7 Executive Summary Planning Area F Amendment ( 2017) (T be inserted under Sectin 1. D. Histry) January 9, 2018 MP When first apprved in 1993, the Pinsettia Shres Master Plan assigned a Nnresidential Reserve (NRR) General Plan designatin t Planning Area F. It was intended that specific land uses wuld be determined at a later date when a site specific develpment prpsal was submitted fr land lcated west f the NCTD railrad rightf-way. The intent f the NRR designatin was t nt limit the range f ptential future uses entirely t nn-residential, hwever, since the City's general plan did nt cntain an "unplanned" designatin, NRR was determined t be apprpriate at that time and was assigned t Planning Area F. Future uses were intended t include, but nt be limited t: cmmercial, residential, ffice, and ther uses, subject t future review and apprval., and s the NRR designatin was placed n the site since the City did nt have an unplanned General Plan designatin at that time. Since 1993, much f the Pinsettia Shres Master Plan has been develped with land uses cnsistent with the riginal Master Plan. In additin, with the apprval f the mst recent City f Carlsbad General Plan update in 2015, specific land uses were assigned t Planning Area F, and the NRR designatin was remved. As a part f the General Plan Update, the City made findings, pursuant t Planning Cmmissin Reslutin #7114, that residential dwelling units were available thrugh the suthwest quadrant fr the Pnt Residential and Mixed use sites cnsistent with the City's Grwth Management Plan. Within Planning Area F, land lcated west f Pnt Drive has been assigned a land use designatin f General Cmmercial (CG), while land east f Pnt Drive has been assigned a land use designatin f R-23 Residential (15-23 du/ac). It is knwn that sme prtins f the text within the Master Plan d nt cmply with current develpment requirements, but much f this text refers t land that has been develped. MP nly addresses Planning Area F within Chapter XI.C f the Pinsettia Shres Master Plan. MP des nt mdify thse sectins f the Master Plan that address ther Planning Areas, mst f which affect land that has been develped r which effects ther landwners. 8 PLANNING AREA F 1. Descriptin: Planning Area F is lcated at the far nrthwest crner f the Master Plan area west f the AT&SFNCTD Railway right-f-way. This Planning Area has a grss area f 11.3 acres and a net develpable area f 10.7 acres.is split int tw sites by Pnt Drive. The eastern parcel has a grss area f acres and a net area f acres., and Tthe western site has an area f grss acres and 3.07 net acres. This sectins serves as a guide fr the future develpment f Planning Area F. Infrmatin cntained herein supersedes design and develpment guidelines cntained in the West Batiquits Lcal Castal Prgram (LCP). 2. Land Use Allcatin: General Plan Land Use: Underlying Zning: Grwth Cntrl Pint: NRR (Nn-Residential Reserve)East f Pnt Drive: R-23 Residential (15-23 du/ac) West f Pnt Drive: GC (Cmmercial General) P-C (Planned Cmmunity) East f Pnt Drive: RD-M (Residential Density-Multiple) West f Pnt Drive: C-2 (General Cmmercial) 19 du/ac (Eastern Site) Future develpment in Planning Area F will cmply with the City f Carlsbad General Plan. An update t this dcument was apprved n September 22, Planning Area F carries a Nn-residential Reserve (NRR) General Plan designatin. As shwn n Exhibit 9 (Land Use Summary Table), Planning Area F is an "unplanned" area, fr which land uses will be determined at a later date when mre specific planning is carried ut fr areas west f the railrad right-f-way. A future Majr Master Plan amendment and LCP amendment will be required prir t further develpment apprvals fr Planning Area F. The intent f the NRR designatin is nt t limit the range f ptential future uses entirely t nn-residential, hwever, since the City's current general plan des nt cntain an "unplanned" designatin, NRR was determined t be apprpriate at this time. In the future, if the Majr Master Plan amendment has nt been prcessed, and the City develps an "unplanned" General Plan designatin, then this site wuld likely be redesignated as "unplanned". Fr residential uses t be apprved in planning area F, r any planning area west f the railrad tracks, there wuld have t be a determinatin that residential dwelling units culd be available thrugh the suthwest quadrant t this prperty cnsistent with the City's Grwth Management Plan as part f the Majr Master Plan Amendment. 3. Special Develpment Standards: Future develpment f land designated fr residential uses shall cmply with all standards set frth in Chapter (RD-M Residential Density Multiple Zne) f the Carlsbad Municipal Cde. All structures shall be setback a minimum f 40 feet frm Carlsbad Bulevard. The setback shall include a link f the Citywide Trails System, if adpted. Uses within this setback include streets, parking and landscaping. Current land use designatins and Grwth Management Cntrl Pints allw fr the develpment f 124 hmes n the east side f Pnt Drive and 12 hmes n the west side f Pnt Drive fr a ttal f 136 residential units in Planning Area F. A density transfer f residential units frm the site designated fr General Cmmercial, t the site designated fr R-23 Residential is permitted, prvided that the verall density remains within the allwable density range fr the R-23 Residential (15-23 du/ac) Land Use