Eastern Cnnectr Study underway Ensure active neighbrhd participatin in MPO study f Eastern Cnnectr, with attentin t neighbrhd t neighbrhd benefits. Imprved linkages t the City f Charlttesville crssing the Rivanna River have been explred, including a cnnectin t High Street frm Pantps Shpping Center area, State Farm Blvd t Market Street A secnd Rivanna River crssing t High Street in the City f Charlttesville is the preferred ptin and the engineering and cst feasibility will be studied. Imprve street grid internal t Pantps, intercnnecting lcal street systems, reducing vehicle trips n Rute 250. Prvide destinatins within a quarter-mile f residential areas. The prpsed Pantps Land Use plan encurages a mixed f uses and centers clser t residents. All rads shuld have sidewalks t encurage and facilitate walking 2

LAND USE & PLACE TYPE ANALYSIS Pantps Plan Preliminary Recmmendatins Refer t draft Land Use Map Incrprated Neighbrhd Mdel principles int draft Land Use Map, which will help address citizen cncerns: Pedestrian rientatin; Neighbrhd Friendly Streets & Paths; Intercnnected Streets & Transprtatin Netwrks; Parks and Open Space; Neighbrhd Centers; Buildings and Spaces f Human Scale; Relegated Parking; Mixture f Uses; Mixture f Husing Types and Affrdability; Redevelpment; Site Planning that Respects Terrain; and Clear Bundaries with the Rural Areas. Cncentrate redevelpment arund existing neighbrhd centers fr residents such as Pantps Shpping Center, Rivanna Ridge shpping center, DMV, TipTp Restaurant, Cascadia, and the Mre s site The Pantps Plan is intended t encurage discernible places with amentities that rient peple, prvide cnvenience, intentinally designed pen space, encurages pedestrian activity, and allws fr fewer vehicles trips. Ptential Neighbrhd Center Types identified in Pantps and depictied n the Land Use Map: G- Civic Green: is primarily and urban pen space (nt just natural) that includes uses frnting n the center, multiple access pints t neighbring residential r emplyment 3

4 areas, design elements that prvide a sense f arrival and civic presence. Examples: State Farm Bulevard acrss frm Peter Jeffersn Place NS- Neighbrhd Service: is a cluster f mixed use buildings with Neighbrhd-serving retail/service uses n the first flr, includes an urban pen space adjacent t the mixed use buildings (see the descriptin f Civic Center Green) Examples: Luxr Cmmercial, Avemre, and prpsed Cascadia C- Cmmunity Service: A retail/service mixed-use center that is anchred by a grcery stre and cntains additinal retail/service and ther cmmercial. It is designed with multiple cnnectins t surrunding residential and emplyment areas. It includes an urban pen space and pssibly recreatin r civic element. Examples: Pantps Shpping Center, Rivanna Ridge New develpment shuld respect existing neighbrhds. The intent is t define neighbrhds, each with its n characteristics and generally defined by a quarter-mile radius t half-mile radius. This is depicted with dashed circles n the Land Use Map. Cmpatible land uses have been suggested adjacent t existing residential areas. Balance f uses: cmmercial/residential/natural areas; Ecurage a mixture f uses: Husing near State Farm Area behind McDnald s/wendy s fr mixed use and ther uses. Residential develpment between Free Bridge Lane and Stny Pint Rad Land Use categries encurage a mix f uses cmpatible with existing residential neighbrhds that relate t the Neighbrhd Center Types: Cnservatin/Open Space- Envirnmental features that are nt t be develped and wuld nt serve as recreatin. Parks/Greenspace- Public parks, green ways, and recreatin areas. Urban Mixed Use mix must at least include retail/service uses with sme ffice allwed. Mre residential mix is expected than ther categries f mixed use, at Urban Densities. Cmmercial Mixed Use- Primary land uses wuld be a range f retail, cmmercial services, ffice, htel/mtel/cnference facility, and whlesale uses with scale apprpriate fr Neighbrhd and a Cmmunity Center-type expected. Sme light industry may be cnsidered in these areas such as research, warehusing, incidental related ffice, whlesale, aut service, and related industrial service. Emplyment Mixed Use adds emplyment uses, as the predminant use, t the uses allwed in the Urban Mixed Use categry. Cnsists f a mixture f uses that must include retail/service and residential uses; as well as a significant amunt f ffice/r&d. A range f ffice types wuld be expected prfessinal, business park, medical ffice, research & develpment, labratry, and prfessinal service use. 4

