1 SANTA ROSA FIRE DEPARTMENT FIRE PREVENTION BUREAU STANDARD SHELL BUILDING This Standard utlines general requirements. Infrmatin cntained herein applies t typical instances and may nt address all circumstances. PURPOSE Shell buildings are ften cmpleted prir t tenants being identified fr all building spaces r suites. This leaves the shell building, r large prtins f the shell building, unccupied and incmplete fr extended perids f time until tenant imprvements are cmpleted. Because f the unfinished r incmplete nature f a shell building, it can present certain hazards t tenants and fire fighters. While the entire building may nt be ccupied, the entire building must cmply with the same fire and life safety requirements as thugh it were entirely ccupied. All required fire and life safety features must be installed, tested and apprved prir t any tenant ccupying any prtin f the building. All fire sprinklers, fire alarms, exits, exit signs, exit hardware, emergency lighting, fire extinguishers and ther such equipment must be prvided and maintained in all spaces f the building, even while nly a prtin f the building may be ccupied initially. As a part f the plan review prcess we verify that all fees have been paid. BUILDING ADDRESS SIGN - CFC Address must be displayed n the building, n the high pint f building, facing the addressed street, nt bstructed by building r landscaping features. Other supplemental address signs, such as landmark signs at prperty entry pints, may be required in additin t the building address sign, but cannt be used as a substitute fr the address sign n the building. Suite r unit numbers must be displayed n frnt and back drs. 12 minimum height f address characters fr building address, 6 minimum height fr suites r units. Clr f address characters must be cntrasting with backgrund. Address sign must be illuminated. Light surce must be n cntinuusly, r pht-cell cntrlled; timers are nt acceptable. 2 BUILDING ACCESS Gates n access rads t the building must be apprved by the Fire Department prir t installatin. Access rads must be prvided t within 150 feet f the exterir prtins f the grund flr f the building, as measured by an apprved rute arund the exterir f the building. The maximum grade f a Fire Access Rad shall nt exceed 15 percent (City Street Design Standards, Sectin VI, A3) Fire Access Rads shall have a minimum unbstructed vertical clearance f 13 feet, 6 inches. Fire Access Rads serving buildings tw (2) stries r less in height must be a minimum f 20 feet in width. This rad width prvides the required access needed t accmmdate perating fire apparatus and rm fr emergency exiting f private vehicles. Fire Access Rads serving buildings three (3) r mre stries, r in excess f 35 feet in height must be a minimum f 26 feet in width. This rad width prvides the required access needed t accmmdate aerial apparatus required fr structures f this height and rm fr emergency exiting f private vehicles. Apparatus access 15 t 30 feet frm building fr buildings ver 30 feet tall (CFC D105.3) Fire Access Rad inside turning radius shall be a minimum f 20 feet; utside radius shall be a minimum f 40 feet, and shall be apprved by the Fire Department. Turning radius shall be identified n submitted site plans fr Fire Department review and apprval. All bridges used n Fire Access Rads must meet r exceed the structural requirements as prvided in the City Street Design and Cnstructin Standards. A secndary means f emergency vehicle access is required when the rad serves in excess f 50 residential units, r exceeds 500 feet in length r, when in the pinin f the Fire Chief, access by a single rad might be impaired r unsafe due t vehicle cngestin, cnditin f terrain, climatic cnditins, very high fire hazard severity znes r ther such lcal cnditins (City Street Design Standards). All required Fire Lanes must be cmpleted, maintained, unbstructed and marked apprpriately (CVC ). Fire Department Knx key access shall be available fr buildings cntaining hazardus materials, high piled strage and fire prtectin equipment. Illuminated exit signs shall be prvided at cnstructin f shell