designatin. Develpment cntaining residential cndminiums, shall cmply with all standards set frth in Chapter (Planned Develpments) f the Carlsbad Municipal Cde. Future develpment shall cmply with Planning Cmmissin Reslutin 7114 which states that a minimum f 20% f the ttal number f units must be prvided (rental r fr-sale) t lwer incme husehlds. These units shall be prvided n site r at an ffsite lcatin, subject t the apprval by the City Planner. Future develpment f land designated fr cmmercial uses shall cmply with all standards set frth in Chapter (C-2 General Cmmercial Zne) f the Carlsbad Municipal Cde. Cmmercial develpment prpsing separate wnership f buildings lcated n ne parcel shall cmply with all standards set frth in Chapter (Nnresidential Planned Develpments) f the Carlsbad Municipal Cde. Future develpment f Planning Area F shall cmply with the building height definitin, and all prtins f Sectin f the Carlsbad Municipal Cde. Future develpment shall cmply with Chapter (Sign Ordinance) f the Carlsbad Municipal Cde. All structures shall be set back a minimum f 40 feet frm the AT&SF Railrad Right-f-Way. Allwable uses within this setback include streets, parking and landscaping. Special develpment standards fr this planning area will be develped thrugh the future Majr Master Plan Amendment. As part f any future planning effrt, the city and develper must cnsider and dcument the need fr the prvisin f lwer cst visitr accmmdatins r recreatinal facilities (i.e., public park) n the west side f the railrad. 43. Design Criteria: Planning Area F shall be designed as an active pedestrian and bicycle riented, mixed use area with a strng sense f place and unique Califrnia castal architectural character with a balance f turist serving and neighbrhd uses. Develpment in the Cmmercial Prtin f Planning Area F shall cmply with the fllwing design criteria: A village plaza shall be prvided as a lcatin f neighbrhd gatherings, relaxatin and utdr dining. With its slightly elevated center, the plaza als ffers vistas f the Pacific Ocean. Curtyards, plazas and pases shuld be inviting and well-lit and prvide pedestrians with pints f cnversatin, rest, infrmatin and visual interest. The use f pedestrian amenities (benches, shade trees, drinking funtains, lighting, trash receptacles and bike racks) is strngly encuraged. Varying building heights and rflines shuld be included t add diversity and visual interest. Include a variety f architectural details t create as strng sense f place. 11 franchise architecture with crprate signage, appearance f thin walls, highly reflective tiles, plastic r sheet metal siding. The architectural style f structures and architectural features shuld be cmplementary t each ther. All building elevatins shuld be architecturally designed and detailed. Elevatins nt facing streets shuld nt be ignred, nr shall they receive nly minimal treatment. Blank, unarticulated walls are discuraged. All rftp equipment shall be screened frm view if visible frm grund. This screening shall be cnsistent with architectural materials and clrs fr the related building. Encurage ff-street curtyards, plazas, and pases accessible frm pedestrian walkways. Natural amenities unique t the site such as cean views, etc. shuld be preserved and incrprated int develpment prjects. Use landscaping t screen parking areas and trash enclsures, create visual interest, and enhance the desired character f the site. Develpment in the Residential Prtin f the site shall cmply with the fllwing design criteria: All resident parking shall be lcated s that it is nt visible frm Pnt Drive r Avendia Encinas. Residences shall be designed with an architectural style and detail characteristic f Califrnian Castal style. Include a variety f architectural details t create a strng sense f place, including balcnies, windw flwer bxes, quality materials, awnings, and twer elements. The architectural style and scale f structures and architectural features shuld be cmplementary t each ther. All elevatins shuld be designed with the same care and attentin t detail and preferably using the same materials, as the frnt elevatins. Materials shuld turn crners and avid expsed edges which therwise cause an artificial appearance. Walled and gated cmmunities cntradict the desired charm and friendly character. Perimeter gates and walls are strngly discuraged with the exceptin f sund walls alng the railrad right f way. Use landscaping t screen parking areas and trash enclsures, create visual interest, and enhance the desired character f the area. Signage in Planning Area F shall cmply with the fllwing design criteria: Signage is an imprtant part f any cmmunity. They cmmunicate smething abut the quality f the businesses and the image f the cmmunity in general. Attractive, creative, and pedestrian-riented signs will help create a mre pleasing visual envirnment in Planning Area F. The fllwing pedestrian riented sign types are recmmended fr new prjects in Planning Area F: Prjecting signs The use f small, pedestrian riented signs is strngly encuraged. The scale f prjecting signs shuld nt detract frm the architectural character f the building. Figurative Signs Creative signs, which advertise the ccupant business thrugh the use f graphic r crafted symbls, such as shes, keys, glasses, r bks, are encuraged. Figurative signs may be incrprated int any f the preferred sign types. Hanging Signs Where verhangs r cvered walkways exist, pedestrian-riented hanging signs are encuraged. Hanging signs shuld be simple in design and nt used t cmpete with any existing signage at the site. Windw Signs Pinsettia Shres Master Plan 109 Octber 20, 1993
