1 SOUTH METRO FIRE RESCUE AUTHORITY LIFE SAFETY BUREAU SUBMITTAL REQUIREMENTS Subject: Cde/Standard Reference: Smke Cntrl System Submittal Requirements 2006 Internatinal Building Cde (06IBC) Effective Date: 01 February Internatinal Fire Cde (06IFC) NFPA 92A and 92B NFPA 72 Due t the cmplexity f smke cntrl systems and the level f special cnsideratin required, Suth Metr Fire Rescue Authrity has utlined the fllwing requirements that will help guide in the design prcess f such systems. The smke cntrl system design shall be part f the new building cnstructin dcument permit submittal. It is critical that such designs initiate early in the verall develpment f cnstructin dcuments fr the prpsed structure t ensure an effective system is presented fr review. It is als highly recmmended that a fire prtectin and life safety prfessinal be part f the develpment team t ensure crdinatin f ALL systems is being addressed thrughut the prject. It is critical that this persn is empwered t ensure that items f cncern are addressed apprpriately. **Please nte, Suth Metr Fire Rescue is a stakehlder in the verall success f the prject. Therefre, we are available t assist with the all phases f the prject, frm design t final certificate f ccupancy (issued by the building department) apprval. We encurage ften and pen cmmunicatin thrughut the prcess. Thrugh a cmbined effrt, we can assure that we will prvide a cde cmpliant, safe building fr the peple we serve.** Pssible structures that may require smke management/cntrl systems as required by the 06IBC include: High-Rise Buildings, as defined by the IBC (403.13, 06IBC) Pressurized Shafts/Smkeprf Enclsures ( , 06IBC) Building Atriums, as defined by the IBC (404.4, 06IBC) Stages and Platfrms ( , 06IBC) Assembly Seating ( , 06IBC) Cvered Mall Buildings (402.9, 06IBC) Windwless (I-3) Buildings (408.8, 06IBC) Undergrund Buildings (405.5, 06IBC) Smke cntrl systems shall be designed per Sectin 909 f the 06IBC/IFC and any specific standards referenced within that sectin. A special inspectr, as defined in the IBC/IFC, shall be identified by the develpment team and their respnsibility will be t cmmissin the smke cntrl system. The special inspectr shall nt be the design engineer f recrd and shall be a third-party meeting the special inspectr qualificatins as specified in the IBC/IFC. All systems shall be designed by a Clrad State Registered Prfessinal Engineer (P.E.) cmpetent t design smke cntrl systems and wh is knwledgeable with the generally accepted and well-established principles f engineering relevant t such system designs. The primary dcuments recgnized as well-established principles f engineering are: Principles f Smke Management, by Dr. Jhn H. Klte, P.E. and Dr. James A. Milke, published by the American Sciety f Heating, Refrigerating, and Air-Cnditining Engineers, Inc. (ASHRAE) Natinal Fire Prtectin Assciatin 92A, Standard fr Smke-Cntrl System Utilizing Barriers and Pressure Differences Natinal Fire Prtectin Assciatin 92B, Standard fr Smke Management Systems in Malls, Atria, and Large Spaces. 2 An additinal resurce t cnsider, and that may assist while preparing the smke cntrl design dcuments, is: A Guide T Smke Cntrl In The 2006 IBC, published by Internatinal Cde Cuncil, endrsed by Sciety f Fire Prtectin Engineers, authred by Dr. Jhn Klte, P.E. and Duglas Evans, P.E.. A cmplete ratinal analysis shall be submitted fr every system (909.4, 06IBC/IFC). It is recgnized that smke cntrl systems are perfrmance based, therefre, if the engineer f recrd desires t mdify any f the prescriptive cde requirements in their design, a full justificatin fr that mdificatin shall be submitted within the ratinal analysis dcument. Furthermre, the ratinal analysis shall be specific t the building in which the system is t be designed, and shall nt have generic statements. The ratinal analysis shall cntain all f the applicable sectins f Sectin 909, r the applicable design standard, and