1 DEIS Section II Project Description II. Project Description A. Location The Villages of Chestnut Ridge Project is being proposed on a acre site within the Village of Bloomingburg in the Town of Mamakating, Sullivan County. The site is accessed by Winterton Road (CR 62) which bisects the site approximately ½ mile south of the intersection of Winterton Road and Main St. in Bloomingburg (NY 17K) is bounded on the east by the center of the Shawangunk Kill which is coincident with the boundary between the Village of Bloomingburg, Sullivan County and the Town of Wallkill, Orange County, on the north by existing residential development along Ivy Lane and on the south by the Village of Bloomingburg and Town of Mamakating boundary and existing residential development along Winterton Road. The property is bounded on the west by the Town of Mamakating including the Town Park and an undeveloped wooded slope rising up to High View and Mountain Road. A location map is shown on Figure II.A.1. B. Alternatives Studied 1. Golf Course Residential Single Family and Townhome Community This alternative includes a combination of 101 single family homes, 96 patio homes (large single floor attached homes) and 200 townhomes and a 9 hole golf course with clubhouse. See Concept Plan on Figure II.B.1 on the following page. Winterton Road forms a natural division of the site. The single family lots are clustered together on the east side of the road and the townhomes and patio homes are set in several clusters on the west side of Winterton Road. A 9 hole golf course begins at a clubhouse on the east side of Winterton Road along the southerly property boundary and winds around the perimeter of the single family lots on the east side and between the clusters of multi-family units on the west side. Many of the townhomes and lots front on the golf course. The golf course and single family land area requirement necessitates use of many areas in close proximity to state jurisdictional wetlands. 2. Clustered Townhome Community This alternative involves 396 townhouses with a clubhouse in a clustered layout. See Concept Plan on Figure II.B.2 on the following page. 308 of the townhouses are clustered on the east side of Winterton Road with the remaining 88 townhomes on west side of Winterton Road. 2 DEIS Section II Project Description C. Preferred Project Layout The preferred project layout is the Revised Clustered Townhome Community. The tight clustering of the layout allow the preservation of large areas of green space up gradient of the large wetland areas on both the east and west sides of Winterton Road. This layout also uses primarily meadow and field portions of the site and preserves wooded areas on the high ground on the west side of the site. The project infrastructure requires a new central water supply system with three water supply wells, water distribution system and water storage tank. The 210,000 gallon water tank is proposed along the northwest side of the site at the highest elevation allowing adequate water pressures for domestic and fire use with only 33 ft. total height and no booster pumps. The project also includes expansion of the Village Wastewater Treatment Plant to handle the project wastewater needs. Due to the condition of the existing plant the plant will be replaced with a new plant on the existing site with the latest treatment technology and sized for the project usage, existing and projected future village usage. A gravity sewer main will extend along Winterton Road from the project to the treatment plant. D. Construction and Operation Activities Construction The project is planned to be constructed in phases beginning with the key infrastructure which includes: Wastewater Treatment Plant and sewer extension to the site, Water Supply wells and storage tank and distribution mains extending from wells to the tank and along Winterton Road to the wastewater treatment plant. As part of the first phase, the clubhouse with pool and playground will also be built. The project is expected to be constructed in two phases with the area containing 88 units west of Winterton Road constructed first and the 208 units east of Winterton Road constructed second. Stormwater facilities serving each area will be constructed early in the construction process in accordance with an approved stormwater pollution prevention plan. Construction is expected to start in the late summer of 2009 with completion of the key infrastructure by the summer of 2010 with the first phase of townhomes completed in the fall of Operations and Maintenance All on site infrastructure and amenities will remain private and be owned and maintained by a Home Owners Association (HOA). The HOA regulations and covenants will be approved by the Village and filed with the Attorney General s office. The HOA will be governed by a board of home owner representatives. Purpose and Need The purpose of the Developer is to create a community that takes advantage of the documented need for affordable and convenient townhome residential development. There is a need to add residential users to the Village Community to help support village services commercial entities and improve existing infrastructure such as the needed wastewater treatment plant improvements.
