1 Terms f Reference fr Prviding Cnsulting Services fr Greenway Design 1. Intrductin Greenways are managed pen spaces that ffer imprved mbility t pedestrians and cyclists, create new recreatinal space fr city residents, and enhance envirnmental assets. Greenways are typically anchred by a waterway. A greenway prject can transfrm a neglected creek r drainage channel int a high quality public space that becmes part f the city s pen space netwrk. Designed with accessibility and safety features in mind, greenways can becme a place f enjyment fr residents f all ages and genders. Greenways can als cntribute t healthy lifestyles by creating high quality facilities fr active transprt using nn-mtrised mdes. The planning prcess fr greenways cmbines analysis f the hydrlgical features f the waterway with an assessment f the mbility needs f lcal residents and nn-mtrised transprt (NMT) users in the city as a whle. The design f a greenway must be integrated with a city s transprt netwrk, especially citywide pedestrian and cycle netwrks. In additin, the design shuld take int accunt nearby public transprt services t imprve accessibility t the greenway. 2. Objectives The main bjectives f the greenway prject are as fllws: Increase access by prviding safe, cnvenient mbility crridrs fr pedestrians and cyclists Mitigate the risk f flding thrugh imprved flw and grundwater recharge systems Prtect and enhance envirnmental resurces by imprving water and air quality Expand awareness abut eclgy and lcal envirnmental issues Create new recreatinal pprtunities fr city residents 3. Methdlgy verview The scpe f wrk includes: Review f existing transprt, land use and develpment plans Definitin f Study Area Survey f land uses, activities, and street netwrk Tpgraphic survey Survey f NMT netwrks Hydrlgical and envirnmental analysis NMT netwrk prpsal Cnceptual prpsal 1

Detailed methdlgy 4.1 Review f existing transprt and land use plans The Cnsultant will cllect and review all relevant reprts, with particular attentin t the Sustainable Cities thrugh Transprt strategic plan, City Develpment Plan (CDP), Master Plan, Cmprehensive Mbility Plans, Cmprehensive Traffic and Transprt Studies, City Crprate plans, transprt-related Detailed Prject Reprts, and any plans related t the greenway crridrs listed in Annex 1. Based n this infrmatin, the Cnsultant will prepare a brief prfile f the planning area including: Lcatin Demgraphic infrmatin f study area Majr linkages cmmunicating thrugh the study area Sci-ecnmic data; and Envirnmental assets, such as natural cnservatin areas, heritage areas and parks r pen spaces. The Cnsultant will cmpile spatial infrmatin n plans fr public transprt netwrks, cycling netwrks, pedestrian netwrks, and pedestrian znes presented in these reprts. The Cnsultant shuld cmpile infrmatin n drainage netwrks, nullahs, and natural canals passing thrugh the city. 4.2 Definitin f Study Area Fr each f the greenway crridrs listed in Annex 1, the Cnsultant will define the fllwing: Immediate Study Area cnsisting f all areas within a 200 m buffer n either side f the waterway. Brad Study Area cnsisting f all areas within a 1 km buffer n either side f the waterway. All natural drains, rivers, canals, streets, gardens, and public spaces in the Brad Study Area shuld be mapped in GIS based n satellite phts/aerial phtgraphs. Maps f the Immediate and Brad Study Areas fr all greenway crridrs listed in Annex 1 will be presented in the inceptin reprt with all relevant infrmatin and data cllected frm relevant reprts (see Step 1). The Cnsultant will als present plans fr data cllectin including primary survey frmats and prpsed lcatins fr all surveys in this TOR. The client must apprve the Inceptin reprt befre the Cnsultant prceeds t next step. 4.3 Survey f land use, activities, and transprt netwrk The Cnsultant will cmpile infrmatin n adjacent areas t infrm the design f the greenway: 2