5 Neigbhrhd Density Residential 3 6 residential units per acre with residential supprt uses and limited nn-residential. Urban Density Residential residential units per acre with supprt uses and sme nn-residential. Institutinal Civic uses and hspital uses(e.g., schl sites, fire statins, libraries). These may be specific sites r indicated by a circle (i.e., the fire statin needs t be lcated in this general area). Emplyment District This wuld be the large emplyment areas that culd nt have a center (e.g., State Farm fr security reasns). There will be few example f this. Stale Zning Gazeb Plaza A final site develpment plan is under review and a preliminary plan fr develpment f a shpping center has already been apprved. Hwever, the Gazeb Plaza site is nw recmmended as primarily park/pen space with sme Neighbrhd Density and a small amunt f Urban Density residential uses with a Civic Green center such as a cmmunity park. Remval f Buena Vista (Wheeler Prperty) frm Develpment Area is recmmended. Increased land uses designated fr green space and parks. Future develpment and redevelpment shuld ccur first between Pantps Shpping Center and Rivanna Ridge. This area shuld exhibit the greatest density and frmal design and is shwn as Urban Mixed Use and Cmmercial Mixed Use n the Land Use Map. As pprtunites arise fr redevelpment f areas, fcus n a mixed-use frm that emphasizes emplyment, and minimizes cntinued emphasis n retail, particularly large-scale car dealerships and highway riented uses. Explre pprtunities fr rienting develpment and recreatin twards the Rivanna River. Additinal develpment Standards/site design standards shuld be develped fr Pantps: Buildings shuld be sited as frame views, nt bstruct them. Stricter guidelines fr critical slpes disturbance and reduced retaining wall heights and architecture that fits existing grades. Replanting standards shuld be established fr slpes disturbed Grwth cncurrent with sufficient infrastructure Once the Pantps Plan is refined with public input, implementatin strategies and funding mechanisms will be included in the final plan. 5

6 PANTOPS CHARACTER & AESTHETICS/HISTORY Create a sense f identity/ village within Pantps Pantps Plan Preliminary Recmmendatins The histry f the Pantps area shuld be acknwledged and preserved as the neighbrhd builds ut and shuld be celebrating as the neighbrhd s identity. Prvide a cmplete inventry f histric, cultural, and archelgical sites within Pantps. Histric sites previusly identified include: Buena Vista, Gerge Rgers Clark Museum, Burnley Tavern, Wiltn Farmhuse and farm buildings, Franklin Farm, Pantps Farm, Lcust Shade, Piraeus Lck and Dam. Sites with structures 50 years r lder have been identified n the Green Infrastructure Map. Civic Greens and ther Neighbrhd Centers shuld celebrate the histry f Pantps with histric interpretatin displays. Sme histric sites shuld serve as the fcal pint fr Neighbrhds. Preserve histric buildings and natural landscape features that are unique Pantps. Prvide recmmendatins fr use/preservatin f histric resurces in Pantps, including preservatin and reuse f structures. Encurage prperty wners t pursue Natinal and State register designatins. Prtect the character f Rute 20 as a Virginia Scenic Byway. Rute 20/Stny Pint Rad thrugh Pantps is a rute turists may travel alng the Jurney thrugh Hallwed Grund tur t reach Mnticell frm Gettysburg and ther Civil War sites. There is an pprtunity t prmte turism in Pantps, with the Lewis & Clark Explratry center and ther histric sites. Partner with the Greenways prgram t prvide histric interpretatin alng the greenway. View prtectin: Preserve scenic views within Pantps and f Pantps (Mnticell). Buffer Znes and Lss f Rural Character Develpers must cnsult and incrprate Mnticell Viewshed Guidelines, which will be incrprated int the Pantps Plan and Architectural Review Bard guidelines fr Pantps. Evaluate cunty regulatins regarding lighting and identify any changes apprpriate fr Pantps given its visibility frm Mnticell and tpgraphy within the neighbrhd GREEN INFRASTRUCTURE Pantps Plan Preliminary Recmmendatins 7

