Culture Crridr Plan Research Manager f Heritage Administratin and Facilities intrduced Rbert Catherall, an Intern frm the UBC Schl fr Cmmunity and Reginal Planning. Catherall prvided a PwerPint presentatin n the prgress f his research wrking with Culture staff, regarding a Cultural Crridr in Surrey. The envisined Cultural Crridr is prpsed t generally fllw King Gerge Bulevard, linking tgether fur districts with existing r planned clusters f cultural amenities: Bridgeview, City Centre, Newtn Market, and Semiahm/ Suth Surrey. 2 In respnse t questins frm the Cmmittee, staff advised that 16 future cultural facilities are in the recmmendatins f the recently apprved Parks, Recreatin and Culture 10 Year Plan. Further, an increase in private develpment alng King Gerge Bulevard culd fund additinal pprtunities fr additinal cultural assets in the future. The Cmmittee nted that the gegraphy f Surrey is unique, and that the idea f a Cultural Crridr can be difficult t imagine; hwever, gruping cultural facilities and public art displays int districts and linking them alng ne crridr culd help highlight and prmte key city cultural assets. 2. Surrey Public Art and Heritage Netwrk Plan Research Emily Huang, was intrduced as an Intern frm the UBC Schl fr Cmmunity and Reginal Planning and is wrking with Arts and Heritage Managers. She prvided a PwerPint presentatin regarding prgress n her research fr a Surrey Public Art and Heritage Netwrk Plan. The fllwing infrmatin was highlighted: The Visin is a city-wide netwrk that prvides residents an experience f public art r heritage features that fster place-making, activate learning, and enhance quality f life, within a walkable radius f their neighburhd. Cnsideratins fr the Surrey Public Art and Heritage Netwrk include: Identifying gaps in twn centres t assist with planning future investments, Strategies fr enhancing twn centres that already have art and heritage clusters such as implementing and prmting art walking rutes; and Enhancing greenways and ther walking trails with art and heritage features (such as the Semiahm Walking Trail). Examples f varius strategies fr creatively enhancing infrastructure were shared. In respnse t questins frm the Cmmittee, staff reprted that the infrmatin gathered thrugh bth the Surrey Public Art and Heritage Netwrk, and the Culture Crridr Plan wuld be used t update the Public Art Master Plan. The data cllected will als be utilized as a tl t identify lcatins and areas f pririty fr investment. 3 C. OUTSTANDING BUSINESS 1. Prject Updates (a) Nrth Surrey Sprt and Ice Cmplex Design Update Staff reprted that Trentn Pierre, the artist cmmissined fr the Nrth Surrey Sprt and Ice Cmplex, cntinues t wrk clsely with staff, and elders within his cmmunity. The updated cncept fr glazing includes an emphasis n the eagle image, the inclusin f a drum, and features seven paddles representing the seven values f recnciliatin. Staff will cntinue t wrk with Mr. Pierre n site and scale tests fr the design. (b) Surrey Museum Staff advised kʼwyʼiʼyʼe Spring Salmn Studi, the artist team recmmended fr the Surrey Museum sculpture, prvided satisfactry technical and financial reprts fr their sculpture design prpsal The Rivers that Cnnects Us. In respnse t a questin frm the Cmmittee, Staff nted that a display regarding the design wuld be presented at the pening f the Museum f Surrey in September, 2018, with a cmpletin date fr the artwrk in fall, Mved by A. (c) Fence Art Prpsal by Art2Heart Organizatin Staff reprted that the Art2Heart rganizatin had submitted all supprting dcuments fr their fence art prpsal at Fraser Wd Elementary. Mved by J. 4 (d) Bear Creek Bridge Update Staff reprted the fllwing changes t Phyllis Atkins' public art design fr Bear Creek Bridge: The design wuld be created frm jet-cut aluminum (which wuld then be attached t cncrete barriers), rather than stamped cncrete; The design has been further develped t make the sun and mn images mre prminent; and, Additinal fish have been added int the final design. In respnse t a questin frm the Cmmittee, staff nted that maintenance issues are nt anticipated fr the art piece. Mved by B. McMurray Secnded by J. Adams That the Public Art Advisry Cmmittee apprves the mdificatin f the design and materials fr Phyllis Atkins' public art prject at Bear Creek Bridge. 