CKOUN: esign of the Hollister/Kellogg Park began in early 2012 after the City Council awarded the design contract to Van tta ssociates Landscape rchitects. Several public workshops on design of the park were conducted in 2012 and ased on public input received at the various workshops and smaller stakeholder meetings, design of the park evolved to contain a multitude of recreational amenities and landscaping, including a multi-purpose field, a basketball court, a handball court, a concrete pingpong table, a bocce ball court, a perimeter walking path, fitness nodes with exercise equipment, picnic areas, a splash pad and a skateboard plaza. One of the earlier designs was presented to the City Council as part of the Council s adoption of a Mitigated Negative eclaration for the park in October 2013, and later as part of an amendment to the Van tta contract in March dditional public workshops on the skateboard plaza design were conducted in Fall 2013, and Spring y Summer 2014, Van tta ssociates had synthesized all the input into a preliminary design for the park. Effective October 1, 2014, the oleta Water istrict (W) imposed new mandatory water restrictions as a consequence of the prolonged drought. mong those was a mandate to deny applications for new water connections except for properties that have a preexisting water use history. ased on the adopted restrictions, new water service for these properties would only be approved if an applicant could demonstrate that the new use would not use water in excess of the water allocation associated with the preexisting use. With regard to the park, the W identified a water allocation based on historic water use associated with the site. However, based on the design at that time, the water allotment would be insufficient to serve the park, due in large part to the proposed multi-use turf field. s a result, when the City s Parks and ecreation 1
2 Commission reviewed the preliminary park design in November 2014, the Commission considered options for reducing the park s overall water use. ecause extensive public outreach had not been conducted for this meeting, the Commission recommended that staff and the consultants conduct another public workshop so the public could weigh-in on the latest design options. ased on that recommendation, another public workshop on design of the park was held at the oleta Valley Community Center on January 14, This workshop was well-attended and the public had the opportunity to provide general comments on changes that could improve the park s overall design and options to reduce the park s water demand. Overall, the maority of people wanted to see more hardscape recreational amenities such as an additional basketball court or tennis court, and a larger skateboard plaza. Even non-skaters were supportive of a modest increase in the size of the skateboard plaza which could help prevent congestion making the amenity safer for younger or inexperienced skaters. Over time, this element evolved from a circular shape, to a triangular shape and finally a larger rectangular shape based on this most recent input. Throughout the design process for the park, residents consistently expressed concern that making the skateboard feature too large might attract a large number of skaters from out of the area. revised design was subsequently presented to the Parks and ecreation Commission on May 27, Overall, the Commission was pleased with the park s design and recommended Council approval subect to some minor revisions. These included adding a bike path connection from the parking lot of the park easterly to the San Jose Creek ike Path, and fencing around the perimeter of the Sister Witness Tree s root zone to prevent soil compaction and provide some level of protection. One member of the public spoke at this meeting and expressed concern about the health of the tree and need for care and protection given its recent designation as a National Champion by the nonprofit merican Forests. This designation is bestowed on the biggest national specimen of its kind in this case a sycamore. ttachment 1 is the park design that incorporates this most recent input from the Commission. ISCUSSION: In the proposed design, the northern half of the park is dominated by a large multi-use turf playing field. The park design includes considerable landscaping along the Kellogg venue street frontage and along the north property line where the park site borders existing residential development. Flowering Sage, a water wise plant that attracts butterflies and hummingbirds, is proposed along the Kellogg venue frontage except where roses are shown around the entry gate. These roses are of a drought-tolerant variety which is thornless (osa banksiae var. banksiae). This thornless variety is a safer alternative for children who may be trying to retrieve a soccer ball that has rolled into the shrubs. In addition, a considerable number of trees is proposed around the perimeter of the park and interspersed within and around the hardscape elements, playground and picnic areas to provide greenery and future shade. The predominant species will be Coast Live Oak and Fruitless Olive trees, with California Sycamore and California ay Laurel placed along the eastern side and California sh to be used throughout the bioswale to the south. Overall the current design is much more water 2
3 wise than earlier plans given the increased hardscape and changes in plant choices to more drought-tolerant species. walking path would meander around the perimeter of the site and some outdoor fitness nodes are included in the northeast corner. The San Jose Creek ike Path flanks the east side of the site and connections are provided from the park s walking paths to the bike path. The southerly half of the site design is devoted to several active recreational amenities including playgrounds, picnic areas, a handball court, flex-courts (basketball, tennis, etc.), a bocce ball court and a skateboard plaza. small parking lot with 22 spaces is shown along the south property line with access from Kellogg venue. s a result of public input and the recommendations of the Parks and ecreation Commission to make the park more water wise, the amount of hardscape amenities has been increased over earlier conceptual designs. For example, the skateboard plaza proposed for the southwest corner of the site has evolved from 3,0 square feet initially, to now approximately 5,0 square feet. One point made by the skateboard consultant and others in support of increasing the size was that the larger area would actually make the feature safer for younger or less experienced skaters because it would help alleviate congestion within the plaza. Van tta s skate park design consultant, Spohn anch Skate Parks, worked with local skaters to develop a predominantly at-grade plaza design that incorporates some interesting raised features for skaters (see ttachment 2). Staff believes the skate plaza design provides a good balance and the size is still relatively small for a skate park, considering that Skater s Point in Santa arbara is nearly three times as large at 14,600 square feet and includes advanced skating elements that are not included here. With regard to additional increases in hardscape, earlier conceptual designs included one full-sized basketball court oriented east-west. ased on public feedback, the design now includes a second court as well as a redesign of both courts to be flexible or multiuse courts. These 45 x 75 flex courts can accommodate not only basketball, but