pertinent design criteria fr the specific design, such as, but nt limited t: Stack Effect / Reverse Stack Effect Temperature Effect f Fire Wind Effect (shall be mdeled with true data specific t the gegraphical area) Cmputer Mdel Analysis (e.g. CONTAMW)* Smke Barrier Cnstructin Analysis Design Fire/s Analysis Methd f Psitive Airflw Verificatin (Suth Metr des nt allw use f nly electrical current mnitring, anther methd is required) Weekly Self Test (909.12, 06IBC) System Respnse Time (909.17, 06IBC)** Inspectin and Acceptance Testing Analysis f Building HVAC Design Climate (shall be mdeled with true data specific t the gegraphical area) Duratin f Operatin Dr Frce Calculatins (Maximum Pressure Difference) Analysis f All Cntrl Equipment, including Fire Alarm Cntrl Panel and Assciated Mechanical Equipment Firefighter s Smke Cntrl Panel Design/Operatin (graphical representatin may be a deferred submittal, as apprved) Sequence f Operatins fr Smke Cntrl Mde *The cmputer mdel analysis shuld include, a graphical representatin f the building, the input data as it pertains t the effect f the building, and results as it pertains t the effect f the building. The mdel shuld als be with all drs clsed and analyze the affects f stack effect and reverse stack effect has n the system. **The activatin f all smke cntrl cmpnents shall initiate immediately when either autmatically called t activate r manually called t activate. It is expected that the Firefighter s Smke Cntrl Panel will receive status verificatin f all cmpnents within 60 t 90 secnds f the smke cntrl autmatic r manual sequence f peratins being initiated. This may be mdified by the engineer f recrd if adequately justified and apprved. 06 IBC/IFC Sectin requires ALL wiring shall be fully enclsed within a cntinuus raceway. There are several apprved methds f meeting this cde requirement. Suth Metr des nt recgnize Crra/Clad MC Cable, r similar prducts, as an apprved raceway fr smke cntrl systems. Firefighter s Smke Cntrl Panel (FSCP) Design Criteria All applicable sectins f shall be the guiding design criteria fr the FSCP. The FSCP shall ALWAYS, at ALL TIMES, have manual peratin f ALL cmpnents being cntrlled fr the smke cntrl system. This means that the cntrl actins f thse switches shall have the highest pririty f any cntrl pint within the building, ther than thse required t be safety items by NFPA 70. The FSCP shall have the fllwing physical characteristics: Clr, graphic annunciatr n a white panel backgrund representing a general layut f the building and all pertinent cre/shell cnstructin features. All cmpnents integral t the smke cntrl system shall be graphically represented respective t its true lcatin within the building. The fllwing text shall be displayed: FIREFIGHTERS SMOKE CONTROL PANEL as the main heading. The name and address f the building/site/prject being prtected. The clrs utilized shall be accrding t the fllwing: Black utline f the building, pertinent cnstructin features, and general letters/characters. Green fr psitive pressure fans, directin f airflw, and areas affected. Red fr negative (exhaust) pressure fans, directin f airflw, and areas affected. The FSCP shall utilize a three-psitin cntrl switch fr each cmpnent. The preferred type f switch is a three-psitin, rtary switch. The specific switch prpsed must be apprved by Suth Metr. All FSCP s shall have fur, status pilt-lamp-indicatrs per each cmpnent being cntrlled. These lights shall be riented in a directinal cmpass type rientatin arund the cntrl switch fr each cmpnent. The NORMAL status light shall be WHITE in clr and psitined in the nrth psitin. The ON r OPEN status light shall be GREEN in clr and psitined in the east psitin. The FAULT status light shall be AMBER in clr and psitined in the suth psitin. The OFF r CLOSED status light shall be RED in clr and psitined in the west psitin. Example f a Fan Switch and Light Cnfiguratin If tw r mre cmpnents are