2. Prequalified Artists List fr Small Prjects Staff summarized the n-table handut f Surrey-based artists that culd be cnsidered fr the prequalified artist list. The fllwing additinal infrmatin was prvided: The prequalified list has been established t direct art calls t Surrey-based artists wh currently d nt have a permanent piece in the Surrey public art cllectin. Staff will cntinue t be practive and plan t reach ut t artists wh may nt be applying fr calls due t ptential barriers such as language, technlgy, etc. The Cmmittee was encuraged t review the prequalified artist list and advise staff f any changes r additins that culd be cnsidered. The Cmmittee suggested that staff culd prvide a presentatin t the Immigrant Advisry Cmmittee thrugh the Surrey Lcal Immigratin Partnership (Surrey LIP) r the Diversity Advisry Cmmittee regarding this pprtunity. 5 At the time f the call, the artist has a permanent wrk already in the Surrey public art cllectin; and/r The artist has been cntracted by the City fr an upcming permanent public art prject. Staff nted that a selectin panel wuld be frmed in September, 2018, and wuld evaluate artist submissins fr bth the 2019 Public Art Street Banners, and the first Park Washrms Public Art pprtunity. (a) 2019 Public Art Street Banners The Cmmittee reviewed the Surrey-based artist call fr the 2019 Public Art Street Banners. Staff nted that the call wuld be distributed t the prequalified artist list in July, The submissin date fr prpsals wuld be September 10, (b) Park Washrms Public Art Opprtunity Staff reprted the fllwing infrmatin: The design pprtunity fr the washrms at Maple Green Park wuld be a custm design laser-cut steel gate and wall panel. Panels wuld be pwder and anti-graffiti cated in a single clur. The theme fr the call wuld be Celebrating Natural Heritage and/r Cultural Diversity. The park washrm design wuld be a gender neutral unit, with slar panels n the rf. This structure design wuld be replicated thrughut all parks with public washrms in Surrey. In respnse t a questin frm the Cmmittee, staff advised that ne t tw park washrm public art pprtunities wuld take place per year. A vlunteer frm the Cmmittee wuld be required t assist with the selectin panel fr these types f art calls. Bth J. Hugh and A. Willis expressed interest in serving n the selectin panel. Mved by S. Willis serve as the Public Art Advisry Cmmittee representative n the selectin panel fr the 2019 Public Art Street Banners, and the Park Washrms Public Art pprtunity. E. ITEMS REFERRED BY COUNCIL F. CORRESPONDENCE G. INFORMATION 1. Images frm Drs Open and celebratin f Surrey Nature Centre public art by Wes Antne (June 9, 2018) Staff presented images frm Surrey Drs Open and the celebratin f Wes Antne's public art designs at the Surrey Nature Centre. 2. Images frm the Public Art Bus Tur (June 26, 2018) Images frm the Public Art Bus Tur, hsted n June 26, 2018, were presented t the Cmmittee. 44 passengers attended the tur, viewing 27 artwrks in Surrey, Nrth Vancuver, and Vancuver. On behalf f the Cmmittee, the Chair thanked staff fr rganizing the event. 3. Images frm the Summer Art Gala event recgnizing First Natins public art designs (June 29, 2018) Staff reprted that the Surrey Art Gallery hsted a Summer Art Gala featuring public art displays and ffered recgnitin f First Natins public art designs frm Leslie Wells, Drew Atkins, Anthny Gabriel, Wes Antne, Brandn Gabriel, Phyllis Atkins and Trentn Pierre. H. OTHER BUSINESS J. Hugh invited the Cmmittee t Fltsam, an art exhibitin at the White Rck Cmmunity Centre. 7 S. Dwivedi infrmed that there wuld be a Suth Asian Literary Cnference held n September 8, 2018 frm 10:00 a.m. t 3:00 p.m. at the Unitarian Vancuver church. The event is free and pen t all cmmunity members. The Chair infrmed the cmmittee f the fllwing events: A Crescent Beach Pp-Up Art Event wuld be held n July 19, 2018 frm 7:00 p.m. t 9:00 pm. at Beecher Place. Surrey Fusin Festival will be hsted July 21-22, 2018 at Hlland Park. Staff reprted the fllwing: Wes Antne's artwrk: snəw eyəɬ: Nature s Gds (Nature s Teachers) was implemented at the Surrey Nature Centre n June 8, 2018, and was unveiled at the Drs Open event n June 9, Leslie Wells' design Eight Salmn Heads was installed n June 28, 2018 at the Surrey Arts Centre. Brandn Gabriel's vinyl design, Raven and the First Sunrise, was installed at the Guildfrd Library n June 29, A strytelling event will be taking place at the library n July 28, 2018 t cmmemrate this piece. A Stakehlder meeting wuld be held n July 17, 2018 fr a future Fleetwd public art prject. A. Willis vlunteered t serve as the Public Art Advisry Cmmittee representative at the meeting. I.
