1 I308. Central Park Precinct I Precinct descriptin The Central Park Precinct is lcated at 666 Great Suth Rad, Ellerslie. The purpse f the Central Park Precinct is t prvide fr emplyment and ffice activities within an ffice park envirnment. Cnstraints n the amunt and lcatin f parking cntribute t the pedestrian amenity f the precinct. The amunt f supprting services and minr cnvenience/service retail that can be established in the site is capped s that the Central Park precinct and Ellerslie twn centre cmplement, and d nt cmpete with each ther. The precinct is separated int fur develpment areas. The fur areas have different building heights, reflecting the existing built envirnment, the nature f the site, its lcatin near Ellerslie twn centre and surrunding prtected views. The zning f the land within the Central Park Precinct is the Business Business Park Zne. I Objective (1) The Central Park Precinct is develped as a business park with a range f supprting activities that are cmplementary t the Ellerslie twn centre, and is well designed and integrated with the surrunding area and infrastructure. The verlay, Auckland-wide and zne bjectives apply in this precinct in additin t thse specified abve. I Plicies (1) Limit land use activities such as retail, fd and beverage and recreatin facilities, t thse that serve the needs f ffice wrkers within the precinct. (2) Require buildings t align with and activate private streets within the site. (3) Require develpment t avid, remedy and mitigate any adverse traffic effect n the Ellerslie Panmure Highway interchange. (4) Require develpment within the precinct t apply the fllwing principles: (a) gd pedestrian links thrugh the site; (b) landscape amenity space; (c) gateway and landmark features; (d) safe vehicle mvements within and t and frm the site; (e) massing and building height; and (f) landscaped areas and pedestrian plazas that enhance the amenity f the site and prvide a fcal pint f the develpment. 3 fr as permitted I Ntificatin (1) An applicatin fr resurce cnsent fr a cntrlled activity listed in Table I abve will be cnsidered withut public r limited ntificatin r the need t btain written apprval frm affected parties unless the Cuncil decides that special circumstances exist under sectin 95A(4) f the Resurce Management Act (2) Any applicatin fr resurce cnsent fr an activity listed in Table I Activity table and which is nt listed in I308.5(1) will be subject t the nrmal tests fr ntificatin under the relevant sectins f the Resurce Management Act (3) When deciding wh is an affected persn in relatin t any activity fr the purpses f sectin 95E f the Resurce Management Act 1991 the Cuncil will give specific cnsideratin t thse persns listed in Rule C1.13(4). I Standards The verlay, zne and Auckland-wide standards apply in this precinct unless therwise specified belw. All activities listed as permitted and cntrlled in Table I Activity table must cmply with the fllwing permitted activity standards. 4 (a) rftp prjectins must nt exceed the maximum building height by mre than 10 per cent; and (b) the ttal area f rftp prjectins must nt exceed 10 per cent f the ttal rf area. I Site intensity (1) The maximum flr area rati fr building develpment areas A, B, C and D is 1.8:1 and the grss flr area f buildings within the precinct must nt exceed 114,000m 2. (2) Within the maximum flr area rati, the grss flr area f the fllwing activities must nt exceed 3,500m 2 fr: (a) recreatin facilities; (b) fd and beverage; and (c) retail prvided that the ttal grss flr area fr retail must nt exceed 2000m 2 I Upper and lwer strey setbacks (1) A minimum distance between buildings must be prvided as fllws: (a) fr the prtin f the building façade lcated between grund level and 13m abve grund level: 18m; and (b) fr the prtin f the building façade lcated mre than 13m abve grund level: 24m. (2) An existing r cnsented building will set the building line n ne side f the street, and any future building setback must cmply with I (1) abve. (3) Parking structures (except the parking structure alng the eastern frntage f building develpment area A) will nt set the first building line. I Pedestrian plaza and landscaped amenity spaces (1) The indicative pedestrian plaza and indicative landscaped amenity spaces must be prvided in the general lcatins shwn n Precinct plan 2: Central Park urban design framewrk. (2) The pedestrian plaza must have a minimum area f 600m² (excluding ftpaths n rad frntages) and must be prvided cncurrently at the time the next building in the precinct is cnstructed after the date the Unitary Plan becmes perative. (3) A minimum f 10 per cent f the ttal develpable area f the precinct (excluding internal rad crridrs) must be prvided as landscaped amenity spaces. 5 (b) pcket parks i.e. small parks and breakut areas; r (c) strmwater retentin pnds where they are designed fr dual purpse as amenity features. I Ftpaths in the pedestrian riented area (1) Ftpaths within the pedestrian riented area must be a minimum f 1.8m wide n bth sides f the street. (2) This standard des nt apply t existing r cnsented ftpaths as at June 2010 that d nt cmply with this standard. I Pedestrian cnnectins (1) Pedestrian cnnectins must be prvided and maintained thrughut the site, generally in the lcatins shwn n Precinct plan 2: Central Park urban design framewrk. The fllwing pedestrian cnnectins must be prvided: (a) an at grade pedestrian link as shwn n Precinct plan 2: Central Park urban design framewrk; (b) internal pedestrian links as shwn n Precinct plan 2: Central Park urban design framewrk; and (c) signage at the Great Suth Rad and Sultan Rad entrances t the pedestrian cnnectin advising the public f the availability f the link, subject at all times t any temprary restrictins that may reasnably be required t be impsed fr security purpses. (2) Any develpment n the site must nt prevent r impede the creatin f an upper level pedestrian link ver the mtrway t cnnect t Ramsgate Street. (3) Pedestrian cnnectins must be prvided as part f the develpment r redevelpment f the building develpment areas. I Car parking (1) Car parking in the precinct must cmply with the fllwing cntrls and Figure I Car parking ratis belw: (a) minimum car parking requirements: (i) fr any develpment where the ttal grss flr area f the precinct develpment is less than 72,600m 2, a minimum f 1815 car parks shall be prvided; and (ii) fr develpment that results in a ttal grss flr area f between 72,600m 2 and 114,000m 2, the minimum number f car park spaces that shall be prvided is 1815 plus ne car park per 224m 2 f grss flr area abve 72,600m 2 ; (b) maximum car parking requirements: Prpsed Auckland Unitary Plan Decisin Versin 19 August