3 The Cnsultant will carry ut a land use survey fr every building in the Immediate Study Area. In cases where the grund flr use is different frm that f rest f the flrs, the surveyrs shuld make a nte. Imprtant activity generatrs, such as shpping areas, theatres, husing develpments, and parks, shuld be identified. The Cnsultant als shuld recrd the dead spaces with little activity. The Cnsultant will map all publicly accessible streets and paths in the Brad Study Area. The Cnsultant will als map public transprt facilities, including bus stps, bus terminals, and railway statins within the Brad Study Area. All data shuld be recrded using the GIS platfrm. 4.4 Tpgraphic Survey The Cnsultant shall cnduct ttal statin surveys t infrm the preparatin f cnceptual plans. The tpgraphic surveys must cver the entire Immediate Study Area. Specific elements that must be surveyed (including dcumentatin f gecded X, Y, and Z crdinates in a GIS platfrm) include: All publicly wned areas f the waterways listed in Annex 1: Levels Type f lining (e.g. sand, cncrete, rcks, etc.) Strm water and sewer elements, including drainage utfalls Bridges, including: Alignment Pier psitins and dimensins Lwer and upper heights Main rads, sub rads, and service lanes, as applicable, including the fllwing elements: Carriageway, differentiating between paved and unpaved areas Medians / bllards / permanent barricades Ftpaths/pathways including all kerbs and level differences Intersectin elements such as pedestrian islands, landscaped areas, etc. Kerbs Manhles Drains (cvered and uncvered) Sign bards / markings and signals Cmpund walls and each access pint/gate Frnt facade f existing buildings/structures All utility (electricity, telephne, etc.) ples, bxes, service lines, cable ducts, high tensin lines, etc. Trees: t be indicated in 2 categries, abve and belw 30 cm f main trunk circumference Difference in levels wherever it ccurs 3

4 The final survey drawings shuld satisfy the fllwing requirements: Each map shuld be gereferenced with latitude, lngitude, and height crdinates s that it can be cmbined with ther maps n a GIS platfrm. Each element shuld be in a separate layer. 4.5 Survey f NMT mvements Surveys shall be carried ut t assess nn-mtrised transprt (NMT) user flws in the Brad Study Area. The Cnsultant will recrd the number f pedestrians and cyclists mving alng the rad n imprtant crridrs. The survey shall be frm 06:00 t 22:00 n a nrmal wrking day. The Cnsultant shuld recrd the pedestrian and cycle mvements in the netwrk map (see example belw). Figure 1. Sample diagram shwing pedestrian vlumes per hur. The Cnsultant als will cnduct a tracking survey f pedestrian crssing mvements at imprtant crssing pints r junctins within the Immediate Study Area. The actual pedestrian mvement lines shuld be mapped as in the example shwn in Figure 1. Befre cnducting the surveys, the Cnsultant must seek apprval f the survey lcatins frm the Client. 4

Thicker lines indicate higher pedestrian vlumes. 4.6 Hydrlgical and envirnmental analysis As part f tpgraphic survey, the cnsultant shuld include land area f 200 metres n bth sides f the waterway s as t recrd fr levels, vegetatin, structures, services, any surface flws etc. Further the cnsultant shall study the water flw patterns, including flding events and recrds. The cnsultant shuld determine water flw capacity f the existing waterway and identify bttlenecks that lead t flding. The study shuld invlve slpe analysis and levels analysis f adjacent area till 200metres n bth sides t understand the lw-lying areas and suggest the fld preventin techniques fr fld mitigatin. The cnsultant frm the detail survey shuld identify the number f sewage utfalls directly int the waterway. The cnsultant shuld als be able t get the quantity and quality tests dne, which will help in suggesting mechanisms t either pipe the sewage water and cnnect it t main drain r treat it naturally n site thrugh biremediatin techniques. The cnsultant shuld keep in mind that as this is a pilt prject extending arund 1 km and shuld be planned alng the entire length f any ne drain t be able t demnstrate the intent f the greenway design. The pilt prject shuld display the imprvement in NMT cnnectins and the mbility benefits f the greenway. It shuld als demnstrate the ther cleaning up mechanisms s that the dirty water des nt mixes with the clean treated water and same needs t be prpsed dwnstream. The cnsultant shall study the pint surces and nnpint surces f pllutin affecting water quality. The cnsultant shall study n varius activities including dairies, agriculture, sewage systems, mtr garages, cattle wallwing, pen area defecatin, carcass dumping, and indiscriminate dumping f garbage. The Cnsultant shuld carry ut sil and grundwater tests in the waterway befre cmpletin and after ne year f cmpletin shall help determine the sil remediatin treatment if needed t create bi-detentin and retentin facilities 5

