4 Volume 2: RFP SECTION 1 GENERAL INTRODUCTION A. An assessment of the Eastside Unified High School District s fire alarm systems and fire alarm monitoring systems for 13 high schools, two adult centers and the district offices was conducted in The fire alarm systems at the sites were found to have varying degrees of deficiencies as well as levels of obsolescence. Based on the assessments, improvements are being instituted to improve the fire alarm systems at the sites. This project is called the Districtwide Fire Alarm Modernization Project. B. The Districtwide Fire Alarm Modernization Project consists of partial and complete fire alarm system upgrades at the sites to support the demands of the modernization program, to comply with code requirements, and to minimize annual repair and maintenance costs. C. The improvement of the fire alarm systems and fire alarm monitoring systems will provide enhanced life safety for the building occupants as well as provide for a long term, sustainable plan for future modifications of the fire alarm systems. Currently, these sites primarily use the Gamewell FCI product line; although, some sites utilize other manufacturer s product lines as well. The age and condition of the systems vary from site to site, with some sites having newer panels, devices and appliances, whereas other sites have aged systems with components in fair to poor condition. 5 GENERAL DESIGN REQURIEMENTS DOCUMENT 01 Volume 2: RFP A. These Criteria Documents establish the scope, design intent and design criteria, minimum level of performance and quality, as well as functional and technical requirements for the fire alarm system improvements. The Design-Build Entity (DBE) shall utilize these requirements and the District Facilities Design Standards in development of the design and construction for this project. B. Scope of Work: The project consists of varying levels of fire alarm system modernizations for multiple sites. These improvements include, but are not limited to: 1. Providing the partial or complete replacement of the fire alarm systems based on the specific site scope of work and per the requirements of this RFP. 2. Designing the fire alarm systems for each site based on the site specific scope of work. 3. Obtaining all required approvals from the Authorities Having Jurisdiction including the California Division of the State Architect, the local fire authority, and the District. 4. Demolishing and salvaging the existing fire alarm control units that are not Gamewell-FCI E3 control units and providing new E3 fire alarm control units at all sites. Salvaged components will be returned to the district. Legally dispose of removed items. 5. Demolishing and salvaging the existing fire alarm notification appliances and associated power supplies and equipment in selected buildings and providing a new Emergency Voice Alarm Communication System (EVACS) in those buildings that complies with current code. The term Notification modernization is used for this work. For buildings undergoing notification modernizations, the new audible systems are required to be an EVACS. Salvaged components will be returned to the district. Legally dispose of removed items. 6. Demolishing and salvaging the existing fire alarm initiating and control devices in selected buildings and providing new initiating and control devices in compliance with current code and which are compatible with the new E3 control units being installed during this project. The term Detection modernization is used for this work. Salvaged components will be returned to the district. Legally dispose of removed items. 7. Connecting existing fire alarm initiating and control devices and notification appliances to the new E3 control units in buildings where the devices and appliances are not being replaced. 8. Reducing the quantity of transmitters to one monitored account for each site. Many of the sites currently consist of multiple transmitters and associated monitoring accounts. Each transmitting system must transmit discrete point ID information. Zone or other generalized information is not acceptable. 9. Providing all associated infrastructure conduits, fiber, cabling, etc., to support the fire alarm and EVACS work as needed to insure a complete, operational fire alarm system. 10. Providing all miscellaneous work required to deliver a complete project including, but not limited to, power connections, drywall, masonry, patching, painting, ceilings, insulation, trenching, and concrete and pavement patching. 11. Correcting specific device and appliance installation deficiencies in selected buildings. 12. Providing training for District Staff. 13. Providing fire watch during the course of Work. 14. Providing testing and certification of the fire alarm system devices, appliances, wiring, fiber and all other components of the fire alarm systems. 15. Upon Final Completion, providing service and maintenance as needed to maintain fire alarm systems, including required annual testing and certifications, during the warranty RFP DOCUMENT 01-4