6 (i) fr any develpment that results in a ttal grss flr area f between 32,887m 2 and 72,600m 2, the maximum number f car parks that may be prvided is 1815 car parks, plus ne car park per 40m 2 f grss flr area abve 32,887m 2 ; and (ii) Fr any develpment that results in a ttal grss flr area f mre than 72,600m 2, the maximum number f car parks within the precinct must nt exceed Figure I Car parking ratis I Assessment cntrlled activities I Matters f cntrl The Cuncil will reserve its cntrl t all f the fllwing matters when assessing a cntrlled activity resurce cnsent applicatin: (1) new buildings and external additins and alteratins that are nt prvided fr as a permitted activity: (a) building design and external appearance; (b) pedestrian cnnectins and vehicle access; (c) pedestrian amenity; and (d) traffic impacts. 7 I Assessment criteria The Cuncil will cnsider the relevant assessment criteria belw fr cntrlled activities: (1) new buildings and external additins and alteratins that are nt prvided fr as a permitted activity: (a) building design and external appearance: building frm: (i) the extent t which the exterir design and appearance f the building cntributes t the avidance f adverse building bulk and dminance effects; (ii) the extent t which the building creates a human scale envirnment at street level; (iii) whether rftp prjectins including twers, turrets, chimneys, lift twers, machinery rms which exceed the parapet r rf height are cmpatible with the verall architectural frm and detailing f the building; (iv) extent t which there is similarity in facade design and materials and cntinuity in frm and appearance f canpies with the facades f ther buildings; (v) whether signage n the building has been incrprated as part f the building design; (vi) whether there is landscaping f pedestrian cnnectins thrughut the precinct; and gateway and landmark features: (vii) the extent t which buildings n highly visible lcatins are designed t feature architectural accents such as special architectural features, articulatin, extra glazing r lighting; sustainability: (viii) the extent t which the prpsal addresses the fllwing principles: buildings are designed t be sustainable thrugh the use f durable lw maintenance materials, maximising slar access and natural ventilatin and the incrpratin f mechanical and electrical systems that ptimise energy efficiency; n-site landscaping cnsists f indigenus vegetatin where apprpriate; n-site strmwater cnservatin measures are incrprated where apprpriate including rainwater harvesting devices, green rfs, site landscaping, rain gardens and wetland treatment systems and Prpsed Auckland Unitary Plan Decisin Versin 19 August

8 strmwater planter bxes (subject t sil cntaminatin cnsideratins); adequate strage space and cntainers are prvided fr rubbish and recyclable materials in a lcatin which is clearly visible n the site and easily accessible fr ccupants and cllectin vehicles; building and demlitin is undertaken in a way that maximises the use f waste materials fr reuse and recycling; and crime preventin (ix) the extent t which the prpsal addresses crime preventin thrugh envirnmental design principles. (b) pedestrian cnnectins and vehicle access: (i) The extent t which the prpsal addresses the fllwing principles: pedestrian links thrugh buildings shuld be prvided where these will prvide shrt and cnvenient pedestrian rutes; pedestrian links thrugh the grund flr f buildings shuld: be verlked by adjacent uses; be lined by internal walls which cntribute t visual interest and pedestrian safety; include a variety f architectural detail and maximise building entrances and glazing; minimise blank walls; adpt CPTED principles (i.e. avid ptential entrapment areas and deep recesses); avid chicanes which limit natural surveillance; and prvide adequate internal lighting. (c) pedestrian amenity: (i) the extent t which the prpsal addresses the fllwing principles: the pedestrian plaza and landscaped amenity spaces shuld: be visible frm the pedestrian rutes n the site and verlked by buildings t maximise persnal safety; be lined with active edges n the grund flr in the case f the pedestrian plaza; be landscaped with sft and hard landscape elements; include adequate seating, lighting, signage and street furniture; and feature high quality materials and rbust detailing. 9 in additin, street trees and ther landscape elements shuld als be prvided t achieve the fllwing: visual enhancement f internal private rads and pedestrian rutes; and screening f parking areas where these are visible frm the pedestrian rutes; and (d) traffic impacts: utdr strage and refuse dispsal areas shuld be avided in the pedestrian riented area. (i) unless it can be prven they are nt required, whether the measures listed belw are implemented t manage the traffic effects generated by the redevelpment f the site: a secnd signalised right turn int the site frm Great Suth Rad; queue detectin and/r electrnic signage t manage right turn queues int the site frm Great Suth Rad; at the existing signalised site access (nrth) a duble right turn int and ut f the site; internal rad upgrades required t meet internal traffic flw demands, including (but nt limited t): tw lanes being prvided in bth directins between the Great Suth Rad nrthern site access t the nsite rundabut; installatin f a slid median extending frm the signals at the nrthern site access t beynd the first park entrance, apprximately 90m (with a gap t allw access t the site nrth f the Central Park Precinct); r speed tables n appraches cnditins f cnsent requiring any f the traffic management measures in abve may be impsed when individual applicatins fr resurce cnsent fr individual buildings (r grups f buildings) are granted.