6 The cnsultant shall map the entire drainage netwrk within the brad study area and its relatin t the city s verall drainage plan t identify the different catchment areas being drained ut thrugh different drains. The study f the prject specific drain wuld need a study f the respective catchment area in rder t include a strm water plan that lks at pprtunities t slw, spread, and sak the strm water. 4.7 NMT netwrk prpsal The Cnsultant will map existing publicly accessible streets and paths within the Brad Study Area. The cnsultant will create a map f these streets, identifying the smallest blcks surrunded by publicly accessible streets. All blcks less than 1 ha will be identified. The Cnsultant will identify new streets that are prpsed in the Master Plan r ther city plans. Based n the analysis f existing streets, the Cnsultant will identify lcatins where the greenway prject can bridge missing links t create new cnnectins alng and perpendicular t the waterway t reduce NMT travel distances. Thrugh the NMT paths created as part f the greenway prject, the Cnsultant shuld aim t reduce blck sizes wherever pssible. The cnsultant will ensure that the NMT netwrk prpsal cmplements the verall transprt netwrk f the city. The Cnsultant will prepare the fllwing netwrk plans fr the Brad Study Area: Pedestrian netwrk including pedestrian paths alng the greenway as well as pedestrian elements n surrunding streets (i.e., wider ftpaths, pedestrian znes, etc.). Cycle netwrk including cycle paths alng the greenway as well as cycle facilities n surrunding streets (i.e., cycle tracks, traffic calmed carriageways, etc.). The netwrk plans will be prepared using GIS. 4.8 Cnceptual prpsal The cnsultant will develp cnceptual landscape plans fr the greenway crridr and adjining streets including the fllwing elements. The cnceptual designs must cver the greenway and all ther public rights-f-way in the Immediate Study Area Greenway design The Cnsultant will design the waterway, landscaping, and mbility elements, including the fllwing: Waterway elements: Landscape: Landfrm grading cncept with strm water drainage, lakes, water bdies etc. The grading cncept shuld accmmdate varius fld levels and reduce the impact f flding n surrunding areas. Lining elements. Shuld emphasise natural elements rather than cncretisatin f the waterway. Strm water and sewage system. The design shuld emphasize n the natural treatment system. Visual and physical axes fcus pints, and hierarchy f pen spaces. 6

7 The landscape planting scheme shuld aim t preserve the natural bidiversity f the regin and help regenerate it with indigenus plants. Emphasis shuld als be given t creating a self sustaining ecsystem that can wrk n its wn and aid in imprving the water quality Specific lcatin f trees, shrubs, and grund cver. The landscaping plan shuld prvide fr cntinuus shade ver the mbility elements and als incrprate urban farming cncepts. Example f a greenway crss sectin shwing the alignment f waterway elements and mbility crridrs fr pedestrians and cyclists Design f adjacent streets In the case f any streets in the Immediate Study Area, the designs shall be prepared fllwing the relevant Indian Rads Cngress standards, especially IRC 103:2012, Guidelines fr Pedestrian Facilities. The cnsultant shuld als refer t street design manuals such as Better Streets, Better Cities: A Guide t Street Design in Urban India by the Institute fr Transprtatin and Develpment Plicy, the Street Design Guidelines prepared by UTTIPEC, and Tender Sure: Specificatins fr Urban Rads Executin, written by Bangalre City Cnnect and the India Urban Space Fundatin. Designs shuld include the fllwing cmpnents (as applicable): Dedicated pedestrian ftpaths. Dedicated cycle tracks (if the crridr falls n the cycle pririty netwrk). Dedicated bus lanes (if the crridr falls n a public transprt pririty netwrk). Pedestrian crssings, including frmal speed table crssings as well as median breaks that serve as infrmal crssing lcatins. Trees t prvide shade fr pedestrians and cyclists as well as decrative landscaping, including cmpensatry affrestatin fr the trees remved as part f the prject. 8