13 The text r cpy f a windw sign shuld be limited t the business name and brief messages identifying prduct r service (e.g. attrney ), r pertinent infrmatin (e.g. reservatins required ). Windw signs shuld be primarily individual letters r lgs placed n the interir surface f the windw and intended t be viewed frm utside. Wall Signs A wall sign shuld be lcated where the architectural features r details f the building suggest a lcatin, size, r shape fr the sign. The best lcatin fr a wall sign is generally a band r blank area between the first and secnd flrs f a building. Wall signs shuld nt prject frm the surface upn which they are attached mre than that required fr cnstructin purpses and in n case mre than 6 inches. Canpy/Awning Signs Signs n awnings shuld generally be limited t grund flr and secnd flr uses nly. The text f the sign shuld be lcated nly n the valance prtin f the awning/canpy. Letter clr shuld be cmpatible with the awning and the building clr scheme. The shape, design and clr f the awnings shuld be carefully designed t crdinate with, and nt dminate, the architectural style f the building. Where multiple awnings are used n the building, the design and clr f the sign awning shuld be cnsistent with all ther awnings. Mnument Signs Mnument signs shuld be placed s that sight lines at entry driveways and circulatin aisles are nt blcked. The fllwing general sign design guidelines shall be implemented in new prjects in Planning Area F: Signs shuld be designed t relate t the architectural features f the building n which they are lcated and create visual cntinuity with ther strefrnts n the same r adjacent buildings. Sign materials shuld cmplement the materials n the façade and shuld cntribute t the legibility f the sign. Sign Prgrams are required fr all buildings with mre than ne business. This will establish visual cntinuity amng strefrnts and create a unified appearance fr the center. Signs shuld be placed at r near the public entrance t a building r main parking area t indicate the mst direct access t the business. Signs shuld be placed cnsistent with the prprtins f the building s façade. Signs shuld nt be lcated s that they cver r interrupt the architectural details r rnamentatin f a building s façade. Signs shuld nt prject abve the edge f the rflines and shuld nt bstruct windws and/r drways. The lcatin and extent f signs and advertising shuld nt bstruct scenic views. Encurage unique signs, but avid typefaces that are t faddish r bizarre. The image cnveyed may quickly becme that f a dated and unfashinable business. Indirect lighting that is integrated int the building s architecture is encuraged. Rf signs, ple signs, and internally illuminated bx signs shall nt be permitted. 15 fllwing design criteria: Landscaping is an imprtant design element in the plan fr any new prject. Landscaping shall enhance the quality f develpment by framing and sftening the appearance f buildings, enhancing the verall image, screening undesirable views and prviding shade and wind prtectin. Where parking lts abut buildings, landscaping arund the base f the buildings is encuraged t sften the edge between the building and the parking lt. Landscaped parking areas are encuraged t avid direct views f parked vehicles frm the public right-f-ways, minimize nise, light, exhaust fumes and ther negative effects n pedestrians. Planters and pts placed in building recesses and adjacent t blank walls are encuraged. Planters and pts prvide visual interest and clr accents and enrich sidewalks, curtyards and plazas. Planters and pt materials shuld cmplement the building architecture. Landscaping shuld be spaced s that it des nt interfere with the lighting f the prject area r restrict access t utilities such as (electrical bxes) r emergency apparatus (such as fire hydrants r fire alarm bxes). Landscaping shuld be in scale with adjacent buildings and be f apprpriate size at maturity. Trees and plants native t Suthern Califrnia cast r thse which flurish in the regin shuld be selected whenever pssible. Plant materials shuld als be selected fr their lw maintenance qualities. Apprval Prcess: Prir t apprval f a tentative map r Site Develpment Plan fr this planning area, a Majr Master Plan Amendment and LCP Amendment shall be required t address any prpsed use and design criteria fr this site. Based n the prpsed use and design criteria, additinal discretinary applicatins may be required including but nt limited t a General Plan Amendment and Lcal Facilities Management Plan Amendment. Prir t apprval f further develpment apprvals fr this area, the applicant must submit ne f the fllwing: a. An ecnmic impact study fr Planning Area F; r b. Justificatin shwing hw the prpsed use in Area F has either an equal r lwer ecnmic impact n the City than was estimated in the riginal Kaiza Pinsettia Master Plan Ecnmic Impact Study. This study must be reviewed and apprved the Planning Directr. If the Planning Directr finds that the justificatin des nt clearly shw an equal r lesser impact than previusly estimated, then a full ecnmic impact reprt shall be prepared as in Item "b" abve. 5.
