4 Project Description Provide a brief description of the project: The purpose of this project is to enhance pedestrian safety, improve traffic mobility, and install aesthetic features and landscaping throughout the downtown area of the Village of Clarendon Hills. This will be achieved by shortening crossing widths by incorporating bumpouts, new crosswalk striping, adding drop off locations at the Metra Station, a new lane configuration along Prospect Avenue, and reconfiguring the intersections of Golf Avenue/Burlington Avenue into a single T intersection. Project Relationship to Surface Transportation: This project will improve the traffic and pedestrian flow throughout the downtown Clarendon Hills area by providing improved channelization at the intersections and adjacent roadways on either side of the BNSF Railroad tracks along Prospect Avenue. In addition, the Metra train station is immediately adjacent to the proposed improvement. By improving the Prospect Avenue corridor, all modes of travel within the downtown area of Clarendon Hills will be greatly enhanced. Project Location: The project is located along the Prospect Avenue corridor in the Downtown Area of the Village of Clarendon Hills. Prospect Avenue is a north-south collector street that begins at 55th Street on the south to Chicago Avenue on the north. The project is centered at the at-grade crossing of Prospect Avenue and the BNSF Railroad Tracks. Project Limits: The project extends from the intersection of Prospect Avenue and Burlington Avenue just north of the BNSF Railroad to the intersection of Prospect Avenue, Railroad Avenue, and Add Street just south of the BNSF Railroad. The project also extends east from Prospect Avenue to the intersection of Burlington Avenue and Golf Avenue on the east. Project Length: 0.4 miles Project Scope Of Work: The project of work consists of the following improvements: 1. Prospect Avenue Improvements: There will be new land configurations along Prospect Avenue. At the railroad crossing, the reconfiguration of the north and south bound lanes will allow 14 foot shared bike lane and a northbound left turn only lane. North of Burlington, there will be 2 travel lanes, both being 16.8 foot shared bike lanes. Curb bumpouts will be constructed that will allow for shorts crosswalks at all legs of the intersections. 2. Golf Avenue/Burlington Avenue Improvements: The intersection of Golf Avenue and Burlington Avenue will become a "T" intersection, closing off the portion of Golf Avenue that curves onto Burlington Avenue. The curve will be reconfigured. Angle parking will be provided along the east side of Golf Avenue. 3. Railroad Avenue Improvements: Due to the existing narrow width of the roadway, Railroad Avenue will become one way westbound. The width of the road between curb bumpouts is feet. The width of the travel way is 22 feet and perpendicular parking will still be maintained along the north side of the street. 4. Streetscape Amenities: Brick pavers will be installed at the crosswalks to delineate the pedestrian crossing locations. New bike racks will be installed for both the shoppers as well as commuters. Additional landscaping will be installed to enhance the area. 5. Railroad Crossing Improvements: New railroad gates for vehicles and pedestrians will be installed to provide additional protection at the Prospect Avenue at-grade railroad crossing. Anticipated Benefits: The many benefits are expected to include reduced congestion due to improved channelization, additional safety for vehicles, pedestrians and bicyclists with the addition of paver crosswalks and shared bike lanes, and enhanced landscaping and aesthetics within the downtown area. Commuters on the Metra trains will be provided better guidance and flow to and from the train station from the adjacent commuter parking lots. Businesses within the downtown will benefit economically due to the enhanced aesthetics making the downtown area a more desirable destination for shoppers. Tremendous safety improvements will be

5 realized with the reconfiguration of the traffic lanes on Prospect Avenue. A barrier median will be installed in the median of Prospect Avenue on both sides of the railroad crossing to discourage vehicles from going around the lowered crossing gates. New gates will be installed for both vehicles and pedestrians as well. Describe how the project will improve safety for transportation facility users: A raised median will be installed on both approaches of Prospect Avenue at the at-grade railroad crossing. New crossing gates for both vehicles and pedestrians will be installed to provide additional protection. Brick pavers will be installed in the roadways at crosswalks to provide additional delineation to vehicles for pedestrians crossing the roadway. Traffic lane channelization will improve traffic flow along Prospect Avenue as well as the side streets approaching Prospect Avenue.

