We have provided similar services on a wide range of transportation engineering projects for multiple clients across Florida. As a full-service planning, design, surveying, and construction engineering and inspection firm with 450 people in Central Florida, we offer the County all services mentioned in scope of services. Our proposed Project Manager, Robert Julius, has previously designed similar county projects funded through LAP agreements. His experience with these types of projects will give Sumter County a high quality design headed by a skilled engineer that is very familiar with the processes and procedures required for state and federally funded projects. This proposal includes the information requested in the Part 5 Scope of Services document provided to us. Our proposal is presented in five sections as follows: Understanding of the Project Qualifications, including Organizational Structure and Resumes Ability to meet the schedule Approach to the Project and the Tasks Involved Federal Documents Required (Forms) We have read the Terms for Federal Aid Contracts (Appendix I) and understand that these terms apply to this contract. Sumter County is a highly valued URS client, and we are eager to continue our service to you. 4 Understanding of the Project URS has provided services on a wide range of transportation engineering projects for multiple clients across the state of Florida. Specifics range from minor shoulder additions, ADA improvements of intersections, several LAP projects between Counties and FDOT, to upgrading two-lane rural roadways into four-lane urban facilities. The scope of services attached within the RFQ package for CR 476 from the Hernando County Line to US 301 is to provide a design for removing the existing centerline and outer edge line pavement markings. These markings will be replaced with wet weather audible markings through the project limits. As part of initial field visits, URS will review the project limits, not only for the requested markings, but also for any potential issues within the corridor. Some potential issues could include clear zone encroachments, noncompliance with ADA requirements, substandard turn lane queue lengths, pavement rutting, and drainage problems. URS will itemize any potential issues along the roadway for discussion with Sumter County to determine if the items should be included within the formal scope of services. URS has an excellent working knowledge of the Local Agency Program (LAP) process. During design we are aware that FDOT will be providing review comments through their Electronic Review Comment (ERC) software. This software enables assigned personnel at the FDOT to review plans, specifications, and other important project documentation and provide feedback to the consultant. During the construction phase we have provided a LAP coordinator to insure necessary documentation has been completed and processed as required. We have recently completed two projects associated with the LAP process. We have included project profiles for these projects for your consideration. Our proposed team was selected to cover a wide range of services. This team has, by and large, worked together successfully on previous contracts of this nature and is committed to providing excellent technical services. The selected team not only covers the needs outline within the RFQ, but any potential issue that may arise during the duration project design. Subconsultants were selected because they are tops in their respected fields, and we have a long history of working with them on transportation projects state-wide. They have consistently demonstrated the ability to do high quality work on time and within budget. Also, these are DBE firms certified by the State of Florida Office of Supplier Diversity.

6 Qualifications After carefully considering the County s goals and the work that will be included in the CR 476 Safety Improvements project, we have assembled a talented and experienced team that can address all requested and anticipated aspects of the contract. Provided below is the proposed URS team staffing plan. The staffing plan is organized into the major discipline areas that will be required for the implementation of the contract.