based upn the ccupant lad f the unfinished space. Stre frnt drs shall be prvided with lever actin r panic hardware fr all drs with the exceptin f the main entrance which may have key lcking hardware. FUEL MODIFICATION Fuel Mdificatin Plans where required, such as lcatins within Wildland-Urban Interface Fire Areas, must be cmpleted and apprved prir t issuance f Building Permit. FIRE PROTECTION SYSTEMS CFC Fire hydrants, public and private shall be prvided in accrdance with Appendix C f the CFC: The lcatin f all hydrants installed shall be marked with a blue reflectrized marker n the radway Circadian Way, Santa Rsa, CA Phne: Fax: Page 2 f 10

3 Access t all hydrants shall be maintained and remain clear and unbstructed (SRCC ). Fire sprinklers shall be prvided: Signs shall be prvided t clearly identify all Fire Department Cnnectins (FDC s), Pst Indicatr Valves (PIV s), Detectr Check Valves (DCV s), and all ther cntrl valves assciated with any fire prtectin system. Each sign shall be f a durable all-weather design and be securely attached t the valve, and shall indicate the functin f each valve. Additinal signs may be required fr valves that are lcated within a building r behind a visual bstructin (Infrmatin Bulletin 024, SRCC ). Prtective bllards shall be installed where required t prevent damage caused by vehicles t hydrants, FDC s, PIV s, DCV s and ther fire system assemblies. Prtective bllards shall be installed as apprved by the Fire Department and must allw fr clear and unbstructed Fire Department access t the assembly. All Fire Department Cnnectin penings shall be prvided with an apprved prtective cver (CFC ). All cntrl valves shall be lcked and maintained in the pen r n psitin at all times. Apprved break away lcks shall be used, and a key t the lcks used shall be prvided fr strage in the Fire Department lck bx where such key bx is installed (CFC ). TRASH ENCLOSURES CFC Trash enclsures must nt be stred within five feet f cmbustible walls, penings r rf eave lines. Trash enclsures may be allwed clser than five feet r cmbustible walls, penings r rf eaves if prtected by an apprved autmatic fire sprinkler system; separate plan apprval and permit required. OCCUPANCY CLASS CFC Occupancy Classificatin must be specified fr building, all rms and areas. OCCUPANT LOAD AND SIGNS CFC 1004 Determine the ccupant lad based n the rm use and the ccupant lad factr fr each use (CFC ). Occupant lad signs shall be prvided fr rms where ccupant lad exceeds 50 in assembly use (CFC ). Public Assembly Permit may be required. FLAME SPREAD RATINGS CFC 803, 805, 807, Table Flr finish, interir wall and ceiling finish shall be in accrdance with the CFC and the CBC. FIRE EXTINGUISHERS CFC 906.2, 906.6, Title 19 CCR, Sectin 567(h). Fire extinguishers shall be prvided thrughut the shell based n square ftage. Light Hazard ccupancies (ffices) shall be prvided with a minimum f ne fire extinguisher having a minimum rating f 2A:10BC. Fire extinguisher(s) shall be lcated within 75 feet f travel, near exits r alng exit paths, and fr each 3,000 square feet. Mderate Hazard ccupancies (retail, manufacturing, and warehuse) shall be prvided with a minimum f ne fire extinguisher having a minimum rating f 2A:10BC. COMBUSTIBLE PROJECTIONS CFC Fire Resistive rated cnstructin must be prvided where required. AREA SEPERATION LOCATIONS CFC 508 Fire Resistive cnstructin details must be prvided. Penetratins and Openings (including drs and windws) must be prtected as specified in CFC OCCUPANCY SEPERATION LOCATIONS CFC 508 Fire Resistive cnstructin details must be prvided. EXITING CFC 1005, 1008, 1015, 1018, 1019 Number f required exits must be prvided as specified in apprved plans, and in cmpliance with the requirements f CFC 1005, Table ,1019.1, Table Minimum tw exits required fr: Cnference rms 750 square feet Offices 5,000 square feet Retail 3,000 square feet Warehuses 25,000 square feet Distance t exits must nt exceed (CFC , Table , , Table ): 200 feet in buildings with n fire sprinklers. 250 feet in buildings with apprved fire sprinkler system. 100 feet additinal distance allwed in rated crridr.
