures on US 41; US 301; Fruitville Road, and Orange Avenue while crews are working. Crews are constructing a new right turn-lane from northbound US 41 to Fruitville Road. Once constructed, the existing right turn-lane will be closed to traffic. Crews will then construct a pedestrian island and improve drainage. Nighttime/overnight northbound outside lane closures are also expected from 9 p.m. each night to 6 a.m. each morning while crews are working. Preferred Materials, Inc. is the contractor. Expected completion is Spring US 41 from Salford Boulevard to Sumter Boulevard: Construction project: Crews are widening US 41 from Salford Boulevard to Sumter Boulevard to a six-lane highway; resurfacing Page 6 of 8

7 the roadway; improving drainage; constructing sidewalk, and installing highway lighting. Expect nighttime/overnight lane closures from 9 p.m. to 6 a.m. when crews are resurfacing the roadway. Expect periodic driveway closures along the northbound lanes while crews are installing drainage systems. Russell Engineering, Inc. is the contractor. Expected completion is Spring US 41 Roundabouts at 10th Street and 14th Street, Sarasota: Construction project: Crews continue work within the right-of-way, medians and driveways. Construction activities will take place mostly during daytime. Night time activities may happen if there is an unforeseen activity involving lane closures. Temporary single lane closures may occur between 9th Street and 15th Street from 9 a.m. to 4 p.m. and between 7 p.m. and 6 a.m. if night time activities are scheduled. Centennial Park Boat Ramp driveway on 10th Street will be closed. Motorists can access the boat ramp via the US 41 entrance. Northbound left turn lane from US 41 into the boat ramp is available. Pedestrian paths have been reconfigured around the work zone, please use designated sidewalks and cross walks. No pedestrian access on the west side of US 41 beyond Centennial Park, pedestrians are advised to use the sidewalk on the east side of US 41. Dewatering piping systems will continue to be installed from 10th Street to 11th Street west of US 41. Dewatering pumps will be running 24/7. Stormwater pipe installation and box culvert extension activities will take place at Hog Creek/11th Street. Demolition of box culvert and removal of old signal poles and foundation on west side of project will occur during daytime hours. Expect noise during demolition and removal of the pole foundation. Trenching and installation of drainage pipe/water lines at Imperial Drive and 11th St during daytime hours. Expect equipment noise and backup alarms during the operation at these locations in addition to the contractor s storage yard while equipment and trucks load and offload material. Please be aware of heavy equipment and construction vehicles when travelling in the area. Excavation and grading for placement of temporary asphalt and sidewalk on Imperial Drive between US 41 and Sarasota Bay Club entrance on the south side. The traffic pattern access will be limited to right turn in/out for 11th, 12th and 13th Street. Traveling southbound and northbound direction left turns are not permitted at 11th, 12th, 13th and 14th Streets. Motorists are advised to follow the posted signs. Temporary detour route in effect. Use Cocoanut Avenue as alternate route to access 12th, 13th, 14th and 15th Street. Motorists are advised to follow the posted detour route and seek an alternate route while traveling in this area. Speed limit is reduced to 30 mph. Speeding fines are doubled in the construction area when workers are present. Page 7 of 8

8 Improvements being made as part of this project consist of reconstructing the signalized intersections and replacing them with roundabouts, enhancing connectivity, circulation and safety. US 41 will be widened between the two intersections and will include bike lanes as well as dedicated turn lanes, a 10-foot sidewalk along the west side, and a 6- foot sidewalk along the east side. Other improvements include raised islands for pedestrian refuge at the intersections of US 41 at 10th Street and 14th Street, pedestrian signals, LED street lights, landscaping, and City of Sarasota utility and underground drainage structure replacements. Expected completion is spring The contractor is IBT Construction LLC. US 41 from Hospital Road to River Road: Maintenance permit project: Crews are constructing new turn-lanes, driveway connections, and working in the medians. Expect intermittent north and southbound daytime lane closures from 9 a.m. to 4:30 p.m. through Friday, April 6. Use caution and expect possible delays. SR 758/Bee Ridge Road from Bond Place to Cattleman Road: Construction project: Crews are resurfacing the roadway, constructing sidewalk, improving drainage, and upgrading traffic signals and highway lighting. Expect nighttime/overnight single-lane closures from 7 p.m. to 6 a.m. while crews are working. Ajax Paving Industries of Florida is the contractor. Expected completion is late Fall JoAnn May, Florida Department of Transportation, Non-County Projects of Interest: Honore Avenue/Central Sarasota Parkway Roundabout Project: Watson Civil Construction, Inc. was given the project to construct this fast-paced community project. Crews have Maintenance of Traffic (MOT) signs in place. Construction activities will take place during daytime hours along with survey layout work. Single lanes through the work zone areas with construction on the outside of the roundabout is progressing. Temporary stop signs on Honore Avenue have been placed along with Variable Message Boards.