53 PROSPECT AVENUE DOWNTOWN REVITALIZATION PROJECT PUBLIC MEETING SUMMARY JANUARY 16, 2017 A Public Meeting was held at the Village of Clarendon Hills, Village Hall at 7:00 p.m. on Monday, January 16, The presentation was part of the Village s regularly scheduled Board Meeting. Two public meeting notices regarding the project were advertised in advance of the meeting. The purpose of the meeting was to present the proposed improvement to the Village Board of Trustees and the public. The meeting began with a brief history of the project. It was stated that the purpose of this project is to enhance pedestrian safety and improve traffic mobility throughout the downtown area of the Village of Clarendon Hills. This will be achieved by shortening crossing widths by incorporating bumpouts, new crosswalk striping, adding drop off locations, a new lane configuration along Prospect Avenue and reconfiguring Golf Avenue/Burlington Avenue into solely a T intersection. The following is a summary of the major components of the project that were discussed. Prospect Avenue Improvements There will be new lane configurations along Prospect Avenue. At the railroad crossing, the reconfiguration of the north and south bound lanes will allow for a 14 foot shared bike lane and a northbound left turn only lane. North of Burlington, there will be 2 travel lanes, both being 16.8 foot shared bike lanes. Curb bumpouts will allow for shorter crosswalks at all legs of the intersections. Golf Avenue/Burlington Avenue Improvements The intersection of Golf Avenue and Burlington Avenue will become solely a T intersection, closing off the portion of Golf Avenue that curves onto Burlington Avenue. The curve will be reconfigured. Back-in angle parking will be provided along the east side of Golf Avenue. Railroad Avenue Improvements Railroad Avenue will become one way going westbound. The width of the road between curb bumpouts is feet. The width of the travel way is 22 feet and perpendicular parking will still be maintained along the north side of the street. Parking Parking will be reconfigured so that there will be 6 additional commuter parking stalls. Correspondingly, due to roadway reconfigurations and the additional commuter parking stalls, there will be a reduction of 15 stalls for three hour and less parking. Therefore, there will be a net reduction of 9 parking stalls due to roadway improvements. It was pointed out that the

54 Parking Study showed that there was a greater demand for additional commuter parking while there was a surplus of shorter duration parking spaces. Project Status All environmental clearances have been received. Phase 1 completion through the Illinois Department of Transportation is anticipated within the next several months. Once additional funding has been secured, the project can move forward into the preparation of the bid documents followed by construction. There were a total of 5 people in the audience (2 single people and a family). None of them had any questions about the project. Several of the Board members had a few questions. However, everybody was in full support of the project.

55 Village of Clarendon Hills Downtown Master Plan Update 2013 Community Outreach Plan It is the goal of the Downtown Master Plan Update Committee to engage stakeholders in the development, review and implementation of the Downtown Plan Update. The Committee endeavors to establish ongoing communication methods in order to foster continued engagement of stakeholders is promoting and maintaining the vitality of downtown Clarendon Hills. In encouraging communication, the Committee and Village will: Encourage productive and respectful discussion. Accurately represent data and divergent views when possible. Fairly and freely accept input from all people. Respect people s time and ideas. Conduct business openly and in compliance with the Illinois Open Meetings Act. The Committee will use a variety of methods for public engagement. They will include: Village website: The Village website will serve as a central location for information related to the Downtown Plan. This includes agendas, agenda packets, past documents and concepts available for public comment. Social media/online presence: Twitter: The Committee plans to engage followers through updates and questions seeking input on various issues. The Village may supplement or repeat these efforts through Facebook and traditional media. QR Codes: The Committee plans to utilize QR codes placed downtown and in downtown businesses to actively engage people who are using downtown Clarendon Hills. Newsletters/publications: Newsletters: The Committee will distribute updates throughout the process in the print and newsletter. Publications: The Committee plans to distribute additional, more comprehensive reports as appropriate. Community Meetings Committee and subcommittee meetings: Notice will be given of all meetings and there will be opportunity for public input at all meetings. Community Meetings: The Committee plans to host at least one community meeting to present and receive ideas related to downtown Clarendon Hills. The Committee will continue to look for opportunities for additional public engagement that helps to present stakeholders in the development of the Downtown Plan Update.