8 Preserve the Rivanna River crridr as a fcal pint fr the neighbrhd. An enhanced Greenway system is recmmended fr Pantps and is shwn n the Green Infrastructure Map with additinal trail cnnectins t the Rivanna River. The Rivanna River crridr shuld be preserved. It is shwn as green space n the Green Infrastructure Map and will create a linear park within the Pantps Neighbrhd. Enhance the greenway system thrugh Pantps and a prvide cnnected system t the river and neighbrhd centers r sidewalks leading t thse places. An expanded greenway system within Pantps, is recmmended that cnnects neighbrhds within Pantps, and adjacent Rural Area neighbrhds, t the river and ther destinatins in the neighbrhd. Create prmtinal materials and events t highlight the greenways t residents and businesses in Pantps. A trail head is recmmended t prvide cnvenient access t the greenway system and is suggested alng Riverbend Drive. Identify any wded areas that shuld be preserved. Identify critical slpe areas that shuld be preserved. The Pantps Neighbrhd shuld be studied further t prvide additinal guidelines and replanting standards fr develping n slpes in Pantps and preserving key wdlands areas. The Neighbrhd Mdel calls fr sensitivity t existing terrain thrugh site design and architecture that fits int grades. Where significant regrading is necessary, recnstructed slpes are called fr that are attractive, functinal, and easy t maintain. Minimizing destructin f natural terrain will help Albemarle Cunty retain its beautiful landscapes. Ensure that greenspace is dispersed within develpments. A system f intercnnected greenspace is reflected n the Green Infrastructure Map. Pssible cmmunity park lcatins are recmmended fr the Pantps neighbrhd, near the crner f State Farm Bulevard and Pantps Drive and the Gazeb Plaza site. Scenic viewpint lcatins, bth with existing develpment and prpsed, shuld prvide public spaces and amenities such as utdr seating, landscaped plazas, and walking rutes. The Gazeb Plaza site shuld be preserved as park The Pantps Plan des nt recmmend a reginal service center use at Gazeb Plaza. A less intense mix f land uses, with a substantial prtin f the prperty preserved as park is recmmended. 8

9 COMMUNITY SERVICES & FACILITIES Need fr mre cmmunity services and facilities: Pantps Plan Preliminary Recmmendatins Initiate discussin with the US Pstal Service, Jeffersn Madisn Reginal Library, Albemarle Cunty Schls, CTS and ther prviders regarding future capital planning with a stated gal f bringing these prgrams and services t the neighbrhd. Prvide public facilities which fster a sense f cmmunity and civic pride. Lcate cmmunity facilities where they are cnvenient and accessible t residents and businesses, in centers. Pst Office Library The United States Pstal Service (USPS) has established guidelines and service standards. The Cunty will cntinue t cmmunicate with the USPS t establish service t the Pantps, hwever the USPS is nt in an expansin mde presently. Pst ffices that serve Pantps are the Dwntwn Charlttesville ffice and Keswick. Public library service is prvided thrugh the Jeffersn- Madisn Reginal Library system (JMRL). The Dwntwn Charltteville library serves the Pantps neighbrhd. As a general guideline, libraries are nt usually lcated within 6 miles f ther libraries. Libraries are planned fr the bth the Hllymead area and neighbrhds suth f twn. Cntinue t mnitr the need fr library services in the Pantps neighbrhd and seek alternative service prvisins with JMRL such as bk mbile service, kisks, r bk drpff lcatins.. 9

