2 Backgrund and Summary f Prpsal The applicant requests a Cnditinal Change f Zning frm O-2 Office t Cnditinal B-2 Cmmunity Business District fr the purpse f cnslidating three undevelped parcels alng Suth Independence Bulevard and develping the site with a tw-stry cmmercial strip center. The submitted site layut depicts a building with a 4,400 square-ft restaurant, 3,960 square feet f retail space, and 2,354 square feet f secnd stry ffice space. The prpsed restaurant will have a small utdr dining area that will be enclsed with a fence alng the east side f the building. Site Layut: One ingress/egress pint is depicted n the submitted plan. This will be right-in/right-ut nly nt Suth Independence Bulevard. The existing sidewalk alng Suth Independence Bulevard will remain. The submitted plan depicts 69 parking spaces, meeting the requirements f Sectin 203 f the Zning Ordinance fr n-site parking. As required, streetscape landscaping is depicted alng Suth Independence Bulevard in a 10-ft wide planting bed, meeting the requirements f the City s Landscaping Guide. Interir parking lt islands are als depict t be installed within the parking area, as required. A 15-ft wide buffer with Categry IV landscaping (evergreen trees branching t the grund r a cmbinatin f trees and shrubs) is depicted alng the rear f the site, prviding the required screening between this prpsed B-2 site and the adjacent residential prperties. Fundatin landscaping will be installed alng the frnt and sides f the building. The dumpster, depicted t the nrth f the prpsed building, and will be enclsed with a fence and the required plantings. A detailed review f all f the required plantings will be dne during the final plan review prcess. Building design: The submitted elevatin depicts a tw-stry building with EIFS and cement fiberbard (HardiePlank) siding as the primary exterir building materials. The first flr is designed with strefrnt windws with industrial-style canpies verhead. The entrance t each f the units is accented with a tw-stry, flat-rfed design feature. This is accmplished thrugh cmpatibility with surrundings, attractiveness f site and buildings, envirnmental respnsibility, livability, and effective buffering f residential frm nn-residential uses with respect t type, size, intensity, and relatinship t the surrunding uses. The site is undevelped and cntains sme mature vegetatin, particularly alng the rear prperty line. There d nt appear t be any significant natural resurces r cultural features assciated with the site. 4 Master Transprtatin Plan (MTP) and Capital Imprvement Prgram (CIP) Suth Independence Bulevard is an eight-lane divided majr arterial rad in the vicinity f this site with a varying rightf-way frm apprximately 155 feet t 175 feet. The MTP shws an eight-lane majr arterial with an ultimate right-fway f 155 feet. The intersectin is currently at its capacity at a Level f Service F. There is currently n CIP prject scheduled fr this segment f Independence Bulevard. Public Utility Impacts Water & Sewer The site is currently cnnected t City water. There is a 12-inch City water main alng Suth Independence Bulevard. Sewer The site must cnnect t City sewer. There is a 12-inch City frce main alng Suth Independence Bulevard. Pump statin #508 shuld be evaluated t see if it can handle additinal capacity. Evaluatin and Recmmendatin The applicant s request fr a change f zning f the subject prperty in rder t develp the site with a cmmercial building is generally cnsistent with the Cmprehensive Plan s land use plicies fr the Suburban Area. The develpment f the site with a restaurant, retail establishment and ffice space is cmpatible with the surrunding cmmercial and ffice uses. Additinally, the building s design is reflective f the fllwing elements f the Retail Establishment and Shpping Center Design Guidelines: the use f prjectins and recesses f wall planes, strefrnt display windws, prjected entryways, canpies, changes in materials and alternate material accents, variatins in rflines, a threedimensinal rf feature, and the use f high-quality materials. The prpsed design, in Staff s pinin, will be an aesthetically pleasing additin t this sectin f Suth Independence Bulevard. The submitted site layut depicts the required streetscape and interir parking lt landscaping as well as the Categry IV screening, prviding an ample buffer t the residential prperties t the suth.