Project Manager, Grandview Parkway Study & Design (1/11 Present): Project Includes Corridor Study & Design for extending Grandview, a 4-lane urban roadway, over I-4 and associated intersection with Dunson Road. The project included an approximately 600 ft long bridge over I-4. Design will begin in October Anticipated construction cost is $30 Million. Project Manager, North Wabash Ave, City of Lakeland, Florida (4/13 Present): Project includes the extension of North Wabash Ave. from just south of 10 th Street through to Fairbanks Ave, a distance of 0.75 miles. The project consists of significant amounts of fill throughout the limits in an effort to meet an existing railroad grade. The project has required specialized geotechnical investigation and design due to an existing sinkhole at the project intersection. In addition to the roadway improvements, the project includes drainage, signalization, and lighting. The construction cost is anticipated to be about $3.8 Million. 32 Approach to the Project Mr. Julius will function as the Project Manager and Roadway Task Manager. This arrangement allows for better communication between the project disciplines, sub-contractors, and various project stakeholders. Mr. Julius will remain fully abreast of project status, ensuring that the County truly has a single point of contact for any project related issues or questions. We have broken our management philosophy into two distinct areas. The first, is our general Management Approach and the second is a project specific Technical Approach. Management Approach In order to provide for consistent communication between the County and URS, we propose that our Project Manager, Robert Julius, PE, be the point of direct contact. Mr. Julius has worked with various counties for approximately 27 years and is well aware of the many issues specific to them. Mr. Julius will ensure that we are meeting our commitments to the County and that our performance meets or exceeds the County s expectations. LAP Standards and Practices URS has successfully managed many projects throughout Florida and for FDOT, city, and county governments. Our team has an excellent understanding of all of the FDOT manuals and guidelines as well as specific County manuals, the Manual of Uniform Traffic Control Devices, and reporting processes required under ARRA. We understand these documents and regulations provide the framework for managing transportation design projects, and application of their criteria and guidelines is essential for a successful project. Project Communications It will be imperative to establish and maintain effective communication during the duration of the project. We recommend an implementation of a communication protocol that will utilize single points of contact within the County and URS. We will utilize correspondence extensively and Technical Memoranda and Monthly Progress reports, when necessary, to assist in the communication of technical, cost, and schedule issues. Additionally, informal project status briefings and formal presentations to County staff can be scheduled at the discretion of the County. Status briefings, formal presentations, and workshops are encouraged as additional mechanisms to facilitate communicating significant technical issues, potential schedule delays or other issues which appear significant. Our proposed protocol is flexible and can be easily modified to best suit the needs of the project and the County. Scheduling Scheduling provides the framework for effective project management by logically combining the scope, schedule and budget together. All major activities and deliverables will be identified on the included schedule. URS will discuss the anticipated project schedule with the County at the kick-off meeting to ensure key milestones are considered and included within the developed schedule. Budget Control Controlling costs is one of the top priorities on URS projects. Simply stated, we stay in business by becoming the client s budget watchdog. Only if we budget properly and control your costs can the

33 projects be mutually beneficial. URS maintains rigorous internal administrative procedures and systems to monitor the labor utilization and financial expenditures of each project. The internal systems enable the Project Manager to evaluate the timeliness and cost-effectiveness of technical progress at any time on any assignment. It is also extremely important that any project we design for the County also meet the County s construction budgets. URS maintains a large database of construction and local contractors unit costs to develop solid construction cost estimates. We use this data to continuously confirm that our designs are within your construction budgets. These cost confirmations begin at the initiation of the project and continue through the development of final bidding documents (e.g. Plans and Specifications). Additionally, URS utilizes an ongoing internal value engineering process during the development of the design to get the County an economical solution. Quality Assurance and Quality Control URS understands the importance of quality assurance and control (QA/QC) in all its professional endeavors. The attention given to this process achieves several objectives. It ensures that our work products comply with the quality requirements of the client, all work meets a high standard of technical quality for project deliverables, and the occurrence of potential errors and/or omissions are minimized. A major component of QA/QC is the performance of reviews at appropriate times throughout a project to evaluate the adequacy of materials, documentation, processes, procedures, training, guidance, and staff required in the execution of the task. Internal procedures require the Task Manager to prepare a Quality Assurance Plan (QAP) for each assignment. The QAP addresses the following three key areas: Design Team Responsibilities Each member of the project team is required to comply with the QAP procedures. At specific milestones identified at the beginning of each assignment, QA reviewers will be required to document the review comments, signoff on completion of the deliverable(s), and place a record of the review in the project s quality review records file. Project Reviews Prior to submittal of major deliverables, the QA reviewer will conduct an independent review of the plans and calculations. This is in addition to routine QC reviews that are conducted throughout the design process. Work that does not meet internal quality standards will be noted and changed accordingly. Subsequent to the reviews, the Task Manager will prepare documentation recording the basis of the reviews, the specific items that were reviewed, the findings of the review, and any follow-up required. Checking Procedures Throughout the quality review process, all reviews will be documented with either the reviewer s signature or initials to indicate that the quality review was completed. If no changes are required, then it will be so noted. If changes are