The DBE contract shall include testing, inspection, preventive maintenance, corrective maintenance, and annual certification for all Sites, starting upon commencement of the contract and ending upon conclusion of the warranty period. 16. From the start of construction on each site until Final Completion of the project, providing service and maintenance as needed to maintain fire alarm systems, including required annual testing and certifications. C. The information and scope for each site is organized as follows: 1. Existing Fire Alarm System: This section includes a brief description of the existing system configuration and interconnection at each site as well as the current fire alarm monitoring system. 2. Fire Alarm Base Scope: This section identifies the required work to be completed at each site under the base pricing, excluding alternates. 3. Correction Items: This section identifies the scope of work for the buildings where deficiencies are to be corrected. These items are not part of the base scope and are to be priced as Solicited Alternate pricing. 4. Scoping Matrix: A Scoping Matrix is provided for each site identifying buildings which have scope of work for this project. This is located in Appendix A. a. An X in the Notification Modernization or Detection Modernization column requires the modernization of the building alarm notification or detection systems, respectively. The modernization of these systems is required to meet current code. b. An X in the Control unit Location column identifies the existing, known fire alarm control unit locations, excluding power supplies. The existing locations are provided for information only and are not intended to dictate control unit locations for this project. The location of new control units is a design element to be performed by the contractor. c. An SA in the Correction Items column identifies buildings where minor correction items are required and are to be priced as a solicited alternate. The number adjacent to the SA indicates the alternate number. The scope of the correction items are identified in this document under the respective school. Where correction item descriptions do not identify the locations of the correction items within the building, perform field survives as needed to identify the correction item locations. Include this cost as part of the additive alternate associated with that site. d. An X in the Connect Existing column identifies buildings where the existing devices and appliances are to be retained and connected to the new E3 control units. e. An X in the No Scope column identifies buildings that no work is required for modernizing the fire alarm system or performing correction items. The building is identified because it is currently on the campus but is scheduled for demolition, concurrent modernization or there are no existing fire alarm devices and none is required. f. The approximate gross building area is provided in the Estimated Area column. This information is provided for information, only. The contractor is responsible for verifying building area, when needed for design or pricing. D. Aerial maps of the existing schools with the building names are provided to identify the buildings located on each site. These are for reference, only. See Appendix B. E. Some as-built drawings are available as reference documents for use by the contractor; however, the drawings are partial or incomplete. Some building backgrounds are available in CAD. It is the Contractor s responsibility to verify what is available and the accuracy of the information. RFP DOCUMENT 01-5

7 Volume 2: RFP F. The contractor must develop all shop drawings in AutoCAD. Include verifying all areas under the scope of this work, including performing site measurements and other work as needed to generate the AutoCAD drawings. CAD drawings must comply with District Design Standards. Use of pdfs or other electronic or non-electronic media is not acceptable. Image files, e.g., pdf, jpeg, etc., imported into AutoCAD must be converted to vector file format. Use of the images as backgrounds is not acceptable. G. The Facilities Inventory is provided for use by the contractor. The Inventory identifies the official site, building, and room and space names that the contractor will use to perform their work. Information not available in the Inventory will need to be coordinated with the District. H. Information pertaining to reference documents is provided in Volume 3, Reference Documents and Existing Conditions. Reference document information is subject to verification by the contractor to perform their work. I. To accomplish the Fire Alarm Base Scope and the Correction Items, technical requirements are provided in this volume, under Section 3, Technical Criteria. These criteria are to be applied to the contractor s design, procurement and installation as needed to accomplish the scope of work. The technical requirements are applicable to both the base scope and the correction items. J. Due to other construction projects throughout the district, it is a requirement of this project that the new fire alarm network be installed to support the other work. Deadlines for completion of the installation of the new control units adequate to support the other work are shown in Doc Appendix 1 DWFA Scoping Schedule. That document identifies the deadlines associated with this work. The requirements are summarized below. 