A split sidewalk is prpsed alng the streets and the walkways between the planters culd be wider. Staff has n specific issues with this prpsed develpment. The Prject Architect presented an verview f the site plan, building plans and streetscapes and highlighted the fllwing: This ne level retail building is situated clse t the street t encurage pedestrian circulatin at the frnt f the develpment. Parking is available at the back f the prperty. Spandrel panels have been intrduced t reduce glazing. Signage is nly in the frnt t encurage the frntal expressin. 23A Avenue will be dedicated fr vehicle access t the develpment n the suth side. The rad will cnnect frm 156 Street thrugh t 157 Street nce the develpment n the adjacent site is cmpleted. The client agreed t prvide an Electric Vehicle (EV) charging statin. Lcatin f EV statin will be cnfirmed. The Landscape Architect reviewed the landscape plans and highlighted the fllwing: A number f landscape planter beds n 156 Street will link t the main sidewalk. The back f the parking lt will have a hedge and landscaping in frnt f the hedge with large native Dgwd trees, perennials and extic grasses fr year rund appeal. 3 Advisry Design Panel - Minutes January 28, 2016 STATEMENT OF REVIEW COMMENTS In general, the Panel supprted the prject and nted it was well dne and straight frward. Cncerns abut the narrwness f the pathway frnting the building were raised and it was recmmended that the pathway width be extended. Site N cncerns r cmments fr site. Building Frm and Character Cnsider blder tnes, clurs feel dull. Cnsider deeper elevatin insets at bays. Cmmend the break-up f tw façade and suggest eliminating crner n lwer buff clured prtins f tw facades. Cncern with canpy cnflict with trees alng 156 Street. Cncerned with height f canpies at 17 high and nt creating prper weather prtectin. Crner pedestrian entrances culd be better reslved ptentially with angled crner entrances. This wuld help strengthen the pedestrian experience and entry sequence. Cnsider signage at 23A Avenue (parking lt entrance). Cnsider design t restre cnflict between mullin and vertical abve in the façade. Landscaping The walkways between the planters alng the streets are t narrw. Cnsider creating areas fr pausing with benches r lse seating, if pssible, t help activate the area. Cnsider alternate t grass, i.e. rnamental grass n the bulevard. CPTED Cnsider lighting carefully t ensure balance f safety fr parking in the rear f the building and the adjacent residents. Accessibility Ensure there is wheelchair letdwn by disabled parking space (nt indicated n plans). Ensure public washrms are wheelchair accessible. The building had t be setback t meet sky train requirements which, als prvides rm t add sme large native trees in that space. These are a gd buffer t sky train and add t the creek riparian area acrss Ravine Rad. Staff has n specific issues with this prpsal. The Prject Architect presented an verview f the site plan, building plans, elevatins, crss sectins, and streetscapes and highlighted the fllwing: This site is lcated n the nrthwest edge f Surrey City Centre. The large framed 6-strey building is U-shaped and is parallel t the sky train. Units with street addresses will have semi-private yards and utdr patis that will be separated frm the street with vegetatin. Carried STATEMENT OF REVIEW COMMENTS Site The site diagram cncept was generally supprted. Cnsider smaller amenity building and use sme f the space fr mre greenspace. Building Frm and Character There were cncerns with the architectural reslutin f the building and recmmend mre wrk: Cnsider embracing the vitality f 6-strey wd frame cnstructin rather than fighting against it. This culd draw n Eurpean mid-rise frms. The building can be scaled dwn using the steps in the building grades t create 3 masses. The hrizntal band arund building des nt appear t relate t anything. The strng frames take away frm the twnhuse expressin. Better t strengthen 2-strey base and individual entries f the twnhuse units. The use f materials appears indiscriminant. The stne applied clumns are t thin and weak especially at the crner. Recmmend extending timber clumns dwn and using less stne at crners and frames. Cnsider upgrading the Hardie Panel; a bit mre quality will prvide sme substance. Windws appear the same. Suggest prviding mre articulatin. The clur palette is generally gd. Recmmend lwer canpy elements at main entrances. Lng internal crridrs a cncern and shuld add daylight r widened ndes. Cnsider an additinal elevatr and entrance lbby and enlarging the 132 nd St lbby. The distributin f 1 t 2 bedrm units might be better served fr this market if yu had mre 2 bedrm units. Recmmend review f exits at parkade and rf deck fr cde cmpliance. An acustic review was strngly recmmended. Landscaping Cmmend the rftp gardens with edible plants and verall landscaping. Cnsider adding permeable surfaces thrughut the site. The east lbby has special paving and the west lbby des nt. Recmmend adding bike parking in parkade and shrt term bike racks utside f the lbby entrances. CPTED Cnsider fbbed gates at every entry pint t utdr amenity and lts f lighting. Accessibility Cmmend the details f ramps fr disabled accessibility. Recmmend prviding an additinal elevatr. Recmmend 5% f units be wheelchair accessible. Recmmend elevatr and call buttns be hrizntal t be reachable. Suggest main entrances have pwer drs. Recmmend emergency call buttn in the elevatr lbby (parking). Sustainability Cnsider paying special attentin t detailing f garden and planting areas n tp f wd structured rf.
