Ann Venables and Bradley Tuchstne prvided an Intrductin which included the fllwing: a. A brief histry f the prject, beginning with the Kick-Off Meeting fr the PD&E Study in 2012 and cntinuing thrugh the start f the Design phase b. Review f the Sectin 106 Memrandum f Agreement (MOA) requirements c. Descriptin and purpse f the Aesthetics Cmmittee meetings B. Jim Phillips discussed the histrical imprtance f the bridge frm and engineering perspective and pinted ut elements f the bridge f special interest t be viewed in the site review. C. Site Tur a. The grup viewed the bridge in the pen and clsed psitins frm a small barge prvided by the Cunty, and/r frm the platfrm belw the bridge cntrl huse, and the yacht club dcks. b. Jim Phillips was n the bridge, pinting ut specific elements that are unique t this type f bridge. D. Discussin f Prject Cnstraints and Prpsed Replacement Bridge Cncept a. The study limits fr the Design prject extend frm Chesapeake Drive t Pampas Avenue. N radway wrk will extend past these intersectins. The grade f the bridge will be less than 5%. The bridge will tuchdwn and return t apprximately the existing grade f the radway befre the driveway t the mbile hme park n the west side f the bridge, and befre the Yacht Club driveway n the east side. b. The prpsed minimum vertical navigatinal clearances will exceed the 7.8 feet prpsed in the PD&E Study. c. T avid cnstructin f the bascule pier near the relict sinkhle, the prpsed span arrangement will be a mirrr image f the existing cnditin (and the PD&E cncept). This arrangement has the further advantage f minimizing interference with the dcks at the Tarpn Springs Yacht Club, and prvides mre vertical navigatinal clearance (apprximately 10 8 ) at the side span, adjacent t the bascule span than the PD&E cncept. This cncept was unfficially apprved by the US Cast Guard. Final apprval will be btained when the USCG issues a bridge permit fr the replacement bridge. d. The typical sectin was discussed. Because f the limited right-f-way, the travel lanes will be 10-feet wide. Shulders, 5 6 wide, n either side f the radway will be prvided. These shulders can be used as undesignated bicycle lanes. Sidewalks, 6 6 wide, will be prvided n bth sides f the bridge. Hwever, the sidewalk will nly be prvided n the nrth side f the east and west apprach radways

A crsswalk will be cnsidered t get pedestrians frm the existing sidewalk n the suth side, east f the bridge, t the nrth sidewalk. The suth side sidewalk n the bridge will be primarily fr maintenance access and bridge tender access. Use f this sidewalk by the public will be discuraged. e. The bridge deck fr the new bridge will be cncrete, nt an pen steel grid. The existing bridge bascule span has an pen-steel grid deck. f. The US Cast Guard agreed that a traditinal flared fender system is nt needed. Rub rails will be incrprated int the bascule and rest piers t prevent damage t bats. g. A bridge tender huse, r cntrl huse, was nt part f the riginal bridge, but was added later. A bridge cntrl bx r statin can be cnstructed in lieu f a huse r structure t huse the bridge cntrls. h. David Dranzi (Pinellas Cunty) stated that the bridge will be signed fr n-fishing. E. Discussin f Aesthetic Opprtunities Bradley Tuchstne led the discussin. Terminlgy fr bridge elements was reviewed and aesthetic pprtunities fr the fllwing elements were discussed: the bascule pier, verlks and shade devices, pier shapes, railings, clrs, abutments/walls, lighting and salvaged parts. Highlights f this presentatin/discussin are prvided belw. a. Aesthetic pprtunities vary fr each user and with time: The experience f a pedestrian walking the bridge is much different that the experience f the mtrist driving ver the bridge r the bater appraching the bridge frm the water. Viewing the bridge frm the shreline prvides anther experience. Night and day experiences differ and can be accentuated with lighting. These pprtunities shuld all be cnsidered. b. Bascule Pier: The bascule pier is an imprtant element which ffers many pprtunities fr aesthetics. Nt all f the examples discussed wuld be applicable t the Beckett Bridge. Examples f bascule pier designs presented include the fllwing: Market Street Bridge Classical design Walnut Street Bridge Mdern design Venetian Causeway - Suth Flrida Vernacular, white clr with gentle accents breaks up the mass f the bridge, demnstrates use f signage n bascule pier t highlight the significance Ryal Park Bridge Histric meshed with mdern 17 th Street Causeway Bridge Carina piers, unique with a kinetic quality Fre River Bridge Vertical lift example, simple frm and lighting create transparency Cnsideratins fr the Beckett Bridge Bascule Pier cnsider prviding views int the machinery using glass r Plexiglas. The imprtance f the bascule element shuld be cnsidered fr the Beckett Bridge because f the histrical significance f the design. c. Overlks and Shade Devices: Discussin included the fllwing: Use as shelter fr the bridge peratr Create areas f refuge Interpretive panels r displays can be placed at verlks Use art t tell a stry Cnsider an pen pedestrian rail (Wyming rail) fr verlk Lighting, clr and texture can be used t accent verlks and shade devices