1. Foothill: The existing fire alarm system supporting Hooper Hall is required to remain functional until the modernization contractor for Hooper Hall takes possession of the building for their work. When the contractor takes possession, the new fire alarm network must be available for them to make connections during their work. 2. James Lick: The existing fire alarm system supporting Bld 900 is required to remain functional until the contractor for Bld 900 Student Center and Quad Project takes possession of the building for their work. When the contractor takes possession, the new fire alarm network must be available for them to make connections during their work. 3. Mt. Pleasant: The existing fire alarm system supporting Bld 900 is required to remain functional until the contractor for Bld 900 Student Center and Quad Project takes possession of the building for their work. When the contractor takes possession, the new fire alarm network must be available for them to make connections during their work. The new fire alarm network must be available by the date indicated in the Scoping Schedule. 4. Piedmont Hills High School: The existing fire alarm system supporting Bld G and Bld K is required to remain functional until the modernization contractors for Bld G and Bld K take possession of the buildings for their work. When the contractors take possession, the new fire alarm network must be available for them to make connections during their work. 5. Santa Teresa: A new Bld 2300 Field Concession and Bld T-100 is being installed. When the contractor for that project begins construction, the new fire alarm network must be available for them to make connections during their work. The new fire alarm network must be available by the date indicated in the Scoping Schedule. 6. Silver Creek: A Field Concession building is being installed. When the contractor for that project takes possession, the new fire alarm network must be available for them to make connections during their work. The new fire alarm network must be available by the date indicated in the Scoping Schedule. RFP DOCUMENT 01-6

8 Volume 2: RFP 7. W.C. Overfelt: The existing fire alarm system supporting Building J is required to remain functional until the modernization contractor for Building J takes possession of the building for their work. When the contractor takes possession, the new fire alarm network must be available for them to make connections during their work. The new fire alarm network must be available by the date indicated in the Scoping Schedule. 8. Yerba Buena: a. The new fire alarm network and panels in Bld 100 must be functional when the contractor for the Student Union and Quad project takes possession of Bld 100, Bld 800 and Bld Food Service Kitchen for their work, or the DWFA contractor will need to coordinate the installation of the new fire alarm network and the panels with the Student Union and Quad Project contractor during the construction phase of that project. The existing MDF in Bld 100 will remain. b. A new Field Concession building is being installed. When the contractor for that project takes possession, the new fire alarm network must be available for them to make connections during their work. The new fire alarm network must be available by the date indicated in the Scoping Schedule. RFP DOCUMENT 01-7

10 Volume 2: RFP 2.2 ANDREW P. HILL HIGH SCHOOL A. Existing Fire Alarm System: 1. The existing fire alarm system is a hybrid of a Fire Control Instruments (currently, Gamewell-FCI) model 7200 system and one addressable E3 system interconnected to act as one fire alarm system. 2. The current off site monitoring arrangement utilizes redundant methods of communication for offsite notification including a phone connected digital alarm communicator transmitter (DACT) and a recently installed radio transmitter for use with the radio mesh network associated with an E3 control unit. The fire alarm system is monitored by the company Crime Alert. B. Fire Alarm Base Scope: 1. Perform modernizations in buildings identified in the Scoping Matrix. 2. Replace the 7200 system control units with new Gamewell-FCI E3 series equipment. 