34 needed to meet technical standards, then a punch list of the changes will be created. After the revisions are made, a final check will be conducted to confirm that the requested changes were implemented. This procedure is documented and placed in the quality review records file. Technical Approach Our approach to the project will include some upfront meetings with the County to determine what information is available and what is still needed to begin the preparation of design documents. The scope of the project is only looking for signing and pavement marking efforts. We have provided a team and approach that can handle that effort as well as any other issue that may be present along the project corridor. The approach below is more detailed than is asked for in the RFQ. We want to provide a complete project approach that would address any possible issue that may arise during project execution. Kick-Off Meeting After the County issues URS a Notice-to-Proceed, URS will convene a Kick-Off meeting with the County to discuss the scope of work, the project schedule, communication procedures and points of contact between the County and URS, data collection coordination, and general project background The Kick-Off meeting is an important step to communicate the project expectations and issues and will be documented with meeting minutes by URS. The minutes will be distributed to the County for review prior to finalization. Data Collection URS will coordinate with the County to obtain pertinent project data associated with this project. As part of the data collection activity, URS may interview County staff associated with the assignment to enhance the quality of the data collected. The data collection activity may include the URS project staff researching industry data both internal and external to URS. The significant resources available to the URS staff are a direct benefit to the County. Once the data collection described above has taken place, we will begin developing plans, calculations, and exhibits for the various disciplines that are necessary to develop a set of construction documents (permits, construction plans, utility relocation schedules, cost estimates, and construction specifications). Each discipline is discussed independent of the others for clarity. However, each discipline s work effort is integrated with the others during every phase of the design. Surveys and Geotechnical Investigation Even though it is not anticipated, we have included Tierra, Inc. to provide geotechnical investigation. If necessary, any geotechnical investigation, testing, or special design work will be provided by them, and augmented by URS staff. URS will utilize in house survey crews. We have the option of providing these services out of our Orlando or Tampa Offices. Current workload and project location will be reviewed when determining from where the survey crew will be provided. For this specific assignment, the survey crew will be provided out of our Orlando Office. Engineering Design and Construction Plans Preparation Given URS extensive experience in planning, designing, and constructing surface transportation projects within Florida, we advocate and practice a process based on abundant communication, cost-effective technical performance, quality

35 management, and technical procedures that are supported by state-of-the-art professional expertise. The components of the design/plans preparation function can be summarized as outlined below. Roadway Plans generally include plotting of survey data, establishment of profile grades, soil test information, key map, drainage maps, plan-profile sheets, pavement design, typical sections, summary of quantities, summary of drainage structures, drainage structure detail sheets, lateral ditch/outfall sheets, stormwater treatment details, cross-section sheets, maintenance of traffic plans, and other detail sheets necessary to convey the intent for the planned improvement. As stated previously, plans will be developed in accordance with the latest standards adopted by the County and other entities as appropriate (e.g. AASHTO, Green Book, and Florida Department of Transportation). Drainage is typically a critical issue in the design of roadway improvements. Considerations for stormwater runoff from the project will need to be incorporated, as well as any improvements to correct existing inadequacies in the surrounding system that have produced previous problems. Complete drainage investigations and analysis would be undertaken to prepare a design that will comply with Stormwater Management guidelines of the Southwest Florida Water Management District (SWFWMD) and the County. Services will include the establishment and design of outfall locations and stormwater treatment and attenuation. Once the grade and alignment are determined for the roadway, the ponds and associated drainage system would then be designed. Once the general drainage design approach to the project is determined, a pre-application meeting will be scheduled with SWFWMD. Specifically for this project, as the design will not be adding any additional capacity to the roadway, URS does not expect any Permitting to be necessary. Utility Relocations/Adjustments are always a challenge in roadway improvement projects. A subsurface utility investigation may be performed to determine the location of existing utilities within a project corridor. Generally, utilities encountered are water, wastewater, reclaimed water, stormwater, gas, telephone, cable TV, and electric. If necessary, URS will provide plans to utility owners along the corridor, generally at about the 60% stage. URS will then meet with affected utility companies to determine locations for relocation. The relocated location for the affected utilities will be added to the plans. Early and frequent coordination are essential in getting the affected utility cleared for project construction. Again, based on the scope of services, we do not anticipate that any utilities will be affected by project improvements. Structure Plans. URS offers world-class expertise in the field of bridge design. With one of the largest structural staffs under one roof anywhere in the southeast, URS Tampa office includes engineers capable of designing virtually any type structure, from the simplest precast concrete culvert to the most complex stayed-girder bridges. By far the largest part of the body of bridge design work by URS involves structures which would be considered conventional bridges. These include precast, prestressed concrete girder bridges with a maximum span length of 150 feet and steel plate girder bridges of approximately the same size. Conventional substructures and foundations include pile bents, pile footings, spread footings, and drilled shafts. These are the conventional type bridges of which literally thousands are located along the nation s interstate, primary and secondary road system. URS has been responsible for the design of several hundred of those structures, including some within Sumter County. Design of the above structure elements will begin once the roadway grade and alignment are generated.