10 Any library services shuld be centrally lcated in the areas designated Urban Cre. Fire There is n Fire-Rescue statin currently lcated within the Pantps Neighbrhd and it is served by the City f Charlttesvile and the East Rivanna statin. Statin 13-Pantps Fire Statin is included in the CIP fr Pantps, which may be a jint statin with the City f Charlttesville. Site selectin has nt been made but it is recmmended that the statin shuld be lcated centrally in Pantps, clse t neighbrhd centers and cmpatible surrunding land uses. Schls N public schls are currently lcated r planned in Pantps and students attend Stne-Rbinsn and Stny Pint elementary schls, Burley Middle Schl, and Mnticell High Schl. The Albemarle Cunty Schl s Lng Range Planning Cmmittee is respnsible fr mnitring residential develpment in the area and either thrugh redistricting r prviding adequate facilities, ensure the capital needs f the schl children will be met. As ppulatin grws, the Cunty will clsely mnitr new residential building activity and ensure that adequate schl facilities are prvided t handle all new residential develpment. Future schls shuld be centrally lcated within the Pantps Neighbrhd and designed with safe walking and biking rutes fr schl children. Parks Darden Twe Park is lcated in Pantps and an enhanced system f Greenways, parks, and pen space is recmmended. (See Green Infrastructure Map and recmmendatins) Cmmunity Meeting space Cmmunity meeting space shuld be prvided with the new fire statin and will be available with develpment f the Lewis & Clark Explratry Center at Darden Twe Park. Cnsider creating a Cmmunity Cuncil (Pantps Neighbrhd Assciatin) with brad representatin frm the cmmunity t prvide infrmatin and updates n neighbrhd news, issues, and needs between the Cunty and Neighbrhd t increase citizen invlvement with develpment plans and infrmatin sharing. Water and Sewer Service Water and Sewer service are prvided by the Albemarle Cunty Service Authrity and the Rivanna Water & Sewer Authrity. Pantps is adequately served and n expansin r upgrade prjects are currently planned. 10

Increase the range f uses within easy walking r bicycling access frm hmes and jbs in the Pantps area. Encurage redevelpment and/r infill f existing cmmercial sites at Pantps Shpping Center and t cmplement but nt duplicate existing uses. Encurage new infill residential develpment near existing cmmercial develpments where apprpriate, t prvide pedestrian accessibility t gds and services and prvide a healthy mix f uses. Mixed-use areas are encuraged with the Land Use Plan. Cmpile additinal data n existing businesses in Pantps and cmplete a market analysis f Pantps. Establish a rster f existing businesses by business type and cntact infrmatin. Cnsider hlding businesses wner meetings t discuss ways f respnding t Pantps market needs that have been identified by residents and studies. 11

Emplyment pprtunities exist r are planned with the State Farm expansin, htel, Scial Security, and ther ffice buildings. There are pprtunities t encurage emplyment within redevelpment areas. Prvide residents the ability t wrk in clse prximity t hme t mitigate traffic impacts and create healthier neighbrhd, such as live/wrk units, the ability t walk t wrk r cnsidering telecmmuting centers. Based n public input that emplyment needs f residents are nt being met, it appears there is a need fr new kinds f industry in Pantps. Additinal public input and data is needed prir t making recmmendatins n this tpic: A rster f existing businesses will be established. Data n current emplyees assciated with each business will be btained and any knwn expansins. Residential neighbrhds will be surveyed t determine hw many residents wrk frm hme. Survey questins assciated with public input n this phase f the Pantps Plan will ask what emplyment pprtunities residents are seeking. HOUSING Pantps Plan Preliminary Recmmendatins 13

14 Increase affrdable husing pprtunities in Pantps Identify mechanisms t create affrdable husing pprtunities in Pantps Densities shuld be apprpriate given cntext f surrunding neighbrhd in Pantps Imprved affrdable husing pprtunities and expanded prgrams is a Cunty-wide gal and the Affrdable Husing Plicy was adpted as part f Cmprehensive Plan in February The Albemarle Cunty Office f Husing implements the gals f the Husing Plicy: Prmting safe, decent, and affrdable husing ptins fr lw- t mderate-incme residents f Albemarle Cunty and thse wrking in and desiring t reside in Albemarle Cunty; Insuring variety/chice in husing and equal husing pprtunities; Creating and preserving safe, high quality and sustainable neighbrhds; Understanding diverse husing needs and special needs f varius ppulatins; and, Directing assistance t thse ppulatins least able t attain safe, affrdable husing thrugh the private sectr alne. The prpsed Pantps Land use Plan encurages a mix f uses and prmtes the intrductin f residential in areas nt previusly designated fr residential.