3. Connect existing devices and appliances in buildings not undergoing Detection and Notification Modernizations. Provide power supplies, control units and other equipment a needed to accommodate these connections. 4. Replace the existing off site notification transmitter system with a new radio mesh transmitter system. Provide one account, monitored by Crime Alert. 5. Provide NGA fire alarm annunciator. C. Correction Items: Solicited Alternate #1 (SA 1) 1. Bld C: a. Relocate existing detectors in the restrooms and Room Classroom as needed to provide adequate separation between the detector and the HVAC grilles per NFPA 72. Assume a total of 5 relocations. b. Revise strobe setting in Colab spaces to 75 candela to cover space per NFPA 72. c. Revise the strobes candela settings to comply with NFPA 72 for the Classrooms on the second floor. Assume five instances for pricing. D. Solicited Alternate #12 (SA 12) 1. Perform modernizations in buildings identified in the Scoping Matrix. RFP DOCUMENT 01-9

11 Volume 2: RFP 2.3 CALERO HIGH SCHOOL A. Existing Fire Alarm System: 1. The fire alarm system is a new addressable Gamewell-FCI E3 Series system installed during a recent building modernization. The system is monitored via an AES 7788F wireless transceiver. Monitoring is provided by Crime Alert. B. Fire Alarm Base Scope: 1. None. Provide NGA fire alarm annunciator. C. Correction Items: Solicited Alternate #2 (SA 2) 1. Provide a manual pull station in Bld Main Room A101 Main Office as required by code. RFP DOCUMENT 01-10

12 Volume 2: RFP 2.4 EDUCATION CENTER (DISTRICT OFFICE) A. Existing Fire Alarm System: 1. The fire alarm system consists of separate control units. The oldest system is a conventional zoned Simplex 4208, which appears to serve both main buildings. Each of the main buildings also contains a Radionics combination fire/security control unit. The Radionics control unit in the Bld Shops Warehouse Lounge appears to be connected to the Simplex control unit. The Radionics control unit in the Bld Central Office appears to be stand alone. These control units are connected to telephone lines for off-site monitoring. The Radionics control units provide both fire and security alarm features for the buildings. 2. There is an additional Notifier AFP-200 addressable suppression system releasing control unit located in the data processing room in the Bld Central Office. This panel controls a FM-200 suppression system and appears to be stand alone. It is monitored by an AES 7750-F transceiver and a Notifier UDACT digital alarm communicator transmitter. 3. There are six portable buildings to the south east of the main buildings. Two of these are Bld Portable Restroom P6 and Bld Portable Office P1 which have aged devices and appliances and have no apparent connection to a fire alarm system. 4. There is also Bld Portable Office P2 which has a Notifier AFP-200 addressable suppression system releasing control unit that also provides detection and alarm for the building. This system is monitored by a Notifier UDACT digital alarm communicator transmitter. Within the data room are two AES 7170 RF/IP remote receivers which connect via internet protocol to the AES Central Station Receivers at the Crime Alert off-site monitoring station. 5. There are three more portable buildings connected to a Silent Knight 5808 addressable fire alarm system which provides detection and alarm coverage for the Bld Portable Office P5, the Bld Portable Office P4 and the Bld Portable Office P3. This system is connected to telephone lines for off-site monitoring. B. Fire Alarm Base Scope: 1. The Education Center houses the district offices and is not a high school. This should be considered in the approach to the design, as it is a Business Group B occupancy not an Educational Group E Occupancy. Provide design for the use and occupancy classification as required by code and the AHJ. 2. Perform modernizations in buildings identified in the Scoping Matrix. 3. Replace the Simplex system control unit and the Silent Knight system control unit with the new Gamewell-FCI E3 series equipment to serve the entire Education Center. 4. Provide pathway between portable buildings and main building. 5. Monitor existing suppression system control units in the Telecom Office in Bld Portable Office P2 and Information Technology in the Bld Central Office with the new site fire alarm system. 6. Replace the existing off site notification transmitter system with a new radio mesh transmitter system. Provide one account monitored by Crime Alert. 7. Provide NGA fire alarm annunciator. C. 13 Volume 2: RFP 2.5 EVERGREEN VALLEY HIGH SCHOOL A. Existing Fire Alarm System: 1. The fire alarm system consists of two Fire Control Instruments (currently Gamewell-FCI) model 7200 systems. Each system consists of the main panel and remote panels located within various buildings on the site. The two systems are interconnected to act as one system. 