9 Bus stps and paratransit stps. Spaces fr street vending. Medians Traffic calming elements, where needed t reduce vehicle speeds. Intersectin designs shuld prmte pedestrian safety thrugh elements such as pedestrian refuge islands, reduced angles f apprach, reduced turning radii, and traffic calming. The design f pedestrian crssings at intersectins and in mid-blck lcatins shuld ensure that pedestrians d nt need t crss mre than 2 lanes (6 m) at a time. Where extra ROW is available, the cnsultant shuld 9

10 identify pprtunities t expand the ftpaths and imprve and/r create plazas, markets, and ther public spaces. The carriageway width shuld remain cnsistent between intersectins Output frmat The Cnsultant shuld plan diagrams, sectins, and renderings t cnvey the fllwing elements f the cnceptual designs: Waterway design Landscape design Mbility elements Facilities The Cnsultant will submit the Cnceptual Designs in hard cpy and electrnic frmat. 4.9 Draft wrking drawings Fllwing apprval by [ULB] f the Cnceptual Designs, the cnsultant will prepare preparing detailed cnstructin drawings fr the Study Area. The designs shuld include gemetric and vertical prfiles and shuld incrprate drainage designs (see belw). The designs shuld include the fllwing cmpnents: Typical sectins alng varius segments Hrizntal cntrl plan Grading plan shwing prpsed cnturs in relatin t the adjacent levels and strm water drainage system. Demlitin plans Planting layut fr prpsed trees, shrubs and grund cver masses. Utility relcatin plans (wherever necessary) Strm water plans Lighting layut plan shwing psitining, designing, r selectin f all utdr, lighting features, and their number. Facilities plan Material specificatins Cnstructin details fr each element The Cnsultant will als prepare a bill f quantities (BQ) fr all prpsed civil wrks based n engineering drawings and inputs the Client n rates t be quted. The cnsultant will als prepare phtmntages/#d Renders shwing key typlgies alng the crridrs. The Cnsultant will submit the wrking drawings and BOQ ( Draft Wrking Drawings ) t [ULB] in hard cpy and electrnic frmat fr review. 11 The Cnsultant will revise the wrking drawings and BOQ ( Final Wrking Drawings ) as per the cmments received frm [ULB]. The Cnsultant will submit the Final Wrking Drawings t [ULB] fr apprval Scial impacts The Cnsultant will prepare Envirnmental and Scial Assessment Reprts in line with the Envirnmental and Scial Framewrk (ESF) f the Tamil Nadu Urban Infrastructure Financial Services Limited. The Scial Assessment Reprt will include an initial screening fr scial impacts, identifying type and nature f impacts, mitigatins measures as per the ESF entitlement matrix, public cnsultatin with the identified prjected affected persns, public disclsure, implementatin arrangements, and mechanisms fr land acquisitin, resettlement, and rehabilitatin. The Cnsultant will prepare a Resettlement Actin Plan (RAP), if applicable, that shuld take int accunt f plicy prvisins and entitlements available in the Natinal Rehabilitatin and Resettlement Plicy f 2007 alng with the prvisins f ESF. The Cnsultant shuld explre design ptins t minimize scial impacts Management Plan The Cnsultant will frmulate a Management Plan cvering the fllwing elements: Waterway maintenance guidelines. Landscaping maintenance, including water supply, pest cntrl, etc. Cnservancy plan fr waste cllectin alng the greenway. Interactin with adjacent cmmunities n garbage dispsal methds and defecatin practices t facilitate upkeep f the greenway. Staffing plan fr management activities Implementatin mnitring [ULB] will flat tender(s) fr cnstructin based n the drawings and BOQ prvided by the Cnsultant. [ULB] will appint a prject management cnsultant t supervise cnstructin. The cnsultant will brief the prject management cnsultant n details f the design and will visit the cnstructin site at a weekly (r mre frequent) interval during implementatin t ensure that the cnstructed facilities cnfrm t the designs prvided by the Cnsultant. The Cnsultant will ntify [ULB] and the prject management cnsultant f any deviatins frm the apprved designs within twenty-fur (24) hurs. [ULB] will issue a Cmpletin Certificate upn successful implementatin f the designs. 5. Review Cmmittee [ULB] will frm a Technical Cmmittee in rder t mnitr and review the street design guideline prcess as well as street designing by empanelled urban designers. The Cmmittee will have direct invlvement f the member r the representative f the department as fllws: Deputy Cmmissiner, [ULB] City Engineer, [ULB] Twn Planning Officer, [ULB] 11