36 Signing and Marking Plans will be developed in accordance with the latest design standards and practices Manual on Uniform Traffic Control Devices (MUTCD), Florida Department of Transportation Standard Specifications, Design Standards (latest edition), and County standards. Services typically include the preparation of scaled drawings for signing and pavement marking including key sheet, general note sheet, tabulation of quantities by sheet, plan sheets showing the proposed roadway geometry, the striping design, existing signing with their disposition and proposed signing with respective stations, call outs, and guide sign worksheets. Maintenance of Traffic - Construction Phasing Study URS is thoroughly familiar with, and experienced in, the development of plans for sequencing construction for improvements. Such a study would typically consider the impact on traffic operations, utility relocations, adjacent ties, construction costs, and constructability. The plan would be developed in such a manner that each project can be made operational upon completion and would be phased such that it gives that County the best value for its investment. The construction phasing is considered throughout the life of the design effort. At each phase or milestone of design, a constructability review would be performed. Maintenance of Traffic - Construction Traffic Control Plans URS typically prepares plans to ensure that traffic is maintained during construction throughout the project limits. Traffic Control Plans (TCP) will be prepared in accordance with County desires, will include no road closures unless cost prohibitive, and will be prepared in accordance with Part VI, MUTCD, and Index 600 series of the FDOT Design Standards. These plans will be prepared under the direction of and signed and sealed by an engineer who has received training in an approved FDOT Traffic Control Program. Plans generally include details of construction phasing, patterns of traffic flow, temporary pavement, temporary signing and pavement markings, temporary signals (if applicable), temporary lighting (if applicable), drainage, and other special case situations involving barricades and temporary barrier wall. In cases where it is necessary to reduce the number of open lanes during construction, the construction activity can be limited to hours when the open lanes can accommodate the traffic. URS will identify which operations during the construction process will require a lane closure and will then identify, by performing lane closure calculations, the time periods that allow traffic lanes to be closed for those operations. Permitting for roadway projects can be straightforward or complex, depending on the complexity of the project. URS is well aware and highly experienced in obtaining the necessary permits for these types of projects and follows a well-defined process. Early and frequent coordination represent key components of our process. For this project, the following permits could be required: Environmental Resource Permit from SWFWMD Federal Dredge and Fill Permit from USACE The specific permit requirements anticipated for this project will represent one item of discussion at the initial scoping discussions with the County during the project setup phase. Construction Cost Estimates will be prepared based on current bid prices at the time of the estimate. URS maintains a complete staff of estimators with extensive experience on projects throughout Florida. Unit prices selected for use in determining the project cost estimates will be based, in general, on an analysis of highway bid prices in the area with special emphasis placed on projects of similar size and

37 scope. Estimates are based on sound engineering judgment and developed to acceptable industry standards for the degree of plan completion at the time of the estimate. Estimated Construction Time or Construction Schedules will be accomplished by URS construction services experts, professionals who have been responsible for construction contract administration and construction engineering / inspection for hundreds of millions of dollars in transportation improvement projects in Florida within the past several decades. Typically, these estimates will be influenced by the size and complexity of the project, the requirements for construction phasing, maintenance of traffic, and other related factors. Estimates are completed and updated at each phase submittal of the design plans.