2. The current monitoring arrangement utilizes a Radionics fire control unit as a phone connected digital alarm communicator transmitter (DACT) for off-site notification. B. Fire Alarm Base Scope: 1. Perform modernizations in buildings identified in the Scoping Matrix. 2. Replace the 7200 system control units with new Gamewell-FCI E3 series equipment. 3. Connect existing devices and appliances in buildings not undergoing Detection and Notification Modernizations. Provide power supplies, control units and other equipment a needed to accommodate these connections. 4. Replace the existing off site notification transmitter system with a new radio mesh transmitter system. Provide one account, monitored by Crime Alert. 5. Provide NGA fire alarm annunciator. C. Correction Items: Solicited Alternate #3 (SA 3) 1. Bld C: a. Provide strobes in Room Classroom and Room Classroom to cover spaces per NFPA 72. b. Relocate strobe positioned behind the TV in Room Library so it is not blocked and as necessary to cover space per NFPA 72. c. Provide strobes in Room Workroom to cover space per NFPA 72. d. Provide strobe in C106 Office (conference room) to cover space per NFPA Bld D Administration: a. Relocate existing detectors as needed to provide adequate separation between the detector and the HVAC grilles per NFPA 72 to cover space per NFPA 72. Assume four instances for pricing. b. Provide smoke detection in small closet adjacent to Room Wrestling to cover space per NFPA 72. e. Relocate existing detectors as needed to provide adequate separation between the detector and the grille per NFPA 72. Assume four instances for pricing. f. Provide strobes in Room Concession, Room Ticket Booth and hall adjacent to Room 104 Locker Room to cover the space per NFPA Bld Ticket Booth: a. 15 Volume 2: RFP 2.6 FOOTHILL HIGH SCHOOL A. Existing Fire Alarm System: 1. The fire alarm system is a hybrid of an addressable Pyrotronics MXL system and an addressable Gamewell-FCI 600 series system interconnected to act as one fire alarm system. 2. The current monitoring arrangement utilizes redundant methods of communication for off-site notification including two digital alarm communicator transmitters (DACT) and a radio mesh network. B. Fire Alarm Base Scope: 1. Perform modernizations in buildings identified in the Scoping Matrix. 2. Replace the Gamewell-FCI 600 series control units and the Pyrotronics system control units with new Gamewell-FCI E3 series equipment. 3. Connect existing devices and appliances in buildings not undergoing Detection and Notification Modernizations. Provide power supplies, control units and other equipment a needed to accommodate these connections. 4. Replace the existing off site communicator and radio mesh notification transmitter system with a new radio mesh transmitter system. Provide one account, monitored by Crime Alert. 5. 16 Volume 2: RFP 2.7 INDEPENDENCE ADULT EDUCATION CENTER A. Existing Fire Alarm System: 1. The fire alarm system is an addressable Pyrotronics (currently Siemens) MXL system consisting of the main control unit, power supplies, an annunciator and the detection devices and notification appliances. 2. The current monitoring arrangement utilizes a Radionics control unit as the phone connected digital alarm communicator (DACT). The fire alarm system is monitored by the company Crime Alert. B. Fire Alarm Base Scope: 1. This site is an adult education center, not a high school. This should be considered in the approach to the design, installation and permitting of the system. 2. Perform modernizations in buildings identified in the Scoping Matrix. 3. Replace the Pyrotronics system control units with new Gamewell-FCI E3 series equipment. 4. Replace the existing off site communicator and radio mesh notification transmitter system with a new radio mesh transmitter system. Provide one account, monitored by Crime Alert. 5. 17 Volume 2: RFP 2.8 INDEPENDENCE HIGH SCHOOL A. Existing Fire alarm System: 1. The fire alarm system control units consists of a recently installed, site networked addressable Gamewell-FCI E3 series systems with the exception of the Bld Public Library which is connected to a Pyrotronics (currently Siemens) MXL system. 2. The transmitter system consists of a recently installed radio mesh network transmitter and repeaters sending point contact ID information to the remote monitoring station. B. Fire Alarm Base Scope: 1. Perform modernizations in buildings identified in the Scoping Matrix. 2. Provide connection to Bld 5009 Portable CR existing E3 control unit from campus network. Use aerial connection to portable. 3. The existing radio mesh network off site communication system was recently replaced. Revise the system as necessary to accommodate the new work under this RFP. 4. The Gamewell fire alarm control units were recently replaced with E3 control unit retrofit kits to and are connected to the existing campus wide system.