12 Representative, District Cllectr Representative, Lcal Planning Authrity Representative, Traffic Plice Representative, Public Health Department Representative frm Respective Pllutin Cntrl bard Representative frm the Public Wrks Department Representative frm the Irrigatin Department Technical Cmmittee meetings will be rganised and hsted by [ULB]. All members except special guests will participate in mnthly meetings. Decisin n rganising a meeting with special members fr their experts cmments will be taken by the ther members. Frm time t time, the Additinal Municipal Cmmissiner r City Engineer, [ULB], may rganise additinal meetings, knwn as Mentring Meetings with presence f the special members. The Cnsultant shall make presentatin t the present cmmittee members. Cmmittee members will give their cmments t the cnsultant. Cnsultant shall wrk upn the cmments and present the revisins in the fllwing meeting. The date, time, and agenda fr the subsequent technical cmmittee meeting as well as fr mentr meeting will be discussed and finalised in every meeting. 6. 13 7.1 Eligibility Criteria The applicant shall meet the fllwing criteria. Experience with designing f at least tw (2) cmprehensive landscape plans fr Gvernment wned parks, cmmunity gardens, riverfrnts r pedestrian plazas with a cmbined cnstructin cst nt less than Rs 5.0 Cr. A certificate frm the apprpriate authrity shall be enclsed t substantiate the fact. Only wrks perfrmed by the applicant directly fr the respective clients shall be cnsidered. Successful cmpletin f similar street design services invlving the design f streets, NMT facilities (especially ftpaths, pedestrian znes and cycle tracks), public spaces, and amenities fr at least tw (2) similar prjects in India. Experience n waste water management, water purificatin by bi remediatin, hydraulics, and fld management. 7.2 Skill requirements The fllwing key prfessinals are t be engaged by the Cnsultant alng with required supprt staff. The CVs f the prfessinals listed in Table 2 will be reviewed as part f the technical evaluatin. Table 2: Skill requirements Specializatin Prject Lead Architect Requirement Master s degree in urban design r landscape architect (M Arch r equivalent) frm a reputed university. S/he shall have at least 10 years f experience in street design, public space design, and/r nnmtrized transprt planning. Master s degree in urban design (M Arch r equivalent) frm a reputed university. S/he shall have at least 5 years f experience in street design, public space design. Urban Transprt Planner Masters degree in transprt planning r equivalent field with at least 8 years f experience. Experience in nn-mtrized transprt planning. Prject Manager Envirnmental Specialist At least 3 years f experience in prject management fr surveying, design, and cnstructin prjects. At least five (5) years f experience in envirnmental evaluatin and assessment prcesses required fr the develpment f the infrastructure Graphic Designer (Renderings) Master s degree in architecture (M Arch r equivalent) frm a reputed university. S/he shall have at least three (3) years f experience in architectural renderings and relevant sftware. Experience in the design f public transprt facilities preferred. The abve team shuld be supprted by adequate supprt staffs and ther experts / specialists with adequate experience t ensure that the bjectives f the prject are achieved within the time line. Since the greenway prject will require a multidisciplinary apprach where alng with the main cnsultant, there will be a need fr sub cnsultant helping with waste water management issue, water 13

14 purificatin by bi remediatin methd, studying the rainfall data and hydraulics f the channel t be able t design fr high fld level, shuld have experience in slving critical issues. 7.3 Evaluatin criteria fr technical bid Table 1 indicates the criteria fr the technical scring f applicants. The sub-envelpes must be marked with the prject name and the type f bid. The Technical Bid envelpe shuld cntain the fllwing infrmatin: Name, address, and cntact details f the Prject Lead. Cmpany prfile. List f technical staff emplyed full time with the applicant (part time staff shall nt be cnsidered). Detailed CVs f the technical staff. Prf f prfessinal affiliatins f staff. 14

15 List f facilities (ffice space, cmputers, sftware, printers/scanners etc.) available with the firm fr perfrming the activities f the TOR, including an indicatin f which facilities are available in cities in Tamil Nadu.