also other hard court uses such as tennis, volleyball, badminton and/or pickleball (see ttachment 3 for an example). To accommodate the north-south orientation of the westerly court, one of the group picnic areas was relocated to the north side of the handball wall. This location provides for better supervision of the westerly playground area and splash pad. dditional concrete ping-pong tables are also located on both sides of the north-south oriented court. Potential Water estrictions s noted in the ackground section of this report, in October 2014, the W imposed mandatory water restrictions as a consequence of the prolonged drought. This resulted in restrictions on new water connections. lthough water service connections are generally prohibited, an exemption was provided for sites that have had historic water use. With regard to the Hollister/Kellogg Park, the subect site previously contained residential and agricultural uses. ased on the site s historic water use, the W determined that the maximum water allowance would be 4.62 acre feet per year (FY). In other words, an application for water service will not be approved unless plans 3
4 demonstrate that the park will not use more than 4.62 FY. The park as initially designed would have a water demand of 6.4 FY. In addition to the restriction in water allowance, outdoor water uses such as the proposed splash pad are prohibited, even though this feature would have minimal water usage because it recycles the water. Should the restrictions remain in place at the time the City is ready to move forward with construction, some areas would need to be would covered in mulch rather than turf in order to reduce the park s water demand. More specifically, the size of the multi-use field would be reduced from 150 x 300 to 150 x 235, and mulch would be utilized in some other turf areas surrounding the playground and hardscape areas. Similarly, because the splash pad is not allowed while the drought restrictions are still in place, this area will be mulched. Once the restrictions are lifted, the City can submit plans to W and apply to install both the splash pad and additional turf if desired. The area designated for the splash pad will also be mulched while the drought restrictions remain in place. With the area mulched, future installation of underground equipment will be minimally disruptive. San Jose Creek ike Path lthough located along the eastern side of the park site, it should be noted that the San Jose Creek ike Path is a related but separate proect with its own design process. The design currently being developed for the bike path includes special provisions to protect the Sister Witness Tree. These include a raised boardwalk path over the root zone to provide protection from compaction and damage to the roots. However, the Parks and ecreation Commission also recommended that protective fencing be installed as part of the construction of the park. ased on their experience with similar situations, Van tta ssociates is suggesting a split-rail fence design in conunction with metal field fencing. This type of fencing is aesthetically pleasing and allows for clear visual enoyment of the protected specimen. It also serves a protective function because it is usually effective at keeping people away from the tree trunk and from compacting the root zone of the tree (see ttachment 4 for an example). The addition of interpretive signage to the fence is also recommended to educate the public about the unique features of the Sister Witness Tree as well as the San Jose Creek corridor. The Parks and ecreation Commission recommended that a new pedestrian/bicycle connection be provided from the end of the parking lot easterly to the San Jose Creek ike Path. This connection has been added to the park s design. Conclusion In October 2013 the City Council approved a preliminary design for the park in conunction with the adoption of a Mitigated Negative eclaration (MN) and eneral Plan EI ddendum for the proect. Since that time, the shape and size of the skateboard plaza has evolved and some areas have been converted to additional hardscape to make the park s design more water wise. Staff has determined that these revisions do not result in any additional environmental impacts nor will they increase the 4
5 severity of any previously identified impacts or require any new mitigation measures. Therefore, no additional environmental review is needed beyond the previously adopted MN and eneral Plan EI ddendum. This meeting provides the City Council with an opportunity to review the proposed design revisions and either approve the plan or provide further direction to staff and the consultants. Should Council opt to approve the design as presented, the consultant team will complete preparation of construction documents based on this design. Construction of the park is still contingent upon the City re-acquiring the ownership interest in the property given that title was held by the former edevelopment gency. The timing of the acquisition is dependent on the actions of other entities, most notably the State of California. City staff and the consultants will continue to bring the proect up to the point of construction bidding until the ownership matter is resolved. s Council is aware, the City was awarded a $910,000 Prop 84 State Parks grant for construction of the park. The State Parks epartment is aware that the City is working on reacquiring the site s title and this effort should not interfere with the grant unless the acquisition process is not concluded by summer 2018 when construction needs begin to meet the grant performance deadline. If the W drought restrictions are not lifted by that time, the playing field and other miscellaneous turf areas would be reduced in size as discussed above and the splash pad feature not installed until such time as the restrictions are lifted. The State Parks epartment is aware of the water restrictions and has been very flexible as the park s design has evolved over time. Even with the drought restrictions in place, the park design meets the required grant components (multi-use playing field, skateboard, plaza, playground, picnic area, etc.). The splash pad was not a requirement of the grant. FISCL IMPCTS: In addition to the $910,000 Prop 84 rant, the two-year budget for Fiscal Years (FY) 2015/16 and 2016/17 includes a carryover of $2,089,734 in Fund 221 Park evelopment Impact Fees (Park IF) from FY 2014/15, as well as new Park IF funding in the amount of $625,266 for FY 2015/16 and $500,000 for FY 2016/17. This totals $4,125,000 for development of Hollister/Kellogg Park. It is important to point out that $1,125,000 of this funding has been designated for re-acquisition costs. The net amount for completing design and construction is $3,000,000. lthough the ultimate reacquisition cost is unknown pending approval by the State epartment of Finance, and the timing of construction could affect construction costs, as things stand now, preliminary cost estimates indicate this budget should be sufficient to develop either design. The applicable account is LTENTIVES The City Council may reect the presented park design altogether or provide additional design direction to staff and the consultant. If the City Council requests that changes be made, staff will work with the consultant to make any revisions based on Council direction, after which staff will return to Council with a revised design for Council s consideration. Council could also approve the presented design but direct that 5