Discussin included the fllwing: Piers are imprtant elements, especially when cnsidering the view f the bridge frm the shre. Hammerhead piers wuld nt wrk well n the Beckett Bridge because it is t lw and t narrw. Wall Piers are shwn n the Christina River Bridge tactile, ffer a pallet f surfaces which create pprtunities. e. Railings: A crash tested railing is required. The bridge rail n the replacement Beckett Bridge will be lcated n the backside f the sidewalk. There isn t enugh rm t place a railing between the sidewalk and the edge f pavement. Discussin included the fllwing: The type f rail chsen fr the bridge will have a big visual impact. Open rails like the Wyming rail prvide the pedestrian and mtrist a mre pen view frm the bridge. Rails can be recnstructed t be crash tested and lk very similar t lder r histric designs. The Platt Street Bridge in Tampa is an example f this type f rail. f. Salvaged Parts: Salvaged parts can be incrprated int the bridge, r used in a mnument r educatinal display. The Sectin 106 MOA requires that the memrial plaque be salvaged and placed smewhere n the bridge s that it is visible t pedestrians. Parts f the track r bascule leaf r gears culd be used. Examples in the pwer pint presentatin shw use f salvaged parts in railings. g. Clrs and Lighting: Clrs and lighting can be used creatively. The third Aesthetics Cmmittee Meeting will fcus in mre detail n clrs and lighting. Sme elements can be added withut extra cst. Fr example, adding a clr r stain t the cncrete is typically nt an extra cst. Lighting can be an added cst, but LED lighting is nt verly expensive. h. Abutments/Walls: Use f texture and relief can be cnsidered n walls. Art wrk can be integrated int walls and abutments, as shwn n examples in the pwer pint presentatin. Durability and maintenance needs t be cnsidered in the design f artwrk fr the bridge. The marine envirnment is harsh and we dn t want t design smething that will need t be taken dwn and replaced in 20 years. F. Discussin f Preferences and Themes The Cmmittee was advised nt t allw csts t limit their creativity at this pint in the prcess. It is pssible that the engineering and architect team can find inexpensive slutins fr sme ideas that might seem t be high cst. The pprtunity t design and build a bridge that has an impact n the cmmunity typically nly happens nce in a generatin in a given area. Input frm the cmmittee regarding preferences and themes are nted belw. Reference t the histrical significance f the engineering is imprtant. Using elements f the bascule pier and the rlling lift mechanism shuld be cnsidered t highlight the histrical significance f bridge engineering by William Scherzer. This design exhibits technlgical innvatin fr the times. Visitrs cme t Tarpn Springs because f histrical and cultural elements. Perhaps creating a bridge and educatinal display that highlights the histry f the bridge wuld be anther selling pint t attract mre visitrs, r give visitrs anther experience. This culd be gd fr marketing turists. The bridge culd be a destinatin. A QR cde in the exhibit culd link t the Cunty s website where infrmatin abut the histry f the bridge wuld be available. A vide abut the histry f the bridge culd be prepared and included n the website. The bridge culd serve as a transitin frm the histric district (Victrian) t a mre mdern district. The design f a wall pier, r ther type f pier, culd be used t transitin frm histric t mdern themes. The histric theme culd be illustrated in the verall shape f the pier and the small details culd reflect a mdern theme. Tarpn was called the Venice f the Suth in its early histry. Bating was, and still is, a majr activity in the cmmunity. Bats transitined frm steambats and gndlas t mtr bats and kayaks.

The pace f the cmmunity is slwer paced than many where bridges ccur in Flrida. Fcus shuld be n the verlk t tell the stry f hw the bridge perates. Art can be used t shw the heritage f Tarpn Springs. A miniature versin f the rlling lift mechanism culd be n display in an verlk. Members liked the idea f having glass r Plexiglas windws t lk int the machinery. Hwever, the durability f using Plexiglas was a cncern. This wuld be cnsistent with the theme at the City s water treatment plant where there are windws int the piping system fr visitrs. Creating utdr signing that is durable is challenging. The blue and white clrs are cnsistent with clrs used in Santrini, Greece. Use benches r a raised seat in verlk Bradley asked the cmmittee t cme up with single wrds, r shrt phrases that describe the area, and/r that are imprtant t be incrprated int a theme.