integral t ne anther, they may be cntrlled by ne integrated switch. Fr example, if the peratin f a fan is dependent n a supply damper being pen r clsed, the switch cntrlling the fan may als cntrl the damper. Hwever, the damper shall still have the status indicatrs fr the peratin f that damper. This ptin must be apprved n a case-by-case basis by Suth Metr. 4 The FSCP s Sequence f Operatins (SOO) shall meet the fllwing minimum guidelines: General Light/Annunciatin Sequence: Only ONE light, per each cmpnent, shall be illuminated at any given time and all lights shall be steady n when illuminated. While system cmpnents are transitining frm either an autmatic r manual cmmand, there shall nt be any status lights illuminated until verificatin f that cmpnent/s has been cmpleted (60 t 90 secnds maximum). The WHITE/NORMAL light shall nly be illuminated when the system is idle (switch is in AUTO) and is nt in fault due t a failed weekly self-test. The WHITE/NORMAL light shall nt be illuminated when either an autmatic r manual cmmand has ccurred fr that specific cmpnent/s. The GREEN/OPEN/ON light shall nly be illuminated when that specific cmpnent/s is cnfirmed t be Open r On when either an autmatic r manual cmmand has ccurred fr that specific cmpnent/s. The AMBER/FAULT light shall be illuminated when the specific cmpnent/s fails t cmplete the actin it has been cmmanded t cmplete, whether frm an autmatic r manual cmmand, r weekly self-test. The RED/CLOSED/OFF light shall nly be illuminated when that specific cmpnent/s is verified t be Clsed r Off when either an autmatic r manual cmmand has ccurred fr that specific cmpnent/s. Cntrl Switch Operatins: All cntrl switches shall be active at all times, whether in smke cntrl alarm mde r in nrmal (idle) mde. When a switch is psitined t AUTO, nly the WHITE/NORMAL light shall be illuminated when the system is: Idle Nt in fault due t a failed weekly self-test Nt in smke cntrl alarm mde. The main Fire Alarm Cntrl Panel (FACP) shall mnitr the switch psitin and when the switch is nt in the AUTO psitin, it shall annunciate n the FACP as a supervisry signal. General Fault Sequence: Each cmpnent s FAULT light shall illuminate upn detectin f the desired cmmand, either autmatic r manual, that the cmpnent did NOT cmplete. The FACP shall mnitr fr a FAULT cnditin and annunciate this FAULT as, a supervisry signal visually and audibly n the FACP, transmitted t the mnitring cmpany, and lgged n the printer (if applicable). If the fault cnditin clears, the FSCP shall annunciate the true status f that affected cmpnent. Duct Detectin within Smke Cntrl Ducts (when applicable): All duct detectrs integral t the smke cntrl system shall be graphically displayed n the FSCP, including a pilt-lamp-indicatr. The pilt-light-indicatr shall be prgrammed t be latching and shall nt reset until the FACP has been reset. The duct detectr shall activate apprpriately and shall reprt t the FACP as a supervisry signal, be visually annunciated n the FSCP, and shut-ff the assciated fan. This cnditin shall NOT be annunciated as a fault, as the system cmpnent is respnding t an apprpriate cmmand. SOUTH METRO FIRE RESCUE AUTHORITY SMOKE CONTROL SUBMITTAL REQUIREMENTS PAGE 4 OF 6

5 If the duct detectr activates and des nt shut-ff the fan, a fault cnditin shall be annunciated n the FSCP. When the duct detectr activates apprpriately, the true status f the fan (OFF) shall als be annunciated n the FSCP, in cnjunctin with the duct detectr light. When the duct detectr activates apprpriately, the manual cntrl switch shall have manual cntrl f the fan, therefre allwing the fan t be turned n r ff, but des nt reset the latching duct detectr light. Weekly Self-Test Sequence: The FACP shall be prgrammed t cnduct the weekly self-test f the smke cntrl system at a pre-determined time EVERY week. The test shall be prgrammed t allw enugh time t fully verify true status f each cmpnent. Each cmpnent shall be