1 Ht Wrk Permit Prgram Cntents: Purpse Applicatin Reference Definitins Prcedures Respnsibilities Appendix A. Ht Wrk Permit Purpse: T prvide written prcedures t prevent the utbreak f fire, fire alarm activatins, smke and dr migratin in buildings resulting frm any temprary peratin invlving the use f pen flames r which prduces heat and / r sparks. This includes, but is nt limited t: brazing, grinding, cutting, trch sldering, thawing pipes, trch applied rfing and welding. Applicatin: This prcedure applies t wrk perfrmed by any Texas A&M University emplyee, student and cntractr perfrming wrk in existing buildings, new cnstructin in existing buildings r new cnstructin attached t existing buildings. When ht wrk is perfrmed utdrs, necessary precautins shuld be taken t ensure cmbustible materials have been cleared and the risk f fire has been eliminated. This prcedure des nt apply t new cnstructin where there is n attachment t existing buildings r t areas that are specifically designed and equipped fr such peratins, i.e. maintenance shp areas and designed welding areas. 2 Definitins: Ht Wrk - Any peratin prducing flames, sparks r heat including cutting, welding, brazing, grinding, sawing, trch sldering, thawing frzen pipes, applying rf cvering etc. Ht Wrk Permit - A special permit, which authrizes Ht Wrk activities at a specific lcatin and time. The permit will be prperly filled ut, displayed n site and returned t the emplyee supervisr when the ht wrk is cmplete. Permits cntain a checklist t be cmpleted prir t cmmencing ht wrk activities and als the cnclusin f the ht wrk. Fire Watch - A trained individual statined in the ht wrk area wh mnitrs the wrk area fr the beginning f ptential, unwanted fires bth during and after ht wrk. Individuals must be trained and familiar with the peratin f prtable fire extinguishers and methds t activate building fire alarm systems. Prcedures: Ht wrk shuld nt be perfrmed if the wrk can be avided r perfrmed in a safer manner. When practical, bjects t be welded, cut r heated shuld be mved t a designated safe lcatin, i.e. maintenance shps. If ht wrk must be perfrmed, a Ht Wrk Permit must be cmpleted. All precautins n the Ht Wrk Permit must be met prir t any wrk cmmencing. The supervisr r the emplyee perfrming the ht wrk will cmplete the permit. The Ht Wrk Permit is nly gd fr the date specified n the permit. A Ht Wrk Permit must be displayed at the wrk site during all ht wrk. All building ccupants must be suitably prtected against hazards generated by the wrk. i.e. heat, sparks, fumes, welding rays, etc. Befre ht wrk begins: An apprpriate fire extinguisher must be available and perable. Flammable and ignitable materials and debris must be mved at least 35 feet frm the ht wrk area r cvered and prtected frm the ht wrk by fire resistant material. Explsives, xygen acetylene tanks, flammable liquids, cmpress gas cylinders r stred fuel must be mved at least 50 feet frm the ht wrk area r cvered and prtected frm the ht wrk by fire resistant material. Smke and fire detectrs in the immediate area f the ht wrk must be temprarily disabled until the ht wrk is cmpleted. This can nly be accmplished by cntacting the Fire Alarm & Suppressin Shp at Adequate ventilatin is being used (especially when cutting r welding material with painted r metal cated surfaces). Fr questins r assistance, n ventilatin issues, cntact EHSD at ( ) Building ccupants have been prtected r islated frm the ht wrk area. If wrk impacts building ccupants, the wrk must be crdinated with the building prctr.

3 Cracks r hles in flrs, walls, and ceiling (including ductwrk) are prperly cvered r plugged. Ht wrk equipment is perable and in gd repair. Drums, barrels and tanks have been cleaned and purged f flammables and txics, all tank feeds are clsed and the tank vented. A fire watch is implemented if cnditins warrant. If n fire hazards r cmbustible expsures are present a fire watch is nt required. Wrkers and Fire Watch persnnel are trained in the use f fire extinguishing equipment and hw t activate the fire alarm system. When ht wrk is cmplete: The wrk area and any ptentially affected surrunding areas are inspected fr fire, fire damage r the ptential fr fire fr a minimum f 30 minutes fllwing cmpletin f the ht wrk. Smke / fire alarms that were disabled because f ht wrk are reactivated by cntacting the Fire Alarm and Suppressin Shp at Ht wrk permit is clsed ut Cmpleted permit is returned t wrkers supervisr wh then submits the cmpleted permit t be placed in ht wrk permit file at each lcatin. RESPONSIBILITIES: Management It is the respnsibility f management t insure that this plicy is implemented in thse areas under their jurisdictin where applicable. Envirnmental Health and Safety Develp written Ht Wrk prgram and revise the prgram as necessary Assist with Ht Wrk prcedure training fr supervisrs Peridically audit peratins, dcumentatin and training Safety fficers Be thrughly familiar with the ht wrk prcedures Implement the ht wrk prgram in yur areas Supervisrs including Faculty and Instructrs Be thrughly familiar with the Ht Wrk prcedures Identify emplyees wh may perfrm ht wrk as defined in this prcedure

5 Texas A&M University Ht Wrk Permit Ht wrk is any peratin that generates heat, spark r pen flame. This includes, but is nt necessarily limited t welding, cutting, grinding, sldering, trch applied rfing, heat gun use and similar activities. Befre initiating Ht Wrk, determine if there is a safer way t cmplete the wrk. Date: Lcatin: Jb#: Type f Ht Wrk: Sldering Welding Cutting Rfing Other Ht Wrk Precautins Check List: Cmplete prir t any ht wrk beginning in an area nt designated fr ht wrk. Check each bx where the statement is true. If any statements are nt true, then ht wrk shuld nt begin until that issue has been safely reslved. Required Safety Precautins Fire suppressin sprinklers, fire hses r fire extinguishers are available and perable. Ht wrk equipment is perable and in gd repair. Smke/fire detectrs in the immediate area f the ht wrk have been temprarily disabled until the ht wrk is cmplete. Building ccupants have been prtected r islated frm the ht wrk area. In case f FIRE call Emergency Numbers: UPD EHS Cmmunicatin Center Requirements within 50 feet: Explsives, cmpressed gas cylinders r stred fuels have been mved at least 50 feet frm the ht wrk area r have been prtected frm the ht wrk. Wrk n walls r ceilings: Cnstructin is nncmbustible and has n cmbustible cvering r insulatin. Areas adjacent t walls being wrked n are checked fr cmbustibles and any cmbustibles are either remved r prtected. Fire Watch Required during Ht Wrk and a minimum f 30 minutes fllwing cmpletin f wrk. Yes N Name: A fire watch is needed fr all ht wrk activities unless the ht wrk area has n fire hazards r cmbustible expsures. The fire watch must have fire-extinguishing equipment readily available and be trained in its use. They must als be familiar with the prcedures fr sunding an alarm in the event f a fire. The fire watch will watch fr fires in the expsed areas and are respnsible fr extinguishing spt fires and cmmunicating alarms immediately. The fire watch may be assigned ther wrk duties while in the ht wrk area; hwever they need t be vigilant in watching fr fires. When wrk is cmpleted: Inspected wrk area, and any ptentially affected surrunding areas, fr fire, fire damage, r ptential fr fire. Reactivated smke/fire detectrs that were disabled because f the ht wrk. I verity that the abve lcatin has been examined and the necessary precautins have been taken t prevent the utbreak f fire due t Ht Wrk.