tested in BOTH their OFF/CLOSED and ON/OPEN psitins. A FACP shall mnitr this test and annunciate the test was cnducted as a supervisry signal (r ther apprved methd) by: Visually and audibly n the FACP Transmitting t the mnitring cmpany Lgged by the printer (if applicable). If any cmpnent fails t cmplete its cmmanded peratin, the FSCP shall annunciate the FAULT visually, by illuminating the FAULT light (latched) fr the specific cmpnent that failed t cmplete its cmmanded peratin. This cnditin shall remain until the FACP is RESET, and a FAULT cnditin shall annunciate as: A supervisry signal visually and audibly n the FACP Transmitted t the mnitring cmpany Lgged by the printer (if applicable) The weekly self-test shall terminate if, at any time during the test, a fire alarm signal is received. 6 Smke Cntrl System Cmmissining The cmmissining prcess is a cmplex testing f the smke cntrl, and assciated, system/s within the building. As stated abve, the cmmissining f the system/s shall be dne by a special inspectr (06IBC/IFC, Sectin and IBC, Sectin 1704) and this special inspectr shall nt be affiliated with the design engineer f the system. It is critical that Suth Metr reviews the cmmissining plan by the special inspectr prir t testing t be cmpleted, therefre it is required that such plan be submitted well in advance. The cmmissining prcess can be very time and labr intensive and shall be well anticipated prir t final inspectins fr the cmpleted (certificate f ccupancy) prject. Suth Metr expects the test f the system/s, by the special inspectr, t be cmpleted prir t Suth Metr s final inspectin f the system, including a written cmmissining reprt t be submitted fr review. The fllwing utlines the general requirements fr the inspectin prcess cnducted by Suth Metr. ALL parties assciated with the system shall be n-site and available t prvide infrmatin, make mdificatins, etc. This includes, but nt limited t: Fire alarm prgrammer, fire prtectin and life safety prfessinal, fire alarm installatin cntractr, smke cntrl design engineer, representative f the general cntractr, fire sprinkler installatin cntractr, mechanical cntractr and engineer, smke cntrl special inspectr, etc. The special inspectr shall have a Magnehelic Differential Pressure Gauge, r ther apprved device, n site fr the inspectin. The inspectr shall als have a means f testing dr pening frces, as well. The pressure differential measurements are required t be cmpleted with ALL drs clsed within the smkeprf enclsure. Therefre, while cnducting these measurements, the smkeprf enclsure shall be secured and it is expected that the general cntractr prvides the persnnel t ensure that this item is fulfilled. N ne, unless an in an emergency, shall be allwed int the enclsure during this prtin f the inspectin. If the inspectin cnsists f an elevatr histway pressurizatin system, then testing will be in accrdance with 06IBC, A mechanical balance reprt, indicating the final smke cntrl fan/s perfrmance, shall be prvided at the time f the final inspectin. **Please nte, if there is a discrepancy between this balance reprt and the smke cntrl system s design frm the ratinal analysis, justificatin shall be prvided in writing frm the engineer f recrd. The fire alarm system shall have received its final inspectin and apprval prir t the inspectin prcess f the smke cntrl system. The fire alarm system shall be in NORMAL status, withut any truble r supervisry cnditins, upn smke cntrl inspectin. Suth Metr will cnduct a cmprehensive inspectin and test f the smke cntrl system. This inspectin is cnducted in a methdical and lgic based manner that is in a particular sequence. It is imperative t nte that due t this inspectin apprach, if a prcess fails t meet cde r design cmpliance, it is mst likely that the inspectin/test will be required t re-start frm the beginning, as mst prcesses requires the step preceding it t be crrect in rder fr the fllwing step t ccur.
